This paper uses Australia’s 1980s shift to a new accumulation strategy of ‘international competitiveness’ to examine the role of failure in shaping state strategic projects. The paper argues that the Australian strategy’s gradual shift from an interventionist to a market-led orientation played out in competing representations of failure. Whether particular policies were perceived as failures depended not only on their material effects, but also on the ways in which failure was defined and on the values underpinning those definitions. As representations of failure establish the boundaries between the incremental adaptations that stabilise an accumulation strategy and the more radical failures characteristic of crisis, they illuminate how processes of discursive selectivity ‘fix’ state projects’ temporal, scalar and spatial dimensions.  相似文献

The paper adopts a cultural economy approach to explore the emergence of a market in so-called weather derivatives, referred to in the paper as a form of ‘geomoney’. These are specially designed financial products that allow firms to protect their profits against the impact of changing weather conditions. The paper approaches the emergence of this market, and the issues its growth raises, in three interlinked stages. Weather derivatives are located amongst the hybrid collective that is contemporary finance and are analysed through the conceptual apparatus afforded by a cultural economy approach to finance. The paper employs this analytical line to examine the assumptions and models that enable the weather to be turned into a risk and then be transported and traded within capital markets. Through specific examples of weather products together with a discussion of the International Finance Corporation’s recent involvement in this market, the paper suggests something of the ‘world making’ capabilities of finance theory and the politics of finance often hidden beneath the mathematical models. The paper concludes by highlighting not only the usefulness of a cultural economy of finance to geographers but, in light of the examples discussed, the need for cultural economy to recognise and to engage critically in its analysis the politics that such a conceptual approach to the making of financial markets exposes.  相似文献

This paper examines knowledge production networks in the fund management industry. Focusing on Asian emerging markets (EMs), I explore how fund managers, brokers and research analysts utilise a combination of texts, analytical structures, codified procedures, and social networks to generate interpretations and perspectives on Asian EMs. Utilising a process-based approach, I investigate how ‘EMs’ as an investment category is imagined and practiced by those in the fund management industry through knowledge networks and how such networks are produced and maintained. Discussions are drawn from interviews conducted with 22 EMs specialists in Singapore and London. I argue that Asian EMs have distinct characteristics that are acted upon and reproduced by finance workers in particular ways and that the acquisition and transfer of tacit knowledge takes on increased significance when codified knowledge structures are lacking. Actors in Singapore and London are also embedded in different knowledge networks, which offer different strategic advantages but, when taken together, form a complex and multi-layered knowledge production network of ‘imagineering’ Asian EMs from both within and outside of Asia.  相似文献

An important theme in studies of enclosure and resource access in Southeast Asian hinges on the concept of the ‘political forest’, a particular constellation of power constituted by ideas, practices and institutions that seek to regulate peoples’ access to resources, providing recognition and legitimacy to some, whilst excluding and criminalizing others. Whilst issues of class and ‘race’ underpin work in this vein, in Indonesia, much less attention has been directed towards the ways in which gender inheres in the regularisation of land and livelihood, and the ordering of upland spaces. Drawing on recent feminist and queer theorizing of the links between citizenship, recognition and hetero-normativity, and on analyses of the social relationships through which resource access is negotiated and realized, the paper presents a feminist political ecology of the gender dynamics inherent in the power plays of resource access as land-poor rural migrants negotiate a shifting landscape of enclosure in Lampung province. Through an analysis of three periods of resource governance and control in the province, the paper shows how the negotiation of resource access is simultaneously a process of self-regulation and subject-making that draws on particular ideas about family and conjugal partnership, inculcating gendered and hetero-normative ideologies of the “ideal citizen”. Through particular representational strategies - positionings - necessary to qualify for resource access, and through the material practices necessary to realize the benefits of resource access, conjugal partnership is reiterated and remade as an important social relationship through which resource access may be realised, for men as well as for women.  相似文献

