This paper argues that although the social networks of highly skilled migrants are important, British and Indian scientists in Boston tend not to use expatriate social networks. I demonstrate that wider differences in cultural norms to the indigenous population, homogeneity within a migrant group and length of time spent in the US are not the only factors that affect the participation of highly skilled migrants in expatriate social networks. Other factors such as the size of an expatriate group, the annual flow of migrants to a region as well as the propensity of expatriates to participate in indigenous social networks will also affect the extent to which they participate in these networks.  相似文献

Migration scholars increasingly have turned their attention to skilled migration, focusing, in particular, on the transfer of professionals within and between transnational corporations. Recent efforts have been made to bring a `cultural' analysis to this phenomenon, including greater scrutiny of the corporate cultures and social networks in which skilled migrants are embedded. This research has emphasised the importance of locality even among these most footloose and transnational of migrants. But despite these complex views of skilled migration, analyses have generated a somewhat limited conception of `skilled migrants' as managerial elites disengaged from local life. This paper examines skilled migration from a different perspective. First, using the case of Arab immigrants in London, this paper highlights the complicated nature of migration trajectories and reveals the diversity of patterns and experiences within the category of skilled migrant. Second, focusing on responses from female study participants, this paper examines the ways in which skilled migrants, rather than disengaging themselves from the host society context, may participate in the local politics of multiculturalism and integration.  相似文献

Skilled international migration is as an important process of both contemporary globalization and the global city. The establishment of a transnational elite of expatriate labour in international finance plays a vital part in the accumulation of capital within international financial centres (IFCs). Expatriate labour has become a major determinant of the IFC, creating financial capital through complex social relations, knowledge networks, practices and discourses. The principal argument being made in this paper is that expatriates are major agents in the accumulation and transfer of financial knowledge in the IFC, and that such processes are undertaken through expatriate global–local knowledge networks and other social practices. The paper is divided into three major parts. Following a discussion of transnational elites as expatriates in global cities, which also conceptualises their contribution to the spatialization of financial knowledge networks, the empirical study investigates the working, social and cultural knowledge networks and practices of British expatriates in Singapore. Finally, the paper revisits the conceptual work on transnational elites and suggests that expatriates were deeply embedded in global–local relations in the workplace and the business/social sphere through interaction with local ‘western educated/experienced' Singaporeans, but were disembedded from the local in the home and other household social spaces due to the invisibility of the local population in their interactions. Both the theoretical and empirical analyses suggests that expatriates are flow in the Castellian spatial logic of the network society.  相似文献

This paper examines what it means to be an ‘expatriate’ in Cairo through the lens of movement and space-making. Inquiring into a set of migrant (im)mobilities, spatial practices, relations, and imaginations, it argues that as a ‘spatialised’ identity category ‘expatriate’ narrates and enacts migratory privileges linked to wider hierarchies of social difference. It contributes to a growing literature examining the social and political dimensions of ‘expatriate’ migration and further engages scholarship thinking space and movement in relational and socio-historical terms. Rather than denoting an easily distinguishable group of migrants, ‘expatriate’ emerged as a contingent and ambiguous category of practice. As such, ‘expatriate’ stands in a productive relationship with privileged movement and socio-spatial processes. Like other migrants, respondents skillfully navigated the global differences in wealth, power and status they were presented with. Yet, unlike many other migrants, they did so from a privileged position within the global power-geometries of international migration. Migrants’ personal geographies were further shaped by how bodies were racialised and gendered in entangled, intersecting and sometimes counter-intuitive ways. This diversity and complexity of ‘expatriate’ geographies highlights the necessity of intersectional and situated analyses of privilege.  相似文献

