Development of Malaysia's rural sector, especially of the padi growing areas, has been a major strand in national policy for over 30 years. During this period substantial increases have been achieved in both production and productivity, thanks particularly to the expansion of double cropping and the widespread use of high yielding padi varieties and associated chemical inputs. Despite this achievement, the incomes of padi households have been declining relative to national income levels, a phenomenon generally believed to be due to the fact that the average farm is too small to support a household growing padi alone, even when yields are improved. Many padi farmers have abandoned their land so that about 20 per cent of Peninsular Malaysia's padi fields now lie idle. The Malaysian government, in seeking near self‐sufficiency in padi production, has few realistic ways out of this dilemma.  相似文献

Severe problems of fragmented policies and uncoordinated implementation undermine natural resource management in Australia. There have been promising signs of progress through activities such as the National Forest Policy, Council of Australian Government water reforms, National Land and Water Resources Audit, the Murray‐Darling Basin initiative and the National Action Plan for Salinity and Water Quality to integrate resource policies. There have also been some notable successes at State and local level. But fragmentation endures. This paper provides evidence of the enduring problem of fragmentation and presents a framework to analyse Australia's experience in natural resource management. The analysis reveals the multi‐dimensional character of the problems and identifies a diverse set of actions that need to be taken to improve integration in policy and implementation. Particular attention is given to the potential for regional programs to contribute to improved integration and NRM.  相似文献

Agriculture remains one of the dominant activities in rural areas across the European Union (EU), not least in respect of land use and its impact on landscapes. The Agenda 2000 reform of the EU's Common Agricultural Policy (CAP) introduced rural development as an integrated part of agricultural policy. The present study focuses on the second pillar of CAP. Multifunctional farming, more than any other rural activity, has a role to play in integrating the natural environment with the cultural landscape and socio-economic development. The question of how multifunctional agriculture can facilitate sustainable rural development is addressed in terms of mechanisms and inherent possibilities. Results from a case study in Östergötland in Sweden are discussed in relation to five other European case studies. Some main findings are that Pillar 2 has made it possible for rural inhabitants to continue living in rural areas and that the policies are effective in identifying and supporting new opportunities for farm diversification. The traditional agricultural landscape can be seen as a key component in various diversification activities in rural areas, contributing to economic as well as social and environmental sustainability.  相似文献

This study examines the challenges of achieving sustainable management of the world's largest mangrove forest, the Sundarbans, in Bangladesh. The Sundarbans is currently managed by the Bangladesh Department of Forest, under a state property‐rights regime, while our study explores an alternative property‐rights regime. We employed a mixed‐method approach to examine the prospects of alternative management and livelihood strategies to achieve sustainability. Both focus groups and household surveying were used to assess the opportunities for, and barriers to, achieving sustainability. It was found that two conflicting groups—forest‐dependent communities and foresters—are responsible for policy failures due to the absence of power‐sharing arrangements, nor is it likely a common property‐rights regime will be enough to cap degradation and achieve sustainability, while supply‐and‐demand policy interventions may well could help achieve sustainable management of the Sundarbans.  相似文献

农业扶贫是乡村发展与贫困减缓最为关键且重要的研究内容之一。西南山区孕育着独特的自然生态与社会文化,承载了中国传统人地互动的经典实践,同时也是观测国家发展计划实施后人地关系变迁的关键地方。本文以云南丽江高寒山区的玛咖种植与西双版纳热带山地的普洱茶生产为案例,分析并回溯两种特色农业扶贫计划实施的机制与过程,力图呈现并比较特色产业扶贫带来的乡村发展效应。研究发现:① 农业扶贫项目的选择与确立,需要符合“国家—地方”这一对多元尺度层级的社会文化语境与政治经济管治框架。各类经济作物被引进成为山地乡村的产业扶贫项目,得益于中国地缘政治战略、“内地—边疆”的社会文化分异以及地方多元行动者之间的复杂互动;② 农业扶贫使得山地乡村实现了资本下乡、土地利用有效转型,从而达到不同程度的经济资本积累与文化再造,使所在地方农民经历了从市场竞争的被动接受者到主动的市场主体的身份转型;③ 农业扶贫中“扶贫”与“产业”所表征的政治逻辑与市场逻辑之间并非互相矛盾与掣肘,二者在中国乡村发展语境之下得到了有效、协调的互促与兼容。本文为产业扶贫研究提供了来自地理学的新兴视角与反思,对西南边疆地区立足特色产业提振乡村经济亦具有一定的参考价值。  相似文献

