This paper argues that human vulnerability to flood hazards in urban slums in developing countries is greatly affected by the positioning and activities of their city governments. As a result, the paper explores the central role of city authorities in the production of flood vulnerability in selected informal settlements in Accra, Ghana. Using a case study research design, the study draws on multiple qualitative methods to gather evidence including: document review, focus group discussions, flood victims’ interviews, institutional consultation and field observation. The paper reveals two main positions of state and city authorities in Accra’s perennial floods: first, being present and complicit in informal urbanization through their involvement in the politics of land management in flood prone zones; and second, being absent through their inaction in informal growth in flood-risk areas. To each of these positions of the urban state, there are emerging responses from residents and other non-state actors operating within and outside these informal communities. The paper proposes a re-examination of the current structure and processes of urban governance, state-community engagements and urban citizenship in informal communities.  相似文献

This paper responds to increasing discussions about responsibility within geography by exploring some of the spatialities imbued in thinking responsibly about internationalisation in the UK Higher Education system, and it uses the categorisation of the international student as a way in to this exploration. Although international students have been considered from the viewpoint of migration studies, global education studies and critical pedagogical studies, this paper attempts a postcolonial analysis of international students, to consider what forms of pedagogic responsibility are called forth through this framework. Building on bell hooks’ call for an ‘engaged pedagogy’, this paper shows that routing care and responsibility through postcolonial geographies incites a more sharply demanding political praxis.  相似文献

In this paper, I analysed the neoliberal and socio-spatial transformations occurring in Diyarbak?r, the largest Kurdish city of Turkey. Rather than discussing the involvement of various national and international actors in those transformation processes, I tried to focus on the attitudes of the local social and political dynamics that create strong discursive counter-arguments against these processes. The study aims to demonstrate that dissident libertarian and egalitarian local groups can also become the supporters of and the actors in the neoliberal space strategies. In this regard, I examined the transformation of space in Diyarbak?r considering the tense and opposed relationship between neoliberal strategies and the local political formations mobilized by the demands for collective identity. Data acquired from the field study on the local governance experience in Diyarbak?r demonstrate that populist calls based on cultural existence became the focal point of local government. The slogan of “Our city is our identity!” functions as a meta-narrative that articulates the different class identities into neoliberal urban reality and becomes a discursive centre which normalizes the exclusive occupations over space.

Based on recent research in Windhoek, this paper demonstrates that it is the well established and widespread social linkages that persist between rural and urban households that are central to the ability of poor urban households to survive. Whereas informal coping mechanisms that include borrowing, piecework and credit are pervasive in rural areas of Namibia, intra-urban sources of food are poorly developed, and outside of kinship circles, social networks within Windhoek are used sparingly, even in times of greatest need. In addition, urban agriculture plays a very limited role at present in urban food supply. The research demonstrates that urban households that are most vulnerable to hunger are those that have limited social connections to the rural areas, and must rely on intra-urban opportunities to get food (including borrowing, begging, piecework and crime). The most vulnerable are female- and male-headed households with no access to farm income and limited/irregular urban incomes. In contrast, those with active rural-urban linkages enjoy significant transfers of food from rural areas that offset hunger and vulnerability in the urban context. Urban-rural reciprocity is therefore not only a one-way movement of people and resources from the urban to the rural areas, but also a transfer of food from rural to urban households.  相似文献

Clarification of the factors that drive business expansion and contraction is among the most important topics that can be addressed by research in economic geography and related disciplines. This study analyzes the development of Canadian business by examining the connection between firm-level growth and decline and elite knowledge and influence connections that Canadian businesses use to link themselves to other corporations and cities nationally and globally. The research focuses on the inter-firm and inter-city linkages embodied in the boards of directors of Canada’s leading corporations. Corporate directorships have an important geographic dimension, as firms invite people from a variety of places and backgrounds to serve on their boards. This study finds that board member selection practices among Canadian firms can be linked directly to business growth and decline. Benchmarking board composition against firm expansion and decline in terms of inflation-adjusted annual revenue change over the 1991–2006 period, this study shows that growing Canadian firms are associated with directors from a much broader range of national and international cities than firms that experienced decline over the same period. Firm growth in Canada thus appears to be related to boards encompassing diverse members from national and international locations, while firm decline appears to be associated with boards including more local and regional members. The conclusion interprets the implications of board member diversity and suggests that broadly-based boards can play a role in encouraging firm growth through access to elite knowledge and influence networks.  相似文献

