The theory and practice of sustainability involves the understanding and management of the coupled relationship between the environment and humans. This relationship is very evident in respect to mining where the impacts of operations, both positive and negative, are environmental and socioeconomic in nature. In recent years, evaluating the sustainability of a mining operation has grown within the literature due to the impacts that mining has upon a local community. However, the literature has been often characterised by a variety of case study-specific approaches to define and evaluate the sustainability of mining operations. This is due to the fundamental problem of defining what is sustainability. The paper applies, based on our previous research, a mathematical model of sustainability to the environmental impact assessment (EIA) of a proposed bauxite mining project in the Andhra Pradesh province, India. The model??s application to the impact assessment, which used the rapid impact assessment matrix, was undertaken for the purpose of determining the level and nature of sustainability (if appropriate) of the proposed project. The results indicated that the project was considered as unsustainable in its current form, based on an obtained E value of 0.249 and an H NI value of 0.500. The results suggested that the project would greatly benefit from an environmental management plan in order to mitigate the extensive negative environmental and social impacts of the project. The results also indicated the potential of the model in assisting in the resolution of questions of the sustainability of local projects, which are assessed through quantitative-based EIA.  相似文献

Sustainable development is accepted worldwide as a programme for the improvement of human-environment relations. It has been argued that the local level is the optimum level at which to implement sustainability. However, variability of local characteristics problematises this process as engagements with the principles and practices of sustainable development in unique places are likely to result in varying interpretations of the internationally accepted discourses of sustainable development. In order to assess local level interpretations of sustainability [Sharp, L., 1999. Local policy for the global environment: in search of a new perspective. Environmental Politics 8 (4), 137-159] calls for a more contextual analysis of the relationship between sustainability and the local level.This paper evaluates the interpretations of sustainability that were evident in a capacity building workshop in the Ugu District Municipality on the south coast of KwaZulu-Natal in South Africa through consideration of the context in which they emerged. The notion of place as a construction of social and spatial interrelations, the social relations of power within places and the environmental discourses through which debates over sustainability often occur have been used in this study to consider how unequal power relations and the process of political and social transition taking place within the Ugu District Municipality drive the social construction of sustainability agendas. Consequently, the case study draws attention to the need to consider the ways in which local contexts set the terms for interpretations of sustainability as these conceptualizations can direct actions for sustainability and may interrelate to assist or hinder the implementation of local level sustainability plans.  相似文献

One of the most contested dimensions of sustainable development is the issue of substitutability--the extent to which environmental qualities can be substituted, either for human-made assets, or for some equivalent environmental function. The main argument of this paper is that dominant economic discourses of sustainability neglect long-standing geographical concerns with scale, embeddedness and abstraction that are inevitably embroiled in the practical negotiation of substitutability. In particular, it seeks to demonstrate how relations of ecological and political scale frame the ‘decision space’ within which debates about substitution take place. These arguments are developed by analysing conflicts over the development of an amenity barrage across the Taff-Ely estuary in Cardiff, South Wales, and the provision of new wetlands to compensate for the resulting loss of wildlife habitat. This case shows that the scale at which environmental ‘assets’ are constructed--whether local, national or global--can reveal or obscure distributive effects incurred in maintaining environmental capital through compensatory measures. It also demonstrates how the re-scaling of governance arrangements (in this case to the European Commission) can empower the delivery of environmental management measures but simultaneously re-structures the objects of sustainability, rendering habitats and wildlife populations as disembedded symbols.  相似文献

Though the concept of sustainable development originally included a clear social mandate, for two decades this human dimension has been neglected amidst abbreviated references to sustainability that have focused on bio-physical environmental issues, or been subsumed within a discourse that conflated ‘development’ and ‘economic growth’. The widespread failure of this approach to generate meaningful change has led to renewed interest in the concept of ‘social sustainability’ and aspects thereof. A review of the literature suggests, however, that it is a concept in chaos, and we argue that this severely compromises its importance and utility. The purpose of this paper is to examine this diverse literature so as to clarify what might be meant by the term social sustainability and highlight different ways in which it contributes to sustainable development more generally. We present a threefold schema comprising: (a) ‘development sustainability’ addressing basic needs, the creation of social capital, justice and so on; (b) ‘bridge sustainability’ concerning changes in behaviour so as to achieve bio-physical environmental goals and; (c) ‘maintenance sustainability’ referring to the preservation - or what can be sustained - of socio-cultural characteristics in the face of change, and the ways in which people actively embrace or resist those changes. We use this tripartite of social sustainabilities to explore ways in which contradictions and complements between them impede or promote sustainable development, and draw upon housing in urban areas as a means of explicating these ideas.  相似文献

