Coastal defence structures to protect sedimentary coastlines from erosion and flooding are increasingly common throughout Europe. They will become more widespread over the next 10–30 years in response to rising and stormier seas and accelerating economic development of the coastal zone. Building coastal defences results in the loss and fragmentation of sedimentary habitats and their replacement by artificial rocky habitats that become colonised by algae and marine animals. The engineering design and construction of these structures have received considerable attention. However, the ecological consequences of coastal defences have been less extensively investigated. Furthermore, due to their rapid proliferation, there is a growing need to understand the role of these man-made habitats in the coastal ecosystems in order to implement impact minimisation and/or mitigation measures.As part of the DELOS project, targeted studies were carried out throughout Europe to assess the ecological similarity of low-crested coastal defence structures (LCS) to natural rocky shores and to investigate the influence of LCS design features on the colonising marine epibiota. LCSs can be considered as a relatively poor surrogate of natural rocky shores. Epibiotic communities were qualitatively similar to those on natural rocky shores as both habitats are regulated by the same physical and biological factors. However, there were quantitative differences in the diversity and abundance of epibiota on artificial structures. Typically, epibiotic assemblages were less diverse than rocky shore communities. Also, LCSs offered less structurally complex habitats for colonisation and in some locations experienced higher disturbance than natural shores. We propose several criteria that can be integrated into the design and construction of LCSs to minimise ecological impacts and allow targeted management of diversity and natural living resources.  相似文献

We analyse the effects of coastal defence structures, mainly low crested (LCS), on the surrounding intertidal and subtidal infaunal assemblages and mobile fauna. The results summarise joint studies within the DELOS project in Spain (Mediterranean Sea), Italy (Adriatic Sea) and UK (English Channel and Atlantic Ocean). We demonstrate that univariate analysis did not generally identify LCS impacts, but multivariate analyses did, this being a general trend across all locations and countries. Changes in sediment and infauna seem to be inevitable and usually tend to induce negative changes, particularly on the landward side and in the presence of additional structures or after beach nourishment. The consequences of LCS construction always depend on the response of the assemblages inhabiting a given region. However, to assess the ecological importance of the induced changes and to provide additional monitoring criteria, likely indicator species should be taken into account. The presence of species either coming from the new hard bottoms or associated to physical disturbances is viewed as a negative impact, while the potential nursery role of LCS is a positive one. The combined use of monitoring and forecast models allows to identify these impacts and may play a relevant role in mitigation protocols. Finally, our work supports the feasibility of introducing design criteria tending to facilitate a positive evolution of the assemblages surrounding the structures once the changes due to the presence of the LCS are completed and the new situation tends to become more stable.  相似文献

Belize has one of the most extensive reef ecosystems in the Western Hemisphere, comprising one of the largest barrier reefs in the world, three atolls and a complex network of inshore reefs. Until recently, the main impacts were probably from natural events such as hurricanes. However, anthropogenic threats such as sedimentation, agrochemical run-off, coastal development, tourism and overfishing are now of concern. To limit these impacts, Belize is taking the approach of integrated coastal zone management. The programme is building on the existing legislative framework and involves the development of an appropriate institutional structure to co-ordinate management activities in the coastal zone. A Coastal Zone Management Plan is being prepared, which will include many measures that will directly benefit the reefs: a zoning scheme for the coastal zone, incorporating protected areas; legislation and policy guidelines; research and monitoring programmes; education and public awareness campaigns; measures for community participation; and a financial sustainability mechanism.  相似文献

