This article discusses the ways in which the impacts of “geographic” community-based learning and research (CBLR) transcend the boundaries of the discipline of geography and also contribute to the practice and theory of civic engagement. I consider mapping and spatial thinking as a unique method for encouraging faculty, students, and community to engage in community partnerships. Drawing from several years of experience of teaching a CBLR course in an interdisciplinary setting, I highlight the role of geography in promoting community engagement. Geographic perspectives and methods can transform outreach or service models of community engagement into meaningful community partnerships that build and sustain a reciprocal relationship between university and community. I articulate three levels of geographic intervention that geographers need to attend to: theoretical, pedagogical, and institutional interventions on civic engagement.

In this article, participatory GIS (PGIS) is explored and established as a powerful platform for geographic education. PGIS pedagogy can help educators meet diverse learning objectives pertaining to: (1) local knowledge and place-based thinking; (2) community engagement; (3) field mapping with geospatial technologies; (4) mixed-methods research; and (5) fostering of critical reflexivity in students. The discussion is supported with insights from multiple student-facilitated PGIS projects organized in rural Tanzania. There also is a thorough discussion of the challenges and caveats associated with involving students in PGIS projects, and a call for new research for assessing and advancing PGIS pedagogy.

Community engagement curricula and course design can provide substantial experiences for both community members and participating students. Using a case study approach, this research focuses on four steps in this process: initial community relationship forming, engaging in community service, transitioning to civic engagement, and developing a community-based research program. Narrative examples from student course evaluations position these community-based experiences as transformative for multiple parties. Institutional structures are presented as helpful entrees to engagement for students, while noting that community relationships provide contextualized, powerful, and meaningful relationships, supporting recommendations for emerging and existing community engagement programs.

Abstract

Service-learning, or community-based experiential learning is receiving much deserved attention as an alternative or addition to the traditional university lecture. This approach to learning not only establishes valid linkages between the university and the community or public sector, but allows course participants to practice responsible citizenship while acquiring practical work experience. The main objective of this article is to establish the theoretical linkages between undergraduate geography education and service-learning. It is argued that community service-based learning is allied with pragmatic and constructivist theories, and may enhance undergraduate geographic education. Second, some of the strategies employed to establish effective university-community partnerships and offer students “hands-on” experience are introduced. In an upper-division land use planning course, the class first compiled a draft comprehensive plan that was adopted by the planning commission of a recently incorporated municipality, then assisted with plans for open space preservation and environmental protection in the community. A review of the course objectives and the planning project exemplifies the benefits of service-learning and its appropriate application to geography.

Geographers have long been at the forefront of participating in and exploring the intersection of geographic knowledge and community-engaged research. This Focus Section highlights key debates and challenges facing geographers who participate in community-engaged work, explorations of pedagogical and ethical practices, departmental and institutional challenges, and examples of thoughtful applications of geographic knowledge to community-based work. It also seeks to generate knowledge and discussion of how geographers can employ civic engagement to advance geographic learning and enhance the profile of the discipline within and beyond higher education institutions. By focusing on such issues, this collection of articles contributes in vital ways to meet the challenges that higher education institutions face in demonstrating the relevance of academic learning to societal issues. This introduction to the Focus Section reviews the historical context of civic engagement in geography, provides a broad-scale look at the state of civically engaged research in U.S. institutions of higher learning, and highlights the contributions of each of the individual articles included in this Focus Section.

Research on climate change impacts, vulnerability and adaptation, particularly projects aiming to contribute to practical adaptation initiatives, requires active involvement and collaboration with community members and local, regional and national organizations that use this research for policy-making. Arctic communities are already experiencing and adapting to environmental and socio-cultural changes, and researchers have a practical and ethical responsibility to engage with communities that are the focus of the research. This paper draws on the experiences of researchers working with communities across the Canadian Arctic, together with the expertise of Inuit organizations, Northern research institutes and community partners, to outline key considerations for effectively engaging Arctic communities in collaborative research. These considerations include: initiating early and ongoing communication with communities, and regional and national contacts; involving communities in research design and development; facilitating opportunities for local employment; and disseminating research findings. Examples of each consideration are drawn from climate change research conducted with communities in the Canadian Arctic.

Through recent changes in urban governance practices, citizens and community organizations assume ever-greater responsibility for local-level planning and service delivery. Scholars have debated whether this shift disempowers community organizations by subsuming their plans and priorities into state planning imperatives or empowers them through inclusion of community priorities and local knowledge. In carrying out their new responsibilities, many community organizations are adopting tools such as GIS. Strikingly similar questions have been raised about empowerment, disempowennent, incorporation, and autonomy; but relatively little work has systematically documented the ways in which GIS use alters community-level decision-making efforts. In this paper, I show how GIS use fosters changes in the language, practices, and paradigms of community planning, particularly strengthening an instrumental rational approach to community planning and revitalization. Drawing on research with a Minneapolis, Minnesota, neighborhood organization, I argue that these impacts of GIS use on community planning practices complicate and intensify a dynamic tension between incorporation and autonomy that community organizations experience within collaborative governance approaches. [Key words: community-based planning, GIS, urban governance.]

