Climate change impacts on Laurentian Great Lakes levels
Scenarios of water supplies reflecting CO2-induced climatic change are used to determine potential impacts on levels of the Laurentian Great Lakes and likely water management policy implications. The water supplies are based on conceptual models that link climate change scenarios from general circulation models to estimates of basin runoff, overlake precipitation, and lake evaporation. The water supply components are used in conjunction with operational regulation plans and hydraulic routing models of outlet and connecting channel flows to estimate water levels on Lakes Superior, Michigan, Huron, St. Clair, Erie, and Ontario. Three steady-state climate change scenarios, corresponding to modeling a doubling of atmospheric CO2, are compared to a steady-state simulation obtained with historical data representing an unchanged atmosphere. One transient climate change scenario, representing a modeled transition from present conditions to doubled CO2 concentrations, is compared to a transient simulation with historical data. The environmental, socioeconomic, and policy implications of the climate change effects modeled herein suggest that new paradigms in water management will be required to address the prospective increased allocation conflicts between users of the Great Lakes.GLERL Contribution No. 645.

This study presents an assessment of the potential impacts of sea level rise on the New Jersey, USA coastal region. We produce two projections of sea level rise for the New Jersey coast over the next century and apply them to a digital elevation model to illustrate the extent to which coastal areas are susceptible to permanent inundation and episodic flooding due to storm events. We estimate future coastline displacement and its consequences based on direct inundation only, which provides a lower bound on total coastline displacement. The objective of this study is to illustrate methodologies that may prove useful to policy makers despite the large uncertainties inherent in analysis of local impacts of climate and sea level change. Our findings suggest that approximately 1% to 3% of the land area of New Jersey would be permanently inundated over the next century and coastal storms would temporarily flood low-lying areas up to 20 times more frequently. Thus, absent human adaptation, by 2100 New Jersey would experience substantial land loss and alteration of the coastal zone, causing widespread impacts on coastal development and ecosystems. Given the results, we identify future research needs and suggest that an important next step would be for policy makers to explore potential adaptation strategies.

In 1900 the city of Chicago began diverting sizable amounts of water from Lake Michigan to move its sewage down the Illinois River. This diversion launched a series of continuing legal controversies involving Illinois as a defendant against claims by the federal government, various lake states, and Canada who wanted the diversion stopped or drastically reduced. During the past 96 years extended dry periods have lowered the lake levels. Using these dry periods as surrogates for future conditions, their effects on the past controversies were examined as analogs for what might occur as a result of climate change from an enhanced Greenhouse effect. The results reveal that changing socioeconomic factors including population growth will likely cause increased water use, and Chicago will seek additional water from the Great Lakes. New priorities for water use will emerge as in the past. Drier future conditions will likely lead to enhanced diversions from the Great Lakes to serve interests in and outside the basin. Future lower lake levels (reflecting a drier climate) will lead to conflicts related to existing and proposed diversions, and these conflicts would be exacerbated by the consequences of global warming. In any event, a warmer, drier climatic regime will challenge existing laws and institutions for dealing with Great Lakes water issues.

Hydrological models of the Great Lakes basin were used to study the sensitivity of Great Lakes water supplies to climate warming by driving them with meteorological data from four U.S. climate zones that were transposed to the basin. Widely different existing climates were selected for transposition in order to identify thresholds of change where major impacts on water supplies begin to occur and whether there are non-linear responses in the system. The climate zones each consist of 43 years of daily temperature and precipitation data for 1,000 or more stations and daily evaporation-related variables (temperature, wind speed, humidity, cloud cover) for approximately 20–35 stations. A key characteristic of these selected climates was much larger variability in inter-annual precipitation than currently experienced over the Great Lakes. Climate data were adjusted to simulate lake effects; however, a comparison of hydrologic results with and without lake effects showed that there was only minor effects on water supplies.

The objective of the study is to detect geographical and temporal variations of near surface air temperatures over Minnesota and Wisconsin, USA derived from the North American Regional Reanalysis (NARR) dataset. In addition, the study serves to assess the usefulness of NARR temperature data to analyze regional and local temperature variations. Particular emphasis was placed on the analyses on the temperature-modifying effects of the Great Lakes and large urban environments. We analyzed annual mean, daily maximum and minimum, and January minimum and July maximum temperatures for the period 1979–2006 by using methods such as ordinary kriging, principal component analysis, and the Mann–Kendall test. On a regional scale, we found significant effects of the latitude and the Great Lakes on the spatial variability of the data. Furthermore, we found clearly identifiable effects of large urban areas in the study region (Minneapolis—Saint Paul and Milwaukee), which are more evident in the principal component scores than in the temperature data themselves. While we failed to detect significant July maximum temperature trends, we detected significantly increasing trends in January minimum and mean annual temperature datasets in the eastern part of the region. Overall, the present study has demonstrated the potential of using NARR data for urban climate research.