These essays are offered as a contribution to the ongoing scholarly discourse concerned with environmental problems in East Central Europe (ECE). In this volume we concentrate on the local through papers that indicate the nature of environmental challenges and ways in which progress is being made not merely by legislation but by negotiating sustainability in a range of local situations. Written by social scientists, largely geographers and anthropologists, from Western Europe as well as ECE and North America these essays provide ethnographically-detailed case studies of local environmental transformations in eight different countries. The emphasis on locality studies unites all the authors who, in different ways, develop the central idea that the macrosociological oversimplifications of the 1980s and 1990s can only be countered, and indeed corrected, through careful consideration of the diversity of local realities. All the case studies are concerned with the environmental dimensions of postcommunist transformations, whether that be through pollution abatement, restructuring over rights to natural resources such as forests or the implementation of ecotourism as a local redevelopment strategy. Sustainable development is therefore a leitmotif of this collection and most of the papers offer empirically-grounded critique of the concept insofar as it has permeated debates about local development in the postcommunist world. A lack of safe sanitation threatens human wellbeing and has overlooked implications for environmental sustainability. There is a growing need to understand community-level drivers of sanitation use, as poor sanitation in a few households can create risks for neighboring households and contaminate the surrounding environment. This paper considers sanitation in the context of common-pool resources, focusing on processes of collective action and sustainable sanitation use, and draws on a case study conducted in Koassanga, Plateau-Central, Burkina Faso, where an ecological sanitation system intervention was implemented. Using a qualitative study design, 26 semi-structured interviews were conducted with residents using a social capital framework for water, sanitation and hygiene. Data were thematically analyzed to understand how collective action played a role in sustaining use of the sanitation system. The case study findings indicated that social capital characterized by membership in local groups and associations may have contributed to successful implementation of the intervention and ending open defecation, through normalization and monitoring of the use of ecological sanitation systems. In addition, community leaders played prominent roles in ensuring that collective management of the sanitation systems was sustained. These findings highlight potential for further examination of sanitation systems from a common pool resources perspective to identify other factors that contribute to long-term sustainability. With growing interest in community-led sanitation approaches, this understanding can inform more effective strategies for governments and NGOs to promote the health of entire communities to achieve SDG targets for universal coverage.  相似文献

In view of the mountainous evidence on destruction of environmental quality and societal well-being as a consequence of rapid economic development, sustainability has gained vast attention from the community and industrial players. Tertiary education is a platform through which sustainability can be inculcated within the society as it imparts knowledge and provides various trainings. There has been extensive research on factors that encourage sustainability integration into Institutions of Higher Education in the last decade. However, majority of the previous publications only discuss one or two factors exclusively and there is no literature that summarizes and discusses such factors in a collective manner. This paper provides an overview of the main factors that encourage sustainability integration into Institutions of Higher Education in the last decade. It aims at providing a one-stop reference for future researchers who need a reference on factors that encourage sustainability integration into Institutions of Higher Education, especially those who are interested in conducting a progressive research in this context. Accordingly, a review of relevant publications from year 2000 and above was conducted and it was found that there are generally eight main factors, which encourage sustainability integration into Institutions of Higher Education, which are: (1) integration into curricula; (2) suitable pedagogy; (3) campus management; (4) research; (5) opportunities provision; (6) availability of social capital; (7) awareness level; and (8) community outreach. There is no indicator on the impact level of these factors, and thus, it is suggested that relevant research can be conducted in future.  相似文献

This paper brings together consideration of food policies and practices and of post-socialist transition to raise neglected questions about means of nurturing more sustainable food systems in the developed world. The last three decades have been marked by the growing salience of food as a political and scholarly concern. While market-based alternative food systems have been heralded for their potential to promote environmental sustainability, the benefits of non-market practices such as household food self-provisioning and barter have been assumed rather than being the focus of research. In the western context, both types of food consumption have positive connotations. Although food self-provisioning in European post-socialist societies is a more wide-spread practice than in western societies, it has been on the periphery of research. The existing literature has conceptualised them as ‘coping strategies’ or as a legacy of irregular supply of goods in the state socialist era. Drawing on empirical research in the Czech Republic, we are proposing a novel approach to the phenomenon of household food production in post-socialist societies as a practice compliant with principles of sustainability. First, we highlight the large extent and social inclusivity of food self-provisioning in Czech society to demonstrate how post-socialist societies are a repository of a rich set of sustainability-promoting consumption practices in relation to food systems. Second, we show that international and domestic policy actors in these societies have ignored these alternative, socially inclusive and environmentally effective practices in favour of far less effective market-based sustainability oriented food policy initiatives. The paper promotes a more integrated view of non-market and market approaches in the pursuit of more sustainable food systems.  相似文献

