Quantitative landslide risk assessment requires information about the temporal, spatial and intensity probability of hazardous processes both regarding their initiation as well as their run-out. This is followed by an estimation of the physical consequences inflicted by the hazard, preferentially quantified in monetary values. For that purpose, deterministic hazard modelling has to be coupled with information about the value of the elements at risk and their vulnerability. Dynamic run-out models for debris flows are able to determine physical outputs (extension, depths, velocities, impact pressures) and to determine the zones where the elements at risk can suffer an impact. These results can then be applied for vulnerability and risk calculations. Debris flow risk has been assessed in the area of Tresenda in the Valtellina Valley (Lombardy Region, northern Italy). Three quantitative hazard scenarios for different return periods were prepared using available rainfall and geotechnical data. The numerical model FLO-2D was applied for the simulation of the debris flow propagation. The modelled hazard scenarios were consequently overlaid with the elements at risk, represented as building footprints. The expected physical damage to the buildings was estimated using vulnerability functions based on flow depth and impact pressure. A qualitative correlation between physical vulnerability and human losses was also proposed. To assess the uncertainties inherent in the analysis, six risk curves were obtained based on the maximum, average and minimum values and direct economic losses to the buildings were estimated, in the range of 0.25–7.7 million €, depending on the hazard scenario and vulnerability curve used.  相似文献

建筑物易损度评价作为泥石流易损度评价的重要组成部分,其研究是实现城镇及居民点泥石流风险定量化和风险管理的必要环节。综述近30年来,泥石流作用下建筑物易损度研究的发展过程,并指出以统计分析方法建立的建筑物易损度曲线普适性差且力学机理不明等问题,提出数值计算和模型实验的手段获取建筑物结构易损度的机理模型。由于建筑物易损度研究问题本身的复杂性,统计分析方法仍将作为建筑物易损度研究的重要手段,力学机理明晰的研究方法则将成为今后研究的难点和热点。此外,地震、滚石、雪崩等类似灾种的易损度研究方法和成果可被借鉴到泥石流领域。针对灾害中因结构破坏引发人员伤亡的情况,建议采用时间概率和基于条件概率的事件树方法计算建筑物内人员易损度。最终形成综合结构和人员易损度研究成果的建筑物易损度评价方法。  相似文献

In Taiwan, the hillside is about 70 % of total area. These areas also have steep topography and geological vulnerability. When an event of torrential rain comes during a typhoon, the landslide disasters usually occur at these areas due to the long duration and high intensity of rainfall. Therefore, a design which considers the potential landslide has become an important issue in Taiwan. In this study, a temporal characteristic of landslide fragility curve (LFC) was developed, based on the geomorphological and vegetation factors using landslides at the Chen-Yu-Lan watershed in Taiwan, during Typhoon Sinlaku (September 2008) and Typhoon Morakot (August 2009). This study addressed an effective landslide hazard assessment process, linking together the post-landslide damage and post-rainfall data for LFC model. The Kriging method was used to interpolate the rainfall indices (R 0, R, I) for numerical analysis. Remote sensing data from SPOT images were applied to analyze the landslide ratio and vegetation conditions. The 40-m digital elevation model was used for slope variation analysis in the watershed, and the maximum likelihood estimate was conducted to determine the mean and standard deviation parameters of the proposed empirical LFC model. This empirical model can express the probability of exceeding a damage state for a certain classification (or conditions) of landslides by considering a specific hazard index for a given event. Finally, the vulnerability functions can be used to assess the loss from landslides, and, in the future, to manage the risk of debris flow in the watershed.  相似文献

Social vulnerability is as much a part of risk as building damage, hazard magnitude, and economic loss. Social vulnerability refers to the capacity of a human community exposed during the impact of a natural hazard event (in this case, an earthquake) to resist, cope with, and recover from that impact. In the perspective of the 3rd millennium, we come to understand that the most efficient and accessible way to reduce the pressure of natural risks is to reduce the vulnerability level of the human communities exposed to that certain hazard. This study aims to test, in an exposed and vulnerable area, the relationship between social vulnerability and the perception of the seismic risk. The research focuses only on the first level of social vulnerability, defined as the ability of an individual within a household to recover from a natural hazard impact (Dwyer et al. 2004). A prevailing assumption was that social vulnerability influences the level of perception of the seismic risk, in an exposed, vulnerable area. To this end, two samples were used, different under the aspect of social vulnerability, in the context of the same residential area. Social vulnerability was computed as a normalized composed index that includes the poverty ratio and the demographic vulnerability ratio (depending on the age, gender, and education level indicators). The statistical processing has indicated a significant difference in the high perception level for the two samples that were compared, in the sense that in the context of an increased level of social vulnerability, people generally better acknowledge the seismic risk.