The higher temperatures of climate change may result in a fall in Great Lakes water levels. For vessels carrying imports into and exports out of the Great Lakes lower lake levels will lead to restrictions on vessel drafts and reductions in vessel cargos, increasing the number of trips and the cost of moving cargo. Estimates of these impacts are derived from simulations of a recent year??s international cargo movements, comparing a base case with no climate change to various climate change scenarios. The impacts vary from a 5% increase in vessel variable operating costs for a climate change scenario representing the possible climate in 2030 to over 22% for a scenario representing a doubling of atmospheric carbon dioxide. Impacts vary by commodity and route. For years of naturally occurring low water the impacts are up to 13% higher for even the most moderate climate change scenario. Climate change may also result in a shorter time of ice cover leading to an extension of the navigation season. Climate change is also expected to increase the threat of damage from aquatic invasive species, possibly leading to further requirements for ships to undertake preventive measures.

Regional climate modelling represents an appealing approach to projecting Great Lakes water supplies under a changing climate. In this study, we investigate the response of the Great Lakes Basin to increasing greenhouse gas and aerosols emissions using an ensemble of sixteen climate change simulations generated by three different Regional Climate Models (RCMs): CRCM4, HadRM3 and WRFG. Annual and monthly means of simulated hydro-meteorological variables that affect Great Lakes levels are first compared to observation-based estimates. The climate change signal is then assessed by computing differences between simulated future (2041–2070) and present (1971–1999) climates. Finally, an analysis of the annual minima and maxima of the Net Basin Supply (NBS), derived from the simulated NBS components, is conducted using Generalized Extreme Value distribution. Results reveal notable model differences in simulated water budget components throughout the year, especially for the lake evaporation component. These differences are reflected in the resulting NBS. Although uncertainties in observation-based estimates are quite large, our analysis indicates that all three RCMs tend to underestimate NBS in late summer and fall, which is related to biases in simulated runoff, lake evaporation, and over-lake precipitation. The climate change signal derived from the total ensemble mean indicates no change in future mean annual NBS. However, our analysis suggests an amplification of the NBS annual cycle and an intensification of the annual NBS minima in future climate. This emphasizes the need for an adaptive management of water to minimize potential negative implications associated with more severe and frequent NBS minima.

Water managers always have had to cope with climate variability. All water management practices are, to some extent, a response to natural hydrologic variability. Climate change poses a different kind of problem. Adaptation to climate change in water resource management will involve using the kinds of practices and activities currently being used. However, it remains unclear whether or not practices and activities designed with historical climate variability will be able to cope with future variability caused by atmospheric warming. This paper examines the question of adaptation to climate change in the context of Canadian water resources management, emphasizing issues in the context of the Great Lakes, an important binational water resource.

California coastal management with a changing climate
With over 2,000 miles (3,218 km) of ocean and estuarine coastline, California faces significant coastal management challenges as a result of climate change-induced sea level rise. Under high emission scenarios, recent models predict 1.4 m or more of sea level rise by 2100, accompanied by increasing storm surges. This article investigates the most important issues facing coastal managers, explores the policy tools available for adapting to the impacts of climate change, assesses institutional constraints to adaptation, and identifies priorities for future research and policy action. We find that adaptation tools exist for dealing with anticipated increases in coastal erosion and flooding, but they involve significant costs and tradeoffs. In particular, coastal armoring, such as seawalls, can protect developed coastal lands, but destroys beaches and habitat. Although California already has policies and institutions that aim to balance the competing objectives for coastal development, management agencies are at the early stages of understanding how to facilitate adaptation. Research priorities to inform coastal adaptation planning include: (i) inventorying coastal resources to provide a firmer basis for balancing decisions on property and habitat protection, (ii) identifying opportunities for coastal habitat migration, (iii) assessing the vulnerabilities of existing and planned coastal infrastructure, and (iv) experimenting with alternatives to armoring as a way of managing the changing coastline.

