Increasing vulnerability of metropolitan areas to earthquake and the very low probability level at which short term earthquake forecasting is possible make earthquake early warning methods (EEW) the main viable alternative for effective risk reduction in cities. Preventive actions, such as retrofitting and building and the diffusion of construction codes, are of course essential. They are not sufficient. A substantial proportion of the population in areas of higher earthquake hazard still reside in buildings that do not meet modern earthquake resistant standards, and cannot currently be strengthened in an economically viable manner. As demonstrated in Japan EEW has the potential of significantly contributing to reduce individual vulnerability of urban population to earthquakes. Future research on EEW should be focused on its implementation to protect lifelines, infrastructures and strategic buildings, and it should include training of administrators and people who can fully exploit the technological advantages offered by EEW systems. In particular it should foresee extensive cost-benefit analysis for each potential application, the identification and solution of legal problems (such as liability in the event of false or missed alarms), education and training, both for mitigation and response, as well as detection and processing within 1 s of the first seismic wave arrivals. Further objectives include the development of people-centred EEW, specialized IT and decision making support systems, integration of sensors, communications and decision making systems, integration into programs of eco-sustainable development, and integration with other EW systems (all hazard systems).  相似文献

Producing accurate seismic hazard map and predicting hazardous areas is necessary for risk mitigation strategies. In this paper, a fuzzy logic inference system is utilized to estimate the earthquake potential and seismic zoning of Zagros Orogenic Belt. In addition to the interpretability, fuzzy predictors can capture both nonlinearity and chaotic behavior of data, where the number of data is limited. In this paper, earthquake pattern in the Zagros has been assessed for the intervals of 10 and 50 years using fuzzy rule-based model. The Molchan statistical procedure has been used to show that our forecasting model is reliable. The earthquake hazard maps for this area reveal some remarkable features that cannot be observed on the conventional maps. Regarding our achievements, some areas in the southern (Bandar Abbas), southwestern (Bandar Kangan) and western (Kermanshah) parts of Iran display high earthquake severity even though they are geographically far apart.  相似文献

This paper presents a methodological discussion of several issues involved with the development of maps of seismic hazard. The points made are illustrated with worked examples, using Scotland as an illustrative case. The issues treated are divided under three headings: matters relating to the difference between hazard maps and site studies; matters concerned with the technical issues of mapping, and matters relating to the use to which hazard maps will be put. It is concluded that a hazard map cannot be an all-purpose substitute for site-specific studies, owing to the impracticality of ensuring all-round conservatism in a hazard map, and the lower level of detail (more broad-brush approach) in a regional mapping study. Also, since users of a hazard map are not necessarily going to be engineers, consideration should be given to the provision of maps expressed in parameters other than physical measures of ground motion. Intensity is useful here, since it relates to actual earthquake experience and to damage. One can also move to making maps of generic seismic risk even before one has data on the distribution of exposure and vulnerability. Discussion is made of the issue of testing the validity of hazard maps against real experience, with examples. If a map can be shown to accord with real observations, then it can be treated with greater confidence by users.  相似文献

National seismic risk maps are an important risk mitigation tool as they can be used for the prioritization of regions within a country where retrofitting of the building stock or other risk mitigation measures should take place. The production of a seismic risk map involves the convolution of seismic hazard data, vulnerability predictions for the building stock and exposure data. The seismic risk maps produced in Italy over the past 10 years are compared in this paper with recent proposals for seismic risk maps based on state-of-the-art seismic hazard data and mechanics-based vulnerability assessment procedures. The aim of the paper is to open the discussion for the way in which future seismic risk maps could be produced, making use of the most up-to-date information in the fields of seismic hazard evaluation and vulnerability assessment.  相似文献