Underwater logging is a relatively new concept in forestry that has significant economic benefits but also consequences for the environment and local communities. Underwater logging has traditionally been undertaken by divers. However, safety concerns mean that conventional harvesting methods using divers need to be replaced by more sophisticated mechanized harvesting techniques. This paper outlines the environmental and social aspects of underwater logging, highlighting issues that must be considered before any underwater harvesting operations are executed. While the economic reasons for harvesting underwater logs seem compelling, as do the associated social benefits, such as employment generation, there are significant environmental impacts of removing trees from reservoirs, as submerged trees serve as important ecological habitat for aquatic life. Due to the absence of any regulatory regimes encompassing underwater logging, we propose best-practice guidelines for underwater logging operations and suggest the need for a comprehensive sustainability framework based on internationally recognized criteria and indicators to ensure underwater logging operations are environmentally safe, socially beneficial and economically viable.  相似文献

This paper argues that research in political ecology would benefit from more explicit and careful attention to the question of scale and scalar politics. Although political ecologists have extensively considered scale as a methodological question, they have yet to develop an explicit theoretical approach to scale as an object of inquiry. We highlight one principal drawback to this underdeveloped approach to scale: what we call “the local trap” in which political ecologists assume that organization, policies, and action at the local scale are inherently more likely to have desired social and ecological effects than activities organized at other scales. Over the past 10 years or so, an increasingly sophisticated literature on scale has been developing among scholars in geography working in the political economy tradition. This literature has argued that scale is socially produced rather than ontologically given. Therefore, there is nothing inherent about any scale, and so the local scale cannot be intrinsically more desirable than other scales. We suggest that a greater engagement with this scale literature offers political ecology a theoretical way out of the local trap. As a first approximation of the kind of scalar analysis we advocate, we present a case study that examines the scalar politics that have shaped environmental change in the Brazilian Amazon.  相似文献

The Wildlife and Countryside Act 1981 was passed to provide strengthened legal protection for threatened wildlife and environmental features in Britain. Limestone pavements were included specifically in section 34 of this act because their unique features were being damaged or destroyed through various causes. Limestone Pavement Orders (LPOs) are made under this act. This review considers why this protection became necessary, how the legislation is being implemented, what problems have arisen during implementation, and what progress has been made in making LPOs. Enforcement of the law, monitoring of sites after LPOs have been made, and management of pavement sites are discussed with reference to limestone pavements in NW England. Effectiveness of the legislation is difficult to assess because legal processes are incomplete, but there are indications that it is being effective in Britain. However, commercial threats to these landforms may simply have been shifted to Eire. The British experience with legal protection of these fragile karst features may aid conservationists in other nations.  相似文献

The CAMPFIRE program in Zimbabwe is one of a `new breed' of strategies designed to tackle environmental management at the grassroots level. CAMPFIRE aims to help rural communities to manage their resources, especially wildlife, for their own local development. The program's central objective is to alleviate rural poverty by giving rural communities autonomy over resource management and to demonstrate to them that wildlife is not necessarily a hindrance to arable agriculture, “but a resource that could be managed and `cultivated' to provide income and food”. In this paper, we assess two important elements of CAMPFIRE: poverty alleviation and local empowerment and comment on the program's performance in achieving these highly interconnected objectives. We analyze the program's achievements in poverty alleviation by exploring tenurial patterns, resource ownership and the allocation of proceeds from resource exploitation; and its progress in local empowerment by examining its administrative and decision making structures. We conclude that the program cannot effectively achieve the goal of poverty alleviation without first addressing the administrative and legal structures that underlie the country's political ecology.  相似文献

 Every production practice, including conservation tillage, has positive or negative environmental consequences that may involve air, land, water, and/or the health and ecological status of wildlife. The negative impacts associated with agricultural production, and the use of conventional tillage systems in particular, include soil erosion, energy use, leaching and runoff of agricultural chemicals, and carbon emissions. Several of these impacts are quantified. The conclusions suggest that the use of conservation tillage does result in less of an adverse impact on the environment from agricultural production than does conventional tillage by reducing surface water runoff and wind erosion. Additionally, wildlife habitat will be enhanced to some extent with the adoption of conservation tillage and the benefits to be gained from carbon sequestration will depend on the soil remaining undisturbed. Finally, further expansion of conservation tillage on highly erodible land will unquestionably result in an increase in social benefits, but the expected gains will be modest.  相似文献