The threats of wide-scale coral bleaching and reef demise associated with anthropogenic (global) climate change are widely known. Less well considered is the contributing role of conditions local to the reef, in particular reef water quality, in co-determining the physiological tolerance of corals to increasing sea temperatures and declining pH. Here, the modelled benefit of reduced exposure to dissolved inorganic nitrogen (DIN) in terrestrial runoff, which raises the thermal tolerance of coastal coral communities on the central Great Barrier Reef (Australia), is considered alongside alternative future warming scenarios. The simulations highlight that an 80% reduction in DIN ‘buys’ an additional ~50–60?years of reef-building capacity for No Mitigation (‘business-as-usual’) bleaching projections. Moreover, the integrated management benefits provided by: (i) local reductions of ~50% in DIN contained in river loads, and (ii) global stabilisation of atmospheric CO2 below 450?ppm can help ensure the persistence of hard-coral-dominated reefscapes beyond 2100. The simulations reinforce the message that beyond the global imperative to mitigate future atmospheric CO2 emissions there still remains the need for effective local management actions that enhance the resistance and resilience of coral reef communities to the impacts of climate change.

This study investigates the relationship between North Atlantic sea surface temperatures (SST) and persistent drought in North America using modern observations, proxy paleo-data, and simulations from multiple climate models. The observational results show that persistent droughts in the Great Plains and the southwest North America are closely related to multidecadal variations of North Atlantic SST (Atlantic Multidecadal Oscillations, AMO). During the AMO warm (cold) phases, most of North America is dry (wet). This relationship is persistent since at least 1567 AD, as based on proxy SST for the North Atlantic and the reconstructed drought index for North America. On centennial timescales, proxy SST records from the North Atlantic and proxy drought records for North America suggest that major periods of AMO-like warm (cold) SST anomalies during the last 7.0?ka correspond to dry (wet) conditions in the Great Plains. The influence of North Atlantic SST on North American droughts is examined using simulations made by five global climate models. When forced by warm North Atlantic SST anomalies, all models captured significant drying over North America, despite some regional differences. Specifically, dry summers in the Great Plains and the southwest North America are simulated by all models. The precipitation response to a cold North Atlantic is much weaker and contains greater disagreement among the models. Overall, the ensemble of the five models could well reproduce the statistical relationship between the dry/wet fluctuations in the North America and North Atlantic SST anomalies. Our results suggest that North Atlantic SSTs are likely a major driver of decadal and centennial timescale circulation, including droughts, in North America. Possible mechanisms that connect North Atlantic SST with North American drought, as well as interactions between North Atlantic and tropical Pacific SST and their relative roles on drought are also discussed.

The hydrology of coastal catchments is influenced by both sea level and climate. Hence, a comprehensive assessment of the impact of climate change on coastal catchments is a challenging task. In the present study, a coupled groundwater–surface water model is forced by dynamically downscaled results from a general circulation model. The effects on water quantity and quality of a relatively large lake used for water supply are analyzed. Although stream inflow to the lake is predicted to decrease during summer, the storage capacity of the lake is found to provide a sufficient buffer to support sustainable water abstraction in the future. On the other hand, seawater intrusion into the stream is found to be a significant threat to the water quality of the lake, possibly limiting its use for water supply and impacting the aquatic environment. Additionally, the results indicate that the nutrient load to the lake and adjacent coastal waters is likely to increase significantly, which will increase eutrophication and have negative effects on the surface water ecology. The hydrological impact assessment is based on only one climate change projection; nevertheless, the range of changes generated by other climate models indicates that the predicted results are a plausible realization of climate change impacts. The problems identified here are expected to be relevant for many coastal regimes, where the hydrology is determined by the interaction between saline and fresh groundwater and surface water systems.

Assessing the Impact of Climate Change on the Great Lakes Shoreline Wetlands
Great Lakes shoreline wetlands are adapted to a variable water supply. They require the disturbance of water level fluctuations to maintain their productivity. However, the magnitude and rate of climate change could alter the hydrology of the Great Lakes and affect wetland ecosystems. Wetlands would have to adjust to a new pattern of water level fluctuations; the timing, duration, and range of these fluctuations are critical to the wetland ecosystem response. Two "what if" scenarios: (1) an increased frequency and duration of low water levels and (2) a changed temporal distribution and amplitude of seasonal water levels were developed to assess the sensitivity of shoreline wetlands to climate change. Wetland functions and values such as wildlife, waterfowl and fish habitat, water quality, areal extent, and vegetation diversity are affected by these scenarios. Key wetlands are at risk, particularly those that are impeded from adapting to the new water level conditions by man-made structures or geomorphic conditions. Wetland remediation, protection and enhancement policies and programs must consider climate change as an additional stressor of wetlands.

