Snapper (Chrysophrys auratus) is an important coastal fish species in New Zealand for a variety of reasons, but the large amount of research conducted on snapper has not been reviewed. Here, we review life history information and potential threats for snapper in New Zealand. We present information on snapper life history, defining stages (eggs and larvae, juvenile and adult), and assess potential threats and knowledge gaps. Overall we identify six key points: 1. post-settlement snapper are highly associated with certain estuarine habitats that are under threat from land-based stressors. This may serve as a bottleneck for snapper populations; 2. the largest knowledge gaps relate to the eggs and larvae. Additional knowledge may help to anticipate the effects of climate change, which will likely have the greatest influence on these early life stages; 3. ocean acidification, from land-based sources and from climate change, may be an important threat to larval snapper; 4. a greater understanding of population connectivity would improve certainty around the sustainability of fishery exploitation; 5. the collateral effects of fishing are likely to be relevant to fishery productivity, ecosystem integrity and enduser value; 6. our understanding of the interrelationships between snapper and other ecosystem components is still deficient.  相似文献

In Florida, United States, the Caribbean spiny lobster, Panulirus argus, supports an important commercial fishery and also perhaps the most intensive recreational fishery of any lobster species, with sales of recreational lobster fishing permits exceeding 100 000 annually. For the past decade, we have used mail surveys of recreational lobster license holders to estimate spatially explicit landings and fishing effort when recreational fishers are most active—during the state's “Special Two‐Day Sport Season”, which takes place just before the opening of the commercial season, and during the first month of the regular recreational season, which coincides with the commercial season. From 1993 through 2002, fishing effort during the Special Two‐Day Sport Season has ranged from 60 000 to 112 000 person‐days, and landings have ranged from c. 112 to 255t. Both fishing effort and landings have varied without trend. Fishing effort during the regular season over the same period has ranged from 261 000 to 514 000 person‐days, and landings have ranged from 434 to 825 t. Fishing effort has shown a marginally statistically significant decreasing trend, the result of a progressive decrease in effort since 1999. The largest proportion of both fishing effort and landings was concentrated along the south‐east coast. Despite the recent decrease in landings, the proportion of total landings made by the recreational fishery has increased. From 1993 through 1998, the fishery was responsible for c. 30% of commercial landings; by 2001, that percentage increased to nearly 40%. Such a shift in landings away from the commercial trap fishery toward the recreational fishery was recognised as a potential but unintended effect of the ongoing management plan of restricting effort in the commercial trap fishery. Our 2001 surveys revealed that recreational lobster fishers spent more on a person‐day basis than the general visitor to the Florida Keys did, but less than those visitors using the region's coral reefs. Consequently, managers must establish management strategies that allow the coexistence of this resource's user groups and also incorporate the social and environmental concerns of nonuser groups.  相似文献

Knysna Estuary supports an estimated 30 full-time and 200 part-time subsistence fishers involved in bait collection, mud crab harvesting, and fishing. The mud prawn Upogebia africana dominates the bait-fishery, with estimated catches amounting to about 3% of the standing stock, suggesting sustainable use. Harvest of Marphysa spp. and Gorgonorhynchus dayi is conducted in a destructive manner. Most of the value of fishing lies in the setline catches of spotted grunter Pomadasys commersonnii and white steenbras Lithognathus lithognathus, whereas small species and individuals, particularly Cape stumpnose Rhabdosargus holubi, are also caught with handlines. Indications are that the linefishery is also sustainable at present. The subsistence fishery is worth an estimated R0.7-R1.1 million per annum, with full-time fishers earning at least R11 000-R17 000 per annum from the estuary. Currently operating under recreational regulations, the fishery is poorly controlled and fails to reach its full potential. The main threat to the estuary from damaging harvests of bait species, such as Marphysa spp. and G. dayi, should be discouraged through heavy penalisation of buyers and traders. Sales of mud prawn could probably be legalised. If off-take rates are found to be sustainable, sales of certain fish species could be legalised if access to the fishery could be effectively controlled under a co-management arrangement.  相似文献

