Considering that urban areas may suffer more substantial losses than riparian farmlands during floods, diverting floodwater into riparian areas for temporal detention is expected to mitigate flood damage in downstream urban areas. In this study, an assessment has been conducted to evaluate the effect of flood mitigation through riparian detention in response to a changing climate in the Tou-Chien River basin of Taiwan. An integrated 1D–2D flow model was used to simulate the movement of flood wave in the main stream and the overbank flow inundating into the nearby lowlands. Based on the numerical simulation results, the flooding extents in the basin corresponding to different return periods of flood using existing flood prevention infrastructures were investigated. A detention strategy by lowering the levee along the riparian farmlands was proposed to avoid severe flooding in the densely populated urban areas of the basin. Research findings showed that the proposed detention measure can completely protect the downstream areas from overbank flooding when a flood having 20-yr period occurs, and can effectively alleviate the downstream flooding area from 27.4 to \(7.6\,\hbox {km}^{2}\) for a flood possessing 200-yr period.  相似文献

Flash floods are the most common type of natural hazards that cause loss of life and massive damage to economic activities. During the last few decades, their impact increased due to rapid urbanization and settlement in downstream areas, which are desirable place for development. Wadi Asyuti, much like other wadis in the Eastern Desert of Egypt, is prone to flash flood problems. Analysis and interpretation of microwave remotely sensed data obtained from the Shuttle Radar Topography Mission (SRTM) and Tropical Rainfall Measuring Mission (TRMM) data using GIS techniques provided information on physical characteristics of catchments and rainfall zones. These data play a crucial role in mapping flash flood potentials and predicting hydrologic conditions in space and time. In order to delineate flash flood potentials in Wadi Asyuti basin, several morphometric parameters that tend to promote higher flood peak and runoff, including drainage characteristics, basin relief, texture, and geometry were computed, ranked, and combined using several approaches. The resulting flash flood potential maps, categorized the sub-basins into five classes, ranging from very low to very high flood potentials. In addition, integrating the spatially distributed drainage density, rainfall intensity, and slope gradient further highlighted areas of potential flooding within the Wadi Asyuti basin. Processing of recent Landsat-8 imagery acquired on March 15, 2014, validated the flood potential maps and offered an opportunity to measure the extent (200–900 m in width) of the flooding zone within the flash flood event on March 9, 2014, as well as revealed vulnerable areas of social and economic activities. These results demonstrated that excessive rainfall intensity in areas of higher topographic relief, steep slope, and drainage density are the major causes of flash floods. Furthermore, integration of remote sensing data and GIS techniques allowed mapping flood-prone areas in a fast and cost-effective to help decision makers in preventing flood hazards in the future.  相似文献

The January 2010 earthquake that devastated Haiti left its population ever more vulnerable to rainfall-induced flash floods. A flash flood guidance system has been implemented to provide real-time information on the potential of small (~70 km2) basins for flash flooding throughout Haiti. This system has components for satellite rainfall ingest and adjustment on the basis of rain gauge information, dynamic soil water deficit estimation, ingest of operational mesoscale model quantitative precipitation forecasts, and estimation of the times of channel flow at bankfull. The result of the system integration is the estimation of the flash flood guidance (FFG) for a given basin and for a given duration. FFG is the amount of rain of a given duration over a small basin that causes minor flooding in the outlet of the basin. Amounts predicted or nowcasted that are higher than the FFG indicate basins with potential for flash flooding. In preparation for Hurricane Tomas’ landfall in early November 2010, the FFG system was used to generate 36-h forecasts of flash flood occurrence based on rainfall forecasts of the nested high-resolution North American Model of the National Centers for Environmental Prediction. Assessment of the forecast flood maps and forecast precipitation indicates the utility and value of the forecasts in understanding the spatial distribution of the expected flooding for mitigation and disaster management. It also highlights the need for explicit uncertainty characterization of forecast risk products due to large uncertainties in quantitative precipitation forecasts on hydrologic basin scales.  相似文献

