As an approach to development, many see capitalism as reaching across an enormous range of scholarly domains and political interests. For some time geographers and others have begun to conceptualize capitalism as less of a system of intrinsic economic logic and more a collection of social and discursive relationships. By bringing capitalism into the “discursive world” these commentators and others have provided the theoretical ground for an exploration of alternative economic forms, especially those that are more socially and ecologically just. This paper makes an argument for putting sustainable development through the same theoretical scrutiny. Drawing on examples from the US we recruit the concept of “actually existing sustainabilities” from Altvater’s concept “actually existing socialisms” as an entry point to this conversation. Our purpose is to show that the potential for sustainability in the US exists in current local policies and practices if we rethink how we frame it.  相似文献

The paper presents a genealogy of the Bloomberg administration’s Opportunity NYC program, launched in 2007 as part of New York City’s explicitly experimental anti-poverty strategy. Opportunity NYC was modeled on “conditional cash transfer” programs, currently operating in more than thirty countries across the Global South, drawing direct inspiration from Mexico’s widely touted Oportunidades program. This striking case of South-North policy emulation calls attention to some distinctive features of what is characterized here as a transnationalizing “fast-policy” regime, based on technocratic forms of program evaluation and development, dense expert networks, and orchestrated communities of practice, within which a range of policy intermediaries—particularly those connected with multilateral agencies—are assuming significant new roles. What appears to be a pragmatic form of policy learning in fact operates in the context of narrow ideological parameters, within which there is a concerted technocratic “push” toward favored solutions.  相似文献

A necessary condition for a migration to be considered as a “diaspora” is the upholding of contacts in the land of origin in various forms, real or imaginary, material or cultural. This paper examines whether this is so in the case of Indian South Africans, most of whose ancestors came to the country as indentured labourers between 1860 and 1911. A key contention was that there could be some cultural and emotional factors partly explaining the economic relations and the geography of flows between the South Africans of Indian origin and India. However, this eventually proved to be wrong. This is all the more paradoxical since the “Indian” identity is still very alive in Durban. However, it is highly fragmented, according to the generations, the religions and the socio-economic classes. India is still a key referent, but “transcendentally”: either as a country which has only an abstract existence, which is spoken of, even dreamt of, without ever being visited; or it is visited but considered only as a whole, since the region of one’s ancestors is almost never at the forefront. Furthermore, the vulnerable situation of “Indians” within South African society does not encourage stronger relationships with India.  相似文献

Stalagmites are good archives for paleoecological change, as they are easy to date, and contain multiple environmental proxy records, including climatic records from oxygen isotopes. Lipid biomarkers preserved within stalagmites have recently been used to investigate changes in the overlying soil and vegetation. However, the understanding of lipid records from stalagmites is still at an early stage, and is hindered by the low abundances of lipids preserved and the complexity of the organic matter signal. Here the first results of a sequential extraction procedure are presented, that enables examination of the distribution patterns of “free” (solvent extraction) and “bound” (including physically bound within the calcite matrix and chemically bound to macromolecules) lipids in a stalagmite from southern China. In both groups the dominant compounds are saturated fatty acids, which are an order of magnitude more abundant in the “bound” phase. n-alkanes and n-alcohols chiefly appear in the “free” lipids. In contrast, 3-hydroxy acids are predominantly released under strong acid reflux conditions, suggesting a principal input from bacterial membrane compounds. A direct comparison between the present results and the published data from an Ethiopian stalagmite shows significant differences in the lipid signals from separate sites, with a stronger microbial signal in the Chinese sample. This preliminary investigation of lipid distributions in different modes highlights the importance of microbial geochemical processes in karst systems and supports the use of stalagmites in paleoecological reconstruction.  相似文献

It is generally accepted that loess deposits form by action and yet the concept of “loessification” is still encountered, particularly in some European literature. Loessification often seems to be invoked when the deposit being investigated is rich in calcium carbonate because the use of the concept depends upon an eclectic definition of loess. Loessification is irrelevant if loess is defined in terms of the fine quartz material, but may be meaninful if the loess is defined in terms of calcium carbonate. The Russell theory of in-situ formation can possibly be reconciled with deposition by eolian action and production of quartz material by glacial grinding but the Berg theory cannot, and appears to be based on false premises. The “soil science” approach to the problem of loess formation may be responsible for the overvaluing of the significance of the carbonate content; the “geological” approach, with some emphasis on transportation problems, leads logically to the concept of eolian deposition but has, so far, failed to focus attention on the problem of the formation of the actual loess material. The fine quartz material is mostly formed by glacial grinding; there appear to be no other natural forces powerful enough to produce appreciable quantities of loess-sized quartz particles. Deposition of the secondary carbonate is usually the last of the significant stages in the formation of the deposit; scanning-electron-microscope studies suggest that it exists as discrete encrustations (gnarls) rather than as continuous coatings on the quartz grains.  相似文献