This paper provides an overview of climate change impacts on tribal water resources and the subsequent cascading effects on the livelihoods and cultures of American Indians and Alaska Natives living on tribal lands in the U.S. A hazards and vulnerability framework for understanding these impacts is first presented followed by context on the framework components, including climate, hydrologic, and ecosystem changes (i.e. hazards) and tribe-specific vulnerability factors (socioeconomic, political, infrastructural, environmental, spiritual and cultural), which when combined with hazards lead to impacts. Next regional summaries of impacts around the U.S. are discussed. Although each tribal community experiences unique sets of impacts because of their individual history, culture, and geographic setting, many of the observed impacts are common among different groups and can be categorized as impacts on—1) water supply and management (including water sources and infrastructure), 2) aquatic species important for culture and subsistence, 3) ranching and agriculture particularly from climate extremes (e.g., droughts, floods), 4) tribal sovereignty and rights associated with water resources, fishing, hunting, and gathering, and 5) soil quality (e.g., from coastal and riverine erosion prompting tribal relocation or from drought-related land degradation). The paper finishes by highlighting potentially relevant research questions based on the five impact categories.

A new method is proposed to estimate future net basin supplies and lake levels for the Laurentian Great Lakes based on GCM projections of global climate change. The method first dynamically downscales the GCM simulation with a regional climate model, and then bias—corrects the simulated net basin supply in order to be used directly in a river—routing/lake level scheme. This technique addresses two weaknesses in the traditional approach, whereby observed sequences of climate variables are perturbed with fixed ratios or differences derived directly from GCMs in order to run evaporation and runoff models. Specifically, (1) land surface—atmosphere feedback processes are represented, and (2) changes in variability can be analyzed with the new approach. The method is demonstrated with a single, high resolution simulation, where small changes in future mean lake levels for all the upper Great Lakes are found, and an increase in seasonal range—especially for Lake Superior—is indicated. Analysis of a small ensemble of eight lower resolution regional climate model simulations supports these findings. In addition, a direct comparison with the traditional approach based on the same GCM projections used as the driving simulations in this ensemble shows that the new method indicates smaller declines in level for all the upper Great Lakes than has been reported previously based on the traditional method, though median differences are only a few centimetres in each case.

Abstract

Storm surges in various Canadian waters are reviewed. Following a brief discussion of the weather systems that cause storm surges in Canadian coastal and inland waters, the mathematical formulations to describe the development of storm surges are given. In reviewing storm surges in the different Canadian waters, particular attention is given to describe the influence of the presence of sea ice on surge development and the impact of shallow coastal areas, where the coastline configuration is itself changed by the surge, on inland penetration of the storm surge. The Canadian waters that may be affected by storm surges include the east and west coasts, the Beaufort Sea, the Gulf of St. Lawrence and the St. Lawrence estuary, Hudson Bay and the Great Lakes.

Although there is a strong policy interest in the impacts of climate change corresponding to different degrees of climate change, there is so far little consistent empirical evidence of the relationship between climate forcing and impact. This is because the vast majority of impact assessments use emissions-based scenarios with associated socio-economic assumptions, and it is not feasible to infer impacts at other temperature changes by interpolation. This paper presents an assessment of the global-scale impacts of climate change in 2050 corresponding to defined increases in global mean temperature, using spatially-explicit impacts models representing impacts in the water resources, river flooding, coastal, agriculture, ecosystem and built environment sectors. Pattern-scaling is used to construct climate scenarios associated with specific changes in global mean surface temperature, and a relationship between temperature and sea level used to construct sea level rise scenarios. Climate scenarios are constructed from 21 climate models to give an indication of the uncertainty between forcing and response. The analysis shows that there is considerable uncertainty in the impacts associated with a given increase in global mean temperature, due largely to uncertainty in the projected regional change in precipitation. This has important policy implications. There is evidence for some sectors of a non-linear relationship between global mean temperature change and impact, due to the changing relative importance of temperature and precipitation change. In the socio-economic sectors considered here, the relationships are reasonably consistent between socio-economic scenarios if impacts are expressed in proportional terms, but there can be large differences in absolute terms. There are a number of caveats with the approach, including the use of pattern-scaling to construct scenarios, the use of one impacts model per sector, and the sensitivity of the shape of the relationships between forcing and response to the definition of the impact indicator.