We examine the magnitude, frequency, and precipitation threshold of the extreme flood hazard on 37 low-order streams in the lower Stehekin River Valley on the arid eastern slope of the North Cascades. Key morphometric variables identify the magnitude of the hazard by differentiating debris flood from debris flow systems. Thirty-two debris flow systems are fed by basins?<?6 km2 and deposited debris cones with slopes?>?10°. Five debris flood systems have larger drainage areas and debris fans with slopes 7–10°. The debris flood systems have Melton ruggedness ratios from 0.42–0.64 compared to 0.78–3.80 for debris flow basins. We record stratigraphy at seven sites where soil surfaces buried by successive debris flows limit the age of events spanning 6000 years. Eighteen radiocarbon ages from the soils are the basis for estimates of a 200 to1500-year range in recurrence interval for larger debris flows and a 450?±?50-year average. Smaller events occur approximately every 100 years. Fifteen debris flows occurred in nine drainage systems in the last 15 years, including multiple flows on three streams. Summer storms in 2010 and 2013 with peak rainfall intensities of 7–9 mm/h sustained for 8–11 h triggered all but one flow; the fall 2015 event on Canyon Creek occurred after 170 mm of rain in 78 h. A direct link between fires and debris flows is unclear because several recent debris flows occurred in basins that did not burn or burned at low intensity, and basins that burned at high intensity did not carry debris flows. All but one of the recent flows and fires occurred on the valley’s southwest-facing wall. We conclude that fires and debris flows are linked by aspect at the landscape scale, where the sunny valley wall has flashy runoff due to sparse vegetation from frequent fires.

Application of geographic information systems and remote sensing are a powerful tool for the assessment of risk and management of flood hazards. By using these techniques to extract new drainage network with more details to prepare natural hazard maps which may help decision makers and planners to put suitable solutions reducing the impact of these hazards. Ras Sudr city and surrounding area had been attacked by flash floods of Wadi Sudr and Wadi Wardan which are nearly perpendicular to the eastern side of the Gulf of Suez, Egypt, and many infrastructures had destroyed. GIS techniques and remote sensing are used to find the interrelation between the morphometric parameters by using statistical correlation to determine the area under varying flood conditions. The results of morphometric parameters and the new data of last flood which occurred on 17-18th January 2010 indicate that the two basins are threatened by the risk of flash floods and Wadi Wardan is more risky than Wadi Sudr.  相似文献

Basin morphometric parameters play an important role in hydrological processes, as they largely control a catchment’s hydrologic response. Their analysis becomes even more significant when studying runoff reaction to intense rainfall, especially in the case of ungauged, flash flood prone basins. Unit hydrographs are one of the useful tools for estimating runoff when instrumental data are inadequate. In this work, instantaneous unit hydrographs based on the time-area method have been compiled along the drainage networks of two small rural catchments in Greece, situated approximately 25 km northeast of its capital, Athens. The two catchments drained by ephemeral torrents, namely Rapentosa and Charadros, have been subject to flash flooding during the last decades, which caused extensive damages at the local small towns of Marathon and Vranas. Hydrograph compilation in numerous locations along the catchments’ drainage networks directly reflected the runoff conditions across each basin against a given rainfall. This gave a holistic assessment of their hydrologic response, allowing the detection of areas where peak flow rates were elevated and therefore, there was higher flood potential. The resulting flood hazard zonation showed good correlation with locations of damages induced by past flood events, indicating that the method can successfully predict flood hazard spatial distribution. The whole methodology was based on geographic information software due to its excellent capabilities on storing and processing spatial data.  相似文献

Earth observation from active microwave satellites such as RADARSAT-1 is an excellent tool to monitor and forecast floods. Two complementary approaches are described in this paper: (a) real time or near-real time monitoring of flood extent and (b) mapping of hydrological properties of drainage basins. Since it can penetrate through clouds, which usually occur during precipitation periods, and due to the fact that it can be programmed with different incidence angles, RADARSAT-1 enables frequent coverage over specific areas of interest. It has been used successfully to monitor a major flood of the Red River in Manitoba in 1997, by providing frequent coverage of the flood during its progression and decrease. Resulting data and images have been useful in planning the emergency measures and in assessing flood damage. RADARSAT has also the ability to characterize hydrological properties of watersheds. It has been used in agricultural catchments in Europe for mapping soil surface roughness, which affects runoff coefficients, concentration time and resistance to erosion processes. Used to complement optical data, RADARSAT has provided information on the status of land use and soil protective cover in drainage basins. This information can then be translated into parameters and coefficients that hydrological models can use for runoff and flood forecasting  相似文献