Transfrontier conservation has taken Southern Africa by storm, where the modus operandi remains simple and intuitive: by dissolving boundaries, local benefits grow as conservation and development spread regionally. However, in the case of South Africa’s section of the Great Limpopo Transfrontier Park, political and economic change redirects benefits to support ‘modern’ economies at the expense of rural livelihoods through community-based natural resources management (CBNRM). Neo-liberal agendas promoted by government and the transfrontier park derail efforts at decentralizing CBNRM initiatives beyond markets and state control. This paper argues that ‘hybrid neoliberal’ CBNRM has arisen in private and public sector delivery of devolved conservation and poverty relief projects as ‘tertiary production’ for regional development. As a result, ‘CBNRM’ projects related to and independent of transfrontier conservation support private sector interests rather than the resource base of rural livelihoods. Concluding sections assert that CBNRM can counter this neoliberal trend by supporting the land-based economy of local users living near the Great Limpopo Transfrontier Park.  相似文献

This paper focuses on a particular group of food commodities, associated with the wider turn to ‘alternative food networks’, that are described as ‘naturally embedded food products’ (NEFPs). These are commodities (specifically meats and cheeses) that utilise grassland biodiversity as an input into production to positively influence, in various ways, the final qualities of the commodity. Building on the geographical literature on commodity circuits and analysing data derived from NEFP promotional materials and focus groups with urban and rural residents in the UK, the paper interrogates the geographical knowledges that are deployed by producers in the promotion of NEFPs and how these knowledges are accommodated and contested by consumers as they bring their own geographical knowledges to the interpretation of these commodities. The paper undertakes this task in order to problematise the extent to which alternative food networks in general and NEFPs in particular are bringing about a reconnection of producers and consumers and, concomitantly, a defetishisation of food, as is claimed for them by many of their policy and academic proponents. In the process the paper reveals how the food commodities associated with alternative food networks entail the creation of new and rival fetishes paradoxically as a result of efforts to ‘thicken connections’ between the production and consumption of food.  相似文献

Following the well-established literature on women’s fear in urban contexts, a small but important literature has also begun to document accounts of boldness, fearlessness and empowerment. We extend this work by considering ways in which women live with, and beyond, experiences of fear. We argue that fear and fearlessness are not discrete and separate states, but rather they are often simultaneous conditions that women negotiate in complex ways. Moving away from a sense of victims and passivity, we suggest that women have spatial and social strategies that can be adopted when they face fear or take up forms of action that might be termed ‘bold’ or ‘courageous’. Consequently, this work draws on Koskela’s [Gender, Place and Culture 4 (1997) 301] previous discussion of ‘bold women’ in Finland to develop a notion of agency and highlight strategies that some rural women adopt in New Zealand.  相似文献

This paper critically explores the politics that mediate the use of environmental science assessments as the basis of resource management policy. Drawing on recent literature in the political ecology tradition that has emphasised the politicised nature of the production and use of scientific knowledge in environmental management, the paper analyses a hydrological assessment in a small river basin in Chile, undertaken in response to concerns over the possible overexploitation of groundwater resources. The case study illustrates the limitations of an approach based predominantly on hydrogeological modelling to ascertain the effects of increased groundwater abstraction. In particular, it identifies the subjective ways in which the assessment was interpreted and used by the state water resources agency to underpin water allocation decisions in accordance with its own interests, and the role that a desocialised assessment played in reproducing unequal patterns of resource use and configuring uneven waterscapes. Nevertheless, as Chile’s ‘neoliberal’ political-economic framework privileges the role of science and technocracy, producing other forms of environmental knowledge to complement environmental science is likely to be contentious. In conclusion, the paper considers the potential of mobilising the concept of the hydrosocial cycle to further critically engage with environmental science.  相似文献

Using qualitative data from a research project investigating contemporary rural identities in England this paper examines the apparently contradictory discursive claims that are made on rural spaces. It looks in particular at the ways in which these are narrated - through the notions of rural space as a site of safety, orderliness and community on the one hand and as a site of freedom, anti-order and non-regulation on the other. While the former is a familiar, entrenched and critiqued representation of rurality, the latter narrative has a more marginal and ambivalent place in the dominant rural imaginary. Drawing on Foucault’s concepts of panopticism and heterotopia the paper demonstrates the ways in which the rural is a highly labile concept and emphasises its continual ‘unfinishedness’. However, alongside this, the paper suggests that the tensions and contradictions of the orderly and anti-orderly discourses are underpinned by a particular coherency that is driven by senses of community, belonging and self-regulation. While these do not resolve the contradictions of the discursive claims the potency of such drivers are sufficient to produce a particular inclusive spatiality which is able to accommodate and incorporate the different discursive positions and the practices that are associated with each.  相似文献