The seismic risk analysis evaluation in the Mediterranean area is one of the main tasks for the preservation of Cultural Heritage and for the sustainable development of Mediterranean cities. The Mediterranean area is characterised by a medium–high level of seismic risk, so that earthquakes are the major cause for the destruction of monuments, residential and industrial buildings. A case history regarding the seismic risk analysis for the city of Catania (Italy) is presented, since the city has been heavy damaged in the past by strong earthquakes such as the 1169 earthquake (XI MCS), the 1542 earthquake (IX MCS), the 1693 earthquake (XI MCS) and the 1818 earthquake (VIII MCS) etc., which caused several thousands of deaths. Fault modelling, attenuation laws, synthetic accelerograms, recorded accelerograms and site effects are considered for the evaluation of the seismic action. Vulnerability of physical environment, related to the presence of cavities and to seismic-induced landslides and liquefaction has been analysed, with special reference to the new modelling of such phenomena and to the application of models to given areas. Soil–structure Interaction has been analysed for some geotechnical works, such as shallow foundation and retaining wall, by means of physical and numerical modelling. The paper deals with the vulnerability of physical environment (landslides, liquefaction, etc.), while the road map continues with the analysis of vulnerability of monuments and buildings, with the aim of the estimation of the seismic resistance required to defend against the seismic action given by the scenario earthquake. For the mitigation of seismic risk, structural improvements of R.C. buildings with different methodology and techniques have been analysed, as well as the guideline for the strengthening of buildings. The work shows that the seismic risk of the city is not a summation of the seismic risk of each building, because the vulnerability of the urban system plays an important role on the seismic risk evaluation of a given city. To this aim the vulnerability of the road infrastructures, lifelines, and urban framework have been also analysed in the project.  相似文献

通过往返加荷动三轴试验,对兰州某民用机场扩建工程场地的饱和黄土和砂土进行了液化试验。在试验结果的基础上,运用抗液化剪应力判别方法、地震危险性分析计算结果以及根据有限元一维模型计算求得的该场地的地震剪应力,对该场地饱和黄土和砂土的地震液化进行了综合判断。结果表明,在未来遭受到50年10%超越概率的地震作用时,该场地的饱和黄土比饱和砂土更容易发生液化。  相似文献

A comparative study of risk assessment methodologies based on macroseismic intensity and response spectrum approaches is presented. To facilitate the comparative study, a spreadsheet-based software tool ‘SeisVARA’ is developed for the estimation of earthquake risk, in which the seismic hazard can be specified either in terms of macroseismic intensity, or peak ground acceleration in combination with the spectral shape and soil amplification model of various earthquake building codes, or in terms of inelastic response spectra using the ‘next generation attenuation relationships’. A comparison of these different approaches is conducted for a typical city in northern India. In addition, the effect of different parameters, e.g., level of PGA, spectral shape, source-site parameters, and soil amplification models, is studied. It is observed that not only the different approaches result in widely varying damage and loss estimates, but also the variation of parameters within a given approach can result in considerable differences.  相似文献

We present an Atlas of ShakeMaps and a catalog of human population exposures to moderate-to-strong ground shaking (EXPO-CAT) for recent historical earthquakes (1973–2007). The common purpose of the Atlas and exposure catalog is to calibrate earthquake loss models to be used in the US Geological Survey’s Prompt Assessment of Global Earthquakes for Response (PAGER). The full ShakeMap Atlas currently comprises over 5,600 earthquakes from January 1973 through December 2007, with almost 500 of these maps constrained—to varying degrees—by instrumental ground motions, macroseismic intensity data, community internet intensity observations, and published earthquake rupture models. The catalog of human exposures is derived using current PAGER methodologies. Exposure to discrete levels of shaking intensity is obtained by correlating Atlas ShakeMaps with a global population database. Combining this population exposure dataset with historical earthquake loss data, such as PAGER-CAT, provides a useful resource for calibrating loss methodologies against a systematically-derived set of ShakeMap hazard outputs. We illustrate two example uses for EXPO-CAT; (1) simple objective ranking of country vulnerability to earthquakes, and; (2) the influence of time-of-day on earthquake mortality. In general, we observe that countries in similar geographic regions with similar construction practices tend to cluster spatially in terms of relative vulnerability. We also find little quantitative evidence to suggest that time-of-day is a significant factor in earthquake mortality. Moreover, earthquake mortality appears to be more systematically linked to the population exposed to severe ground shaking (Modified Mercalli Intensity VIII+). Finally, equipped with the full Atlas of ShakeMaps, we merge each of these maps and find the maximum estimated peak ground acceleration at any grid point in the world for the past 35 years. We subsequently compare this “composite ShakeMap” with existing global hazard models, calculating the spatial area of the existing hazard maps exceeded by the combined ShakeMap ground motions. In general, these analyses suggest that existing global, and regional, hazard maps tend to overestimate hazard. Both the Atlas of ShakeMaps and EXPO-CAT have many potential uses for examining earthquake risk and epidemiology. This paper describes a rapid response and risk mitigation system Istanbul Natural Gas Distribution Network Seismic Risk Reduction Project (IGRAS) for the Istanbul Natural Gas Network (IGDA?). Upon the trigger signal received from the earthquake early warning system in Istanbul, the real-time algorithm at IGRAS system district regulators checks the threshold levels of ground-motion parameters and interrupts the gas flow if any exceedance is detected. Then the system: (1) produces almost real-time earthquake hazard maps by using on-line strong-motion data from the strong-motion network in Istanbul: (2) estimates the distribution of damage to the natural gas network; and (3) transfers these damage distribution maps to stakeholders to enable dispatching rapid response teams to high damage areas.  相似文献