At least six devastating glacial floods occurred in the Karambar valley in the 19th and 20th century. Previously mainly the Karambar glacier was considered as the origin of these outburst floods. However, in this project more detailed investigations revealed that up to eight more tributary glaciers could have dammed the Karambar valley in historical and prehistorical times. The ice-dammed lakes reached an approximate length of up to about 5 km and more. The dense concentration of the glacier dams along a horizontal distance of only 40 km results in a complex interfingering of lake basins and flooded valley sections. In the individual flood events were probably involved almost synchronously the drainage of at least two lakes resulting in a lake outburst cascade. The Karambar case study highlights the characteristic geomorphological landforms of the glacier dams, their lake basins and the geomorphological impact of the outburst floods. The abundant occurrence of unconsolidated sediments mantling the valley flanks caused a high sediment load and enhanced the erosion potential of the flood. The erosion cliffs of sediment cones, up to 100 m high, wash limits along the slopes and longitudinal bars in the gravel floors are main characteristics of the flood landscape. Secondary temporary lake formations (back water ponding) during the flood events in consequence of blockages of the ice- and sediment-loaden flood masses occurred at many locations in the narrower valley sections and lasted for several days. Additionally, debris flows in-between the glacier dams have dammed temporarily the Karambar valley. On the basis of losses of settlement area and eye-witness reports, the extent, erosion rates and characteristics of the 1905 flood event could be reconstructed. In order to warn the villagers living downstream, the Karambar people established an early warning fire system (Puberanch) from Sokther Rabot to Gilgit which was operated until 1905. The reconstructed Karambar flood chronology represents one of the longest records for this region and provides also information on historical and recent glacier oscillations, especially on exceptional glacier advances. At present, the Chateboi glacier seals the Karambar valley over a distance of 4 km. An outburst flood would have disastrous impacts to the human infrastructure as the settlement areas expanded to the flood plains in the last decades.  相似文献

Flood is among the deadliest disasters in India, and the frequency of floods and extreme precipitation events is projected to increase under the warming climate. The frequency of floods in India varies geographically as some regions are more prone to floods than the others. The Kerala flood of 2018 caused enormous economic damage, affected millions of people, and resulted in the death of more than 400 people. Here we provide a hydroclimatological perspective on the Kerala flood of 2018. Using the observations and model simulations from the Variable Infiltration Capacity (VIC) model, we show that the 2018 extreme precipitation and runoff conditions that caused flooding were unprecedented in the record of the past 66 years (1951–2017). Our results show that mean monsoon precipitation has significantly declined while air temperature has significantly increased during 1951–2017 in Kerala. The drying and warming trends during the monsoon season resulted in a declined total runoff in large part of the state in the last 66 years. Apart from the mean hydroclimatic conditions, extreme precipitation, and extreme total runoff have also declined from 1951 to 2017. However, 1 and 2-day extreme precipitation and extreme runoff conditions in August 2018 exceeded substantially from the long-term 95th percentiles recorded during 1951–2017. Since there is no increase in mean and extreme precipitation in Kerala over the last six decades, the extreme event during August 2018 is likely to be driven by anomalous atmospheric conditions due to climate variability rather anthropogenic climate warming. The severity of the Kerala flood of 2018 and the damage caused might be affected by several factors including land use/land cover change, antecedent hydrologic conditions, reservoir storage and operations, encroachment of flood plains, and other natural factors. The impacts of key drivers (anthropogenic and natural) on flood severity need to be established to improve our understanding of floods and associated damage.  相似文献