Coastal vulnerability in barrier island systems is extremely high. The barrier island shoreline is exposed to many threats, such as storm erosion, reductions in sediment longshore drift and sea level rise. Many of these threats to coastal areas, such as Ria Formosa, are likely to increase in the near future. The main objectives of the present study are to identify the areas in the system that are at most risk by assessing the evolution of the Ria Formosa barrier island system since the 1940s, and determine which interventions would be necessary to protect these areas.The coastal vulnerability of the system was assessed based on current literature, data available from official institutions, and aerial and terrestrial in situ examination. The results obtained for the evolution of the Ria Formosa coastal system reveal that there are several vulnerable areas that have very dynamic processes, such as extremely high evolution rates of islands and inlets. Human actions that affect the whole system, namely the construction of many physical structures, are the main cause of the instability. Moreover, as several stakeholders are involved, efficient management of the coastal system is imperative. Extensive and careful interventions are urgently needed to avoid irreversible negative impacts on the barrier island system. Three types of techniques could be adopted to deal with the threats to barrier islands: hard stabilization, soft techniques, and non-structural alternatives. However, using hard techniques has many negative effects compared to soft techniques, and as a result it is necessary to remove existing structures from the areas at most risk.  相似文献

Despite threats emanating from the influence of climate and non-climate forcing on the barrier island coastal region of southwestern Nigeria, the extent of the coastal erosion is poorly understood. We report evidence of coastal erosion and sediment accumulation in the region over a 34-year period (1973–2017), using Landsat imagery at intervals of approximately six years. Landsat image corrections and various water-extraction algorithms were used to systematically delineate coastal erosion and accumulation in the area. The region was subdivided into western and eastern subregions separated by Lagos Harbour. In the west, erosion took place during the periods 1973–1979, 1979–1984, 1990–1999 and 2005–2011, whereas in the east, erosion occurred during 1973–1979, 1990–1999 and 1999–2005. Coastal sediment accumulation occurred in the east during 1979–1984, 1984–1990, 2005–2011 and 2011–2017, whereas gains in the west occurred during 1984–1990, 1999–2005 and 2011–2017. The study revealed substantial net erosion of 1 228.1 ha in the region as a whole, over the full period. Sediment accumulation accompanying the coastal erosion appears to be linked to longshore drift. Erosion between 1973 and 2011 was probably attributable to climate change (storms and tidal conditions), longshore drift, the inflow and outflow of water at Lagos Harbour, coastal morphology and, possibly, human impacts. However, the coastal changes between 2011 and 2017 were more obviously associated with human activities, such as development of the Eko Atlantic construction project. Coastal surveillance, together with the use of environmentally sensitive protective measures, could possibly help to reduce coastal erosion in the region. Careful coastal management practices, including artificial nourishing and the installation of resilient structures (e.g. seawalls), should be undertaken to protect human settlements that are already at risk from sea-level rise.  相似文献

Coastal areas are vulnerable to the impacts of climate change and sea-level rise. These impacts will exacerbate the risks posed by the continuing environmental degradation confronting the coastal communities.Adopting a participatory research approach, the study examines the vulnerability of socioeconomic groups among the coastal population in Cavite City, Philippines, their current adaptation strategies and their adaptive capacity to cope with the impacts of climate variability and extremes and sea-level rise. Under a future scenario of a 1-m accelerated sea-level rise (ASLR), the study also looks into its potential effects on these urban coastal communities and ecosystems.In the context of poverty reduction and sustainable development, this study suggests a local framework for integrating adaptation strategies and actions into integrated coastal management (ICM) planning. It also recommends appropriate policy and institutional reform, capacity building and improved knowledge management towards increasing the resilience and adaptive capacity of these coastal communities to current and future climate risks.  相似文献

