In the context of the Venetian Arsenale, the paper explores the difficulties which naval heritage may impose on waterfront revitalisation processes and planning. The rise and decline of this outstanding naval waterfront are outlined and the nature of the heritage legacy is reviewed. State-locality relations are shown to be central to slow regeneration progress to date, but it is demonstrated that revitalisation must overcome additional impediments: neglect and dereliction of the built environment, restoration resource constraints and the severity of the regulatory regime for conservation. Isolation from the city, the adoption of a flexible approach to heritage definition, and the need to assess competing futures are also shown to be relevant challenges. While the Arsenale is considered unique, the conclusion employs the implications of the analysis to propose a research agenda for historic naval waterfronts in general.  相似文献

The paper explores the nebulous concept of heritage in order to highlight issues relevant to the revitalisation and management of historic naval waterfronts. A model separating supply and demand sides, and further subdividing each side into political, social and economic structures, is used as a framework for analysis. The whole is set within a perceptual filter, and interpretation is subsumed within social structure. The model is applied to heritage concepts at Portsmouth Dockyard and to the legacy of naval defence in the neighbouring coastal zone. From the review of all three structures it is shown that economic considerations are increasingly powerful on both the supply and demand sides, as sovereignity passes to customers who are less interested in authenticity and architectural quality than in securing value for money. Issues and implications arising from this trend, and relevant to naval heritage planning and management, are identified.  相似文献

Waterfront revitalisation in naval ports involves economic restructuring, socio-political reorientation and the re-use of highly specialised facilities made redundant by far-reaching changes in national and international defence strategies. Not least because of the opportunities and challenges presented by naval heritage resources, these changes are comparable to, but significantly different from, those associated with commercial ports. This paper explores methodological approaches to the problem of evaluating strategies based on the waterfront in three major British naval ports. Critical analysis of outcomes and issues is employed to propose an evaluative framework for heritage-based revitalisation in naval cityports in a wider context.  相似文献

This paper examines at the origins of coastal zone management and planning in England and from that, how integrated coastal zone management techniques were developed. The lack of heritage management planning in coastal plans in England is discussed and put into context of ‘integrated heritage zone management’ approaches. Having looked at these two systems, examples of good practice are discussed. For coastal areas across the world, sea-level rise and problems of coastal erosion and coastal flooding are expected to increase over the next hundred years. At the same time political pressure for continued waterfront planning and development of coastal areas threatens to increase our societal vulnerability, and necessitating climate adaptation in coastal zone management. The institutional dimension has been identified as important for ensuring a more robust adaptation to both current climate variability and future climate change. In this paper, lessons regarding institutional constraints for climate adaptation are drawn from a Swedish case-study on local coastal zone management, illustrating the diverse and complex nature of institutional capacity-building. The aim of the paper is to illustrate critical factors that from an institutional perspective condition the capacity to achieve a more integrated, strategic and proactive climate adaptation and for turning “rules on paper” to working practice, based on case-study experiences from Coastby. Following and expanding a framework for analysing institutional capacity-building we learnt that a selective few key actors had played a critical role in building a strong external networking capacity with a flip-side in terms of a weak internal coordinating capacity and lack of mutual ownership of coastal erosion between sectoral units e.g. risk-management, planning and environment. We also found a weak vertical administrative interplay and lack of formal coherent policy, procedures and regulations for managing coastal erosion between local, regional and national administrations. Further, tensions and trade-offs between policy-agendas, values and political priorities posed a barrier for capacity-building in coastal zone management which calls for processes to mediate conflicting priorities in policy-making, planning and decision-making. The case-study suggests that the ability of the political administrative system to acknowledge and deal with institutional conflicts is a critical condition for ensuring an integrated and proactive climate adaptation in coastal zone management.  相似文献

Complex coastal management challenges often span ecological and political boundaries, and involve competing demands from groups advocating alternative coastal management strategies. As a consequence, policy-makers require scientific evidence from across a range of disciplines. Implementing cross-disciplinary research and facilitating science-policy engagement are, however, a significant challenge in its own right. Seven recent ecologically oriented ‘big question’ exercises identified a variety of research questions potentially important for coastal and marine management. In this research, 592 coastal scientists from 91 different countries completed a survey that ranked those 20 coastally oriented research questions. There was a clear overall ordering of aggregated coastal research priorities but scientists did exhibit heterogeneity regarding priorities. Some prioritized ecological issues while others focused more on issues such as coastal resource use or global environmental change. The differences in opinion were largely disciplinary-based, highlighting the importance of, and challenges in, encouraging scientific collaboration across disciplines to support effective coastal zone management. In addition to the ranking of existing questions, scientists submitted an additional 340 potential priority research questions, thus broadening the participatory nature of the original exercises. New questions regarding coastal processes, contaminants and pollution, and monitoring were prominent. This first synthesis across ‘big question’ exercises should provide valuable insights into the diversity of scientists’ opinions and help policy makers understand potentially conflicting science advice.  相似文献

