This paper is an introduction to the special issue on a role of participation in dealing with the interactions between environment and fisheries. In this introduction, we explore the recent discussion on the ecosystem-based approach to fisheries management (EBAFM) and extract important points for implementation of EBAFM from the social science literature on participation and participatory processes in environmental management. The introduction finishes by describing the analytical framework for studying participatory processes.  相似文献

The relationship between stakeholder participation (SP) and the ecosystem-based approach to fisheries management (EBAFM) is often taken for granted, but is actually very complicated. The literature reveals five possible interpretations of this relationship: that they are (1) logically linked; (2) ethically linked; (3) instrumentally linked; (4) complementarily linked and (5) antagonistically linked. We examine these five formulations in the light of recent research on interactions between fisheries and their environment and conclude that the SP/EBAFM relationship manifests itself as predominantly instrumental in character.  相似文献

While the economic and environmental benefits of fisheries management are well accepted, the costs of effective management in low value fisheries, including the research necessary to underpin such management, may be considerable relative to the total economic benefits they may generate. Co-management is often seen as a panacea in low value fisheries. Increasing fisher participation increases legitimacy of management decision in the absence of detailed scientific input. However, where only a small number of operators exist, the potential benefits of co-management are negated by the high transaction cost to the individual fishers engaging in the management process. From an economic perspective, sole ownership has been identified as the management structure which can best achieve biological and economic sustainability. Moving low value fisheries with a small number of participants to a corporate-cooperative management model may come close to achieving these sole ownership benefits, with lower transaction costs. In this paper we look at the applicability of different management models with industry involvement to low value fisheries with a small number of participants. We provide an illustration as to how a fishery could be transitioned to a corporate-cooperative management model that captures the key benefits of sole management at a low cost and is consistent with societal objectives.  相似文献

Drawing on an EU-funded project titled “Sharing responsibilities in fisheries management” this paper assesses the institutional landscape of fisheries management in a number of European countries, with a particular emphasis on stakeholder involvement in regulatory decision-making. What are their roles and responsibilities in the chain of governance? What are the specific characteristics of each country, and what is similar and what is different as compared with other sectors? Although there is a move towards devolvement and decentralisation in some European countries, there is quite an ambivalence regarding such reforms in other countries. These differences in stakeholder involvement are partly a result of institutional traditions within each country, but also a reflection of how management authorities struggle with the dilemmas pertaining to such reforms of participatory practices. Thus, we argue that even within a reformed fisheries management system that allows greater participation of stakeholder groups, there can hardly be one European model that fits all.  相似文献

This study examined the use of Individual Transferable Quotas (ITQs) to effectively manage fishing impacts on all ecosystem components, as required under Ecosystem Based Fisheries Management (EBFM) principles. A consequence of changing from input controls to output-based (catch) management is that the control of the regulating authority tends to be reduced, which may affect the outcomes for ecosystem management. This study reviewed the use of input controls across six fishing methods in 18 ITQ fisheries, which have been independently accredited as ecologically sustainable by the Marine Stewardship Council (12 fisheries) or under Australian environmental legislation for Wildlife Trade Operation (six fisheries). Input controls were retained across a range of ITQ fisheries, with non-selective fisheries such as trawl, gillnet and line employing more input controls than selective fisheries such as purse-seine, pot/trap and dredge. Further case-studies confirmed the widespread and recent use of input controls (spatial and temporal closures) with the aim of managing ecosystem impacts of fishing. The retention of input controls, particularly closures affects the security (quality of title) characteristic of the fishing use right and the theoretical ability of fishers to manage their right for their future benefit. The security characteristic is weakened by closures through loss of access, which undermines industry trust and incentive for long-term decision making. By reducing the security of ITQs, individual fisher incentives and behaviour may separate from societal objectives for sustainability, which was one of the foremost reasons for introducing ITQ management.  相似文献

