Seaports are located in vulnerable areas to climate change impacts: on coasts susceptible to sea-level rise and storms or at mouths of rivers susceptible to flooding. They serve a vital function within the local, regional, and global economy. Their locations in the heart of sensitive estuarine environments make it an imperative to minimize the impacts of natural hazards. Climate impacts, like a projected SLR of .6?m to 2?m and doubling of Category 4 and 5 hurricanes by 2100, will result in more extreme events at many seaports. To assess the current state of knowledge on this issue, we surveyed port authorities from around the world about how administrators felt climate change might impact their operations, what sea-level change would create operational problems, and how they planned to adapt to new environmental conditions. The planned rapid expansion of ports reported by the survey respondents indicates that adaptation measures should be considered as ports construct new infrastructure that may still be in use at the end of the century. Respondents agreed that the ports community needs to address this issue and most felt relatively uninformed about potential climate impacts. Although most ports felt that SLR would not be an issue at their port this century, sea-level rise was nevertheless an issue of great concern. Our results suggest opportunities for the scientific community to engage with port practitioners to prepare proactively for climate change impacts on this sector.  相似文献

After standardizing global land climate gridded data from the Climatic Research Unit TS (time-series) 3.1 dataset for the period 1901–2009, cluster analysis is used to objectively classify world climates into 14 climate types. These climate types establish a baseline classification map and the types are named according to Köppen–Geiger climate classifications. Although the cluster analysis and Köppen classification methods are very different, the distributions of climate types obtained by the two methods are similar. Moreover, the climate types we identify also coincide well with their corresponding vegetation types. Thus, cluster analysis can be used as an effective alternative to the Köppen classification method for classifying world climate types. The spatial and temporal changes in geographical distribution of global climate types were investigated in 25-year intervals, and Cohen’s kappa coefficient is used to detect agreement between the periods. Globally, although an obvious trend in increasing global temperature is found, distribution of climate types overall show no distinct changes over the periods. However, at the regional scale, spatial change in distribution of climate types is evident in South America and Africa. In South America, larger areas of the “fully humid equatorial rainforest” (Af) and “equatorial savannah with dry winter” (Aw) climate types have changed types. In Africa, changes mainly occurred in the Af, “equatorial savannah with dry summer” (As), Aw, “steppe climate” (BS), and “desert climate” (BW) climate types. Moreover, some climate types, including Af, “equatorial monsoon” (Am), BS, BW, and “tundra climate” (ET), were susceptible to temporal climate changes, especially in the period 1976–2009.  相似文献

Climate adaptation for coastal infrastructure projects raises unique challenges because global-scale environmental changes may require similar projects to be completed in many locations over the same time frame. Existing methods to forecast resource demand and capacity do not consider this phenomenon of a global change affecting many localities and the resulting increased demand for resources. Current methods do not relate to the most up-to-date climate science information, and they are too costly or too imprecise to generate global, regional, and local forecasts of “climate-critical resources” that will be required for infrastructure protection. They either require too much effort to create the many localized designs or are too coarse to consider information sources about local conditions and structure-specific engineering knowledge. We formalized the concept of a “minimum assumption credible design” (MACD) to leverage available local information (topography/bathymetry and existing infrastructure) and the essential engineering knowledge and required construction materials (i.e., a design cross-section template). The aggregation of the resources required for individual local structures then forecasts the resource demand for global adaptation projects. We illustrate the application of the MACD method to estimate the demand for construction materials critical to protect seaports from sea-level-rise-enhanced storm surges. We examined 221 of the world’s 3,300+ seaports to calculate the resource requirements for a coastal storm surge protection structure suited to current upper-bound projections of two meters of sea level rise by 2100. We found that a project of this scale would require approximately 436 million cubic meters of construction materials, including cement, sand, aggregate, steel rebar, and riprap. For cement alone, ∼49 million metric tons would be required. The deployment of the MACD method would make resource forecasts for adaptation projects more transparent and widely accessible and would highlight areas where current engineering knowledge or material, engineering workforce, and equipment capacity fall short of meeting the demands of adaptation projects.  相似文献