三维地质建模是“智慧城市”建设的基础内容之一,涉及数百平方公里到数千平方公里的城市级地质范围。由于城市级地质范围跨越地质单元多、地质情况复杂,传统的三维地质建模方法对跨地质单元的地层连线考虑不足,常导致不同地质单元间的地层连线出现错误。针对该问题,提出一种基于地层沉积顺序的统一地层序列方法,进而识别钻孔分层中的缺失和倒转情况,将同一岩性中倒转与正常的情况加以区分,避免建模时的错误连线或插值。通过添加0厚度层,使所有钻孔的地层序列可完全一致,构建各钻孔分层间的对应关系,以降低不同地质单元间的地层连线错误率。通过讨论地层缺失、倒转、重复等特殊情况和实例验证,研究结果能够有效地对城市级三维建模中各种地质情况的连线问题做出明确的判断,减少在跨越地质单元多、地质情况复杂的城市级三维地质建模中的地层连线错误,为“智慧城市”建设提供底层支撑。  相似文献

Urban areas compete with one another for people, goods, capital, ideas and other inputs of economic activity. Under the rubric of globalization, instead of only maintaining or improving the initial stock of assets in a city, the power of a place to attract outside flows of economic activity from elsewhere is increasingly important to economic development. Similarly, global or world cities are characterized as the command and control points through which these global economic flows operate. In response to the heightened mobility of highly-skilled labor across national borders, research has begun to examine the role of international human capital as an economic flow. This paper will examine the role of places in determining where the highly-skilled go in the global economy by viewing global city command and control functions as requiring unique labor flows. By reviewing the evidence found in the literature, we can better understand the potential for urban areas to compete for highly-skilled labor in the global economy. Known indicators of place attractiveness are assessed to examine the relationship between the economic trajectories of cities and their labor requirements. Cities are situated between firms and states as the key place-based actors which influence the mobility of highly-skilled labor. Finally, the paper also examines measurement issues and methodological problems in creating indices of world cities as well as explores possibilities for new research.  相似文献

Due to growing social and physical transformations, contemporary cities reveal the profound necessity of proper scientific approaches that are adjusted to conditions of global complexity and dynamic patterns of development. Predominance of an overall market economy, sporadic deregulations of administrative powers and a lack of local investment or resources, dominate urban reality. Incongruous urban decision-making procedures result in contextually inappropriate and incoherent urban management. We will explore these operational elements in Savamala neighbourhood in Belgrade. The actor-network theory (ANT) is applied to analyse the hyper dynamic circumstances of transition in Serbia. An unclear regulatory framework, powerful financial means for investment and limited institutional influence of citizen participation, deploy unstable urban development modalities at the neighbourhood level. ANT offers an insight into how urban norms, projections and structures unfold and how associations and translations of urban elements develop. Plausible yet complex collisions in Savamala constitute a challenge for ANT in mapping urban development processes and visualizing actors and networks through diagrams. Based on the presented results, the illustrative perspective of ANT minimalizes both the importance and the influence of the permanence of urban structures across time and space. Instead, ANT deals with a city as a contingent, fragmentary and heterogeneous, yet persistent product of actors, their roles, associations, agencies and networks. Possible adaptations of ANT should respond to the needs of non-scientific actors and practitioners for an interpretive tool that addresses undercover processes and mechanisms or provides explanations, recommendations or operational diagnoses on how to absorb urban development dynamics.  相似文献

Urban tourism is a focus of vibrant research in developed countries. In this paper the focus is upon an element of urban tourism in a developing world city, viz., Johannesburg. Specific attention centers on an analysis of the role of small enterprise development in urban tourism. The major issues surrounding the development of small tourism businesses in two of Johannesburg's former black townships, namely Soweto and Alexandra, which are emerging as centers for so-termed ‘township tourism’ in South Africa, are investigated. Mozambique has attracted international attention in recent years following the discovery of huge reserves of coal and gas deposits. A major focus of Mozambique’s extractives boom is the province of Tete, once a remote outpost but now a hub of power generation for the southern African region and an emerging centre of global investment in coal extraction. Some of the world’s largest mining firms from both established and emerging economies have descended on Tete, investing billions of dollars in developing concessions to extract some of the world’s largest untapped coal reserves with wide-ranging implications for the region’s political economy and effecting significant shifts in relations between state, capital and territorial control. At the urban scale, Tete city and its expanding periphery are increasingly characterised by enclaves and spaces of enclosure, as some groups benefit from and are integrated into global circuits of production whilst others suffer displacement and dispossession. In seeking to trace the emergence of Tete’s resource economy, the paper contends that three distinctive spatialities have resulted from these developments, including the infrastructure networks being constructed around the extractive industries, the enclave spaces arising from the coal boom (and the particular labour geographies that shape them) and the new and distinctive urban geographies that are the product of Tete’s rapid urbanisation. The paper seeks to assess the impacts, stakes and challenges linked to investments in extractive activities and looks at how the costs and risks are being differentially distributed within and between the affected communities.  相似文献