Gypsy Travellers have a long history of marginalisation in Scotland, but their mobility remains an issue of particular contention. Drawing upon a series of interviews with Gypsy Travellers in the North-East of Scotland, this paper uncovers how power and politics permeate discourses on movement to legitimise the spatial ordering of this traditionally nomadic group. The paper begins by exploring the more hidden and subtle aspects of mobility, such as the emotional and imaginative ties to travel. It then shifts to document how Gypsy Travellers’ geographies have been compromised by discriminatory policies and practices, which demonstrate a misunderstanding of the heterogeneity of their mobility. Consequently, increasingly punitive policies have pushed many Gypsy Travellers to abandon their travelling ways to move into “fixed” housing, while others have been forced into states of perpetual motion. The overall goal of the paper is to unravel the discursive constructions of movement in the context of institutionalised power and to document the spatial ordering of Gypsy Travellers’ lives, whose marginality has been legitimised by laws, ideologically sustained and reproduced in policy documents.  相似文献

Critical researchers of underdevelopment have established a well-known record celebrating the environmental knowledges of subsistence communities in contested wildlife conservation zones. Similar battles are being fought over science, uncertainty, and wild animals in the American west, however, with far less attention to local epistemologies. Often dismissed as “barstool biology”, the ecological knowledges of local hunters in the Northern Yellowstone ecosystem are rooted in environmental experience and situated politics. How does local hunter knowledge diverge or converge with that of state officials, environmentalists, ranchers, and other constituencies, and to what effect on wildlife management policy? This paper seeks to answer that question, reviewing recent research amongst local resource users, managers, and activists in Montana. By rendering empirical the question of local knowledge around America’s oldest national park, rather than trying to “read it off” political affiliation, education, or livelihood, a clearer picture of power, knowledge, and conservation emerges. The results suggest that emerging management policies have developed from the discursive alliance of landowners, outfitters, and environmentalists, shifting priorities towards enclosure and exclusion in wildlife at the expense of other silent constituencies.  相似文献

Recent accounts suggest that periglacial processes are unimportant for large-scale landscape evolution and that true large-scale periglacial landscapes are rare or non-existent. The lack of a large-scale topographical fingerprint due to periglacial processes may be considered of little relevance, as linear process-landscape development relationships rarely can be substantiated. Instead, periglacial landscapes may be classified in terms of specific landform associations. We propose “cryo-conditioning”, defined as the interaction of cryotic surface and subsurface thermal regimes and geomorphic processes, as an overarching concept linking landform and landscape evolution in cold regions. By focusing on the controls on processes, this concept circumvents scaling problems in interpreting long-term landscape evolution derived from short-term processes. It also contributes to an unambiguous conceptualization of periglacial geomorphology. We propose that the development of several key elements in the Norwegian geomorphic landscape can be explained in terms of cryo-conditioning.  相似文献

A common source of conflict at hazardous waste sites in the US Environmental Protection Agency’s Superfund program is the accuracy of scientific investigations and representations produced to inform cleanup decisions. Liable firms often produce these technical representations themselves, and communities surrounding sites frequently argue that such “voluntary” investigations are compromised by conflicts of interest. In order to challenge the representations of powerful firms, locally situated actors often develop trans-local connections with expertise and equipment concentrated at distant centers of calculation. Although some interpret the spatial politics of such connecting in terms of “jumping scales,” another important spatial dimension of this network construction is differential positioning. In a conflict over groundwater models at the St. Regis Superfund Site in Minnesota, the counter-network that emerged to challenge the owner’s representations of the site positioned some actors as “outsiders” and others as “insiders.” This differential positioning enabled the counter-network to balance the need to demonstrate the reliability and impartiality of its claims with the requirement to maintain its accountability to local public interests. I argue that these requirements result from the prevalent view of the science-policy interface, which assumes a rigid separation between science and politics. Nonetheless, the conflict over groundwater at St. Regis reveals how at the science-policy interface, speaking for things and speaking for people are thoroughly entangled.  相似文献