Earthquakes are a permanent threat to urban environments worldwide. The communication of the related risk demands accurate damage model simulations and an interactive visualization of results. The aim of this paper is to provide a realistic problem-solving environment for earthquake discussions among decision makers, stakeholders, and the general public. QuakeIST® is an integrated earthquake simulator developed by Instituto Superior Técnico (Lisbon University), oriented towards the performance of risk calculations concerning damage propagations that use the Disruption Index concept. This software imports data stored in a GIS environment, handles different ground motion scenarios, and deals with a complex situation of different soils and vulnerabilities of various layers of civil structures (buildings, lifelines, and other urban structures). It models interdependencies between several infrastructures and between infrastructures and the urban tissue. The computer programme is very versatile, written in separate modules, allowing an experimented user to incorporate new formulations. Results can be treated with any statistical application and most common GIS commercial environments can produced their geographic visualization. The problem of liquefaction of soil during seismic event is one of the important topics in the field of Geotechnical Earthquake Engineering. Liquefaction of soil is generally occurs in loose cohesionless saturated soil when pore water pressure increases suddenly due to induced ground motion and shear strength of soil decreases to zero and leading the structure situated above to undergo a large settlement, or failure. The failures took place due to liquefaction induced soil movement spread over few square km area continuously. Hence this is a problem where spatial variation involves and to represent this spatial variation Geographic Information System (GIS) is very useful in decision making about the area subjected to liquefaction. In this paper, GIS software GRAM++ is used to prepare soil liquefaction susceptibility map for entire Mumbai city in India by marking three zones viz. critically liquefiable soil, moderately liquefiable soil and non liquefiable soil. Extensive field borehole test data for groundwater depth, standard penetration test (SPT) blow counts, dry density, wet density and specific gravity, etc. have been collected from different parts of Mumbai. Simplified procedure of Youd et al. (2001) is used for calculation of factor of safety against soil liquefaction potential. Mumbai city and suburban area are formed by reclaiming lands around seven islands since 1865 till current date and still it is progressing in the area such as Navi Mumbai and beyond Borivali to Mira road suburban area. The factors of safety against soil liquefaction were determined for earthquake moment magnitude ranging from Mw = 5.0 to 7.5. It is found that the areas like Borivali, Malad, Dahisar, Bhandup may prone to liquefaction for earthquake moment magnitude ranging from Mw = 5.0 to 7.5. The liquefaction susceptibility maps were created by using GRAM++ by showing the areas where the factor of safety against the soil liquefaction is less than one. Proposed liquefaction susceptibility map of Mumbai city can be used by researchers for earthquake hazard analysis, for the preventive measures in disaster management, for urban planning and further development of Mumbai city and suburban area.  相似文献

