The political and economic upheavals during the past two decades have led to a new social and political organization of space on all levels of scale. To deal with the obvious changes, political geography had to rethink and to extend its traditional concepts. Transcending its long taken-for-granted radical approaches, the Anglo-American geography developed two conceptional paths, both of which are still relevant for political geography today:— a new awareness of regional differences in political action and culture— a new, constructionist awareness of the instrumentalization of geographical discourses for geopolitical purposes.With these theoretical concepts, political geography is examining a number of both traditional and new fields of research. Their heterogeneity is once again evidence of postmodern diversity and difference. They are characterized by both a new awareness of differentiation and a widening of the traditional viewpoint in three closely related respects transcending the traditional topics of political activity, the traditional political actors and the established levels of scale of politics. Based on the current literature it is possible to outline some major themes and perspectives of current political geography that are closely linked together, like knots in thematic networks:1. ecological politics and resource conflicts 2. territorial conflicts and boundaries 3. geopolitics and the politics of identity 4. globalization and new international relations 5. the symbolic representation of political power 6. regional conflicts and new social movements.  相似文献

The sub-discipline of Political Ecology devotes much critical attention to the complex and often pernicious socio-ecological impacts of mainstream development - developmentality - across the world. However, despite the ’ecology’ in its name, Political Ecology continues to be predominantly anthropocentric which, we contend, compromises its critique of developmentality’s excesses. Drawing on recent literatures in philosophy, political theory, and human geography, we argue that both the more-than-human and social impacts of developmentality are enabled by zoöpolitical logics of human exceptionalism which support anthropocentrism. We suggest that the adverse effects of development are co-constituted with the positive vision of human wellbeing which runs through developmentality. Thus, an effective critique of development will necessarily have to address the zoöpolitical logics that underpin anthropocentrism. Doing so will strengthen the rigour of political ecology’s engagement with developmentality and widen its attention to the diversity of life harmed by mainstream development.  相似文献

Dial locally -act globally: this slogan seems to appropriately reflect, under prevailing conditions of globalization and disembeddedness, the seemingly unrestrained possibilities of a variety of actors to influence events - without being present - anywhere on the planet. While focusing on a broadly conceived group of transnational social movement organizations - from non-governmental organizations to loosely linked transnational advocacy networks - the aim of this paper is to give evidence of the fact that geography - and all manner of borders - still matters even for these actors. Despite being linked with the world, they continue to act from deeply embedded local contexts, very often not triggering true transnational interaction but much more limited translocal encounters. In doing so, however, they literally cause collisions between different worlds while not only modifying existing but also constructing new spaces.September 1984 – first week of my field-work on Cape Breton Island, Nova Scotia, eastern Canada. A teacher at the local high school had agreed to make the first contacts with environmental groups, who were opposed to the use of pesticides by a Swedish forest products company. In return, he asked me to give two geography lessons on Germany to his class.After the lessons the 15-year-old pupils asked questions. One of the first of these was what I did with my family on a free weekend. Without long consideration, I answered: ``We often go for a walk in the forest with our children'. The pupils doubled up laughing in response, and the geography teacher was obviously also amused.A few days later I understood the reason for this reaction, when I saw typical forest land in Nova Scotia for the first time. Forests of an age which in Germany would be airy timber forests, which could be walked through even away from paths, were here largely inpenetrable thickets with numerous trunks per square meter not much thicker than an arm. Nobody could `go for a walk' here...This episode serves as a background to the issues that will be discussed, and I will return to it in my conclusion. It supports a central aspect, which is often neglected in many discussions about globalization: geography matters.  相似文献

This paper is an attempt to assess the current state and future prospects of Geography especially but not only in Britain. It is quasi-polemical and should be read in that spirit. The paper looks first at the notable successes of physical and human geography. It then considers how these successes are being buttressed by current events taking place in the world. Next, the paper considers the main problems that beset geography. Finally, however, the paper ends on another positive note by considering some of the exciting new developments that are now taking place in the discipline which will allow it to relate to more of the many worlds that make up geography's vocation.  相似文献