Like most other minerals, titanite rarely if ever forms perfect crystals. In addition to the point defects that might affect lattice diffusion, there may be extended line- or planar defects along which fast diffusion could occur. During the course of an experimental study of oxygen lattice diffusion in titanite, we found that almost all of the 18O uptake profiles produced in natural titanite crystals departed from the complementary error function solution expected for simple lattice diffusion with a constant surface concentration. Instead, they exhibited “tails” extending deeper into the samples than expected for simple lattice diffusion. The purpose of this contribution is to report on these features—described as “fast-paths” for oxygen diffusion—and outline a method for coping with them in extracting information from diffusion profiles.For both dry and hydrothermal experiments in which the “fast paths” are observed, 18O was used as the diffusant. In dry experiments, the source material was 18O-enriched SiO2 powder, while 18O-enriched water was used for the hydrothermal experiments. Diffusive uptake profiles of 18O were measured in all cases by nuclear reaction analysis (NRA) using the 18O (p,α)15N reaction [see Zhang X. Y., Cherniak D. J., and Watson E. B. (2006) Oxygen diffusion in titanite: lattice and fast-path diffusion in single crystals. Chem. Geol.235 105-123].In our experiments, different sizes of “tails” (with varying 18O concentrations) were observed. Theoretically, under the same temperature and pressure conditions, the sizes of tails should be affected by two factors: the diffusion duration and the defect density. For the same experiment duration, the higher the defect density, the larger the “tail”; for the same defect densities, the longer the diffusion duration, the larger the “tail.”The diffusion “tails” could be a result of either planar defects or one-dimensional “pipe” diffusion. AFM imaging of HF etched titanite surfaces confirmed that the etched features might be caused by either parallel planar defects or parallel pipe defects, but could not differentiate between these possibilities. Through theoretical calculations simulating the tailed diffusion profiles using reasonable assumptions of lattice diffusivities and fast-path diffusivities, and comparing these with tail features measured in our samples, it can be concluded that the “tails” observed in our experiments are caused by planar defects rather than pipe defects.A new method was developed for separating the “fast-path” contribution from the overall composite diffusion profile consisting of both “fast-path” and lattice diffusion. Through this process, the lattice diffusion coefficient could be determined, which is required to analyze the tail. The oxygen diffusion rates in the fast-paths were obtained by traditional graphical analysis methods, using the Whipple-Le Claire equation (for 2-D defects) assuming that the width of the fast-path is 1 nm. Two Arrhenius relations were obtained for the fast-path diffusion phenomenon, one for experiments under dry conditions, and the other for hydrothermal conditions:

This paper explores the inherent contradiction and conceptual conflict that arises when sacred sites are marketed as secular for the purpose of promoting tourism. The question of conflict is further frustrated within the context of Israel’s contested religious landscape and Israeli policy. Using a Lefebvrian framework, the historical development of the Bahai Gardens in Haifa, Israel, the tourism board’s promotion of the site as Haifa’s primary tourist designation, and the distinct spatial practices that have been used by both constituencies are investigated. Further, the authors posit that the Bahai Gardens are multi-dimensional spaces characterized by two different socio-spatial processes and practices that co-exist—the tourist’s and the pilgrim’s. These practices transform the holy site into a secular shared community asset. The paper concludes with a discussion of the socio-spatial implications of the case and its broader implications concerning the globalization of tourism and the efficacy of developing “layered” Lefebvrian triad to try and avoid conflict.  相似文献

In May of 2000, thousands of residents of the town of Walkerton, Ontario became ill from drinking municipal water contaminated by Escherichia coli and Campylobacter jejuni bacteria. Seven people died, while many suffered debilitating injuries. A highly unusual and risk prone local hydrological regime, coupled with manure spreading on farms near municipal wells, and lax oversight by municipal water utility officials, were quickly blamed by Ontario government figures, including then premier Mike Harris. However, the scandal surrounding Walkerton's tragedy and a subsequent public inquiry into the incident also implicated neoliberal reforms of environmental governance introduced by Harris's government subsequent to its election in 1995. This paper examines the Walkerton incident as an important example of a “normal accident” of neoliberalism, one that can be expected from neoliberal environmental regulatory reforms arising from systematic irresponsibility in environmental governance. This irresponsibility is promulgated by an overarching hostility to any regulatory interference with free markets, as well as specific regulatory gaps that produce environmental risks. The paper also serves as a case study of the extent to which neoliberalism is constituted by environmental governance reform, and conversely, how environmental governance reform is reconfigured as part of the emergent neoliberal mode of social regulation.  相似文献