This paper reviews how state policy and regulatory instruments, including protected area alienations and concessions, have altered or denied the access to land and natural livelihood resources of the indigenous Basarwa and minority subsistence-oriented communities in the Okavango Delta (OD) in Botswana. Drawing on field research and guided by a sustainable rural livelihoods framework, the paper provides an overview of key institutional interventions – in particular the setting up of the Moremi Game Reserve, Wildlife Conservation Policy, Tourism Policy, Agricultural Development Policy and the erection of veterinary fences – that have served to privilege a foreign-owned and dominated commercialized wildlife and nature tourism sector and the export-oriented beef industry in the OD. The officially sanctioned barriers to customary and usufructory rights and access, and the non-recognition of historically embedded traditional land uses have decimated already marginalized resource-based subsistence livelihoods, and precipitated intergroup conflicts over preferential rights and access to resources and opportunities, notably wildlife, non-timber veld products, agriculture and community-based tourism schemes. Such outcomes, moreover, will have consequences for the longer-term sustainability of the OD both as a socioeconomic resource base and as a natural ecosystem.  相似文献

China has achieved a comprehensive victory in poverty eradication. Relocation has been the major measure of the poverty alleviation strategy, and 10 million poor people have successfully been relocated in the ‘Thirteenth Five-Year’ period (from 2016 to 2020). This paper established an integrated evaluation index system for the livelihoods of relocated groups and the sustainability of the village, based on the framework of United Nation 2030 Sustainable Development Goals and using the data from questionnaire surveys in Bailang Village, Tibet. The indicator system quantitatively analyzed the changes in the livelihoods of different agro-pastoralist groups before and after relocation from the three aspects of living standards, livelihood assets, and livelihood strategies. The results showed that relocation led to the improvement of the livelihoods of immigrated households. As the duration after relocation increases, the living standards rise steadily, especially in poverty eradication (SDG1), which increased nearly 100%. Relocation affects the livelihood strategies of the relocated groups, in that the original pure farmers chose more diverse livelihood strategies and the non-farm employment ratio (SDG8) of the village increased. The total SDG score increased from the perspective of the sustainable development of the village. The data also showed that relocation had limited impacts on the livelihoods of the aborigines. The results implied that the relocation policy for poverty alleviation has been implemented successfully in this area. This research could support policy optimization for improving the sustainability of the village and the livelihoods of the immigrants.  相似文献

Since the 1990s, international water sector reforms have centred heavily on economic and market approaches. In regard to water resources management, tradable water rights have been promoted, often supported by the neoliberal model adopted in Chile. Chile's 1981 Water Code was reformed to comprise a system of water rights that could be freely traded with few restrictions. International financial institutions have embraced the Chilean model, claiming that it results in more efficient water use, and potentially fosters social and environmental benefits. However, in Chile the Water Code is deeply contested. It has been criticised for being too permissive and has produced a number of problems in practice. Moreover, attempts to modify it have become the focus of a lengthy polemic debate. This paper employs a political ecology perspective to explore the socio‐environmental outcomes of water management in Chile, drawing on a case study of agriculture in the semi‐arid Norte Chico. The case illustrates how large‐scale farmers exert greater control over water, while peasant farmers have increasingly less access. I argue that these outcomes are facilitated by the mode of water management implemented within the framework of the Water Code. Through this preliminary examination of social equity and the environmental aspects of water resources management in Chile, I suggest that the omission of these issues from the international debates on water rights markets is a cause for concern.  相似文献