Building on the buzz-and-pipelines model of regional clusters, the paper shows that transnational entrepreneurs play an important role in the construction of external cluster relations and hence influence both the dynamics of regional clusters and global production settings. Unlike most studies on the economic implications of transnational migrants, the paper deals with a labor intensive manufacturing sector. In detail, diamond dealers from the Indian city of Palanpur will be conceptualized as transnational entrepreneurs who, in the past, were able to cover certain locations of the diamond value added chain with family members. The global relations set up by these families at the same time formed business networks allowing for an intense global exchange of knowledge and artifacts (diamonds). In the long run, these patterns implied a change of the overall production structures: in Antwerp, a traditional diamond trading and cutting center, the Indian dealers developed to strong competitors in the smaller stones segment and as such contributed to the fading away of the historically grown industrial base. In addition, the institutional support structures were partly dismantled. On the other hand, in India, a new cluster in diamond cutting emerged. The findings suggest that transnational entrepreneurs can contribute to a weakening of traditional cluster structures and therefore call for a more differentiated view as evoked by the one-sided focus of studies on returnee migrants in the high-tech sector.  相似文献

Studies of transnational communities and transnational labour migration have focused almost exclusively on the movement of low-skilled and unskilled workers across international boundaries. While these groups may be numerically dominant, it must be recognised that there are increasing numbers of managers and professionals engaged in work-related migration in association with the intensification of economic globalisation processes. Work which has been conducted on highly skilled migrants has largely been limited to examinations of intra-firm mobility and the workspace. This approach fails to consider the ways in which the migrants' experiences are embedded in the social, economic and political practices of the host country, but also in a specific household context. It is unsurprising, therefore, that the gendered dimensions of the life of these migrants and their accompanying family members has been somewhat under-researched.Flows of expatriates can lead to the constitution of both ‘communities of transnationals', as particular cities become foci of the activities of the ‘transnational capitalist class', as well as ‘transnational communities' which involve regular and sustained contact between individuals across national boundaries. In this paper we examine these social formations using two groups of migrants––British and Singaporean migrants to China (both mainland China and the Hong Kong SAR). We focus on the gender characteristics of these groupings, but also the gender division of labour in the creation and maintenance of these ‘communities'. The overall aim of this paper is to contribute to debates on the relationships between citizenship and migration in the UK context in the light of recent changes in UK immigration policy. In particular, it focuses on the question of what an increasingly neo-assimilationist state articulation of national belonging means for transnational migrants living in Britain. The paper begins by charting the evolving nature of citizenship conceptualisations in Western neoliberal contexts and illustrates how Britain has responded to this shifting landscape. The context is one of enhanced ‘migration securitization’ wherein the state implies that the integrity of the nation state and its security can only be assured if migration flows and migrants themselves are closely controlled and monitored. This has led to Britain attempting to bolster the formal institution of citizenship (with its attendant rights and responsibilities) and tie it more explicitly to notions of belonging to the nation. Through research with national/regional policy officials and migrant organisations this paper firstly examines the political landscape of citizenship and belonging in Britain as it relates to migrants. Secondly, it draws on research with African transnational migrants in northern England to explore their senses of belonging and ask whether these cohere with the described state discourse or whether their feelings of belonging exist in tension with neo-assimilationist policies designed to promote a core national identity.  相似文献

In this paper, I advance debates that argue that we need to reconceptualise global work from a mobilities perspective by looking how the representation of movement connects with the experience of movement. By looking at the imaginative geographies of Singapore for the British corporate expatriate, I explore how the qualitative representation of place is changing within managerial discourses from a hardship to an opportunity. In doing so, the paper argues that we need to combine understandings of the global economic flows that move some transnational migrants with their everyday lived experiences in order to explore what qualitatively makes work global. This allows us to highlight the multiplicity of ways in which transnational migrants can be understood rather than trying to impose singularity.  相似文献