探讨了城市泥石流风险评价的系统方法,该方法包括泥石流扇形地危险区划、城市易损性分析和城市泥石流风险评价三个主要内容。泥石流堆积扇危险区划是基于数值模拟计算出的泥深和流速分布图进行叠合完成的。以美国高分辨率的“快鸟”卫星影像为数据源,完成了研究区的城市土地覆盖类型遥感解译,在此基础上完成了城市泥石流易损性分析,应用地理信息系统提供的统计和分析工具,完成了研究区泥石流风险评价。该风险区划图可用于指导对泥石流易泛区的不同风险地带的土地利用进行规划和决策,从而达到规避和减轻灾害的目的,也为生活在泥石流危险区的城市居民提供有关灾害风险信息,以作避难和灾害防治的依据。  相似文献

This article contributes to the development and application of two latest-generation methods of seismic risk analysis in urban areas. The first method, namely vulnerability index method (VIM), considers five non-null damage states, defines the action in terms of macroseismic intensity and the seismic quality of the building by means of a vulnerability index. The estimated damage degree is measured by semi-empirical functions. The second method, namely capacity spectrum based method (CSBM), considers four no damage states, defines the seismic action in terms of response spectra and the building vulnerability by means of its capacity spectrum. In order to apply both methods to Barcelona (Spain) and compare the results, a deterministic and a probabilistic hazard scenario with soil effects are used. The deterministic one corresponds to a historic earthquake, while the probabilistic seismic ground motion has a probability of exceedence of 10% in 50 years. Detailed information on the building design has been obtained along years by collecting, arranging, improving, and completing the database of the dwellings of the city. A Geographic Information System (GIS) has been customized allowing storing, analysing, and displaying this large amount of spatial and tabular data of dwellings. The obtained results are highly consistent with the historical and modern evolution of the populated area and show the validity and strength of both methods. Although Barcelona has a low to moderate seismic hazard, its expected seismic risk is significant because of the high vulnerability of its buildings. Cities such as Barcelona, located in a low to moderate seismic hazard region, are usually not aware of the seismic risk. The detailed risk maps obtained offer a great opportunity to guide the decision making in the field of seismic risk prevention and mitigation in Barcelona, and for emergency planning in the city.  相似文献

Community-scale estimates of building damage and economic loss are modeled for Seaside, Oregon, for Cascadia subduction zone events ranging from 8.7 to 9.3 MW with corresponding slip distances of 3–25 m considering only the effects of the tsunami. Numerical simulations are obtained from the National Oceanic and Atmospheric Administration’s method of splitting tsunami model which includes a source model, subsidence, and calculations of the propagation and inundation flow characteristics. The damage estimates are based on fragility curves from the literature which relate flow depth with probability of damage for two different structural materials of buildings. Calculations are performed at the parcel level for the inundation hazard without including damage caused by the earthquake itself. Calculations show that the severity of building damage in Seaside is sensitive to the magnitude of the event or degree of slip because the majority of the city is located on low-lying coastal land within the estimated inundation zone. For the events modeled, the percentage of building within the inundation zone ranges from 9 to 88 %, with average direct economic losses ranging from $2 million to $1.2 billion.  相似文献

Earthquake prediction is currently the most crucial task required for the probability, hazard, risk mapping, and mitigation purposes. Earthquake prediction attracts the researchers' attention from both academia and industries. Traditionally, the risk assessment approaches have used various traditional and machine learning models. However, deep learning techniques have been rarely tested for earthquake probability mapping. Therefore, this study develops a convolutional neural network (CNN) model for earthquake probability assessment in NE India. Then conducts vulnerability using analytical hierarchy process (AHP), Venn's intersection theory for hazard, and integrated model for risk mapping. A prediction of classification task was performed in which the model predicts magnitudes more than 4 Mw that considers nine indicators. Prediction classification results and intensity variation were then used for probability and hazard mapping, respectively. Finally, earthquake risk map was produced by multiplying hazard, vulnerability, and coping capacity. The vulnerability was prepared by using six vulnerable factors, and the coping capacity was estimated by using the number of hospitals and associated variables, including budget available for disaster management. The CNN model for a probability distribution is a robust technique that provides good accuracy. Results show that CNN is superior to the other algorithms, which completed the classification prediction task with an accuracy of 0.94, precision of 0.98, recall of 0.85, and F1 score of 0.91. These indicators were used for probability mapping, and the total area of hazard (21,412.94 km2), vulnerability (480.98 km2), and risk (34,586.10 km2) was estimated.  相似文献