发展旅游业被认为是贫困地区缓解贫困的重要方式之一,为探讨国家级贫困县的旅游扶贫发展现状,本文基于Tapio脱钩模型,以西南地区136个国家级贫困县为例,对旅游发展分别与综合贫困以及、教育、医疗、社会福利等不同维度贫困间的脱钩关系进行研究。研究结果表明:① 随着旅游的发展,西南地区贫困县的综合贫困状况得到改善,但改善程度表现出不稳定性并逐渐放缓;② 随着旅游发展,西南地区贫困县经济和社会福利贫困某种程度上得到改善,医疗贫困得到较大改善,教育贫困基本未得到改变;③ 西南地区不同省份贫困县的旅游扶贫发展存在空间差异性,贵州贫困县表现最好。本研究对于深度了解旅游扶贫现状,进一步发挥旅游的多维扶贫作用具有重要意义。  相似文献

政策移动性是国际政治地理学研究的经典理论。作为包容性全球化和“一带一路”倡议重要空间载体的海外园区,是检验政策移动性理论框架的新兴空间载体。本文以泰中罗勇工业园为例,以合作伙伴为切入点,检验政策移动性理论在海外园区的适用性,并强调海外园区的政策移动性是渐进发展的过程,关键角色的合作伙伴关系对于政策移动性起着重要作用。本文系统分析了泰中罗勇工业园的制度背景、主体合作伙伴,甄别出国家、地方政府、主导企业等关键角色的合作伙伴关系及其在税收、土地、人才等要素政策移动性过程中的机制。在此基础上,提出未来“一带一路”建设中海外园区可持续发展的政策建议。  相似文献

In recent years, large development and market integration programs have altered the socioeconomic structures and cultural identity of rural communities and ethnic minorities in Southwest China and influenced the management of natural resources. This article analyzes livelihood strategies in the Shuiluo Valley, a remote area of the Sino-Tibetan borderlands. Agricultural activities and the management of natural resources were studied in five villages of Muli Tibetan Autonomous County, Sichuan Province. Characteristic for rural societies in transition, livelihoods were found to be flexible, combining subsistence agriculture, off-farm employment, and the exploitation of both renewable and nonrenewable natural resources. Accessibility of villages did not influence household income and livelihood activities, and poorer households were not found to depend more on natural resources or on income from agriculture than wealthier households. The option of gold prospecting constitutes a major difference compared to more nontimber forest product-based livelihoods in adjacent areas of Southwest China.  相似文献

During the restructuring of the Vietnamese economy in 1986, the Communist party of Vietnam (CPV) took the decision to leave central planning and build a market economy in Vietnam. In order to promote rural development and deal with deforestation, poverty and declining agricultural profitability, the government implemented the forestland allocation policies (FLA) and started a process of decentralization. This research note examines the impact of FLA policies on the agricultural practices of an upland community in central Vietnam and discusses the effects of increased tenure security. It is shown that the promotion of a sedentary production system has altered the sustainability of swidden agriculture leading to declining profitability and that a transition towards new crops and specialized crop cultivation has compensated for the loss. Furthermore, it is argued that the FLA policies have increased the villagers’ incentive to invest, their access to credit and the forest area of the village, but that the CPV has been the main driver of these changes rather than the increased tenure security.  相似文献

Attitudes to population policy taken by major international institutions display a lack of symmetry. Population-based institutions forcefully set out the effects of population on development and human welfare. In contrast, institutions and lobbies concerned with hunger, poverty and environment, brought together at the 2003 World Summit on Sustainable Development in Johannesburg, treat population growth as a given, independent, variable. This paper gives a land resources viewpoint. It includes a case study of Malawi and cross-country statistical comparisons. Official estimates of the extent of spare land, cultivable but not presently cultivated, are challenged. It is concluded that in low-income, food-deficit countries population increase has reduced, in some areas nullified, advances in agricultural development. Following the 1994 UN Conference on Population and Development in Cairo, a set of ethically acceptable measures for reducing population growth received general acceptance. All concerned with poverty, hunger and environment should follow the policy road from Cairo to Johannesburg. If greater efforts are not made to reduce rates of population increase, the targets of the Millennium declaration will not be met, and the suffering which these cause will continue. Statements about agriculture, food security, poverty and sustainability should recognize that population is not an external variable but an integral part of development.  相似文献