The paper addresses the question of racial integration in Delft South, a desegregated low-income neighbourhood in Cape Town developed through the provision of state funded housing to families previously classified coloured and African. Through a qualitative analysis, the research examines the effect relocation has had on the racial character of economic and social networks around which resident families construct their everyday activities. In light of the importance of race in shaping these networks, the paper then examines the relationship between access to housing and practices of social and spatial integration, in particular organisation of and participation in street- and neighbourhood-level organisations. I demonstrate that in Delft South legacies of segregation persist in residents’ reliance on economic and social networks built on long, durable histories and geographies of racial segregation. Although physical relocation has not led to a lessening of the importance of racial identities, other identities built around issues such as neighbourhood norms, housing politics, and issues of criminality and legality manifest according to circumstances and residents’ interests. Context and situation therefore are significant for whether and to what degree race and place matter in the post-apartheid context.  相似文献

This paper analyses the social networks which facilitate and sustain undocumented migration from Mozambique to South Africa. A key contention is that the migrant social networks are not limited to a spatially bounded area; transcend geography, location and territory; can be considered as spatial conveyors of social capital; and operate transnationally at three different locations: in the sending communities, on borders and in the destination areas. In the sending communities, interpersonal relationships are based on bonds of kinship, and friendship through which the migrants get moral and material support for the movement. At the borders migrants establish connections with border agents, guides, and conveyors who support them in entering South Africa and provide transportation to their preferred destinations. At the destination areas the newcomers have also counted on the bonds of kinship and friendship among former immigrants, who assist them on their arrival with accommodation and food as well as in the process of getting jobs and documentation. In South Africa undocumented migrants were subjected to high levels of xenophobia, exploitation and deportation, structural, sociopolitical forces against which social networks are largely ineffective. However, through the social networks the undocumented Mozambican labour migration to South Africa has become a self-sustained circular process that is difficult to control.  相似文献

Understanding the vulnerability of migrants in Shanghai to typhoons   总被引:2,自引:2,他引:0  
China has experienced considerable migration from inland to coastal areas since the reforms of 1978, with migrants becoming an important population in many coastal cities. Compared with non-migrants (long-term residents), migrant vulnerability to typhoons is considered high due to limited access to job opportunities, social security, information, and other resources; however, there is no research on vulnerability of this population sector to natural hazards. This initial study analysed the perceptions and personal experiences of migrants living in Shanghai of typhoon hazards. During May 2010, empirical data were collected using an online questionnaire and face–face interviews. Response data indicated that risk knowledge of migrants was significantly lower than among non- migrants; differing risk perceptions between the groups were consistent with levels of personal typhoon experience; statistically significant differences in hazard knowledge within the sample also related to education and occupation; a variety of strategies to cope with typhoon hazards was being applied by residential committees; and that migrants were not generally recognised as a vulnerable group requiring special consideration in hazard risk management. To reduce the vulnerability of migrants to typhoons, we recommend expanding the range of accessible communication technologies distributing warning information; organising more educational and training programmes, at government and corporate level, to increase community awareness of natural hazards; encouraging local residential committees to promote social networks and engagement for migrants; and providing corporate incentives to develop insurances specifically for migrant needs. Further research is necessary to assess the differences in vulnerability between different types of migrants.  相似文献

This paper reports on a study of the effects of migration on constructions of masculinities among Chinese skilled male migrants to Australia over the past 50 years. Data were collected in in-depth, semi-structured interviews of a sample of 40 Chinese male migrants in Brisbane city. The respondents came from a variety of countries of origin and varied in marital status, sexuality, age and previous migration experiences as well as duration of settlement in Australia. Because of an immigration policy based on a points system for measuring skill potential among migrants, these informants were of middle to upper-middle socio-economic status. Core ideas which emerged from the study included: Chineseness; insularity; the centrality of family, kin and friendship networks; Chinese males in the workplace; the division of labour in the household; employment and the fears of unemployment. These Chinese skilled male migrants displayed qualities of hegemonic masculinity in their households where traditional Chinese division of labour persisted. The markers of masculinity included: centrality of work and education; being a successful provider and protector; the accumulation of wealth and power. Unlike local hegemonic variants of masculinity these males placed little emphasis on sport, sexual prowess and performance and alcohol consumption. There were no ambitions among this sample of males to model local variants of masculinities, however gay males in the sample while experiencing marginalisation, racism and homophobic behaviour at the hands of local hegemonically masculine males, were more like the local dominant males in terms of an emphasis on sexual performance and preferences for well-muscled and fit bodies. Gay males in the Chinese sample found it necessary to restrict their social circles and physical locales. This Australian study has demonstrated the importance of the cultural sensitivity of concepts in doing comparative studies, and of considering sexuality as a dimension of identity in migration research that seems to assume a heteronormativity in its samples.  相似文献