A probabilistic seismic hazard assessment is developed here using maximum credible earthquake magnitude statistics and earthquake perceptibility hazard. Earthquake perceptibility hazard is defined as the probability a site perceives ground shaking equal to or greater than a selected ground motion level X, resulting from an earthquake of magnitude M, and develops estimates for the most perceptible earthquake magnitude, M P(max). Realistic and usable maximum magnitude statistics are obtained from both whole process and part process statistical recurrence models. These approaches are extended to develop relationships between perceptible earthquake magnitude hazard and maximum magnitude recurrence models that are governed by asymptotic and finite return period properties, respectively. Integrated perceptibility curves illustrating the probability of a specific level of perceptible ground motion due to all earthquakes over the magnitude range extending from ?∞ to a magnitude M i are then developed from reviewing site-specific magnitude perceptibility. These lead on to achieving site-specific annual probability of exceedance hazard curves for the example cities of Sofia and Thessaloniki for both horizontal ground acceleration and ground velocity. Both the maximum credible earthquake magnitude M 3 and the most perceptible earthquake magnitude M P(max) are of importance to the earthquake engineer when approaching anti-seismic building design. Both forms of hazard are illustrated using contoured hazard maps for the region bounded by 39°–45°N, 19°–29°E. Patterns are observed for these magnitude hazard estimates—especially M P(max) specific to horizontal ground acceleration and horizontal ground velocity—and compared to inferred patterns of crustal deformation across the region. The full geographic region considered is estimated to be subject to a maximum credible earthquake magnitude M 3—estimated using cumulative seismic moment release statistics—of 7.53 M w, calculated from the full content of the adopted earthquake catalogue, while Bulgaria’s capital, Sofia, is estimated a comparable value of 7.36 M w. Sofia is also forecast most perceptible earthquake magnitudes for the lowest levels considered for horizontal ground acceleration of M PA(50) = 7.20 M w and horizontal ground velocity of M PV(5) = 7.23 M w for a specimen focal depth of 15 km.  相似文献

Building vulnerability to debris flows in Taiwan: a preliminary study   总被引:3,自引:2,他引:1  
In quantitative risk analyses for natural hazards, vulnerability can be expressed as the ratio of reconstruction, replacement or reproduction expenses due to a damage caused by a certain process intensity and the original value of the element at risk exposed. To discuss the building vulnerability under debris flow events, the ratio is mostly related to debris flow inundation height, building materials and building values. Different types of buildings would resist to the impact of debris flows differently, resulting in different damage levels even under the same inundation height. After debris flow events, the damages to a building include the content loss and the structure loss, which is also variable due to the individual building conditions. This study proposes a flowchart to establish building vulnerability curves through estimating the damages to buildings after debris flow hazards. The losses of content and structure are firstly calculated separately to obtain the loss ratios with respect to original buildings. Secondly, by combining the content and structure loss ratio, the building vulnerability function is derived. In this paper, the original building content value was obtained from governmental statistic records and was based on the market price, and the structure value was received from a regional architecture office. The losses resulting from debris flow impacts were synthetically derived following field surveys. To combine the content and structure losses, a unit building with a floor area of 60?m2 was assumed. The result shows that due to a higher percentage of content value compared with the total building value, the loss ratio resulting from debris flows in Taiwan is higher compared with European studies, in particular with respect to high-frequency but low-magnitude events. The concept of obtaining building vulnerability is particularly suitable for regions where well-documented building loss records are unavailable.  相似文献

The Cascadia margin is capable of generating large magnitude seismic-tsunami. We use a 1:500 year tsunami hazard flood layer produced during a probabilistic tsunami hazard assessment as the input to a pilot study of the vulnerability of residential and commercial buildings in Seaside, OR, USA. We map building exposure, apply the Papathoma Tsunami Vulnerability Assessment Model to calculate building vulnerability and estimate probable maximum loss (PML) associated with a 1:500 year tsunami flood. Almost US$0.5 billion worth of buildings would be inundated, 95% of single story residential and 23% of commercial buildings would be destroyed with PML’s exceeding US$0.5 billion worth of buildings would be inundated, 95% of single story residential and 23% of commercial buildings would be destroyed with PML’s exceeding US116 million. These figures only represent a tiny fraction of the total values of exposed assets and loss that would be associated with a Cascadia tsunami impacting the NW Pacific coast. Not withstanding the various issues associated with our approach, this study represents the first time that PML’s have ever been calculated for a Cascadia type tsunami, and these results have serious implications for tsunami disaster risk management in the region. This method has the potential to be rolled out across the United States and elsewhere for estimating building vulnerability and loss to tsunami.  相似文献