The primary role of the Integrated Coastal Zone Management model was to arbitrate conflicts between stakeholders in a living and natural resource environment characterized by a common property and open access doctrine. A chronology of events describes how the development and acceptance of an ecosystems approach policy began to converge and coincide with the spread and development of Integrated Coastal Zone Management. Those organizations that gave representation to the conservation ethic became internationally recognized as surrogate natural resource ‘users’, the interests of which possessed commonality with all stakeholder interests in general. The tenants of conservation policy were therefore largely employed to decide the merits of disputes over ocean and coastal resources.In the 1990s, scientists created a forum to debate, better define, and institutionalize a sound basis for ecosystem management theory and practice. Protocols were developed that embedded science in living and natural resources planning and management. These protocols were shaped and adopted to serve an evermore contemporary Integrated Coastal Zone Management model. Improvements in methodology include the use of adaptive management, ecological modeling and monitoring, appropriate temporal and spatial scales, salient indicators, and stakeholder participation. This contemporary approach is dependent upon recognizing the benefits inherent in utilizing instruments capable of managing resources on a holistic level.Bioregional planning and zoning accommodate the successful management of resources on this level. It is a direct outcome of the convergence of Integrated Coastal Zone Management and the ecosystems approach. Bioregional zoning schemes are capable of traversing the private property and common property doctrines that define the respective terrestrial and aquatic environments of the coastal zone.A comparative case study of the Great Barrier Reef Marine Park and the Belize Marine Protected Area Program is included as an annex, the analysis of which is predicated upon the principles espoused in the literature.  相似文献

Member States of the European Union and the Mediterranean Regional Sea need to elaborate national strategies for coastal management according to ICZM principles and to undertake national stock-taking, which must consider major actors, laws and institutions influencing the management of their national coastal zone. However, different approaches to coastal management and defence and various degrees of development and implementation of national ICZM strategies can be found. The research presented in this article aims to analyze the different situations and to contribute to the further development of a common approach in terms of methodology to establish stakeholder and users participation in ICZM. An extensive survey was conducted in five pilot sites along the European Mediterranean coastal zone (Greece, Italy and France) show beach visitors’ perception of ICZM, coastal erosion and coastal defence systems, and beach visitors’ Willingness To Pay (WTP) for beach defence. The survey yielded important information for coastal and beach managers. Surprisingly, the level of awareness about generic Coastal Zone Management was found to be rather low in all regions except Riccione Southern beach, Emilia-Romagna Region. In the Languedoc-Roussillon Region, this is justified by the fact that most of the respondents were not local people or beach visitors (other than recreational day-visitors). As regards coastal erosion it appears significant that, despite the lack of awareness demonstrated overall by stakeholders in the Region of East Macedonia and Thrace, visitors respond very positively to definitions and show awareness of the erosion process in their coastal system. In conclusion, in order to raise public awareness about ICZM, erosion and coastal defence systems, it is suggested that education, training and public awareness should be promoted as well as identification of local needs for the implementation of specific demand-driven studies.  相似文献

Assessing the vulnerability of species to [anthropogenic threats is an essential step when developing management strategies for wild populations. With industrial development forecasted to increase in Spencer Gulf, South Australia, it is crucial to assess the ongoing effects of anthropogenic threats to resident and migratory species. Expert elicitation was used to assess 27 threats against 38 threatened, protected, and iconic marine-associated species. Species and threat interactions were assessed individually, and as taxonomic or functional groups. Climate change had the greatest overall exposure (c.f. risk) across species, followed by disturbance, pollution, disease/invasive species, and fishing/aquaculture threats. The largest overall sensitivities (c.f. consequences) were pollution and disease/invasive species, followed by climate change, disturbance and fishing/aquaculture threats. Vulnerability scores (exposure x sensitivity) showed the climate change group posing the greatest overall threat in Spencer Gulf, with individual climatic threats ranking as three of the top four biggest threats to most animal groups. Noise, shipping, and net fishing were considered the greatest region-specific individual threats to marine mammals; as were trawl fishing, line fishing, and coastal activities to fish/cuttlefish; trawl fishing, line fishing, and net fishing to elasmobranchs; and oil spill, disease, and coastal activities to sea/shorebirds. Eighteen of the 20 highest vulnerability scores involved the short-beaked common dolphin, Indo-Pacific bottlenose dolphin, and Australian sea lion, highlighting the particular susceptibility of these species to specific threats. These findings provide a synthesis of key threats and vulnerable species, and give management a basis to direct future monitoring and threat mitigation efforts in the region.  相似文献