The provision of care is an increasingly pressing issue in the Global North. With an ageing population and policies encouraging women into the labour market, there is a growing need for workers to undertake paid caring. This poses important and urgent questions about the social organisation of labour markets. Care work typically is low paid and undertaken in precarious, informal, or temporary situations. Many posts are filled by economic migrants, raising concerns about a care deficit in sending countries. In this paper we examine the ‘caring work’ undertaken by migrant workers in a West London Hospital. We employ a twofold characterisation of caring work. Like other bottom-end service sector work, this work is characterised by the face-to-face ‘emotional labour’. However, it also requires ‘body work’: close and often intimate physical contact between carers and those they care for. We argue that both of these aspects are important in understanding how caring work is constructed as poorly regarded and low paid. We show how these features play out in particular ways for migrant workers employed in such caring work.  相似文献

Soviet collectives in general and especially the kolkhozes in rural areas were much more than merely production units. They regulated a significant part of everyday life in the villages and thus have to be seen as all-embracing social institutions, constituting the bedrock for rural communities. Relying on the homogenising effect of the kolkhoz-mechanism most authors who analyse the process of transformation in the Post-Soviet Russian countryside highlight the failures of privatisation and consequently presume continuity and not change. This paper argues, first, that in view of the weakness of the central state in the 90s a considerable leeway existed at the local level for different ways and degrees to implement the reform legislation and, second, that the concrete outcomes of the restructuring can only be adequately understood focusing on interests and power relations on the micro level rather than dealing with farms as such as the ‘acting units’.The common vantage point for most of the kolkhozes was an “alliance for the locale” between management and workers. It had its roots in the fear to become “slaves on one’s own land” if non-local investors would be allowed to buy agricultural land, to remain without infrastructure like streets, water supply and kindergartens if the kolkhoz would be divided up and to lack the machinery to work the private plots without the support of the farms. But beyond this consensus the chairmen of the collective farms could rely on a bulk of different allocative and authoritative resources to stage-manage privatisation. This introduced a highly ‘individual’ moment in the process and led to rising disparities and an increasing disintegration of rural Russia in the 1990s. Using a farm in southern Russia as an example the closer look at these resources and the “failed privatisation” unveils, that not continuity, but hybrid amalgamations of old and new characterise the Post-Soviet Russian countryside.  相似文献

Market-Led Agrarian Reform (MLAR), which is advocated by the World Bank and is being implemented in various contexts around the world, is a more neo-liberal approach to land reform than that we have seen implemented in the past. MLAR principles have underpinned South Africa’s land reform programme, being based on the ‘willing-seller, willing-buyer’ principle, which guarantees market-related prices to sellers. Evidence presented in this paper, however, raises serious questions about the extent to which the South African government has held on to MLAR principles. Specifically, the paper argues that South Africa’s peculiar geo-historical context has in some instances led the government to fuse market-led approaches with more authoritarian interventions that dictate to land reform beneficiaries how the land will be used. A case in point is the government’s approach to the restitution of land rights to communities dispossessed from the Levubu area of Limpopo province. As the paper illustrates, the government has imposed on the intended beneficiaries a so-called ‘strategic partnership’ between them and agribusinesses. Although the government touts the approach as a way to protect the commercial viability of the land and to transfer skills from white farmers to the beneficiaries, the terms of the Levubu solution may turn out to be less than favourable for the beneficiaries.  相似文献