The increasing focus on new biological risks and threats together with unsatisfactory progress in international negotiations about biological disarmament have opened up new questions about the further development of the biological weapons regime. The present paper focuses on the politics of biological (post-)disarmament from the perspective of critical security studies and scrutinizes the changing role of scientific experts in relation to the shifting understanding of the threat of bioweapons. Specifically, it argues that the move toward a networked approach to biosecurity governance relying on an increasing role of experts and nonstate actors may be read in the context of a broader insecuritization of biological risks and threats and the evolution of new techniques of government. Drawing on sociological approaches in security studies, the paper unfolds the connections between the construction of biosecurity and the politics of expertise and explores the changing role of scientific experts in biological disarmament. The paper also finds that the attempts to manage bio-insecurity create demand for new types of expertise and empower actors with a specific form of knowledge who can navigate in the changed structural environment, and enable new forms of governing security.  相似文献

The decade from the mid-1980s to the mid-1990s was a key moment in the unfolding of the global privatisation agenda. During this decade privatisation shifted from a nation-state project to become part of the structural adjustment measures associated with economic globalisation. These measures were not only promoted by international institutions such as the World Bank and IMF, but by a range of other organisations and actors who have received little attention. In particular, virtually no attention has been paid to the mid-level technocrats who enacted privatisation strategies and techniques. This paper focuses on these actors through the cases of New Zealand telecommunications engineers and British water engineers. In discussing the significance of these actors we argue for the unpacking of the messy histories, geographies and sociologies of privatisation using both publicly available documents and ethnographic methods. This will allow us to understand why certain courses of action were pursued in particular times and places, why other actions dropped out, and will reveal more about the national imaginaries and embodied knowledges underpinning the globalisation of privatisation.  相似文献

Geographers have been slow to address issues about abstinence, drinking and drunkenness, but the importance of alcohol on the social and political agenda has underpinned recent growth in this field. Explorations of the gendered geographies of drinking are one important strand in this emerging field, but there is currently a paucity of research on women and gender (as opposed to men), and a dearth of research which looks beyond a rather narrowly specified range of public drinking environments. This paper addressed these short-comings through a quantitative and qualitative examination of different men’s and women’s alcohol consumption in private as well as diverse public drinking environments in 21st Century Britain. The paper emphasises the importance of gendered moralities in shaping gender and intra-gender differences in drinking levels, locations and motivations, and explores the connections between apparently separate public and private drinking environments.  相似文献

This paper is based on 6 months of ethnographic, multi-sited research in Malaysia, and investigates the relatively recent phenomenon of edible birds’ nest farming in urban areas (‘swiftlet farming’). Swiftlet farms are typically converted shophouses or other buildings which have been modified for the purpose of harvesting the nests of the Edible-nest Swiftlet (Aerodramus fuciphagus). I use the controversy over urban swiftlet farming in the Malaysian city of George Town, Penang, to examine discourses used by key stakeholders to shape debates over the place of non-human animals in cities. By considering everyday experiences of urban swiftlet farming, I explore how this burgeoning industry is perceived amongst residents, and how it is deemed to be (in)appropriate within the political, economic and cultural landscape of George Town. Yet, I also consider how farmers have sought to contest these discourses on ideological and normative grounds. In so doing, I place the cultural animal geographies literature in conversation with emergent literature on landscape and urban political ecology. Such a framing allows for a critical evaluation of the controversies surrounding this case, and their implications for human-animal cohabitation in cities. The paper reflects on the implications of this case for how we regulate human-animal relations and live in contemporary cities, and the crucial role of animals in altering urban form, aesthetics and everyday life, particularly in non-Western contexts.  相似文献