This research explores the discordant reactions of local Asian Indian migrant organizations to the passage of Arizona Senate Bill 1070. The objective is to illustrate how migrants from India to Arizona negotiate their identities in the context of this anti-immigrant climate. The research draws insight largely from local records and publications of Asian Indian migrant organizations, including monthly newsletters, board meeting minutes, and other materials found on organizational websites. The analysis chronicles how various Asian Indian migrant organizations shape public discourse about migrant identity, belonging, and citizenship through their reactions to Arizona Senate Bill 1070. The place-based approach provides a way to re-think traditional migration theories and explore the role of racialization in better understanding the consequences of migration from India to the U.S.  相似文献

The burgeoning literature on transnationalism involving skilled migrants--based largely on the view from the developed world--have generally paid little heed to “elite” women and the reproductive sphere. We argue that women play many roles in elite transnational migration streams and must be given full consideration as part of the “transnational elite.” Attention is given to the way women--both “tied” and “lead” migrants--negotiate gendered identities as they participate in Singapore's regionalisation process, a state-driven initiative to extend the national economy by leveraging on growth in the region. Empirical material for the paper is mainly based on in-depth interviews with married women who were part of a larger project involving interviews with 150 Singaporeans who had lived, or were living, in China. In examining the movements through transnational space between Singapore and China, it is clear that patriarchal norms continue to shape women's understandings of their own identities vis--vis men's. Singapore women who move as accompanying spouses (the majority) find themselves giving up careers to focus on their domestic role in China (in the absence of access to “suitable” paid domestic service), and are not so much “deskilled” but “re-domesticated”. The exceptional few women who ventured into China as entrepreneurs experienced considerable strain holding together geographically separate spheres of productive and reproductive work across the transnational terrain. Both sets of “stories” alert us to the need to include “elite” women--whether accompanying spouses or independent entrepreneurs--in our understanding of “transnational elites.” This will contribute to the urgent task of ensuring that both productive and reproductive work are valorized in equal measure in conceptualizing transnationalism.  相似文献

A number of young people from the north of Ghana migrate to live in the slums of the city of Accra, the administrative capital. These slums, characterized by poor quality housing, and inadequate sanitary facilities, make the young migrants vulnerable to the effects of economic, social, political and environmental insecurities and stressors. One of such slums is Old Fadama, which is located in the heart of the city. The main objective of this paper is to explain how resilient a sample of young migrants are to the stressors encountered at the slum through a self-rated level of resilience. Drawing on resilience thinking, the Youth Resilience Framework and Social Resilience perspectives are discussed and variables for analysis are considered from their synthesis. A survey questionnaire instrument is used to collect data from 104 young migrant residents in the slum. The methods of analysis include: analyses of variance, Chi-square test, and ordinal regression. From the multivariate analyses (that is, the ordinal regression analyses), it is suggested that significant predictors of resilience among the sampled young migrants in Old Fadama include type of employment, social capital, number of stressors experienced, and ability to afford medicine. Specific social capital constructs such as having a boy or girlfriend and strong leadership are predictors of resilience among these young migrants in the slum.  相似文献