This paper explores the shifting cultural politics of development as expressed in the changing narratives and discursive transparencies of fair trade marketing tactics in the UK. Pursued through what I call ‘developmental consumption’ and the increasing celebritization of development, it is now through the global media mega-star that the subaltern speaks. After a more general discussion of the implications of the celebritization of development, specific analysis focuses on two parallel processes complicit in the ‘mainstreaming’ of fair trade markets and the desire to develop fair trade as a product of ‘quality’. The first involves improving the taste of fair trade commodities through alterations in their material supply chains while the second involves novel marketing narratives designed to invoke these conventions of quality through highly meaningful discursive and visual means. The later process is conceptualized through the theoretical device of the shifting ‘embodiments’ of fair trade which have moved from small farmers’ livelihoods, to landscapes of ‘quality’, to increasing congeries of celebrities such as Chris Martin from the UK band Coldplay. These shifts encapsulate what is referred to here as fair trade’s Faustian Bargain and its ambiguous results: the creation of increasing economic returns and, thus, more development through the movement of fair trade goods into mainstream retail markets at the same time there is a de-centering of the historical discursive transparency at the core of fair trade’s moral economy. Here, then, the celebritization of fair trade has the potential to create ‘the mirror of consumption’, whereby, our gaze is reflected back upon ourselves in the form of ‘the rich and famous’ Northern celebrity muddling the ethics of care developed by connecting consumers to fair trade farmers and their livelihoods. The paper concludes with a consideration of development and fair trade politics in the context of their growing aestheticization and celebritization.  相似文献

This paper argues that the conflicts of interest cases brought against Wall Street investment banks in the early 2000s were neither geographically nor institutionally isolated events. Rather, by combining recent work on financial knowledges in both economic geography and the social studies of finance with the growing interest in topological spatial imaginaries, I explore how London’s corporate finance industry was unable to distance itself from both the conflicts of interest allegations and the ensuing regulatory changes of the ‘Global Settlement’ in the US. Analysis of 36 semi-structured interviews conducted in London in the early 2000s is used to explore how a range of individual interests, institutional demands and structural changes within London’s financial district affected analysts’ ability to produce ‘objective’ research. As well as pointing to the problematic nature of certain aspects of knowledge rich ‘communities of practice’ [Wenger, E., 1998. Communities of practice: learning, meaning and identity. Cambridge University Press, Cambridge], I explore how the resulting contingent and situated nature of research practice is at odds with a weakly defined notion of ‘objective’ research that underpins the Financial Services Authority’s regulatory response.  相似文献

This paper explores the interconnected issues of mobility, power and meaning in the context of rural homelessness. It explores two common assumptions relating to these interconnections: that rural homeless people move to cities thereby transposing homelessness into an urban problem; and that mobility is deeply implicated in the mapping of moral codes in rural areas. Drawing on a range of interviews with homeless people, and workers with homelessness agencies in the rural areas of Gloucestershire and Somerset, the paper discusses four types of movement: ‘local’ homeless people moving out of rural areas; ‘local’ homeless people moving within rural areas; homeless ‘incomers’ moving to rural areas; and itinerant/transient homeless people moving through rural areas. The complex mobilities of rural homeless people influence common ideas about where homelessness occurs and how it is experienced. These mobilities also affect how homelessness is ‘made known’ in rural areas, as different elements of the mobility of homeless people are discursively scattered amongst identity labels and policy arenas other than homelessness. Finally, homeless mobilities problematise the adequacy and nature of policy responses to homelessness in rural areas.  相似文献

Current theorising in human geography draws attention to the relational emergence of space and society, challenging ideas of difference that rely on fixed identities and emphasising the importance of the everyday in the production of social inequalities. Similarly, feminist political ecology has emphasised the role of ‘nature’ or ‘environment’ in the production of subjectivities such that ideas of gender and nature arise in relation to each other. In this paper I build from these insights to explore the ways in which the embodied performance of gender, caste and other aspects of social difference collapse the distinction between the material and the symbolic. Symbolic ideas of difference are produced and expressed through embodied interactions that are firmly material. Through this kind of conceptualisation, I hope to push forward debates in geography on nature and feminist political ecology on how to understand the intersectional emergence of subjectivities, difference and socio-natures. Importantly, it is the symbolic meanings of particular spaces, practices and bodies that are (re)produced through everyday activities including forest harvesting, agricultural work, food preparation and consumption, all of which have consequences for both ecological processes and social difference. Through the performance of everyday tasks, not only are ideas of gender, caste and social difference brought into view, but the embodied nature of difference that extends beyond the body and into the spaces of everyday life is evident. I use ethnographic evidence from rural Nepal to explore the ways in which boundaries between bodies, spaces, ecologies and symbolic meanings of difference are produced and maintained relationally through practices of work and ritual.  相似文献