The shrimp spawn in autumn, and the females carry their eggs as out roe until spring when the larvae hatch. Within a period of 2 months the shrimp larvae settle to the bottom. It has been claimed that the year-class strength probably is determined during the larval phase. Today's assessment and forecast of the shrimp stock productivity and potential fishing yields are weak. This is partly due to poor knowledge on population dynamics from hatching until the shrimp are caught in the fishery at the age of 3 or 4 years. We, therefore, here identify the most important abiotic and biotic factors that affect recruitment in addition to spawning stock biomass. Since 1995, a net attached to the underbelly of the survey trawl used at the annual cruise in the Barents Sea has caught juvenile shrimp. The abundance of settled shrimp larvae varies in time and space. The recruitment to the fishery has been quite stable with the exception of the 1996 year-class, which was observed as 1-year-olds but has not been registered since. The temporal pattern of the three youngest year-classes is studied in relation to abiotic factors such as sea temperature, ice index and North Atlantic Oscillation, as well as biotic factors such as spawning stock biomass and presence of copepods, euphausiids and predating cod. Recruitment indices and factors identified by the Spearmann correlation to be significantly correlated with recruitment were used as input in a principal component analysis (PCA) and a generalized additive model (GAM) was applied. Abundance of 1-year-old shrimp is positively correlated to spawning stock biomass the previous year and to temperature of the previous winter, and negatively correlated with the number of 1-year-old cod. Two-year-old shrimp show significant correlation with temperature, whereas there is a strong negative correlation with euphausiids. Three-year-old shrimp are significantly correlated with the number of 2-year-old shrimp the previous year but negatively correlated to temperature at sampling time. This is probably due to less overlap with the main predator cod when cold. Ricker functions indicate an increased density-dependent mortality with age. When predicting the recruitment of shrimp to the fishery, the spawning stock biomass, the abundance of cod and euphausiids, as well as the temperature should be included.  相似文献

This paper compares the management of recreational fisheries for pink snapper (Pagrus auratus) in the inner gulfs of Shark Bay (Australia) and the closely related red sea bream (Pagrus major) in Sagami Bay (Japan). Fishing and other factors have resulted in population declines of these species in both regions. In response, fishery managers have employed contrasting management, more conventional catch controls in Shark Bay and stock enhancement in Sagami Bay. Although recreational harvest levels were higher than commercial levels in both fisheries, the driving mechanisms are comparatively different due to historical, social, economic and political issues in the respective locations.  相似文献

The commercial fishery for snapper Chrysophrys auratus (Bloch and Schneider) in the Hauraki Gulf is one of New Zealand's principal marine fisheries. The snapper catch from this area declined by 22% in 1972, and by a further 4% in 1973, following 4 y of high catches by Danish seiners.

Some of the decline can be attributed to economic factors within the industry, and adverse winter weather. However, the 1972 decline in Danish seine catches is an acceleration of an existing trend. It probably results from heavy exploitation of an accumulated stock, and from movement of a few strong year classes past the age at which they have contributed most to the catch. The slight recovery in the 1973 Danish seine catch resulted only from increased effort; catch per day at sea continued to fall. An improvement in catch and catch per day is unlikely for some years at least.

Snapper catches by other methods (trawl, long line, and set net) also declined during 1972, but the available data on fishing effort do not allow a detailed analysis. The trawl catch in the gulf fell further in 1973 as fishing effort was diverted to other grounds, but the catch by lines and nets improved slightly.  相似文献