The aim of the paper is to present an integrated design of a coastal defence, by applying the knowledge gained within DELOS (EVK3-CT-2000-00041, www.delos.unibo.it) to an existing prototype case. For such purposes, Lido di Dante (Ravenna, Italy) was selected, being a well-documented site that suffers from severe erosion.The design method proposed follows the Design Guidelines for low-crested structures delivered by DELOS. After a preliminary analysis of the environmental context and constraints, different design alternatives were proposed and then modelled with the 2DH model suite MIKE 21 for representative hydrodynamics and meteorological conditions. Engineering, ecological and social effects of each alternative are then assessed, based on the results of numerical simulations and experience in the area. A global judgement of the alternatives is given including consideration of both construction and maintenance costs. The preferred scheme is then optimised through more detailed design and verified by numerical modelling. The need for such an integrated approach is finally discussed including limitations.  相似文献

Coastal erosion and flooding are major threats to coastal dwellers, and the situation is predicted to worsen as a result of the impacts of climate change and associated sea level rise. In order to identify the level of vulnerability of various sections of Ghana's coastline for planning and future hazard management, a coastal vulnerability index approach was adopted for the creation of the relative vulnerability map. The coastal vulnerability variables used include geomorphology, coastal elevation, geology, local subsidence, sea level rise, shoreline change rates, mean tidal range, mean wave height and population density of the coastal areas. Risk factors were assigned to the various variables, and all the factors were combined to calculate the coastal vulnerability for the coastal front of each administrative district along the coast. The outcome was used to produce a vulnerability index map of coastal districts in Ghana. The results revealed that parts of the central coast and the eastern coasts of Ghana were the most vulnerable. It was identified that about 50% of the 540km shoreline of Ghana is vulnerable. This assessment will facilitate the long-term adaptation planning and hazard mitigation to inform the management of Ghana's coast.  相似文献

This paper focuses on pilot activities being carried out under the Integrated Coastal Watershed Management component of the Pacific International Waters Project (IWP). The paper discusses a two-pronged approach being taken to address the root causes of identified threats to the international waters of 14 Pacific Island countries. National and local level activities are focusing on coastal fisheries, waste management and freshwater protection. The integrated strategic approach of participatory planning processes, social analysis, resource economics and communications in identification of environment problems, their causes and potential solutions for supporting behavioural change in relation to resource use and management is discussed. Some examples of country activities to date are provided. Although it is too early to assess a full range of lessons and project impacts, a number of key issues continue to provide challenges for the implementation of a large regional programme such as the IWP. They include: multi-sectoral stakeholder engagement; the establishment of partnerships needed to support integrated coastal management; and national capacity to implement community-based resource management projects.  相似文献

Coastal freshwater and tidal wetland habitats are being transformed as a result of increasing demand for commercial, residential and tourism activities. The consequence is a habitat seascape complex, comprising a mosaic of natural and engineered coastal features. This study used the freely available mapping tool (Google Earth) to define the extent of coastal engineering structures in the Great Barrier Reef World Heritage Area (GBR; Australia), a marine ecosystem of global biodiversity and cultural significance. Continuing threats to the heritage estate concomitant with expanding urban and industrial developments has raised concerns directed at the future conservation and resilience of the reef ecosystems, along with maintaining expected human lifestyles and livelihoods it provides. The data here shows that break walls and pontoons/jetties dominate development, contributing to approximately 10% (equivalent) of the coastline linear length. Most (60%) development occurs along the coastline or within the first few kilometres upstream along estuaries. While conservation and protection of natural coastal habitats is still preferred for the objective of fisheries production and biodiversity, managers must consider seascape implication/benefits more broadly when approving new marine infrastructure rather than a case-by-case approach which further contributes to an ad hoc mosaic seascape of natural and engineered habitats. Not only within the GBR heritage estate, but more broadly, coastal managers need to regard wider seascape connectivity processes during the assessment of any new development. There is an urgent need for policy and planning instrument reform that is inclusive of accumulative impacts of urban and industrial development in this heritage estate. Opportunities to include eco-friendly (green engineering) solutions, in the repair and revitalisation of existing artificial structures, is necessary in any new proposed urban and industrial development and expansion.  相似文献