Identifying and analyzing the urban–rural differences of social vulnerability to natural hazards is imperative to ensure that urbanization develops in a way that lessens the impacts of disasters and generate building resilient livelihoods in China. Using data from the 2000 and 2010 population censuses, this study conducted an assessment of the social vulnerability index (SVI) by applying the projection pursuit cluster model. The temporal and spatial changes of social vulnerability in urban and rural areas were then examined during China’s rapid urbanization period. An index of urban–rural differences in social vulnerability (SVID) was derived, and the global and local Moran’s I of the SVID were calculated to assess the spatial variation and association between the urban and rural SVI. In order to fully determine the impacts of urbanization in relation to social vulnerability, a spatial autoregressive model and Bivariate Moran’s I between urbanization and SVI were both calculated. The urban and rural SVI both displayed a steadily decreasing trend from 2000 to 2010, although the urban SVI was always larger than the rural SVI in the same year. In 17.5% of the prefectures, the rural SVI was larger than the urban SVI in 2000, but was smaller than the urban SVI in 2010. About 12.6% of the urban areas in the prefectures became less vulnerable than rural areas over the study period, while in more than 51.73% of the prefectures the urban–rural SVI gap decreased over the same period. The SVID values in all prefectures had a significantly positive spatial autocorrelation and spatial clusters were apparent. Over time, social vulnerability to natural hazards at the prefecture-level displayed a gathering–scattering pattern across China. Though a regional variation of social vulnerability developed during China’s rapid urbanization, the overall trend was for a steady reduction in social vulnerability in both urban and rural areas.

Fresh groundwater from intergranular and carbonate aquifers are considered as the valuable resources for domestic, agricultural and industrial water supplies of the Iraqi Kurdistan Region. A comprehensive approach to groundwater protection using the intrinsic vulnerability, hazard and risk intensity mapping was proposed by the European COST Action 620. The current article applied all the components of the above mentioned Pan-European approach to assess the risk harmfulness in the Sulaimani sub-basin by combining hydrogeological parameters using the DRASTIC system and the hazard components by taking the product of the weighted hazard value (HI), the ranking factor (Qn) and the reduction factor (Rf). The hazard map was constructed from twenty-six hazard feature types of the point, line and polygon. Their distributions, extents and of harmfulness degrees vary sharply from one place to another. Results of the risk intensity map divided the area into five classes as “no or very low, low, moderate, high and very high” risk zones. Fortunately, the majority of the area of interest is classified as very low to low contamination potential due to the limited impact of hazards as well as low groundwater vulnerabilities. This paper analyzes the emergence of channeling and preferential flow in heterogeneous porous media. Connectivity is studied through the statistical characterization of the length L of connected, high velocity patterns in both two-dimensional and three-dimensional media. A simple, physically based, fully analytic expression for the probability of L has been derived. It is found that the length L of connected, high velocity channels is flow-related and can be much larger than the conductivity integral scale I. Heterogeneity has a considerable impact on emergence of channeling patterns; connectivity is considerably enhanced in three-dimensional structures as compared to two-dimensional ones. The strong dependence on space dimensionality is a warning against the use of two-dimensional numerical models for assessing connectivity and preferential flow in heterogeneous media. The probability p(L) is employed in order to determine the early arrivals of the breakthrough curve at a given control plane; the simple model can be used for a preliminary assessment of preferential flow. Comparison with numerical simulations confirms that the main connectivity features were adequately captured by the model.  相似文献