The California spiny or red rock lobster, Panulirus interruptus, is an ecologically and economically important species that has been exploited since the 1800s. No previous study in California has assessed the impacts of the recreational or commercial lobster harvest. Before the 2003–04 commercial and recreational lobster seasons, we conducted a fishery‐independent trap survey at Santa Catalina Island to document the impact of the lobster fisheries on the size structure, abundance, and sex ratios of mature P. interruptus (>65 mm carapace length (CL)). We concurrently sampled a predominantly commercially fished area, a recreationally fished area, and a 23‐year‐old invertebrate no‐take (INT) reserve. Relative to the INT reserve, legal‐size lobsters in the recreational area were similar in CL, but 31% less abundant. Legal‐size lobsters in the commercial area were 8% smaller and 70% less abundant than those in the INT reserve. The sex ratio of legal‐size lobsters, although near 50:50 in the recreational and INT reserve areas, was male‐dominated (67:33) in the commercial area. Differences in CPUE and mean CL of sub‐legal lobsters in the recreational and commercial areas suggest that factors in addition to harvesting pressure may affect these populations. Total biomass of mature lobsters in the recreational and commercial areas was 92% and 45%, respectively, of biomass in the INT reserve. Fecundity in the recreational and commercial areas was 83% and 42%, respectively, of fecundity in the INT reserve. This study provides preliminary data for future ecological studies and fisheries management evaluations.  相似文献

Fishing is an important recreational activity for many Australians, with one in every four people participating every year. There are however many different pressures exerted on Australian fish stocks, including climate-related changes that drive changes in local fish abundances. It is inevitable that recreational fishers will need to adapt to these changes. When resource abundance alters substantially, user adaptation to the new situation is required and policies and incentives may need to be developed to encourage behaviour change. It is important to correctly anticipate fisher's response to these policies and incentives as much as possible. Improved understanding of recreational fisher's likely adaptation decisions and the nature and timing of these decisions can help avoid unintended consequences of management decisions. Based on a survey of recreational fishers in the south-east Australian climate hotspot, we identify 4 relevant dimensions to recreational fisher's behavioural adaptation. There are differences in adaptation timing (early, late, and non-adaptors). Non-adaptors are characterised by greater cultural attachment to fishing and stronger perceptions of the factors that influence abundance change. The fisher's preferred adaptation responses and the timing of the behavioural response differs between decreasing versus increasing fish abundance. Insight into perspectives and expectations on how recreational fishers might adapt to changes is useful to develop a set of behavioural incentives that appeal to different groups but remain efficient and effective in their implementation. Such knowledge can create new pathways to achieve meaningful and targeted adaptation responses for different types of recreational fishers.  相似文献

Recreational fishing mortality can have a major impact on coastal fish populations, bringing recreational fishers into conflict with commercial fisheries. This article reviews exclusion zones for commercial fishing, or ‘recreational fishing areas’ as a solution to the conflict between commercial and recreational fisheries. Recently designated recreational fishing areas in the state of Queensland, Australia are examined as a case-study. The goal of recreational fishing areas is to enhance recreational fishing and provide economic opportunities through charter fishing. However, recently designated recreational fishing areas in Queensland have not been thoroughly assessed for their social, economic and environmental impacts and they are not integrated within existing management frameworks for fisheries. The designation of recreational fishing areas is thus a shift away from evidence-based management in Queensland's fisheries and has likely occurred solely for political reasons – there are more voters in the recreational fishery than commercial fishery. In Queensland, excluding commercial fishing on its own is unlikely to result in long-term benefits to recreational fisheries because recreational harvest is a major component of fish harvest for some key species and there is no legislated limit to recreational harvest. Current political attention on recreational fishing areas provides an opportunity for fisheries managers, politicians, conservation groups and the public to discuss what is needed to manage sustainable coastal fisheries. In particular, recreational fishing areas need to be combined with efforts to enhance stewardship among recreational fishers if they are to be successful in the long-term.  相似文献

Southern rock lobster (Jasus edwardsii) support significant commercial and recreational fisheries in Tasmania, Australia. Since the mid 1990s the number of persons holding recreational lobster licences increased by over 80%, with c. 15 500 persons licensed in 2002/03. Assessment of the recreational fishery has been undertaken periodically since 1996 using a telephone‐diary survey method. The fishery was concentrated off the south‐east and east coasts of Tasmania and characterised by strong seasonality in catch and effort, which peaked markedly early in the fishing year (November‐January). Although pots were the most popular fishing method, daily catch rates by divers were more than double those for pots. Divers selectively harvested larger lobsters than those taken by pots and more frequently attained the daily bag limit of 5 lobsters. The estimated recreational harvest increased significantly since 1996/97 and in 2002/03 effectively reached a management trigger level of 10% of the total allowable commercial catch, flagging a review of recreational management arrangements.  相似文献