Fisheries management receives valuable, but often fragmented information from academic disciplines such as biology, economics, and social sciences. A multi-disciplinary perspective seems to be necessary if the fisheries are to become sustainable. Globally, overcapacity is considered as the most serious threat to sustainable fisheries, which indicates the need for a stronger integration of technological aspects into fisheries management. This paper discusses application of systems engineering principles and integration of technology into fisheries management. The systems engineering process facilitates implementation of multi-disciplinary information from researchers to fisheries managers in the decision-making towards sustainable fisheries, but may also be used to overcome multi-disciplinary obstacles among scientists. The article concludes that use of systems engineering principles may become a valuable contribution to fisheries management because of increased transparency and reduced risk associated with the decision-making process.  相似文献

Promoting and attaining sustainable use of resources through community participation is a central tenet of the European Union's (EU) 2013 Reform of the Common Fisheries Policy. A systematic review approach was used to identify participatory fisheries management arrangements within the EU. Following this, the participatory arrangements were categorized based on the nature of the decision-making arrangement, influence and empowerment of the fishing industry. The study identified 40 management arrangements distributed through 8 member states, with a variety of fisheries and institutional settings for participation in fisheries management in the EU. The majority of the partnerships identified are “Functional participation”, i.e., the participatory arrangement is based in pre-determined goals encouraged by higher decision-making levels in order to increase efficiency of management decisions. Interactive partnership was the highest level of participation identified in the systematic review, and is usually more conducive with local arrangements in coastal and small-scale fisheries targeting low mobility species.  相似文献

The main objectives of fisheries management are generally similar throughout the world. These are often stated in policy documents such as the Common Fisheries Policy and the Magnuson–Stevens Fishery Conservation and Management Act. However, at the local level often the key objectives of management are more detailed, characterised by both the overriding management structure and the status and type of fishery concerned. In this paper, we consider case study fisheries from the UK, France, Spain and Denmark to compare some of the various types of fisheries and fisheries management systems that exist in the European Union. Sustainable fisheries are the main objective of Norwegian fisheries management. Despite powerful management tools, sustainability in the fisheries sector is not an easy task. There is no formal definition of the concept, and operationalization is vague. In recent years, private actors and non-governmental organizations (NGOs) have increased their impact on defining sustainability in the fisheries, which has reduced the power of the traditional fisheries management to determine its content. The lack of a clear strategy for fisheries management to increase sustainability makes it timely to address three research questions: (i) what is meant by “sustainable fisheries”, (ii) to what extent has the institutionalization of the Norwegian fisheries management channeled the sustainability concept towards specific trajectories, and (iii) what are the options and hard choices available to increase sustainability in the Norwegian fisheries in the future? This paper examines ways to reduce conflicts and improve the sustainability and value of marine recreational fisheries by fully integrating the recreational sector into the management of fisheries. One possibility involves a novel approach, here called angling management organizations (AMOs), which combines three of the more pervasive and promising trends in fishery management worldwide—management devolution, strengthened harvest rights, and co-management. AMOs are community-based organizations that are designed to conform to seven basic principles of integrated fishery management, which are described below. AMOs are loosely related to rights-based producer organizations in commercial fisheries, and are expected to strengthen resource stewardship, reduce enforcement and monitoring costs, alleviate management conflicts, and produce greater long-term net economic benefits in recreational fisheries. The other organizational structures considered here, including the management status quo, do not conform to all seven principles and are not expected to be as effective as AMOs.  相似文献

Several research projects have studied Swedish coastal fishery to investigate the conflict between seals and fishery. In recent years, a strategy of participation by means of co-management has been unfolding. Realising that maintaining the coastal fishery requires societal support and knowledge integration, attempts have been made to introduce the principle of participatory management into the centralised Swedish fisheries management system. However, this co-management approach, presently implemented in six pilot projects, will take a long time to develop through a sustained process of experimentation and improvement.  相似文献