In community-based natural resource management, there is an emerging body of research on the work of external actors and their influence in community–resource interrelationships and community management decisions. Contributing to this research, this study examined the work of external actors using findings from semistructured interviews and participant observations conducted in Klong Prasong subdistrict, Krabi Province, Thailand, in mid-2014. The external actors, through Janus-faced linkages, are able to influence community–resource interrelationships and management approaches both positively and negatively. This case study also revealed university researchers, ecotourists, and private investors as non-conventional external actors. By influencing decision-making structures and environmental stewardship, external actors impact on the governance of a community natural resource.

A crucial element in the foundation of geographic training is field experience and the opportunity to learn how to interpret the landscape. This element of the geographer's background provides a link between theory and reality. To enhance that experience, a place-based project focusing on civic engagement increases the student's understanding of geographic concepts, tools, and techniques while providing a service to a local community. This research proposes a model for developing classroom field experience that engages the student-researchers with a local community to address a community-based issue. A case study examining downtown parking in Laramie, Wyoming, is presented. The case study demonstrates how field experience, civic engagement, and collaborative learning can be incorporated into a classroom

As we train the next generation of scholars, we should be cognizant that the academy is increasingly being asked to justify its value to broader society. We discuss ways in which students can prepare for the changing directions of the academy as they participate in a community geography research training program. Our results reveal the impacts of our program, contextualize lessons learned from creating community-based research experiences, and provide data to support a framework for other scholars to develop community-based research training programs.

Abstract

The rise of service-learning in higher education has been critiqued as little more than community service that encourages students to “do good,” but fails to generate original scholarship or social change. In this article, we argue that service-learning gives geographers the opportunity to challenge these critiques, by demonstrating the practical and political implications of collaborative research methodologies, while conveying powerful conceptual understandings of inequality. We begin by interrogating the philosophical overlap between experiential and service-based learning in the educational philosophy of John Dewey. Using this foundational approach, several theoretical and methodological debates in geography are examined, celebrating and drawing lessons from classic and current service-learning programs. We conclude with a discussion and reflection on experiences with implementing similar pedagogical projects.

Decentralization of governance is an emerging trend in many natural resource sectors in both developed and developing countries. Despite the normative agenda of community-based natural resource management for social and ecological outcomes, a shift to multilevel or polycentric theorizing is warranted. Polycentric governance recognizes the importance of cross-scale interactions, as well as the horizontal and vertical institutional linkages of authority, networks, and markets in which community institutions are embedded. Based on qualitative community forestry research in Revelstoke, British Columbia, Canada, this article explores the themes of livelihood and local economy, collaborative forest planning and participation, and environmental governance. Bottom-up empirical evidence suggests that viewing community forestry through a polycentric governance network is necessary for theorizing complex cross-scale dynamics. Incentivizing policies that encourage the development of polycentric systems for natural resource governance is important for maintaining local benefits, while increasing adaptive capacity to deal with complex social–ecological challenges.

This paper explores the partnership between a community group and a geography department to assess the wind energy potential of the Blueskin Bay region in southern New Zealand. The partnership has provided opportunities for research and is of strategic importance. Year‐long wind observations and numerical modelling have revealed that the hills surrounding Blueskin Bay show potential for wind energy generation. Despite challenges for both parties, the university–community partnership has allowed a successful research platform to be established.

Ecohydrology, aiming to study the interactions between terrestrial ecological systems and hydrological cycles as well as their impacts on water management, has been an emerging interdisciplinary research field since the 20 th century. It hosts both natural and human regulated processes that are potentially coupled in complex ways. Understanding the ecological-hydrological processes, the fundamental mechanisms and the connections between them is critical since these processes are not isolated but integrated to impact basin-scale hydrological and biogeochemical functioning of a larger river system, especially in arid environment where water resources are considered to be the source of life. Thus, research on ecological-hydrological processes in arid environment is not only a scientific focus area but also important to sustainable development. Research projects and initiatives involved in observation, measurement, modeling and data assimilation have been well-developed for those purposes over the past 20 years. This review summarizes the historical development of ecohydrology science in China and the state-of-the-art tools available in the research framework. Five grand scientific challenges are listed as prospects and exciting opportunities for the scientific community. To advance the current ecological-hydrological processes research, scientists from multidisciplinary backgrounds(such as geography, geology, geomorphology, hydrology, geochemistry and ecology), need to unite to tackle the many open problems in new dimensions.

Drawing on ethnographic case studies from Madagascar, this research shows that multiple marine conservation projects have institutionalized inequitable access to marine recourses along gendered lines. Despite discursive and institutional shifts toward more “collaborative” and “community-based” conservation programing, there is a deficiency of women’s nominal as well as effective participation in community management organizations. This research shows that conservation organizations’ focus on proximate drivers of marine resource use, or a politics of picking the “low-hanging fruit,” over ultimate drivers such as global commodity chains, places disproportionate emphasis on marine spatial enclosures and restricting specific, and gendered, harvest methods. To address gender bias concerning access to and control over natural resources, we must go beyond the rhetoric of “community involvement” to address gendered inequalities in conservation decision making, and whose interests are served by conservation projects.
