Managed realignment is viewed as a sustainable flood defence strategy by practitioners as it provides environmental and economic benefits in light of potential global climate change. However, in many cases social barriers are in existence, with public perception and attitudes towards this approach less than favourable, as there is always resistance in surrendering land to the sea. Freiston Shore managed realignment scheme is the second of three on-going studies that aim to detect the drivers surrounding public acceptance of managed realignment and confidence in the Environment Agency, the lead agency for managed realignment in the UK. This research presents the hypothesis that local residents will be more accepting of a fully established scheme (since it will have been in the public domain for longer), rather than at its inception or during its construction. Findings from the Freiston scheme showed that the majority of residents supported the managed realignment scheme at its current construction phase, although two main barriers were identified as suppressing public acceptance. These are public confidence in the Environment Agency and public understanding of coastal defence and managed realignment issues. This investigation recommends that local community engagement activities are effective means of addressing such deficiencies whilst providing the education necessary for understanding the requirements and limitations of managed realignment. However, such participation activities should be tailored for the needs of individual target audiences.  相似文献

A number of studies have speculated on the utility of publicly available information for decision-making in the context of large marine ecosystems (LME) management. An indicator-based study using the pressure-state-response model was carried out among senior decision-makers in the Seychelles government to determine (i) whether the precautionary principle is applied in policy development; (ii) the relative importance of ‘control-and-command’ and market mechanisms in the management of living marine resources; (iii) the influence of pubic opinion in decision-making and (iv) linkages between the various LME management modules. Results indicate that policy-makers in Seychelles apply the precautionary principle in most situations, are more oriented towards the ‘command-and-control’ approach, and are very sensitive to public opinions. The study further indicated that whilst policy-makers in Seychelles acknowledged the use of indicators within the LME strategy, some gaps including limitations of indicators in conveying complex interactions were identified which require further study.  相似文献

In 1999 the Marine and Marine Industries Council was established by the Tasmanian (Australia) State Government and in 2001 a Tasmanian Marine Protected Area Strategy was launched. The aims of this paper are to: investigate the views, perceptions and attitudes of commercial fishers towards this Strategy and to identify the key issues that influence fisher support or opposition to marine protected areas (MPAs). Fifty-one structured interviews with license supervisors of commercial abalone, rock lobster and scalefish fishers were conducted. Fishers stated that they would conditionally support MPAs if they sustained or increased fish populations, supported research, allowed fishing in multiple use areas, and if multiple use areas contained small ‘no-take’ zones. Fishers were concerned about the ability of the government to provide adequate marine protected area monitoring and compliance and were critical of the public consultation process that accompanied the development of the Strategy. Concern was expressed regarding the potential negative impact of additional MPAs in terms of resource sustainability and the long-term economic viability of the fishery.  相似文献

A hydrodynamic model is developed for the Blackwater estuary (UK) and used to estimate nitrate removal by denitrification. Using the model, sediment analysis and estimates of sedimentation rates, we estimate changes in estuarine denitrification and intertidal carbon and nutrient storage and associated value of habitat created under a scenario of extensive managed realignment. We then use this information, together with engineering and land costs, to conduct a cost benefit analysis of the managed realignment. This demonstrates that over a 50–100 year timescale the value of the habitat created and carbon buried is sufficient to make the large scale managed realignment cost effective. The analysis reveals that carbon and nutrient storage plus habitat creation represent major and quantifiable benefits of realignment. The methodology described here can be readily transferred to other coastal systems.  相似文献

Complex coastal management challenges often span ecological and political boundaries, and involve competing demands from groups advocating alternative coastal management strategies. As a consequence, policy-makers require scientific evidence from across a range of disciplines. Implementing cross-disciplinary research and facilitating science-policy engagement are, however, a significant challenge in its own right. Seven recent ecologically oriented ‘big question’ exercises identified a variety of research questions potentially important for coastal and marine management. In this research, 592 coastal scientists from 91 different countries completed a survey that ranked those 20 coastally oriented research questions. There was a clear overall ordering of aggregated coastal research priorities but scientists did exhibit heterogeneity regarding priorities. Some prioritized ecological issues while others focused more on issues such as coastal resource use or global environmental change. The differences in opinion were largely disciplinary-based, highlighting the importance of, and challenges in, encouraging scientific collaboration across disciplines to support effective coastal zone management. In addition to the ranking of existing questions, scientists submitted an additional 340 potential priority research questions, thus broadening the participatory nature of the original exercises. New questions regarding coastal processes, contaminants and pollution, and monitoring were prominent. This first synthesis across ‘big question’ exercises should provide valuable insights into the diversity of scientists’ opinions and help policy makers understand potentially conflicting science advice.  相似文献