Two key issues distinguish probabilistic seismic risk analysis of a lifeline or portfolio of structures from that of a single structure. Regional analysis must consider the correlation among lifeline components or structures in the portfolio, and the larger scope makes it much more computationally demanding. In this paper, we systematically identify and compare alternative methods for regional hazard analysis that can be used as the first part of a computationally efficient regional probabilistic seismic risk analysis that properly considers spatial correlation. Specifically, each method results in a set of probabilistic ground motion maps with associated hazard‐consistent annual occurrence probabilities that together represent the regional hazard. The methods are compared according to how replicable and computationally tractable they are and the extent to which the resulting maps are physically realistic, consistent with the regional hazard and regional spatial correlation, and few in number. On the basis of a conceptual comparison and an empirical comparison for Los Angeles, we recommend a combination of simulation and optimization approaches: (i) Monte Carlo simulation with importance sampling of the earthquake magnitudes to generate a set of probabilistic earthquake scenarios (defined by source and magnitude); (ii) the optimization‐based probabilistic scenario method, a mixed‐integer linear program, to reduce the size of that set; (iii) Monte Carlo simulation to generate a set of probabilistic ground motion maps, varying the number of maps sampled from each earthquake scenario so as to minimize the sampling variance; and (iv) the optimization‐based probabilistic scenario again to reduce the set of probabilistic ground motion maps. 2003年2月24日新疆巴楚-伽师地区发生6.8级地震,出现了唐山、海城地震后近30年我国最具规模的砂土液化现象。本文通过现场调查和资料分析,并与以往大地震液化比较,提出了此次地震液化宏观现象的认识,包括液化分布特征、喷水冒砂形态、液化震害和工程地质条件等几个方面。结果表明,此次地震液化宏观现象与我国以往几次大地震有很多不同,具有很大的研究价值。  相似文献

Safety against earthquake hazards presents two aspects: structural safety against potentially destructive dynamic forces and site safety related to geotechnical phenomena, such as amplification, landsliding and soil liquefaction. The correct evaluation of seismic hazard is, therefore, highly affected by risk factors due to geological nature and geotechnical properties of soils. In response to these new developments, several attempts have been made to identify and appraise geotechnical hazards and to represent them in the form of zoning maps, in which locations or zones with different levels of hazard potential are identified. The geotechnical zonation of the subsoil of the city of Catania (Italy) suggests a high vulnerability of the physical environment added to site amplification of the ground motion phenomena. The ground response analysis at the surface, in terms of time history and response spectra, has been obtained by some 1D equivalent linear models and by a 2D linear model, using a design scenario earthquake as input at the conventional bedrock. In particular, the study has regarded the evaluation of site effects in correspondence of the database of about 1200 boreholes and water-wells available in the data-bank of the Catania area. According to the response spectra obtained through the application of the 1D and 2D models, the city of Catania has been divided into some zones with different peak ground acceleration at the surface, to which corresponds a different value of the Seismic Geotechnical Hazard. A seismic microzoning map of the urban area of the city of Catania has been obtained. The map represents an important tool for the seismic improvement of the buildings, indispensable for the mitigation of the seismic risk.  相似文献

Within the European project LIQUEFACT some activities have been devoted to the experimental verification of the effectiveness of two techniques in the mitigation of soil liquefaction susceptibility: induced partial saturation (IPS) and horizontal drains. After a preliminary check of their efficiency via centrifuge tests, the two techniques have been studied by means of some large scale shaking tests carried out in a field trial located in the Emilia-Romagna Region (Italy). A preliminary extensive in situ and laboratory investigation was necessary to identify the shallow liquefiable soil layer in which the mitigation techniques and the monitoring instrumentations (pore pressure transducers and geophones) had to be installed. Both techniques required the installation of horizontal well screens via a directional controlled drilling technique: the pipes were used as drainage systems (linear HDL and rhomboidal configurations HDR) or for the air injection in the area treated with IPS technique. The in situ experimental evidences showed that both techniques are able to avoid liquefaction triggering, that on the contrary was attained during the tests in the untreated testing area. The processing of in situ data highlighted that the efficiency of the two techniques is strictly related to chosen arrangement of the horizontal drains and the induced degree of saturation.

ugh the sinusoid loading dynamic triaxial test, the liquefaction property of saturated loess and sand selected from a civil airport of Lanzhou, Gansu is examined. Based on the laboratory results, a comprehensive assessment on the earthquake liquefaction potential of the loess and sand is given, using the liquefaction resistance shear stress method and the results of seismic hazard assessment. It is found that under the effect of ground motion with exceedance probability of 10% within 50 years, the loess in the study is more susceptible to liquefaction than sand.  相似文献