This paper argues that research in political ecology would benefit from more explicit and careful attention to the question of scale and scalar politics. Although political ecologists have extensively considered scale as a methodological question, they have yet to develop an explicit theoretical approach to scale as an object of inquiry. We highlight one principal drawback to this underdeveloped approach to scale: what we call “the local trap” in which political ecologists assume that organization, policies, and action at the local scale are inherently more likely to have desired social and ecological effects than activities organized at other scales. Over the past 10 years or so, an increasingly sophisticated literature on scale has been developing among scholars in geography working in the political economy tradition. This literature has argued that scale is socially produced rather than ontologically given. Therefore, there is nothing inherent about any scale, and so the local scale cannot be intrinsically more desirable than other scales. We suggest that a greater engagement with this scale literature offers political ecology a theoretical way out of the local trap. As a first approximation of the kind of scalar analysis we advocate, we present a case study that examines the scalar politics that have shaped environmental change in the Brazilian Amazon.  相似文献

This paper analyzes recent union efforts to organize low-wage workers in the home- and community-based segments of homecare, childcare, and services to people with developmental disabilities in the US. In these sectors, consumer demand has combined with privatization to create an army of “flexible”, part-time, poverty-wage workers, most of them women, people of color, and immigrants. This workforce is profoundly fragmented due to the preponderance of small nonprofit employers, widespread self-employment, and spatially atomized labor performed within myriad private homes. However, service sector unions have adapted creatively to these opportunities and constraints by implementing two interlinked scale-jumping strategies to overcome care workers’ spatial and organizational atomization. One is state-by-state policy advocacy to raise labor (and service) standards industry-wide and to aggregate employment through various organizational and legal interventions. The other is coalition building with consumers and advocates at the local, state, and national level to generate essential political support for these measures. We find that the success of this strategy has been shaped in large part by the political landscape of region and the political economy of distinct care industry segments. Finally, the resulting care industry unionism constitutes a distinct strand of an emergent public services unionism—in which consumers and workers struggle to define care labor as a socially necessary public good, and workers pushed into the nebulous zone between state and market struggle to define themselves as public workers.  相似文献

In this paper it is argued that even though communication technologies release distance students considerably from their dependency on a campus, students are still very much connected to places in their daily lives. These connections are constituted through the “placing” of technology, the students’ relations to people in their daily lives and the students’ relations to the education institution. Communication technology not only releases students from the spatial dimensions; it also attaches them to specific places. It is argued that the use of technology in distance education can reduce the students’ flexibility even if they do not have to attend campus regularly. The empirical analysis presented in this paper is based on a case study of a Master’s degree programme in Public Management offered by Open University Indonesia (Universitas Terbuka).  相似文献

An important theme in studies of enclosure and resource access in Southeast Asian hinges on the concept of the ‘political forest’, a particular constellation of power constituted by ideas, practices and institutions that seek to regulate peoples’ access to resources, providing recognition and legitimacy to some, whilst excluding and criminalizing others. Whilst issues of class and ‘race’ underpin work in this vein, in Indonesia, much less attention has been directed towards the ways in which gender inheres in the regularisation of land and livelihood, and the ordering of upland spaces. Drawing on recent feminist and queer theorizing of the links between citizenship, recognition and hetero-normativity, and on analyses of the social relationships through which resource access is negotiated and realized, the paper presents a feminist political ecology of the gender dynamics inherent in the power plays of resource access as land-poor rural migrants negotiate a shifting landscape of enclosure in Lampung province. Through an analysis of three periods of resource governance and control in the province, the paper shows how the negotiation of resource access is simultaneously a process of self-regulation and subject-making that draws on particular ideas about family and conjugal partnership, inculcating gendered and hetero-normative ideologies of the “ideal citizen”. Through particular representational strategies - positionings - necessary to qualify for resource access, and through the material practices necessary to realize the benefits of resource access, conjugal partnership is reiterated and remade as an important social relationship through which resource access may be realised, for men as well as for women.  相似文献