With increasing evidence of the destructive impacts of human activities on the ocean there is a growing call for stronger public engagement in marine governance. An understanding of marine issues and pro-environmental values are key elements that influence an individual׳s engagement in conservation and pro-environmental behaviour. This paper presents a study on public perceptions of sharks and shark conservation in the UK. The study investigated knowledge of and attitudes towards sharks of a group of individuals with a clear interest in the marine environment, as well as possible factors that might influence their perceptions of sharks, in order to make recommendations on how to foster engagement in shark conservation. The key finding was that important prerequisites for engagement in shark conservation exist among parts of the UK public. However, this does not seem to be enough to motivate actual engagement. The study discusses a number of specific challenges with regard to sharks which might be influencing the way in which society connects to shark related issues. It concludes with priority recommendations for further investigation into potential catalysts for public engagement in shark conservation.  相似文献

Research was completed focusing on a population of recreational boat users with moorings on the River Hamble Estuary, United Kingdom. Issues explored include: (1) boater setting preferences; (2) sources of perceived conflict; and (3) understanding and support for Marine Conservation Zones (MCZs). Several sources of perceived conflict emerged. Action taken to address conflict must be problem specific, targeting the individual as opposed to the activity in general. Results suggest that there is little awareness and a lack of understanding and support amongst recreational boaters with regards to the role of MCZs. The MCZ Project was set up in 2009 in order to work with sea users and interest groups to make site recommendations. Many participants in this research stated that the MCZ Project has: taken an unbalanced approach, represents overregulation, and poses a threat to safe anchorages. It is apparent that compliance and support for management tools being employed will be achieved only if the process is transparent and inclusive. An appropriate and equitable mechanism must be developed in order to move beyond ‘public consultation’ to ensure stakeholders are more fully engaged in both the implementation and management of MCZs. Such strategies will help to alleviate feelings of powerlessness as is so often the case in public consultation.  相似文献

The nature of coastal risk management is changing, away from an engineering-dominated approach seeking to defend against the sea, to one where risks are managed using a portfolio of measures usually incorporating an acceptance of a finite standards of protection. Inherent in the modern approach is the use of new techniques and approaches, and the process of innovation is important to their adoption across Europe. This paper is based on the hypothesis that governance issues can constrain that process of innovation or enhance it, and that the focus of these governance issues concerns institutional arrangements, legal capabilities, funding regimes and stakeholder engagement. Over a period of three years, two questionnaire surveys have been undertaken of the ‘Stakeholders’ and the ‘Site Champions’ involved in THESEUS research sites, including in-depth interviews, seeking information on these matters across the wide range of circumstances in these different geographical locations. Our tentative conclusion is that technical issues concerned with risk assessment and risk reduction choices are not central to the process of innovation with regard to the practice of risk management, but that institutional culture, traditions and capabilities are of greater significance. This resonates with the literature on governance and innovation, which stresses the importance of the social context in which governance arrangements can be improved and in which innovation flourishes.  相似文献

Terrestrial reserves and national parks have taken many forms and they continue to be directed toward variable and often imprecisely defined outcomes. A prominent contemporary focus is to pursue the continuance of biodiversity. To this aim the concept of protecting comprehensive, effectively managed and representative areas from overt development, such as urban sprawl and agriculture, has been globally adopted. Within Australia ‘effectively managed’, has been replaced by ‘adequate’, a poorly defined term which is interpreted optimistically and combined with ‘comprehensive’ and ‘representative’ to create the CAR principle. This principle was first developed within the Australian forestry sector to guide management in addressing a very specific threat to a clearly identified component of biodiversity in limited and well defined areas; the preservation of declining stands of some tree species within limited old growth forests. Even though the CAR principle is central to Australia's process of developing a network of marine protected areas (MPAs) its relevance to marine systems has not been demonstrated. Its efficacy for the conservation of marine environments is questioned. The uncritical transposition of terrestrial management paradigms, including the CAR principle, to the marine realm has misled marine management. It is argued that disproportionate commitment to terrestrial principles, including CAR, and unjustified advocacy for MPAs generally have biased public perception and management efforts to the detriment of effective marine conservation and sustainable use of marine resources.  相似文献