The shared Torres Strait rock lobster (Panulirus ornatus) fishery provides important income for commercial and traditional fishers in Australia and Papua New Guinea. The lobster stock is first fished in Torres Strait by divers from both countries and then becomes vulnerable to Australian prawn trawlers, followed by Papua New Guinea trawlers during its annual breeding migration. Lobster catch sharing arrangements are governed by the Torres Strait Treaty ratified in 1985, but the sequential trawling of breeding lobsters has been controlled by bilateral agreements. A trawl ban was implemented in 1984 in both countries to conserve the breeding stock, but some trawling has been conducted in the Gulf of Papua since then and there is renewed interest in Papua New Guinea to resume trawling. To evaluate the impact of trawling migratory breeding lobsters on the lobster fishery, a model that combines a cohort depletion model with a stock recruitment relationship was developed in this study. The model showed that when the fishery is fully or over‐exploited by the dive fishery, trawling breeding lobsters would reduce both the spawning stock and the total catch of the fishery. The reduction in catch would increase with increasing fishing mortality. If trawling occurred on the Papua New Guinea side only, a redistribution of catch between Australia and Papua New Guinea would result in a small gain in catch for Papua New Guinea at the expense of the Australian dive fishery. But when fishing mortality reaches a certain level, any trawling in any country will incur catch loss to both countries. For the long‐term sustainability and maximum production of the fishery, regulations should be implemented in both countries under a co‐management scheme of a shared fish stock.  相似文献

The results of a 2007 survey of fishers, managers, scientists, and enforcement officials indicate that noncompliance is a significant problem in the Northeast multispecies groundfish (NEGF) fishery, as it has been for at least 20 years. The percent of total harvest taken illegally is estimated to be 12–24%, which is significantly higher than estimates of 6–14% in the 1980s. Thirty-seven percent of fishers, 61% of fishery managers and 80% of fishery enforcement staff believe that “the combined adverse impact of all violations on the health and manageability of fish resources” is significant, highly significant, or extremely significant. Many fishers believe that illegal fishing will prevent them from ever benefiting from stock rebuilding programs.  相似文献

Nephrops norvegicus is an essentially sedentary species of lobster that forms the basis of valuable fisheries in the northwest Atlantic and western Mediterranean. Fishers exploiting a sedentary stock are likely to visit the most profitable (highest catch rate) areas first. Such spatial targeting of fishing effort is likely to have important consequences for stock monitoring and assessment. We used underwater television surveys of Nephrops burrow densities on the Farn Deeps grounds, northeast England, to describe changes in abundance and distribution between the beginning and end of a winter fishing season. Above a threshold of c. 0.6 burrows m–2, overwinter depletion increased with burrow density, consistent with fishing effort being targeted at the highest densities. A simple simulation model showed that this pattern of mortality is an expected consequence of spatially targeted fishing behaviour. The model also predicted that there is decreased spatial variability in density after fishing. An overall decrease in variability was not evident from the survey data, but geostatistical analysis indicated that there was “flattening” of the density profile along a north‐south axis, consistent with the dominant direction of commercial trawling. We concluded that Nephrops fishers are able to find and exploit the highest densities of their target species. A potential consequence is that catch per unit effort (CPUE) data used to monitor trends in this stock potentially could mask declines in stock abundance. CPUE might be more effective if analysed at finer spatial scales, but this is not currently possible. In the absence of these fine scale commercial data, fishery‐independent surveys (e.g., underwater television) are an important source of information on trends in stock abundance.  相似文献

In this paper, the authors analyze a wide range of recreational management strategies for their impacts on red snapper yield, economic surplus and the fish stock. Simulating a wide range of policies, the authors find Data Envelopment Analysis (DEA) inspired policy efficiency frontiers that lead to finding those management strategies that offer the greatest level of economic surplus for any biological target, looking at both the east and west Gulf of Mexico fisheries. Red snapper has been declared overfished since 1988 and the 2005 SEDAR 7 stock assessment declared red snapper were overfished and undergoing overfishing. In November 2009, the update of the assessment declared that overfishing was no longer occurring but that the red snapper stocks needed to be rebuilt. In this analysis, it was found that red snapper are neither overfished or undergoing overfishing. The main difference between the present model and the SEDAR 7 model is that the latest model uses a higher mortality rate for juveniles and a density dependent model. The authors also suggest that the east and west should be managed as separate units.  相似文献