The roles played by Coastal Defence Groups and associated Shoreline Management Plans will be examined as well as their perceived benefits and shortcomings encountered by those in both policy and practice. The Atlantic Coastal Action Program (ACAP) is a community-based coastal management initiative that has been underway on Canada's east coast for the past 6 years. Coalitions of local stakeholders have been assisted by government in taking a lead role for the planning and management activities in 13 coastal ecosystems throughout Atlantic Canada. The program was initiated and originally facilitated by the federal government (Environment Canada) but has come to be led and owned at the local level. The objective is to have all those affecting and/or affected by local decisions involved in this process. In ACAP, the traditional role of government is shared with the local roundtables that are established in each coastal ecosystem. Instead of government departments being the lead agencies that set policy and priorities, the communities assume this function and the government agencies become partners in responding to their identified needs. ACAP is a practical demonstration of the joint management, or collective governance approach to Integrated Coastal Management and offers lessons to governments and coastal communities looking to establish lasting partnership approaches that have the potential to achieve the sustainable development of coastal ecosystems.  相似文献

Coastal environments are susceptible to a range of impacts arising from medium and long-term climate change. However, as Ireland's population and industrial centres are concentrated in coastal locations, Ireland's coastal communities will be particularly vulnerable to the impacts of climate change. Therefore, making the best use of existing knowledge to inform the establishment of governance structures capable of facilitating the measures and actions which may soon be required is a national imperative. Coastal communities worldwide have turned to integrated coastal zone management (ICZM) as a process to deliver sustainable development. This paper explores how experience gained from ICZM implementation can be harnessed to inform the development and implementation of climate adaptation policies, with a particular focus on the coastal zone. Using the principles and conceptual basis of Earth System Governance – an emerging approach to analyse complexity of governance under global environmental change – the paper maps the architecture of ICZM and climate governance in Ireland. The research identifies the main barriers to, and opportunities for, integrated application of the two policy domains. Barriers include the fragmentation of governance structures and responsibilities of key stakeholders, a lack of coordinated support for ICZM implementation at the national level, and a relatively weak awareness of the specifics of adaptation at the local level. Opportunities include the availability of expertise gathered from phases of ICZM implementation in Ireland, which encompasses mechanisms for science-policy integration, and invaluable experience of stakeholder participation and interaction. Current political and scientific support at national and EU levels give an additional impetus to climate research and actions which may bring additional opportunities and resources to coastal governance in Ireland.  相似文献

Coastal fish assemblages were studied to assess two sorts of human impacts in southwestern Apulia (SE Italy, Mediterranean Sea). Fish assemblages were evaluated by visual census along two rocky locations impacted by a sewage outfall discharging nearshore (S) and by date-mussel (Lithophaga lithophaga) fisheries (F), respectively, and at two control locations (Cs). Multivariate analyses showed that fish assemblage structures at S and F differed from those at Cs. Asymmetric ANOVAs indicated that species richness were significantly lower both at S (approximately 27%) and at F (approximately 35%) compared with Cs. Total fish abundance was 5- to 7-fold higher at S than at Cs, while the values recorded at F were comparable to those of Cs. At S, average abundances of planktivorous fish and POM feeders were higher, and those of labrids and sparids of the genus Diplodus were lower, respectively, than at Cs. Labrids of the genus Symphodus and small serranids were significantly less abundant at F than Cs. Data suggested that coastal fish respond to the impact caused by the sewage discharge and provided a framework to assess potential benefits of its future displacement to deeper waters. For the first time, moreover, this study provided suggestive evidence that the habitat destruction caused by the illegal date-mussel fisheries may affect fish assemblages.  相似文献