Marine management has typically prioritised natural science methodological traditions as an evidence base for decision-making; yet better integration of social science methods are increasingly shown to provide a more comprehensive picture to base management decisions. Specifically, perceptions-based assessments are gaining support, as they can provide efficient and holistic evaluation regarding management issues. This study focuses on coral reefs because they are particularly threatened ecosystems, due to their ecological complexity, socio-economic importance, and the range of environmental drivers that impact them. Research has largely concentrated on assessing proximate threats to coral reefs. Less attention has been given to distal drivers, such as socio-economic and governance factors. A common understanding of threats related to coral reef degradation is critical for integrated management that takes account of peoples’ concerns. This study compares perceptions of drivers of reef health among stakeholders (n = 110) across different sectors and governance levels, in four Caribbean countries. Interview data identified 37 proximate and 136 distal drivers, categorised into 27 themes. Five sub-groups of themes connecting proximate and distal drivers were identified. Perceptions of two of these narratives, relating to ‘fishing and socioeconomic issues’ and ‘reef management and coastal development’, differed among respondents from different countries and sectors respectively. However, the findings highlight a shared perception of many themes, with 18 of the 27 (67%) mentioned by > 25% of respondents. This paper highlights the application of perceptions data for marine management, demonstrating how knowledge of proximate and distal drivers can be applied to identify important issues at different context-specific scales.  相似文献

There is a growing argument that the biological priorities of Europe's Common Fisheries Policy – to halt the depletion of commercial fish stocks – are not a straightforward solution to the problems currently facing international fisheries management and that social objectives need to be incorporated into policy. However, existing notions of fisheries ‘dependency’ and ‘community’ remain poorly understood and leave decision-makers struggling to address social and cultural issues. By investigating further concepts of ‘dependency’, ‘community’ and some of the social issues facing Fisheries Dependent Areas in Scotland, this research explores the complex shape of coastal fishing communities and the conditions of dependency on fishing that coastal areas face. In this paper preliminary findings from an in-depth case study of Fraserburgh in the north east of Scotland are presented to explore the potential meaning and justification of social objectives in fisheries policy.  相似文献

This paper presents the results of a survey of public awareness of marine environmental issues within the context of the UK's National Maritime Museum. It was found that public interest in marine environmental issues is significant, but that gaps exist in terms of issue-specific awareness and that the availability of independent information on marine issues is limited. It is concluded that there are significant opportunities to develop the Museum's role in raising public awareness of marine environmental issues that build on its current activities and that of the Museum's partners.  相似文献

Vertical chain collaboration is a strategy for customers’ value creation. However, Dutch fishermen are hardly participating in integrated value chains. While supply chain literature describes factors that contribute to successful chain partnerships, scarce research has been done on the dynamics of the sociocultural context for chain collaboration.In 10 semi-structured interviews, representatives of supply chain parties were asked for their perceptions on chain collaboration, trust, and the role of the local community. The interviews were directed at obtaining so-called ‘tacit’ knowledge, the non-spoken codified truths of social networks. Without generalizing, this research provides benchmarks to monitor how the different domains, laid out in this study, impact chain collaboration: community values, network participation and company competences. An overview is given of socio-economic factors blocking and enhancing chain collaboration at company and community level. Factors such as the strong bonding of family with business in tightly knit networks, a high level of social control, entrepreneurial autonomy, and loyalty as community norm hamper collaboration within the supply chain.Respondents’ discourse demonstrates that cultural codes and identity form the very core of the entrepreneur, driving rather than ‘embedding’ economic behavior. Kinship, religion and peer pressure determine ‘windows on the world’ when engaging in chain collaboration. Consequently, any analysis of economics that does not integrate sociological and psychological methodology is flawed from the outset.  相似文献