While geographers have increasingly focused on how global commodity and production networks create new ‘geographies of responsibility’ there has been little empirical work considering how responsibility is worked into management systems and social activism in such networks. Drawing on literature from global production networks, geographies of responsibility and other literatures, this paper explores the dynamic and contested ways in which concepts of responsibility can play a role in network regulation. Both foreign direct investment and commodity networks (here referred to as ‘global production and investment networks’) are subject to complex negotiations and compromises involving corporate social responsibility and sustainability initiatives as well as shareholder activist, human rights, labor, and environmental activism. This is illustrated by reference to conflicts in Canada over Alcan, Inc.’s investments from 1993 to 2007 in the Utkal Alumina Project in Orissa, India. The project involved significant socio-environmental conflict. In Canada, Alcan’s investment was met by civil society campaigns that tested the company’s commitments to sustainability and corporate social responsibility. The case study suggests revising theories of geographies of responsibility. While foreign direct investment can create new relationships between distant others, these are fluid and contingent and not necessarily desirable. Rather than see networks as a source of responsibility we should work to ensure that the relationships that networks foster be structured to ensure our deeper values are respected.  相似文献

The construction of the environmental sustainability index 2005 is investigated. The available data for the 146 countries that participated in the creation of the index are employed for establishing the degree of accuracy with which the reported (a) score and (b) ranking of each participating country, as well as its (c) clustering with the other participating countries, can be reproduced. The original methodologies used for the creation of the environmental sustainability index are replicated, with complementary parametric and nonparametric techniques implemented whenever either the original methodology has not been sufficiently specified in the relevant literature, or the replicated methodology is not found adequately accurate. Leave-one-out and tenfold cross-validation are, subsequently, performed on the set of participating countries for establishing whether (and to what degree of accuracy) the score, ranking and clustering of a novel country can be evaluated/predicted. The collective results demonstrate that a uniform means of constructing the environmental sustainability index cannot be established: an inability to accurately replicate/predict the scores is observed, with the resulting deviations causing sometimes significant departures from the reported rankings; although the original seven clusters cannot be generated, the clustering of the participating countries is found relatively consistent. A possible cause of the source of the observed deviations is proposed, namely the use of only a subset of the 146 countries for constructing the environmental sustainability index 2005.  相似文献

Critiques of the neoliberal governance of agricultural systems have led to a number of political responses which attempt to address the socio-environmental consequences of the dominant regime. In this paper two case study regions (South Australia and England) have been chosen to represent variations in agricultural policy and to highlight subsequent outcomes on the sustainability of agriculture. Interviewed governance stakeholders highlighted issues in regard to the agricultural governance of each area, from social and environmental consequences of minimal policy intervention in South Australia, to issues created by greater economic support in England. As such, the distinct variations in agricultural regimes will continue to demand scholarly attention, in order for the value of diversity within the sector to be more widely understood. The study concludes that it is likely agricultural support will continue to decline in both case study regions. Importantly, however, innovative policy mechanisms that aim to reduce local risks and value local agricultural priorities, without requiring significant financial support, might be the most promising way forward in regard to agricultural system sustainability.  相似文献

Local Agenda 21 (LA21) is widely regarded as a key tool for implementing sustainability policies since local authorities are closer to ordinary people and some local managers and politicians have the ability to adapt organisations to new managerial atmospheres and social demands. However, local governments tend to lack the right economic, human and knowledge resources. Consequently, in the search for local sustainable development, networking and collaborative approaches to LA21 can help local authorities save resources and share knowledge and best practices. Although both research and politicians have tended to focus on LA21, we believe Regional Agenda 21 (RA21) needs to be emphasised as a complementary tool. This paper examines successful innovative practices in the Basque Autonomous Community (BAC) over a 4-year period, with a view to shedding light on the theoretical literature and to aiding regional and local authorities. Although research on policy networks has produced useful results, we are still some way from a plausible, consensus-based theory of policy networks. Based on experience in the BAC, the present article offers an integrated approach to understanding the antecedents and consequences of a regional knowledge-driven network for LA21 promotion. Although LA21 implementation has been studied before, evidence about networking at regional level is scarce. Other regions in developing countries could use this approach to achieve successful policy networks.  相似文献