Institutional approaches in natural resource management in general and in fisheries in particular seldom address cultural aspects or social institutions like kinship. In this study, a broad institutional approach is used to investigate the institutionalization of small-scale fisheries and seaweed farming in a seagrass dominated bay in Zanzibar. Regulative, normative and cultural-cognitive institutions and their rapid/slow moving properties are analyzed. The results show that dynamics of cooperation and conflict between different institutional elements and the balance of forces among actors are crucial to understand fisheries management dynamics. Regulations are, despite their importance, insufficient to promote sound management if they are not backed up by norms and cultural-cognitive institutions. Fisheries management would benefit by broadening the institutional perspective to increase the efficiency of management and to avoid blueprint solutions. The study shows that gaining knowledge about the wide institutional setting takes time but the investment is worth it in the long run.  相似文献

传统的渔业管理强调了政府的直接控制管理,忽视了渔区在其中的作用。渔业社区管理是随着市场经济和政府管理的发展而被作为一种解决传统渔业管理困境的途径提出。为此,首先总结了渔业社区管理的概念,并对目前有关各国的实践进行分类。在此基础上,利用制度经济学的理论分析该管理制度的作用机制及实施条件。然后,分析该管理制度在我国实施的必要性和可行性,渔业社区管理是解决目前我国渔业管理中存在诸多问题的一种合适方案,且当前国家政策和渔区实际也为其提供良好的实施环境。最后,提出从政府管理者和渔民或与渔业相关的利害人两个方面创造实施渔业社区管理的条件。  相似文献

Iceland's nationwide privatized Individual Transferable Quota (ITQ) system is over thirty years old but remains a topic of public and political debate, particularly because of the continued effects on small-scale fisheries. A national survey of small-boat fishermen was distributed to: (1) identify major defining characteristics of participants in ITQ and non-ITQ fisheries, (2) document and examine differences in satisfaction with fisheries management, and (3) evaluate the existing options for newcomers to participate in small-boat fisheries. Survey results indicate that Icelandic small-boat fishermen are engaged in multiple management systems within a wide range of boat sizes. Those who held quota were more satisfied with the current ITQ system compared to those who did not hold quota; however, nearly all fishermen were still critical of fisheries management in Iceland and the two major non-ITQ options of lumpfish and coastal fishing were not perceived to offer significant opportunity for entry-level fishermen. Dissatisfaction stemmed from the lack of decision-making power, a distrust of scientific advice, and the perception that the ITQ system did not serve the purpose of protecting fisheries resources, but was rather oriented only toward economic goals. The dynamic nature of Icelandic small-boat fishing livelihoods and the pervasive negative attitudes thirty years after ITQ implementation demonstrate the need for culturally appropriate and equitable fisheries management schemes where success is measured in social as well as economic and biological terms.  相似文献

This paper outlines the benefits of using the framework for an ecosystem approach to fisheries management (EAFM) for dealing with the inevitable yet unclear impacts of climate change and ocean acidification on coastal fisheries. With a focus on the Asia-Pacific region, it summarizes the projected biological and socio-economic effects of increased emissions of carbon dioxide (CO2) for coastal fisheries and illustrates how all the important dimensions of climate change and ocean acidification can be integrated into the steps involved in the EAFM planning process. The activities required to harness the full potential of an EAFM as an adaptation to climate change and ocean acidification are also described, including: provision of the necessary expertise to inform all stakeholders about the risks to fish habitats, fish stocks and catches due to climate change; promotion of trans-disciplinary collaboration; facilitating the participation of all key stakeholders; monitoring the wider fisheries system for climate impacts; and enhancing resources and capacity to implement an EAFM. By channeling some of the resources available to the Asia-Pacific region to adapt to climate change into an EAFM, developing countries will not only build resilience to the ecological and fisheries effects of climate change, they will also help address the habitat degradation and overfishing presently reducing the productivity of coastal fisheries.  相似文献