Artisanal fisheries throughout the Mediterranean region are managed mostly by applying gear specific regulations. The data about the extent and dynamics by which littoral fish resources respond to commonly proposed changes of such regulations are lacking. Here the results of a 15 year (1995–2009) monitoring programme of littoral fish resources in a pilot region of island Vis aquatorium, central Adriatic Sea, are reported with the scope of investigating whether a more restrictive fishing regime (encompassing an increase in minimum inner layer mesh size of trammel net from 28 to 40 mm and excluding the trammel net from subsistence artisanal fishing) that has progressively been put in place during the study period has been accompanied by expected positive changes of littoral fish resources’ abundance, biomass and structure. Significant increases over time were observed in most of the community indices analyzed (abundance and biomass catch per unit effort, diversity indices) as well as a directional change in abundance and biomass catch composition of littoral fish resources. Positive responses were, however, primarily related with a recovery of Mullus surmuletus stock. Additionally, time-series analysis of ABC curves and their corresponding W index revealed that fish community in the study area was still moderately disturbed. Limited extent of conventional management restorative potential is further exacerbated by social issues – noncompliant behavior mainly among subsistence artisanal fishers and consequent resentment of commercial artisanal fishers. In order to improve further the state of the resources a more comprehensive set of management measures incorporating closed areas and a new approach actively involving fishers in the management process should be adopted.  相似文献

The southern rock lobster, Jasus edwardsii, is South Australia's most valuable fisheries resource, with an annual landed value of c. AU$100 million. Approximately 80% of this revenue comes from the southern zone (SZ) rock lobster fishery, which has been managed under an individual transferable quota system since 1993. The total allowable commercial catch is currently set at 1900 tonnes. Long‐term spatial trends in catch and effort were analysed over the period 1970–2005 to investigate possible changes in the spatial dynamics of the fleets as a result of quota introduction. Data indicate that the fishery contracted into three main Marine Fishing Areas (MFAs) after 1993. In particular, the long‐term catch average in MFA 51 decreased from 185.4 tonnes pre‐quota to 59.8 tonnes post quota. This MFA is located in the northern region of the SZ and is one of the furthest MFAs from the main fishing ports in the region. The fishery is also spatially contracted within MFAs. Approximately 80% of the annual catch comes from <60m depth despite catch rates being 2–3 times greater in offshore sites as evidenced from both fishery‐dependent and independent sources. Such trends appear driven by recent market preferences that select for small (<1 kg), red‐coloured lobster that are primarily located on inshore grounds. As a result, fishers now target inshore sites to maximise returns under the quota‐based system. The observed shift in the spatial dynamics of the SZ has clear implications for the biological performance indicators on which the fishery is managed. Specifically, the results highlight the need for a fishery‐independent assessment of the resource that provides estimates of catch rate and biomass independent of current harvest strategies. Preliminary results from a trial survey undertaken in 2005/06 and 2006/07 show higher lobster abundance in lowly exploited offshore sites compared with inshore areas. These trends highlight the need for refined spatial management of the resource, which is the focus of the new management plan for the fishery.  相似文献