This essay proposes an innovative institutional strategy for global climate protection, quite distinct from but ultimately complementary to the UNFCCC climate treaty negotiations. Our “building block” strategy relies on a variety of smaller-scale transnational cooperative arrangements, involving not only states, but also subnational jurisdictions, firms, and civil society organizations, to undertake activities whose primary goal is not climate mitigation but which will achieve greenhouse gas reductions as a byproduct. This strategy avoids the problems inherent in developing an enforceable, comprehensive treaty regime by mobilizing other incentives—including economic self-interest, energy security, cleaner air, and furtherance of international development— to motivate a range of actors to cooperate on actions that will also produce climate benefits. The strategy uses three specific models of regime formation (club, linkage, and dominant actor models) which emerge from economics, international relations, and organizational behavior, to develop a variety of transnational regimes that are generally self-enforcing and sustainable, avoiding the free rider and compliance problems endemic in collective action to provide public goods. These regimes will contribute to global climate action not only by achieving emissions reductions in the short term, but also by creating global webs of cooperation and trust, and by linking the building block regimes to the UNFCCC system through greenhouse gas monitoring and reporting systems. We argue that the building blocks regimes would thereby help secure eventual agreement on a comprehensive climate treaty.  相似文献

Globalization increases the interconnectedness of people and places around the world. In a connected world, goods and services consumed in one country are often produced in other countries and exchanged via international trade. Thus, local consumption is increasingly met by global supply chains oftentimes involving large geographical distances and leading to global environmental change. In this study, we connect local consumption to global land use through tracking global commodity and value chains via international trade flows. Using a global multiregional input–output model with sectoral detail allows for the accounting of land use attributed to “unusual” sectors – from a land use perspective – including services, machinery and equipment, and construction. Our results show how developed countries consume a large amount of goods and services from both domestic and international markets, and thus impose pressure not only on their domestic land resources, but also displace land in other countries, thus displacing other uses. For example, 33% of total U.S. land use for consumption purposes is displaced from other countries. This ratio becomes much larger for the EU (more than 50%) and Japan (92%). Our analysis shows that 47% of Brazilian and 88% of Argentinean cropland is used for consumption purposes outside of their territories, mainly in EU countries and China. In addition, consumers in rich countries tend to displace land by consuming non-agricultural products, such as services, clothing and household appliances, which account for more than 50% of their total land displacement. By contrast, for developing economies, such as African countries, the share of land use for non-agricultural products is much lower, with an average of 7%. The emerging economies and population giants, China and India, are likely to further increase their appetite for land from other countries, such as Africa, Russia and Latin America, to satisfy their own land needs driven by their fast economic growth and the needs and lifestyles of their growing populations.  相似文献

Researchers explore future economic and climate scenarios using global economic and integrated assessment models to understand long-term interactions between human development and global environmental changes. However, differences in trade modeling approaches are an important source of uncertainty in these types of assessments, particularly for regional projections. In this study, we modified the Global Change Analysis Model (GCAM) to include a novel logit-based Armington trade structure, to examine two approaches to modeling trade: (1) an approach that represents segmented regional markets (SRM), and (2) an approach that represents integrated world markets (IWM). Our results demonstrate that assuming IWM, i.e., homogeneous product modeling and neglecting economic geography, could lead to lower cropland use (i.e., by 115 million hectares globally) and terrestrial carbon fluxes (i.e., by 25%) by the end of the century under the default GCAM scenario, compared with the logit-based Armington SRM structure. The results are highly heterogeneous across regions, with more pronounced regional trade responses driven by global market integration. Our study highlights the critical role that assumptions about future trade paradigms play in global economic and integrated assessment modeling. The results imply that closer harmonization of trade modeling approaches and trade parameter values could increase the convergence of regional results among models in model intercomparison studies.  相似文献

Media accounts routinely refer to California's Assembly Bill 32 (AB 32), the Global Warming Solutions Act of 2006, as “landmark” climate change legislation. On its surface, this label is an accurate reflection of the state's forward-thinking stance across many environmental issues including pesticides, toxic substances, solid waste, and air quality. For all its promise, however, AB 32 can also be considered a low point in the landscape of conflict between state environmental regulators and California's environmental justice movement. While the legislation included several provisions to address the procedural and distributive dimensions of environmental justice, the implementation of AB 32 has been marked by heated conflict. The most intense conflicts over AB 32 revolve around the primacy of market mechanisms such as “cap and trade.” This article examines the drivers and the manifestations of these dynamics of collaboration and conflict between environmental justice advocates and state regulators, and pays particular attention to the scalar and racialized quality of the neoliberal discourse. The contentiousness of climate change politics in California offers scholars and practitioners around the world a cautionary tale of how the best intentions for integrating environmental justice principles into climate change policy do not necessarily translate into implementation and how underlying racialized fractures can upend collaboration between state and social movement actors.  相似文献