Flash flood forecasting of catchment systems is one of the challenges especially in the arid ungauged basins. This study is attempted to estimate the relationship between rainfall and runoff and also to provide flash flood hazard warnings for ungauged basins based on the hydrological characteristics using geographic information system (GIS). Morphometric characteristics of drainage basins provide a means for describing the hydrological behavior of a basin. The study examined the morphometric parameters of Wadi Rabigh with emphasis on its implication for hydrologic processes through the integration analysis between morphometric parameters and GIS techniques. Data for this study were obtained from ASTER data for digital elevation model (DEM) with 30-m resolution, topographic map (1:50,000), and geological maps (1,250,000) which were subject to field confirmation. About 36 morphometric parameters were measured and calculated, and interlinked to produce nine effective parameters for the evaluation of the flash flood hazard degree of the study area. Based on nine effective morphometric parameters that directly influence on the hydrologic behavior of the Wadi through time of concentration, the flash flood hazard of the Rabigh basin and its subbasins was identified and classified into three groups (High, medium, and low hazard degree). The present work proved that the physiographic features of drainage basin contribute to the possibility of a flash flood hazard evaluation for any particular drainage area. The study provides details on the flash flood prone subbasins and the mitigation measures. This study also helps to plan rainwater harvesting and watershed management in the flash flood alert zones. Based on two historical data events of rainfall and the corresponding maximum flow rate, morphometric parameters and Stormwater Management and Design Aid software (SMADA 6), it could be to generate the hydrograph of Wadi Rabigh basin. As a result of the model applied to Wadi Rabigh basin, a rainfall event of a total of 22 mm with a duration of 5 h at the station nearby the study area, which has an exceedance probability of 50 % and return period around 2 years, produces a discharge volume of 15.2?×?106 m3 at the delta, outlet of the basin, as 12.5 mm of the rainfall infiltrates (recharge).  相似文献

Hurricane Floyd in September 1999 caused disastrous flooding from South Carolina to Massachusetts in the United States, with particularly severe and prolonged flooding in eastern North Carolina resulting in record flood-flow loadings of freshwater and contaminants to Pamlico Sound, North Carolina. The inland flooding, water quality, and loadings to Pamlico Sound were determined as part of a multi-agency response to the floods and in an effort to understand the effects of the floods on the greater Pamlico Sound Basin. All major river basins draining to Pamlico Sound experienced floods at the 500-yr recurrence level. The volume of flood waters entering Pamlico Sound during September–October 1999 was estimated to be equivalent to about 95% of the volume of Pamlico Sound, meaning that flood waters could have essentially displaced most of the water present in Pamlico Sound. Nitrogen and phosphorus loads to the Pamlico River estuary and Neuse River estuary, the two principal estuaries draining to Pamlico Sound, in a 36-d period during the flooding were between 50–90% of the long term average annual loads. Pesticide concentrations in flood waters were surprisingly high, given the amount of dilution produced by the floodwaters.  相似文献

In Central Europe, river flooding has been recently recognized as a major hazard, in particular after the 1997 Odra /Oder flood, the 2001 Vistula flood, and the most destructive 2002 deluge on the Labe/Elbe. Major recent floods in central Europe are put in perspective and their common elements are identified. Having observed that flood risk and vulnerability are likely to have grown in many areas, one is curious to understand the reasons for growth. These can be sought in socio-economic domain (humans encroaching into floodplain areas), terrestrial systems (land-cover changes – urbanization, deforestation, reduction of wetlands, river regulation), and climate system. The atmospheric capacity to absorb moisture, its potential water content, and thus potential for intense precipitation, are likely to increase in a warmer climate. The changes in intense precipitation and high flows are examined, based on observations and projections. Study of projected changes in intense precipitation, using climate models, for several areas of central Europe, and in particular, for drainage basins of the upper Labe/Elbe, Odra/Oder, and Vistula is reported. Significant changes have been identified between future projections and the reference period, of relevance to flood hazard in areas, which have experienced severe recent floodings.  相似文献

Every year floods cause enormous damage all over the world. This study investigates loss of human life statistics for different types of floods and different regions on a global scale. The OFDA/CRED Database contains data on international disasters and is maintained by the Centre for Research on the Epidemiology of Disasters in Brussels (CRED) in cooperation with United States Office for Foreign Disaster Assistance (OFDA). Information from this source on a large number of flood events, which occurred between January 1975 and June 2002, is evaluated with respect to flood location and flood type. Due to the limited availability of information on coastal flood events, the scope of this study is limited to three types of freshwater flooding: river floods, flash floods and drainage problems. First, the development of loss of life statistics over time is discussed. Second, the dataset is analysed by region, by flood type and by the combination of type and region. The study shows that flash floods result in the highest average mortality per event (the number of fatalities divided by the number of affected persons). A cross analysis by flood type and location shows that average mortality is relatively constant for the different types over various continents, while the magnitude of the impacts (numbers of killed) and affected for a certain type varies between the different continents. On a worldwide scale Asian river floods are most significant in terms of number of persons killed and affected. Finally, a comparison with figures for other types of natural disasters shows that floods are the most significant disaster type in terms of the number of persons affected.  相似文献