In September 2005, the Pacific Islands Forum issued a finalized Pacific Plan. The overarching goal of the Plan is to “Enhance and stimulate economic growth, sustainable development, good governance and security for Pacific countries through regionalism.” In this paper we focus on the salient role of (good) governance in the Plan. Governance has become a keyword, albeit a deeply ambivalent one, in development and foreign policy realms and the Pacific is now a particularly intense site of activities understood in terms of governance. Governance has become an important vehicle through which intervention in the region is imagined and realized.Using interviews with persons connected in various ways with the development of the Pacific Plan and from a documentary history, we address questions about the political closures and openings enabled by the governance agenda. We investigate the kinds of work that gets done in the name of governance through an analysis of the ways that it is understood, deployed and redefined in practice. To do this we turn to the Pacific Plan as our case. We find that governance, as it is defined and operationalized in the Plan, is pulled in a highly technocratic direction such that a particularly narrow conceptualization of governance dominates. Despite this disciplining process, however, the continued salience of governance as a framing device within struggles for racial and gender equality and the emergence of Pacific-based projects that act to remake governance in unexpected ways leads us to conclude that the term retains fields of meaning that allow for alternative political openings and possibilities.  相似文献

This paper is set against the backdrop of an increasingly pervasive discursive coupling of peace with development, and of extremism with underdevelopment. An evolving knowledge economy discourse casts education as both a key determinant of economic development, and as a crucial tool in the battle for “hearts and minds” in a global war against terrorism and extremism. Education for development, and education as anti-extremism are the twin goals of the Filipino CD for Peace - a contribution to the UN-backed International Power Users of ICT (Information Communication Technology) Symposium. In this paper, I examine the ways in which this youth Symposium feeds into and mobilizes powerful logics around the links between education and development/counterterrorism. My argument is that education for development, and one of its articulations, the CD for Peace, are undergirded by and reproduce neoliberal development logics in several overlapping respects. I illustrate the ways in which the language of connection and collaboration reproduces a distinct rationality related both to the transformative potential of (private investment in) ICT and to the production of particular kinds of subjectivities: youth as connected, informed, economically valuable global citizens beyond the reach of extremists. The Power Users project works to (re)construct teenagers as “gurus”; conflict (and poverty, and terrorism) becomes solvable through education and ICT. I show how knowledge economy discourse powerfully constructs youth as learning subjects who come to imagine their own roles and identities in specifically neoliberal ways: not only as learners, but also as advocates for this nexus of technology, education, development and peace.  相似文献

This paper examines the rescaling of flood risk management (FRM) in Britain over the past 70+ years. Drawing on recent research in geography and elsewhere – which has engaged the politics of scale literature with the rescaling of water and environmental governance – we seek to illustrate the mis-match between the rescaling of the geographical unit of management and the nexus of power and control of those engaged in FRM. For those seeking positive examples of multi-level decentralised governance in water resource management, where power is shared across the spatial scales, our historical analysis struggles to find evidence. Rather, despite attempts to ‘hollow-out’ the state through the scaling ‘out’ and ‘down’ of FRM responsibilities, our evidence suggests that the control over key decision-making tools, resources and other modalities of power remains in the hands of a few key national-level decision-makers; it is the responsibility that has been decentralised, not least to those at risk of flooding. The application of the politics of scale theorising in a FRM context is innovative and, importantly, our case study demonstrates that such politics does not have to involve open conflict but is much more subtle in its deployment of power.  相似文献

The concept of a river basin as a management or planning unit has gone through several stages and is in a state of flux. From its western “discovery” in the 18th century to its advent as the overriding concept behind European water policy, the river basin has been conjured up and mobilized in evolving contexts with varying intentions. Associated with utopian ideas of the late 19th century, it supported ideas of full control of the hydrologic regime and multipurpose dam construction in the 1930-1960 period, then partly faded and was revived to address water-quality problems, before reemerging in the 1990s as the cornerstone of Integrated Water Resources Management (IWRM), enriched and blended with watershed- and ecosystem-management approaches.This article recounts the evolution of the concept of a river basin and how it has been associated with various strands of thinking and sometimes co-opted or mobilized by particular social groups or organizations to strengthen the legitimacy of their agendas. Beyond its relevance as a geographical unit for water resources development and management purposes, the river basin is also a political and ideological construct, with its discursive representations and justifications, closely linked with shifting scalar configurations, both ecological and in terms of regulatory regime or governance. How interconnected and nested waterscapes can be managed by discontinuous nested political/administrative and social levels remains a fundamental question fuelling an endless search for elusive governance systems that would unite nature and society.  相似文献