This paper contributes to on-going work that seeks to understand the dynamic nature of immigrant social network formation. We explore three propositions, derived from the literature, that might be expected to characterise the ways in which migrant associational ties evolve during and immediately after arrival in their destination country. Evidence is drawn from 42 interviews conducted between January and December 2008 with predominantly Polish migrants to the UK (28) as well as domestic service providers (14). In agreement with the existing literature on immigrant social network formation we find that weak associational ties between migrants are locally dense and rapidly formed. More surprisingly, we also find that the Poles in our sample from lower socio-economic groups tended to rely heavily upon weak associational ties while higher socio-economic group Poles tended to rely on associations made through their employing institutions. This illustrates the importance of socio-economic status in framing co-ethnic migrant network formation. This is significant because we also find that weak associational ties are not unambiguously beneficial to lower socio-economic group migrants who tend to (have to be) more compromising about, and therefore more compromised by, the social ‘friendships’ that result.  相似文献

The growth in the global population of refugees over the last 20 years has been paralleled by the development and growth of refugee studies as a recognised discipline. However refugees do not comprise a naturally self-delimiting domain of scientific knowledge and have been constituted by refugee studies through discourses that emphasise humanitarian, apolitical and organic functionalist discourses that root refugee identities in particular places. This paper argues that the presently inadequate constitution of refugee identities in refugee studies has been compounded by geographic representations of regional refugee emergencies, stable conceptions of refugees and asylum seekers and dated and unproblematic understandings of space as inactive and not constitutive of social life. Using data collected in interviews held between 1995 and 1998 with representatives from refugee and asylum institutions and organisations this paper illustrates how discourses and funding policies that unproblematically assume community groups represent refugees asylum seekers ignore transnational differences and tensions that can exist in marginalised communities. However it should be pointed out that the discourses about place, nationality and identity and `natural' communities can also be used by the powerless to resist their marginalised and excluded positions.  相似文献

The influence of globalization on the future study of political geography is investigated through research on world cities. It is argued that political geography, like most social science, has been excessively state-centric in its organisation and that this will not help in understanding new transnational processes within contemporary globalization. Study of the state should not be abandoned, of course, but it must be set in a new context where much politics takes place beyond the state. This is illustrated through using the world city network as an alternative spatial framework to the world political map. The political geography of the twenty first century will have to incorporate traditional concern for political areas with new concerns for power networks in more subtle geographies than heretofore.  相似文献

Recent theories of temporary skilled international migration tend to be predicated on intra-company overseas transfers and secondments. In this paper we present original findings from a study of cricket migrants to highlight another important form of temporary international movements that enable upskilling from strategic, channelled placements into a foreign club, to propel the careers of young professionals on return migration to their respective home club. Drawing upon interviews with 35 early-career English cricketers, we reveal that moving to Australia for 3–6 months during the English domestic off-season is an increasingly common practice to extend the number of months playing the sport in both distinctive work and climatic conditions. Encountering different overseas sporting cultures and environments is becoming a normative part of formative training and development of young professional cricketers to make the ‘‘unfamiliar’ more ‘familiar’’ and enhance skills and competencies. We argue that these flows of international migrants have been facilitated by the post-2001 professionalization of cricket, and the institutionalisation of global networks between cricket organisations and key actors in the sport. We suggest that there are parallels between cricket placements and other sports and occupational sectors, such as temporary overseas moves linked to loans (e.g. football), visiting fellowships, internships and secondments, in ever-competitive global professional labour markets.  相似文献

This paper offers theoretically informed empirical insights into migrant children’s experiences of mobility and home. Drawing on research into the first-generation children of Polish labour migrants in Scotland, the paper explores the meanings that children attach to home and other specific places. In particular, it focuses on questions of the translocal and social nature of migrant children’s sense of place and construction of home. The spoken narratives, subjective maps and drawings analysed here reflect children’s multiple and intersecting relationships and identifications, with both their country of origin and the host country, in addition to how their notion of home is grounded in social attachments. Emphasising the continuing importance of ‘place’ in migrant children and young people’s everyday experiences, the research concludes that subjective homemaking practices are just as important as objective educational attainment and other traditional social indicators in providing an understanding of the outcomes of migrant settlement. It also suggests that there is an emerging translocal identity among some young Polish migrants, whose changing understanding of home incorporates images and emotions from both their locality of origin and their current place of residence.  相似文献