Tourism has important impacts, both positive and negative, on the management of coastal areas with high biodiversity value. It is therefore important to investigate visitors’ perceptions concerning environmental policy alternatives for these areas along with the factors influencing these perceptions. The present paper aims to investigate visitors’ perceptions of an important nesting ground for loggerhead sea turtles located in a highly touristic area of Greece (Rethymno, Crete) registered in the Natura 2000 network. The paper focuses on the level of environmental awareness of visitors and their perceptions of two proposed policy instruments which will secure funding for the improvement of the environmental management of the area: an entrance fee to the beach and a tax to be levied on local accommodation costs. The influence of social and institutional trust on these perceptions is also explored. According to the results of the study, awareness of the existence of the Natura 2000 site was low. Furthermore, the accommodation tax was regarded as a more effective policy when compared to the entrance fee. Average Willingness to Pay (WTP) was also explored for the two policies, estimated at €1.13 for the daily accommodation tax and €1.59 for the entrance fee. The influence of social and institutional trust had a significant influence both on the perceived level of effectiveness of the proposed policies and the stated Willingness to Pay. The study concludes that the accommodation tax would be a more appropriate policy for the management of Rethymno beach taking into consideration visitors’ perceptions and the current level of trust.  相似文献

The geological storage of carbon dioxide (CO2) offers notable potential, as part of larger carbon dioxide capture and storage (CCS) processes, to be a significant climate change mitigation technology. This paper challenges the argument often put forward that, due to the greater distances from centres of population, it will be ‘easier’ to garner public and stakeholder support for offshore CO2 storage than onshore. Based on the results of research interviews carried out with stakeholders and informed publics in Scotland, challenges for public and stakeholder acceptance of sub-seabed CO2 storage that may require further policy attention are identified. Whilst existing policy for sub-seabed CO2 storage is cognisant of the need for societal engagement, it may be the case that these regulations may need further reinforcement to ensure future developments are able to address social acceptability issues as fully as possible. The value of taking into account social as well as physical characteristics at the site selection phase, the need for mechanisms to take seriously stakeholder conceptions of uncertainty, and the importance of extending social engagement beyond risk communication are discussed.  相似文献

Intertidal mudflats are critical to the functional ecology of estuaries yet large areas are being lost as a result of land claim, erosion and coastal squeeze. This study examines whether managed realignment (at Paull Holme Strays, Humber estuary) can realistically achieve compensation for the loss of intertidal mudflat in the long term. Typical estuarine species quickly colonised the site with the total number of species recorded from the site as a whole being almost equal to that in the reference area within one year. Comparable biomass between the two areas was achieved after 2 years. However, organism abundance remains an order of magnitude lower within the realignment site compared to outside. Community structure within the realignment has changed from one characterised by terrestrial/freshwater organisms and early colonising species to one composed of typically estuarine species. However, the developing benthic communities only represent those typical of the estuary in areas of low elevation and high inundation frequency. Rapid accretion has favoured saltmarsh colonisation in much of the realignment site and this is expected to increase as accretion proceeds with invertebrate colonisation being inhibited by increasing elevation. Hence, realignment to restore intertidal mudflats can only be a short term solution in sites of high tidal elevation and in a dynamic and turbid estuary with high natural accretion rates, such as the Humber.  相似文献

Estuarine tidal flats are both ecologically and economically important, hence developing methods to reliably measure ecosystem health is essential. Because benthic fauna play a central role in the food web of tidal flats, in this study we set out to quantitatively describe the intertidal zonation of macro-invertebrates and their associations with specific environmental parameters along three transects in the Saemangeum tidal flat, Korea. The abundance and biomass of intertidal fauna with respect to five environmental parameters (i.e., shore level, mud content, coarse sand content, water content, and organic content) were measured, to identify environmental factors that influence macrofaunal distribution in intertidal soft bottom habitats. A total of 75 species were identified, with dominant species showing distinct zones of distribution along all transects. The number of species recorded in each transect was found to be dependent on sediment characteristics and salinity. Cluster analysis classified the entire study area into three faunal assemblages (i.e., location groups), which were delineated by characteristic species, including (A) ‘Periserrula–Macrophthalmus’, (B) ‘Umbonium–Meretrix’, and (C) ‘Prionospio–Potamocorbula’. Four environmental variables (i.e., shore level, water content, mud content, and organic content) appeared to determine factors that distinguished the three faunal assemblages, based on the discriminant analysis. The faunal assemblage types of the sampled locations were accurately predicted from environmental variables in two discriminant functions, with a prediction accuracy of 98%. It should be noted that the zonation of benthos in the lower section (C) of Sandong had been affected by the construction of a nearby dike, while this parameter had remained essentially unchanged at the other two location groups (A–B). Overall, the zonation of benthos from the Saemangeum tidal flat was explained adequately by the measured environmental variables, implying that faunal assemblages are closely associated with certain combinations of abiotic factors. The identification of such reliable associations may facilitate the development of statistical models to predict faunal distributions based on environmental variables at both local and regional scales. The entire study area was embanked in 2006 (one year after this study), and an integrated plan was set into force to develop claimed land into industrial, residential and agricultural districts, which also included a partial restoration program of the tidal flats located near to the study area.  相似文献