This paper considers synergisms between the impacts of two global processes, climate change and economic globalization. Both processes entail long-term changes that will have differential impacts throughout the world. Despite widespread recognition that there will be “winners” and “losers” with both climate change and globalization, the two issues are rarely examined together. In this paper, we introduce the concept of double exposure as a framework for examining the simultaneous impacts of climate change and globalization. Double exposure refers to the fact that certain regions, sectors, ecosystems and social groups will be confronted both by the impacts of climate change, and by the consequences of globalization. By considering the joint impacts of the two processes, new sets of winners and losers emerge.  相似文献

Climate change, sea level rise and rice: global market implications   总被引:1,自引:1,他引:0  
Climate change will influence yields while sea level rise can inundate producing lands. The research reported investigates the individual and simultaneous effects of these factors on production, trade and consumption of rice the world’s number one food crop. A global rice trade model is utilized to do this. The results indicate that the combination of yield and sea level effects causes a significant reduction in production and an increase in rice prices which may have important policy implications for food security. Global rice production is reduced by 1.60% to 2.73% while global rice price increases by 7.14% to 12.77%. Sea level rise is particularly a risk factor in Bangladesh, Japan, Taiwan, Egypt, Myanmar and Vietnam. In the face of such developments, adaptation may well be desirable and thus an investigation is done over adaptation options of increased technical progress or trade liberalization with the results showing that both can mitigate such damages.  相似文献

This paper presents three baseline scenarios of no policy action computed by the IMAGE 2 model. These scenarios cover a wide range of coupled global change Indicators, including: energy demand and consumption; food demand, consumption, and production; changes in land cover including changes in extent of agricultural land and forest; emissions of greenhouse gases and ozone precursors; and climate change and its impacts on sea level rise, crop productivity and natural vegetation. Scenario information is available for the entire world with regional and grid scale detail, and covers from 1970 to 2100. The scenarios indicate that the coming decades could be a period of relatively rapid global environmental change as compared to the period before and after. The natural vegetation in industrialized regions could be threatened by climate change, but abandonment of agricultural lands could also make new lands available for reforestation and revegetation. The opposite is true for most of Asia and Africa. Here the impacts of climate change on vegetation may not be as significant as in temperate climates, but the demand for food will lead to a significant expansion of agricultural lands at the expense of remaining forests and other natural areas.  相似文献

Mountain social-ecological systems (MtSES) are transforming rapidly due to changes in multiple environmental and socioeconomic drivers. However, the complexity and diversity of MtSES present challenges for local communities, researchers and decision makers seeking to anticipate change and promote action towards sustainable MtSES. Participatory scenario planning can reveal potential futures and their interacting dynamics, while archetype analysis aggregates insights from site-based scenarios. We combined a systematic review of the global MtSES participatory scenarios literature and archetype analysis to identify emergent MtSES archetypal configurations. An initial sample of 1983 rendered 42 articles that contained 142 scenarios within which were 852 ‘futures states’. From these future states within the scenarios, we identified 59 desirable and undesirable futures that were common across studies. These ‘common futures’ were grouped into four clusters that correlated significantly with three social-ecological factors (GDP per capita, income inequality, and mean annual temperature). Using these clusters and their associated significant factors, we derived four MtSES scenario archetypal configurations characterized by similar key adaptation strategies, assumptions, risks, and uncertainties. We called these archetypes: (1) “revitalization through effective institutions and tourism”; (2) “local innovations in smallholder farming and forestry”; (3) “upland depopulation and increased risk of hazards”; and (4) “regulated economic and ecological prosperity”. Results indicate risks to be mitigated, including biodiversity loss, ecosystem degradation, cultural heritage change, loss of connection to the land, weak leadership, market collapse, upland depopulation, increased landslides, avalanches, mudflows and rock falls, as well as climate variability and change. Transformative opportunities lie in adaptive biodiversity conservation, income diversification, adaptation to market fluxes, improving transport and irrigation infrastructure, high quality tourism and preserving traditional knowledge. Despite the uncertainties arising from global environmental changes, these archetypes support better targeting of evidence-informed actions across scales and sectors in MtSES.  相似文献