Although flash floods are one of the major natural disasters that may hamper human development in arid areas, aspects of the process leading to their initiation remain uncertain and poorly understood. In the present study, wadi El-Alam Basin, one of the major basins in the Eastern Desert of Egypt that is frequently subjected to severe flash flood damage, is selected for investigation. Here, a hydrological modeling approach was used to predict flash flood hazard within the basin. Earlier work conducted for the same basin showed that such approach is successful and was able to accurately highlight the locations of historical flood damage. However, such work was based on one set of arbitrary model parameters. The present study has taking into account the rainfall as the excitation factor in the adopted hydrological modeling. The study aims to build on the earlier study by investigating impacts of variation of rainfall depth, areal coverage, and location on flash flood generation. Results demonstrate that the basin under study requires a rainstorm intensity of at least 40 mm in order to initiate surface runoff with a noticeable flood peak at its main outlet. The location of rainstorm has a major effect on the shape of the basin final hydrograph. Furthermore, in the study basin, the upstream flood appears to be of a magnitude and a peak flow that is much higher than those for downstream ones, which believes to be strongly attributed to the surface steepness and impermeability of the former. The used approach shows to be useful in the rapid assessing of flash flood hazard in mountainous desert and could be adopted, with appropriate modifications, elsewhere in arid regions.  相似文献

Prolonged and high intensity rainfall often saturates urban drainage systems and generates urban pluvial flooding, resulting in hazardous flash floods. The city most affected by urban flooding in Colombia (South America) is Barranquilla since lacks a proper storm water drainage system. Heavy rainfall produces flash floods to quickly become torrential streams that flow down the streets endangering pedestrians. This research describes a low-cost early warning system (EWS) to detect in real time the hazard level of a stream in an ungauged basin. The EWS indicates whether it is safe or not for pedestrians to cross a flooded street, based on certain criteria used to assess the hazard level of the torrent. A hydrological and hydraulic model calculates the flow, velocity and water level in all cross sections along the stream. The model uses only real-time measurements of rain gauges and topographic survey data to determine the hazard level. Finally, a wireless sensor network sends the alert to a web platform and warns the community in real time.

Tashamingo Subdivision in Sinking Creek karst valley, a tributary of the Garretts Spring drainage basin in Jessamine and Woodford counties, Kentucky, was flooded in February 1989. To determine the cause of flooding, the groundwater basin boundary was mapped, discharge data were measured to determine intake capacity of swallets, and hydrologic modeling of the basin was conducted. Swallet capacity was determined to be limited by the hydraulic parameters of the conduit, rather than by obstruction by trash. Flooding from a precipitation event is more likely, and will be higher, when antecedent soil moisture conditions in the watershed are near saturation. Hydrologic modeling shows that suburban development of 20 percent of the southeast basin will cause a small increase in flood stage at Tashamingo Subdivision.  相似文献

Coastal regions are the areas most threatened by natural hazards, with floods being the most frequent and significant threat in terms of their induced impacts, and therefore, any management scheme requires their evaluation. In coastal areas, flooding is a hazard associated with various processes acting at different scales: coastal storms, flash floods, and sea level rise (SLR). In order to address the problem as a whole, this study presents a methodology to undertake a preliminary integrated risk assessment that determines the magnitude of the different flood processes (flash flood, marine storm, SLR) and their associated consequences, taking into account their temporal and spatial scales. The risk is quantified using specific indicators to assess the magnitude of the hazard (for each component) and the consequences in a common scale. This allows for a robust comparison of the spatial risk distribution along the coast in order to identify both the areas at greatest risk and the risk components that have the greatest impact. This methodology is applied on the Maresme coast (NW Mediterranean, Spain), which can be considered representative of developed areas of the Spanish Mediterranean coast. The results obtained characterise this coastline as an area of relatively low overall risk, although some hot spots have been identified with high-risk values, with flash flooding being the principal risk process.  相似文献