This study examined the awareness of, use by, and influence on stakeholders in coastal and marine policy-making in Eastern Canada and the United States of environmental publications produced by government agencies. Research was conducted in collaboration with government agencies and the publications evaluated were: (1) The 2009 State of Nova Scotia's Coast Report, released by the Government of Nova Scotia; and (2) The State of the Gulf of Maine Report, released by the Gulf of Maine Council on the Marine Environment. Studying the use and influence of such reports is essential to assure accountability for use of public funds and for environmental protection. Interviews and surveys, web analytics, media scans, and citation analysis were conducted shortly after public release of the reports. The views of multiple stakeholders were considered, including policy and decision makers, scientists, industry, and the public. While produced for different audiences and in different formats, the two reports are important sources of baseline information on regional coastal issues. The methods used to promote awareness of the reports targeted the “interested public”, which included individuals and groups who usually respond to government requests for input, who may be better able to inform policy, and who are already active in coastal zone conservation. Raising awareness and use of information was challenged by the need to communicate environmental information to diverse audiences and to engage the general public (stakeholders and individuals outside of established networks). Results are presented within the context of communication and information pathways at the “science-policy interface”.  相似文献

Community acceptance of Marine Parks is widely acknowledged as being critical for success. Where community stewardship and voluntary compliance have been achieved, there are fewer issues with non-compliance of zoning regulations. Probability-based surveys that are representative of the wider community can improve understanding of community perceptions prior to and following establishment of Marine Parks. Understanding attitudes towards newly created Marine Parks among user groups provides valuable information for the design of education and engagement programs, while also creating a benchmark to compare changes over time. A survey of community perceptions and awareness regarding the recently created Ngari Capes Marine Park in south-west Western Australia was measured via a randomised telephone survey of local and non-local boat-based recreational fishers; and local residents (including non-fishers and shore/boat fishers). This survey also evaluated other recreational uses of the park and how these activities were valued, knowledge of Marine Park zones, and how information about Marine Parks was being accessed. Participation in recreational fishing within Ngari Capes was above average and a supportive attitude towards the park was apparent. Boat-based recreational fishers displayed a higher degree of concern about fishing restrictions compared to local residents, but overall were supportive of the Marine Park. Across all user groups there was low awareness of the Ngari Capes Marine Park and poor understanding of Marine Parks. A lack of clarity regarding the likely benefits of the Ngari Capes Marine Park was apparent, implying a need to improve public communication and community engagement.  相似文献

The “17th Iberian Symposium of Marine Biology Studies” took place in San Sebastian (Spain), in September 2012. This contribution is an introduction to a special issue collating the most challenging papers submitted by Portuguese and Spanish scientists to the symposium. The text was structured as a novel, with the three main parts of a novel: (i) Setup: a historical context, from old times to the 1970's. This part presents the main Iberian scientific contribution to marine science, since the 15th Century, as a precedent to modern scientific research; (ii) Conflict: from the 1970's to the economic crisis. This part presents the evolution of Iberian research production, based upon a bibliometric study, from 1974 to 2012; and (iii) Resolution: what for the future?, which shows the main challenges, proposed by the authors, to the European research initiative ‘Horizon 2020’, including aspects such as the need of knowledge-base for marine management, the marine research as a potential source of jobs, the ecosystem-based approach, human activities and Marine Spatial Planning, moving from fisheries to aquaculture, or global change issues, among others.  相似文献