Long-term emissions scenarios have served as the primary basis for assessing future climate change and response strategies. Therefore, it is important to regularly reassess the relevance of emissions scenarios in light of changing global circumstances and compare them with long-term developments to determine if they are still plausible, considering the newest insights. Four scenario series, SA90, IS92, SRES, and RCP/SSP, were central in the scenario-based literature informing the five Assessment Reports of the Intergovernmental Panel on Climate Change (IPCC) and the sixth assessment cycle. Here we analyze the historical trends of carbon dioxide (CO2) emissions from fossil fuel combustion and industry and emissions drivers between 1960 and 2017. We then compare the emission scenario series with historical trends for the period 1990–2017/2018. The results show that historical trends are quite consistent with medium scenarios in each series. As a result, they can be regarded as valid inputs for past and future analyses of climate change and impacts. Global CO2 emissions 1960–2018 (and 1990–2018) comprised six (and three) overall subperiods of emissions growth significantly higher and lower than average. Historically, CO2 emissions (in absolute numbers and growth rate) are tightly coupled with primary energy and indirectly with GDP. Global emissions generally followed a medium-high pathway, captured by “middle-of-the-road” scenario narratives in the earlier series, and by combinations of “global-sustainability” and “middle-of-the-road” narratives in the most recent series (SRES and SSP-baselines). Historical non-OECD trends were best captured by “rapid-growth” and “regional-competition” scenarios, while OECD trends were close to regional-sustainability and global-sustainability scenarios. Areas where the emissions scenarios captured the historical trends less well, are renewable and nuclear primary energy supply. The fact that the actual historical development is consistent with rapid-growth narratives in the non-OECD regions might have important implications for future greenhouse gas emissions and associated climatic change.  相似文献

Local sea level can deviate from mean global sea level because of both dynamic sea level (DSL) effects, resulting from oceanic and atmospheric circulation and temperature and salinity distributions, and changes in the static equilibrium (SE) sea level configuration, produced by the gravitational, elastic, and rotational effects of mass redistribution. Both effects will contribute to future sea level change. To compare their magnitude, we simulated the effects of Greenland Ice Sheet (GIS) melt by conducting idealized North Atlantic “water-hosing” experiments in a climate model unidirectionally coupled to a SE sea level model. At current rates of GIS melt, we find that geographic SE patterns should be challenging but possible to detect above dynamic variability. At higher melt rates, we find that DSL trends are strongest in the western North Atlantic, while SE effects will dominate in most of the ocean when melt exceeds ~20 cm equivalent sea level.  相似文献

This paper analyzes the regional distribution of climate change mitigation costs in a global cap-and-trade regime. Four stylized burden-sharing rules are considered, ranging from GDP-based permit allocations to schemes that foresee a long-term convergence of per-capita emission permits. The comparison of results from three structurally different hybrid, integrated energy-economy models allows us to derive robust insights as well as identify sources of uncertainty with respect to the regional distribution of the costs of climate change mitigation. We find that regional costs of climate change mitigation may deviate substantially from the global mean. For all models, the mitigation cost average of the four scenarios is higher for China than for the other macro-regions considered. Furthermore, China suffers above-world-average mitigation costs for most burden-sharing rules in the long-term. A decomposition of mitigation costs into (a) primary (domestic) abatement costs and (b) permit trade effects, reveals that the large uncertainty about the future development of carbon prices results in substantial uncertainties about the financial transfers associated with carbon trade for a given allocation scheme. This variation also implies large uncertainty about the regional distribution of climate policy costs.  相似文献

Mass media in the U.S. continue to suggest that scientific consensus estimates of global climate disruption, such as those from the Intergovernmental Panel on Climate Change (IPCC), are “exaggerated” and overly pessimistic. By contrast, work on the Asymmetry of Scientific Challenge (ASC) suggests that such consensus assessments are likely to understate climate disruptions. This paper offers an initial test of the competing expectations, making use of the tendency for science to be self-correcting, over time. Rather than relying in any way on the IPCC process, the paper draws evidence about emerging science from four newspapers that have been found in past work to be biased against reporting IPCC findings, consistently reporting instead that scientific findings are “in dispute.” The analysis considers two time periods — one during the time when the papers were found to be overstating challenges to then-prevailing scientific consensus, and the other focusing on 2008, after the IPCC and former Vice-President Gore shared the Nobel Prize for their work on climate disruption, and before opinion polls showed the U.S. public to be growing more skeptical toward climate science once again. During both periods, new scientific findings were more than twenty times as likely to support the ASC perspective than the usual framing of the issue in the U.S. mass media. The findings indicate that supposed challenges to the scientific consensus on global warming need to be subjected to greater scrutiny, as well as showing that, if reporters wish to discuss “both sides” of the climate issue, the scientifically legitimate “other side” is that, if anything, global climate disruption may prove to be significantly worse than has been suggested in scientific consensus estimates to date.  相似文献