The Pacific Islands region includes some of the smallest countries in the world, some of which are in a precarious economic condition and heavily reliant on the region's tuna fisheries for revenue and food security. The ability of some of these countries to profit from their fisheries resources, and effectively conserve these resources for future generations, is undermined by a combination of economic, governance and institutional weaknesses that make these countries vulnerable to corruption in the fisheries sector.  相似文献

This paper addresses the issue of overlapping fisheries regulations by multiple authorities for coastal fisheries in the United Kingdom. It examines one particular case study of the oyster fishers of the Isle of Wight, focusing on resource management regulations, fishermen's strategies to deal with ambiguous legislation, and the response of the various management authorities. Vietnam's marine fisheries are considered to be small scale and are concentrated in coastal near-shore waters. This has resulted in heavy pressure on near-shore fisheries resources. Near-shore fisheries are considered by fishers and the government to be over-exploited, causing hardship for many coastal communities. This paper reviews and analyzes changes in policy towards small-scale fisheries in Vietnam over the last two decades. The primary issues facing the small-scale fisheries in Vietnam are to restructure the near-shore fisheries and to address over-capacity. Recommended actions include improved fisheries statistics, resources for provincial fisheries staff, and a coordinated and integrated approach involving a mixed strategy of resource management; resource restoration; economic and community development; and new governance arrangements.  相似文献

Salmon fishing used to be the primary source of income in many rural areas of Arkhangelsk oblast in northwest Russia. People who settled in the area received a name Pomory, from Russian po moriu, meaning by sea, because their subsistence activities became marine fishing and hunting and seafaring. Local fisheries have undergone significant changes as post-Soviet Russia embraced the market economy and the state introduced fishing concessions. The current Russian law only allows fishing for salmon through officially registered recreational or commercial fisheries. Both these options are often either unavailable or unaffordable to rural dwellers, which leaves them with limited or no legal access to their traditional salmon fisheries. There has been a growing concern for protecting communities’ fishing rights among wider society in Arkhangelsk oblast. City activists promoted Pomory identity and appealed to the Russian government to grant Pomory an indigenous status to secure their access to fisheries. Although Pomor activism did not reach most of its proclaimed goals, it has contributed to promoting the image of Arkhangelsk oblast as a homeland to Pomor fishing. This image has played an important part in what Arkhangelsk authorities have called socially-oriented fisheries management. Officials have made good attempts to better accommodate rural communities’ access to fishing resources. Yet, these attempts have failed to include fishermen as active participants in the process. This paper looks at constraints on community participation in fisheries management in Russia. It considers both historical and contemporary reasons for the low participation of local community in fisheries management.  相似文献

Emerging as an innovation for improving the management of overexploited fisheries around the world, rights-based fisheries management systems are being implemented in the form of either species- or area-based management. While there are numerous reviews on species-based management, there have been none on area-based management. To fill this gap, we undertake a critical review of the literature on area-based management systems known as “Territorial Use Rights for Fisheries” (or TURFs). Following an exhaustive search, seventy-nine peer-reviewed journal papers discussing the evolution, effectiveness, enforcement, and management context of TURFs were identified and selected. Review of these papers reveals that there is a growing interest in investigating the real-world effects of TURFs, both positive and negative. The variability in TURF performance appears to be due to design features, enforcement behavior of fishers, and specific contextual conditions, namely, biological fishery characteristics, socio-economic aspects of fishers, and institutional arrangements. The bulk of the published research has focused on theoretical analysis and empirical evidence based on fishers’ perception and experience. And there has been little research on enforcement issues or how design features and management contexts influence performance. This review emphasizes the need for rigorous empirical analyses of TURF effects, including assessment of the cost-effectiveness of different enforcement schemes and the effects of contextual conditions on TURF performance. Addressing current shortcomings in the literature could improve the design, implementation and performance of TURFs worldwide.  相似文献