This paper focuses on pilot activities being carried out under the Integrated Coastal Watershed Management component of the Pacific International Waters Project (IWP). The paper discusses a two-pronged approach being taken to address the root causes of identified threats to the international waters of 14 Pacific Island countries. National and local level activities are focusing on coastal fisheries, waste management and freshwater protection. The integrated strategic approach of participatory planning processes, social analysis, resource economics and communications in identification of environment problems, their causes and potential solutions for supporting behavioural change in relation to resource use and management is discussed. Some examples of country activities to date are provided. Although it is too early to assess a full range of lessons and project impacts, a number of key issues continue to provide challenges for the implementation of a large regional programme such as the IWP. They include: multi-sectoral stakeholder engagement; the establishment of partnerships needed to support integrated coastal management; and national capacity to implement community-based resource management projects.  相似文献

The recent evolution of the coastal environment is characterized by an increase of human potential impacts: coastal zone is located at the cross-road of sectoral issues which give rise to a number of often competing uses. Today, the main challenges in the coastal environment management are not derived from “technical problems” but correspond to the global coastal management and to the means to harmonize the different uses. This new approach has generated the need to apply systemic concepts which are able to describe and analyze large and complex systems. In the coastal zone — and especially in sensitive environments such as tropical island surrounded by coral reefs, lagoons or boat channels — one of the major challenges is to conciliate the waste waters and pipe outfalls management and the ecological preservation. The paper presents the results which have been obtained with a global approach for the definition of a sustainable wastewater management strategy in highly sensitive coastal areas located in Mayotte, (Comoros archip, Indian Ocean). This example allows to explain and identify the necessary tools and essential procedures as hydrodynamic modelling or public participation. From this application, a procedure for a coastal environment assessment procedure is formulated and proposed.  相似文献

The coastal and marine environments and resources of the Red Sea and Gulf of Aden are globally significant and generally in a healthy state. Current regional issues include localized destruction of coral reefs, seagrass and mangroves; declines in some fisheries; exploitation of some endangered species; pollution from the development and transport of petroleum; and disposal of industrial and municipal wastes. The underlying causes of these issues are the natural vulnerability of the Red Sea due to its semi-enclosed nature; economic reliance on the petroleum industry; significant navigation risks; a rapidly increasing coastal population and associated developments; lack of fisheries information, surveillance and management; poor coastal zone planning; and limited technical expertise. Strategic actions addressing these issues will need to be implemented regionally and focus on coastal zone management that integrates environmental planning, environmental assessment and review; training and institutional development; public awareness and participation; information gathering especially fisheries statistics; reducing navigation risks; and the development of resource management and conservation strategies.  相似文献

Coastal zones of Eastern Africa are endowed with a diversity of life forms and resources which support large populations of coastal communities. The economies of the countries in the region are dependent on these resources in the form of fisheries and coastal forest products, tourism, shipways and coastal facilities such as ports, industries and urban centers.Population growth, especially in coastal urban centers is increasing the demand for coastal and marine resources. In addition, poverty, lack of awareness and inadequate management have resulted in over exploitation of coastal and marine resources, habitat destruction including shoreline erosion as well as marine pollution. The rate of resource depletion and environmental degradation is on the increase. There is an urgent need for instituting management measure that will reverse the current trend.The governments in the region have accepted and are committed to the implementation of Integrated coastal management (ICZM) as an effective mechanism for addressing and resolving the multiplicity of issues experienced in coastal areas through sectoral coordination and collaborative approaches. However, the process has just begun and there are a number of ICZM initiatives in progress at local, national and regional levels. This paper presents the issues of the coastal zone and reviews some of the progress made to date in the implementation of ICZM.  相似文献