The El Niño–Southern Oscillation (ENSO)-like variability of various parameters and indices (e.g. sea surface temperature (SST)) is explored, by employing the last six decades of data on a global scale. We found that the ENSO signal in the SST field extends over tropics and subtropics, becoming maximum around 30° N and 30° S. The pronounced ENSO signal in the SST is observed over the southern tropics and subtropics. Additionally, the investigation of regional links between the Pacific Decadal Oscillation and SST revealed a new regional link, which extends in the tropical southern Pacific Ocean, where the effects of a long-lived pattern of SST are taking place. Furthermore, very strong SST-like surface temperature behaviour is observed over the equatorial Indian Ocean, being a new input to the assessment of “dangerous anthropogenic interference”. The above-mentioned findings could be employed to the advanced modelling development to improve climate change projections.  相似文献

Troccoli et al. (Climatic Change, published online 14th May, DOI: 10.1007/s10584-011-0093-x), analysed different projections from global climate models in order to assess the frequency of storm surges in Venice during the 21st century under a climate change context. They concluded that the frequency of storm surges would decrease by about 30%, and that this reduction would compensate the expected mean sea level rise. Their final statement was that “the frequency of extreme tides in Venice might largely remain unaltered”. Although we agree in the expected reduction of storm surges, we strongly disagree in their final conclusion. First, because the impact of storm surges not only depends on the number of extreme surge events, but also on their intensity, that was not explicitely addressed. Second, because their estimates of mean sea level change for the 21st century are largely underestimated, as they miss some of the components driving sea level variability. Using state-of-the-art estimates for the thermosteric, mass and tidal contributions we show that the flooding events in Venice are expected to dramatically increase in a climate change scenario.  相似文献

The Antarctic region of the globe is of special importance for a wide range of studies of global change. The IGBP research activities needing special focus for global change should be multidisciplinary, should involve both the geosphere and the biosphere, and should be of global as well as local interest. There are a number of important Antarctic research topics which fit these criteria.A decrease of Antarctic sea ice has a positive feedback on global warming. Reduction in the sea ice also impacts on deep ocean circulation and can give a positive feedback to the increase of atmospheric carbon dioxide by the reduction of a deep ocean sink. Changes in the mass balance of the Antarctic ice sheet impact on global sea level. A unique historic record of past climate and global environmental changes is being obtained from deep core drilling in the Antarctic ice sheet. Decreases of stratospheric ozone are most pronounced over the Antarctic in spring. The impact of increases in ultraviolet radiation on the biosphere can be studied in the Antarctic as a precurser to possible changes developing elsewhere around the globe. Changes in the atmosphere and ocean circulations resulting from the decrease in Antarctic sea ice cover can have important effects on ocean surface temperatures which impact on the climates of the continents.These topics are discussed briefly and a number of Antarctic research areas are highlighted which build on existing or planned international programmes and which can make critical contributions to multidisciplinary studies of global change.  相似文献

Social surveys suggest that the American public's concern about climate change has declined dramatically since 2008. This has led to a search for explanations for this decline, and great deal of speculation that there has been a fundamental shift in public trust in climate science. We evaluate over thirty years of public opinion data about global warming and the environment, and suggest that the decline in belief about climate change is most likely driven by the economic insecurity caused by the Great Recession. Evidence from European nations further supports an economic explanation for changing public opinion. The pattern is consistent with more than forty years of public opinion about environmental policy. Popular alternative explanations for declining support – partisan politicization, biased media coverage, fluctuations in short-term weather conditions – are unable to explain the suddenness and timing of opinion trends. The implication of these findings is that the “crisis of confidence” in climate change will likely rebound after labor market conditions improve, but not until then.  相似文献