This paper describes key urban development strategies pursued during the last seven years by the Municipality of Rio de Janeiro, the second largest city in Brazil. It discloses internal processes, organisational restructuring of the municipality and institutional changes geared to increase effective urban management and resource mobilisation required to implement multiple sector programmes and key projects in several locations in the city like Favela Bairro and Rio Cidade Programmes, The Rio Strategic Plan, etc. It is argued that the formation of interdepartmental working groups for better horizontal articulation of policy making and implementation, the creation of the financial and accounting unit, the decentralisation of authority towards sub-municipality levels, and capacity strengthening of its personnel – among other things – have made a positive impact on the performance of local government. The paper further highlights a significant change towards policies of urban consolidation and revitalisation of declined areas of the city supported by heavy public investments and the effort towards broader civil society involvement in municipal projects. Municipal autonomy, problem-solving and result-oriented type of planning and management and organisational change are some of the lessons pinpointed by the paper for a city of that size and complexity.  相似文献

为揭示大连城市用地扩张的空间分布特征,基于DSMP/OLS夜间灯光数据提取1998—2013年大连地域边界,并得到各地区的灯光阈值及地域边界分区统计面积。通过计算不同时期不同区域的城市用地增长景观格局指数,研究该市16年来的城市用地扩张方向、强度和空间景观格局变化,以揭示大连20年来城市用地扩张的空间分布特征。结果表明,城市用地扩张主要集中在沙河口区、中山区和西岗区,并以其为中心向甘井子区、旅顺口区、金州区等区域扩张。城市用地空间格局总体基本稳定,受地理条件、空间距离、经济发展和政策指引等因素的影响,城市用地扩张在不同方向上差异化显著。研究成果可作为大连城市规划的依据。  相似文献

Urban migration by Nepalese Dalits has not only provided them with social, economic and educational opportunities, but also the possibility of escaping traditional caste-based discrimination. However, despite making the most of opportunities provided by the city, Dalits have not been able to pursue their political agenda to the extent of other ethnic communities. This study in the city of Pokhara, Nepal, explored Dalit identity using two rounds of focus group discussions involving a total of 23 individuals drawn from a range of Dalit caste groups with a variety of livelihoods. The results describe the caste-based discrimination experienced by the participants and the different strategies they employ to either reinvent themselves by changing names; or embracing their caste-heritage and taking advantage of affirmative action programmes. Whilst urban migration can provide some relief from discrimination, the study reveals that caste still remains prominent in the lives of Dalits in Pokhara. The paper argues that Dalit unity and elimination of intra-Dalit caste-based discrimination are needed in order to institutionalise their citizenship rights in post conflict Nepal.  相似文献

In late nineteenth century Hungarian cities there were strong contrasts between the inner ‘urban’ core and the rural periphery in terms of housing conditions, accessibility and lifestyle. Rural-urban fringe zones in the Great Plain were quite distinctive because the Turkish period was followed by an outflow of population which resulted in scattered settlement around the urban centres. The fringe could be regarded simply as a zone of transition, but the differences between urban centres and their immediate surroundings were gradually reduced through the industrialisation of the larger towns in the communist period. A study of Szeged examines the expansion of the fringe zone and its gradual urbanisation through the growth of housing as people have moved out from the centre to live among the rural population which increasingly turned from agriculture to commuting. Villages on either side of Szeged's administrative boundary accommodated more migrants from the city during the 1980s and experienced a gradual positive change in the quality of life as people escaped from the decaying residential blocs in the centre. During the years since 1989 there has been further migration, coupled with a growth of small businesses and a big improvement in services (shopping, running water, sewage and telecommunications). In the study of new towns and cities, spatial assimilation and the complex nature of urban development hold issues of special importance. At present, in developing countries like India, rapid development as well as urbanization in medium sized cities is a noticeable phenomenon. However,researchers in the field of urban study,lay emphasis on larger cities in our country. Therefore,more studies are essential to identify the problem and future prospect and also to suggest satisfactory policies for the betterment of medium sized cities.The current paper assesses the spatial expansion of the Siliguri (a fast growing medium sized city of Eastern India) designed for the year 1990, 2000, 2010 as well as 2019 using satellite imagery and field investigation.The research quantifies the urban growth and sprawling pattern in the study area using statistical techniques and spatial matrices.The other objectives of this study are to predict and analyze the urban growth of Siliguri Urban Agglomeration (UA) of 2030 with the help of a Future Land Use Simulation (FLUS) model. This simulation model was chosen by using a technique to evaluate the classified images in three maps: a time 1 reference map, a time 2 reference map and a simulation map of time 3. Spatial metrics and Shannon entropy results revealed that Siliguri (UA) is experiencing rapid sprawl. In contrast, the degree of freedom results revealed a significant gulf between the observed and planned urban development.The simulation model also showed that the unsustainable trend will likely to remain intact in the future, with the built-up area rising to 78.496 km2 by 2030, potentially resulting in loss of major cultivated land, fallow land and flora.