Technical assistance (TA) has a long and varied history as a development practice. It initially emerged as a set of ‘hard’ programs, tools, and technologies delivered to developing countries by imported First World experts, typically in the agricultural and resource sectors. Later, in response to critical and antidevelopment theories, TA morphed into its ‘soft’ version, attempting to empower marginalized people in the Global South by delivering the know-how - often collaboratively generated - sufficient to produce forms of development ‘from below’. In spite of this shift in the politics and practices of TA, it remains susceptible to neoliberal styles of development that have proceeded apace with withdrawal of state institutions in the funding and operation of social and economic development programs, and with the concomitant rise of nongovernmental organizations (NGOs).In this paper, we follow the operation of one TA program operated by an intermediary NGO in Oaxaca, Mexico. We find that the program intersects with neoliberalization in two prominent ways, relying on a form of governmentality that codifies and prescribes: (a) the social spaces of action and need, and (b) learning subjects deficient in entrepreneurial initiative and know-how. We conclude by commenting on the political economic conditions that continue to underwrite TA as a development practice in spite of a decade or more of criticism directed at it and we consider the possibilities for its subversion.  相似文献

In this paper we explore history and heritage mobilised to do service for marginalized interests. We discuss how resources, such as, place, texts, artefacts and practice are drawn upon to forward particular political interests. Touching on recent work in non-representational theory we suggest that more attention be paid to the micro-politics of doing and link more formal action to that of ‘everyday’ practice. The examples used show how particular actors draw on history and heritage to advance their positions and how their performances reinforce claims based on alternative practices. The examples used illustrate how this involves the notion of ‘reclaiming’ historical action, historical texts and historical place. In particular how this relates to land and specifically in this paper the metaphor, representation and practice of ‘digging’.  相似文献

This article explores the relationship between the oil industry’s representation of operating conditions in key sites of extraction and the constitution of oil futures markets. An analysis of Shell Oil’s recent Scenarios publications, the ‘Trilemma Scenarios to 2025’ and subsequent ‘Scramble and Blueprints Scenarios to 2050’, provides insight into both the (global) social construction of oil prices and the oil industry’s reaction to social resistance in its operating environment - whether in the form of movements for resource sovereignty or climate change activism. Examining the implications of these two Scenario publications for key sites of Shell investment, the Nigerian Niger Delta and the Canadian Tar Sands, the article demonstrates that understanding the discursive implications of ‘peak oil’ for the petroleum industry requires contextualizing discussions of ‘scarcity’ within business agents role in shaping oil futures markets, and private industry’s interest in the ongoing development of unconventional fossil fuel sources. While the role of deregulated futures trading receives little attention in the Shell Scenarios, speculative trading - and thus perception concerning supply among business agents - is central to shaping global oil prices and thus the social conditions of the oil market.  相似文献

Business associations (BAs) represent a widely prevalent institution contingent upon a plethora of regional and industrial contexts around the world. Although their role in local development is rarely highlighted this paper argues that analysis of the structure and strategies of BAs reveals important insights into the problematic nature of external economies, typically based on the willingness of highly independent small firms to share and possibly fund some common service(s). BAs illustrate cooperative behaviour and their fragmentation indicates limits to cooperation and thereby to the contested nature of this particular external economy. Conceptually, the paper interprets BAs as institutional expressions of local cooperation and theorizes their strategy and structure in terms of a ‘logic of exchange’ model. This model defines the relationships between BAs, their members (organizational domains) and governments in terms of the logics of ‘membership’ and ‘influence’ that help understand the opportunities afforded and tensions imposed by the rationale and dynamics of cooperation. Empirically, the paper examines the formation and performance of BAs in the restructuring of the Okanagan’s wine industry that was stimulated by the Free Trade Agreement (FTA) between the US and Canada in 1989 and the North American Free Trade Agreement (NAFTA) of 1991. In the Okanagan wine industry, a newly formed BA was vital in helping firms overcome the crisis generated by free trade. However, subsequent fragmentation that arose out of member disenchantment with logics of influence and membership, indicated limits to local cooperation that may constitute a significant diseconomy in a future crisis.  相似文献