An assessment of catch and effort in the Eastern Cape shore and skiboat linefisheries was undertaken between 1994 and 1996 by means of roving creel and access point surveys. Catch-and-effort data were obtained from direct observation of 3 273 shore-fishers, 172 recreational and 223 commercial skiboat outings. Total effort in the region was high at 903 186 fisher-days year?1 in the shore fishery and 64 266 and 24 357 fisher-days year?1 in the commercial and recreational skiboat sectors respectively. The fisheries are multispecies in nature. The shore fishery consisted of 66 species, the recreational skiboat fishery 44 species and the commercial skiboat fishery 48 species. Just 10 species accounted for 75, 83 and 90% of the catch of the shore, recreational and commercial skiboat fishery respectively. The average catch per unit effort (cpue) was low in all sectors, 1.15 kg fisher?1 day?1 in the shorefishery, 9.4 kg fisher?1 day?1 in the recreational skiboat fishery and 21.5 kg fisher?1 day?1 in the commercial skiboat fishery. Catch data showed that professional and club anglers are more successful fishers. Comparisons with historic records for Port Elizabeth revealed that the cpue in the shore fishery had declined markedly, whereas the total effort increase was negligible (0.1%). Increases in the density of exploited species on unfished reefs logically implies that some individuals are at least temporarily resident, or show fidelity to a particular area. We tagged snapper (Pagrus auratus (Bloch & Schneider 1801)) in the Leigh Marine Reserve, New Zealand using visible implant fluorescent elastomer tags, recoverable by diver visual sightings without the need to recapture the fish. Batch tagging of snapper (n = 907) was done during an angling survey in June and December 1996, and individually coded tags were implanted by divers (n = 117) in January 1999. Snapper tagged during both programmes were recovered on irregular intervals from 1997 to 2000. There were 71 recoveries of batch tags within 500 m of their tagging sites, and these recoveries were still being made >3 years after tagging: Of individually coded fish, 49 (42%) were seen, sometimes repeatedly over several months, close to their respective tagging sites. These observations included snapper as small as 23 cm fork length, contradicting the commonly held impression that only large snapper take up long‐term residency on reefs. This preliminary evidence suggests that some snapper exhibit site fidelity to areas only a few hundred metres wide, and in the absence of fishing may occupy the same area for years.  相似文献

El Salvador is one of the most environmentally degraded nations in Latin America, but the declining fishing industry is under-studied compared with deforestation and landuse. This paper examines the reactions to fish stock decline of two generations of fishers in La Union, El Salvador on the Golfo de Fonseca, one of the most important fishing areas in Latin America, using face to face interviews and questionaires. Both older (>35 years) and younger (<36 years) fishers supplemented their income with trading, farming and loans from their relatives in the United States. All older fishers reported larger fish catches five and ten years previously than at present. Previously, fishers caught more fish, but significantly more younger fishers than older fishers reported their fathers caught more fish than they did, indicating an increasing gap in fish catches in recent decades. More younger fishers than older fishers had fathers or male kin who were also fishers, indicating young men were less likely to join fishing without a parent or kin already involved. Minorities of both older and younger fishers engaged in supplementary activities. Environmental degradation disuaded fishers from switching to farming or hunting. The findings are similar to findings elsewhere on the decline of fish resources and generational gaps in environmental knowledge, but differ in that some other studies report fewer opportunities for fishers to access alternative or complementary activities. These findings are relevant to Latin American studies, considering the great value of the Golfo de Fonseca to the livelihoods of Central America.  相似文献

The scarcity of data on fish catches difficult management of small-scale fisheries in developing countries. This study applies fishers’ knowledge to investigate temporal changes in the amount (biomass) and composition (major ecological categories) of fishing resources exploited by small-scale coastal fisheries in the southeastern Brazilian coast. Four hypotheses were investigated: (1) The amount of fish caught reported by fishers would decrease over time. (2) Older fishers would report higher fish catches than younger fishers. (3) Recent interviews would mention large-sized predators less often. (4) Recent interviews would mention less high valued fishing resources. Interviews with 421 fishers in 36 communities in the southeastern Brazilian coast were analyzed, covering a time span of 14 years, from 1995 to 2009. The hypothesis 1 was confirmed, 3 was partially confirmed, while 2 and 4 were not confirmed. Fishers’ age was unrelated to all variables. The results from fishers’ interviews indicated the temporal trends of: (1) a decrease in the biomass of fish caught; (2) an increase in the occurrence of smaller fish and invertebrates in the catch; (3) an increase of high value fishing resources; and (4) maintenance of large predators. The first two indicators suggest excessive fishing, but the later indicators (3 and 4) suggest that the socioecological system of the southeastern Brazilian coast had not yet undergone major ecological shifts.  相似文献