Within the framework of recent research projects, basic tools for GIS-based seismic risk assessment technologies were developed and applied to the building stock and regional particularities of German earthquake regions. Two study areas are investigated, being comparable by the level of seismic hazard and the hazard-consistent scenario events (related to mean return periods of 475, 2475 and 10000 years). Significant differences exist with respect to the number of inhabitants, the grade and extent of urbanisation, the quality and quantity of building inventory: the case study of Schmölln in Eastern Thuringia seems to be representative for the majority of smaller towns in Germany, the case study of Cologne (Köln) stands for larger cities. Due to the similarities of hazard and scenario intensities, the considerable differences do not only require proper decisions concerning the appropriate methods and acceptable efforts, they enable conclusions about future research strategies and needs for disaster reduction management. Not least important, results can sharpen the focus of public interest. Seismic risk maps are prepared for different scenario intensities recognising the scatter and uncertainties of site-dependent ground motion and also of the applied vulnerability functions. The paper illustrates the impact of model assumptions and the step-wise refinements of input variables like site conditions, building stock or vulnerability functions on the distribution of expected building damage within the study areas. Furthermore, and in contrast to common research strategies, results support the conclusion that in the case of stronger earthquakes the damage will be of higher concentration within smaller cities like Schmölln due to the site-amplification potential and/or the increased vulnerability of the building stock. The extent of damage will be pronounced by the large number of masonry buildings for which lower vulnerability classes have to be assigned. Due to the effect of deep sedimentary layers and the composition of building types, the urban centre of Cologne will be less affected by an earthquake of comparable intensity.  相似文献

The recently published Iraqi earthquake data file over the period 1905–1984 is used to derive a local I o -M s formula. This is then combined with a local intensity attenuation relationship to compile the observed I o (MM) zoning map for Iraq. Earthquake risk is calculated using the log N (M s )relation for selected design magnitudes and periods and is mapped as the (%) probability of occurrence using a 0.5 deg latitude/longitude grid system. It is observed that the intensity zones and contour distributions are highly influenced by the presence of large magnitude shocks while risk maps reveal the Tauros seismogenic zone as having a greater risk of occurrence than the Zagros zone. The compiled zoning maps are intended for the use of local practising engineers for earthquake-resistant design procedures that are currently being adopted in the country.  相似文献

Since the last eruption of the Fossa crater in 1888–1890, intense volcanic degassing has been remaining on Vulcano Island of Sicily (Italy). Toxic sulfur dioxide (SO2) of the solfataric action in this area represents, when inhaled, a permanent natural hazard harming humans. Approximately 500 permanent residents live and 15,000 tourists visit during the summer time the Porto village in the North of Vulcano Island. A cross-disciplinary fuzzy logic risk assessment has been conducted to evaluate health risks of human individuals exposed to higher SO2-concentrations C over certain exposure times t. The simple approach, based on fuzzy set theory, explains health risks semantically by words rather than by numbers. Advantages of this approach are, first, experts, non-experts, decision makers, or the public are able to understand and communicate risk degrees by words without using numbers. Second, in comparison to other risk definitions, the risk is not equal to the vulnerability; it is based on the hazard (SO2-gas clouds) and vulnerability (health effects) in combination. Third, risk levels can be still estimated even when limited or no statistical information is available, e.g., high SO2-concentrations or long exposure times. Moreover, human health risks were determined for Ct-scenarios based on threshold values of the European Union and the World Health Organization. Independently, two additional methods were used to determine the proportions of the population who are exposed to levels of SO2 at which health effects may be expected and also safety zones for civil protection around the degassing fields. In conclusion, SO2-gas concentrations in many parts of Vulcano Island go beyond the proclaimed alert threshold of the European Union and the World Health Organization. For example, the results show that sensitive individuals, such as asthmatics, young children, or elderly people, should not be exposed at any time to the degassing areas in Porto di Levante and at the NE-rim of the Fossa crater. In contrast, healthy non-sensitive individuals should be exposed less than 10 min to the SO2-clouds at these degassing areas, while hiking on the crater rim.  相似文献

The estimation of snow hazard and load faces the small sample size effect because of the short snow depth record at a station. To reduce such an effect, we propose to estimate the return period value of the annual maximum ground snow depth S, sT, for Canada sites by applying the regional frequency analysis (RFA) and the region of influence approach (ROIA). The use of RFA and ROIA to map Canadian snow hazard is new. The comparison of their performance for snow hazard mapping has not been explored in the literature. We also consider the at-site analysis approach (ASA) for estimating sT by using three often used probability distributions for S. A comparison of the estimated sT by using the three approaches (ASA, RFA, ROIA) indicates that there is considerable scatter between the estimated sT value although the identified overall spatial trends of sT are similar. It is shown that the two-parameter lognormal distribution for S at most Canadian sites, based on the at-site analysis, is preferred; this differs from the Gumbel distribution used to develop the design snow load in Canadian structural design code. The new findings indicate that it is valuable to consider the lognormal distribution for developing design snow load for Canadian sites.