Housing First (HF) is the new orthodoxy when dealing with the small, long-term, visible and recalcitrant fraction of the greater homeless population. Unlike more traditional, “treatment first” models that expect “self-sufficiency” before clients should achieve housing, this markedly cost-effective program/policy rapidly places homeless people who “consume” the most state resources into their own subsidized apartment. Many conclude that such an upending renders HF an exceptionally progressive program that ousts the disciplinary, paternalist traditions of poverty governance. Using evidence from two programs in metropolitan Phoenix, AZ, however, I argue that housing indeed comes first, but paternalism is right there behind it. Further, I argue that the program’s apartment lease – in what remains commodified housing – is no benign social relationship. It is, rather, a lever of market discipline. In HF, the abstract compulsions of the market significantly but incompletely replace the older, more paternalistic and personal models of disciplinary case management. As such, HF exemplifies a form of neoliberal poverty governance despite its relatively “progressive” platform.  相似文献

Agricultural change in Southeast Asia over the last three decades is reviewed within the context of structural change of the region's economies. An agricultural typology is outlined and the degree to which agricultural systems have remained static is examined leading to the identification of various kinds and degrees of change amongst the systems – extensification, intensification and disintensification. The paper concludes that while macro-level structural change is the basic process driving changes in agriculture, there remain important issues of long-term sustainability, poverty and distribution of benefits.  相似文献

This paper provides a multi‐dimensional analysis of the impacts of the Indian Mahatma Gandhi National Rural Employment Guarantee Scheme using a case study from rural Tamil Nadu. Drawing on structured interviews in households and semi‐structured interviews with local employers and officials, we analyse the effects of the workfare scheme when it is widely and properly implemented. We distinguish between different conceptualizations of the work scheme as a means of welfare provision, labour market policy and intervention directed towards other objectives. We found that the goals of the scheme were fulfilled unevenly in the given context. Among other findings, we show that positive effects on the welfare of participating and non‐participating households were accompanied by adverse effects on the local economy and negligible impact on out‐migration for work.  相似文献

Between 1992 and 2008 subsidization of mandatory set aside land under the EU Common Agricultural Policy (CAP) gave rise to the establishment of a characteristic type of multifunctional hunting landscapes in Denmark, primarily located on fallow land in tilled valley bottoms. A national survey of these landscapes in 2006 has been carried out and 1061 hunting areas have been identified nationwide. Subsidies relating to set aside land acted as a supplementary type of income, which supported the development of multifunctional land use on marginal soils where the income from hunting and subsidies in combination was a viable alternative to monofunctional rotational agriculture. Hunting landscapes developed as the consequence of landscape management strategies designed to comply with the requirements of the CAP while improving habitat conditions for wildlife and increasing income from hunting rental activities. Forty-seven percent of the hunting landscapes in 2006 were in rotational production in 2010 while 19% were used for other agricultural purposes and 34% were taken out of the subsidy regime and removed from the general agricultural register. In 2012, a total of 431 such areas ? 41% of the areas identified in 2006 ? were still used for hunting. The number and geographical distribution of the hunting landscapes seems closely related to the potential average hunting rent, the level of urbanisation and the occurrence of manorial estates with traditions for multifunctional land use as part of their economic strategy. Implications for the ongoing discussion on land use policy concerning land sharing vs. land sparing is discussed.  相似文献

Governments, civil society, and policymakers assert the potential of international migration to foster development and alleviate poverty. Often such claims are rooted in macroscale geopolitical analyses of migration and development, which mask the localized, uneven, and embodied ways family members “left behind” bear the costs and subsidize the U.S./Mexico (inter)national integration project. Informed by feminist geopolitics, this article demonstrates how the left behind disproportionately bear the hidden costs of neoliberal restructuring and migration. We draw upon Mexican Migration Project (MMP) ethnosurvey data to frame the narratives of migrant family members left behind. Narratives were constructed through in‐depth interviews conducted in rural Veracruz. We conclude that in the absence of geographically specific examinations of the hidden costs associated with neoliberal development and migration it is possible that “migration for development” programs and policies may exacerbate inequities that will perpetuate migration and further weaken Mexican origin communities.  相似文献