This paper identifies and examines current coastal issues and conflicts in the northwest Europe region through the use of questionnaire surveys. The overall management concerns and outstanding problems across the region are highlighted and the results are presented in relation to previously identified management issues in northeast England, east Grampian in Scotland, and France. The survey presents a list of identified issues, each of which has a direct relationship to one of the 3 pillars of sustainable development, (environment, economic and social), and therefore the Lisbon Agenda (economic and social) and the Gothenburg Agenda (environment and environmental risk). The survey reveals that the important coastal management issues across the region are the large-scale concerns traditionally associated with ICZM: land-use planning, estuary management, natural resource and landscape protection, and water quality. Generally, respondents considered that management response to these issues is poor. Dissatisfaction levels were particularly high in France and Ireland, and to a lesser extent, in England. Water quality management escapes general criticism. This can be regarded as a positive finding, because it indicates that pan-European initiatives (the water-related EU directives) can deal effectively with this pan-European problem. The paper considers the links between the main issues across North West Europe and aims to distinguish how current coastal management practices have affected the range of issues arising.  相似文献

An essential component of ecosystem-based approaches in coastal zone management and the emerging field of marine planning are partnerships and collaborations between a range of multi-sector organisations and individuals. Ensuring that partnerships are effective is a priority for those responsible for planning and management in coastal and marine environments. Current partnership evaluation approaches, however, tend to view effectiveness as the cumulative end result of a set of variables acting in a linear process at a specific point in time. Given that governance and participation are acknowledged as non-linear and multifaceted processes, more reflective and nuanced approaches that take account of the dynamic, multidimensional and geographically embedded nature of the collaborative process are needed. This paper proposes a new framework for partnership evaluation based on policy narratives and indicators, and demonstrates the potential of the approach using three case studies of partnerships focused upon marine nature-based tourism. The insights from this research have direct relevance to the agencies and organisations responsible for delivering integrated coastal management, including marine spatial planning.  相似文献

Coastal freshwater and tidal wetland habitats are being transformed as a result of increasing demand for commercial, residential and tourism activities. The consequence is a habitat seascape complex, comprising a mosaic of natural and engineered coastal features. This study used the freely available mapping tool (Google Earth) to define the extent of coastal engineering structures in the Great Barrier Reef World Heritage Area (GBR; Australia), a marine ecosystem of global biodiversity and cultural significance. Continuing threats to the heritage estate concomitant with expanding urban and industrial developments has raised concerns directed at the future conservation and resilience of the reef ecosystems, along with maintaining expected human lifestyles and livelihoods it provides. The data here shows that break walls and pontoons/jetties dominate development, contributing to approximately 10% (equivalent) of the coastline linear length. Most (60%) development occurs along the coastline or within the first few kilometres upstream along estuaries. While conservation and protection of natural coastal habitats is still preferred for the objective of fisheries production and biodiversity, managers must consider seascape implication/benefits more broadly when approving new marine infrastructure rather than a case-by-case approach which further contributes to an ad hoc mosaic seascape of natural and engineered habitats. Not only within the GBR heritage estate, but more broadly, coastal managers need to regard wider seascape connectivity processes during the assessment of any new development. There is an urgent need for policy and planning instrument reform that is inclusive of accumulative impacts of urban and industrial development in this heritage estate. Opportunities to include eco-friendly (green engineering) solutions, in the repair and revitalisation of existing artificial structures, is necessary in any new proposed urban and industrial development and expansion.  相似文献

A survey of coastal and marine resource use conflicts in Tanzania was carried out to highlight them, investigate their origin and finally, suggest ways of minimizing them. Although Tanzania is putting emphasis on environmental issues, including coastal zone management, integrated coastal area management has not yet been integrated into the government management structure/approach. Many conflicts are the result of sectoral approach to coastal and marine resources management, and improper or poor implementation of government policies. Additionally, the local coastal community, who are the foremost stakeholder, were most often not involved in the planning, decision and implementation of many projects and policies even those that affect them directly. Ignorance about the linkages of coastal and marine ecosystems and resources is also an important factor. I suggest that integrated coastal area management which is the foundation for sustainable development, as far as coastal and marine resources are concerned, should be integrated into the government administrative structure. A lead agency with full authority on all activities on the coastal area, including issuance of permits for environmental sensitive businesses/activities, should be nominated or established. This will reduce conflicts by bringing about national coordination of coastal area management.  相似文献

The concept of integrated coastal zone management must be rethought to adapt it to the geography and social conditions of small islands. Because of their size, all small islands are in the coastal zone. Defining the whole of the island and its coastal waters as the management area may weaken a program's effectiveness. An alternative may be to adapt special area management planning to the socio-spatial organization found on small islands. Social conditions on islands, where people live in relatively small cohesive communities, makes resource user participation in planning and management particularly germane. This paper outlines an argument for small islands to use participation as a central strategy of coastal management based on experience with natural resource management efforts on the island of Pohnpei in the Federated States of Micronesia.  相似文献