Recently there has been much ado about the territorial implications of globalization. Geographers have made a significant contribution to these debates, pointing to the tension between forces of deterritorialization and those of re-territorialization. In particular, there is a growing body of work in political and economic geography that draws attention to processes of re-scaling where, at the same time as scales such as the nation-state appear threatened, new scales of economic, political and social regulation emerge. Much of this literature, however, focuses on the ability of already powerful states to re-scale their activities and manage the border crossing abilities of global capital. In this paper I examine the process of supra-national regional integration in the Caribbean as an example of re-scaling and re-territorialization in a post-colonial context. I draw attention to the historic permeability of Caribbean states and argue regionalism in the Caribbean needs to be viewed as part of a longer process of defining economic, political and cultural independence in what, for post-colonial states, has always been an interdependent world economy. This analysis suggests that while new scales can be understood as spatialized attempts to manage changing global economics, they are also ambivalent productions, and as such, sites of resistance as well as domination and regulation.  相似文献

This review paper aims to offer a contribution to debates over theory and subject for political geography. Following a brief review of histories of political geography, the main (though not exclusive) focus is on the way that political geography may confront ‘globalization’ and the multiplicity of flows that constitute ‘cyberspaces’. Notwithstanding the consequences of the resulting transformations, the paper argues that a number of traditional subjects of political geography should remain central to the field. In particular, it is argued that a degree of state-centric focus continues to be a valuable critical project. However, such a focus needs to be supplemented by a stress on the dialectical relationships between the state, territory, culture and economy. The approach taken to this in World Systems-Theory is critiqued and some alternatives are explored. In these explorations the paper also argues for an increased engagement and cross-fertilization between political, economic, social and cultural geographies, and with critical work in political science and international relations.  相似文献

It points out that such accomplishments are unmatched by any other countries in the world in the diversity of fields, scale, and their contributions to solve significant practical problems in the development of our country and society. The theoretical progress made in certain important fields also takes a leading position in the world in general. The 33rd International Geographical Congress which will be held in Beijing in August 2016 will be a rare opportunity for Chinese geography to display its notable achievements to the world systematically and thoroughly. We should take full advantage of this conference and make it a good opportunity for Chinese geography to comprehensively reach out to and lead the world in the new development of geography.  相似文献

Differences between the national political cultures of the European states are puzzling. They are too often taken for granted or treated as an elusive explanation for residual differences that can not be accounted for in comparative politics. Here they are put at the core of a comparative analysis. This article explores the origins of differences between national political cultures. It deals with national political cultures from the perspective of Cultural Theory or grid-group analysis. A national political culture is conceived as a ‘conversation’ between subcultures associated to national political institutions and practices (and not as an aggregated pattern of individual orientations toward political objects). National political cultures can be characterised on the basis of ideal typical patterns of relations between the basic cultures or rationalities distinguished by Cultural Theory. After an assessment of the differences between the national political cultures of the Member States of the European Union, the paper considers traditional family structures as possible sources of differentiation, elaborating upon the work of the French political historian Emmanuel Todd who has documented the correspondence between the geography of traditional family structures and the geography of ideologies in Europe. The European continent, the motherland of nationalism, and the part of the world where political borders and different territorial and cultural identities are mostly interrelated, is now facing new challenges regarding how best to represent its numerous interests within one system. With the increase of international integration European countries began to devote greater attention to the development problems of their border areas that had to be helped to undertake certain functions in the international integration process. The fostering of a more balanced regional development also resulted in a strengthening of regional characteristics, which the new model could no longer ignore. Regional characteristics in turn have always been preserved in Europe by persistent historical and cultural elements of ethnic and linguistic variety. Therefore, it is not surprising that the process of European integration based on the new regional development model was accompanied by a parallel process of ethnic or regional awakening of minorities and other local communities. The key question for contemporary European (though of course this is not limited to Europe) political geography is, then, how the process summarised under the twin labels of social convergence and deterritorialisation will effect the persistent maintenance of regional identities and the corresponding divergence of regional spaces. Or, in other words: is the ‘unity in diversity’ European programme ever practicable and exportable on a world-wide scale or are we to be absorbed by a new global ‘melting pot’?  相似文献

As an important feature in the political geography of a country, the location of the capital of a state is of great significance especially as any geographical forces which have affected the political history of a country reach their most intensive expression in the choice of site for the development of the capital city. The decision to relocate it is usually an exceedingly tough one to make and difficult to follow up. In the post-colonial era, Nigeria like many newly independent African States inherited a capital which is central in respect of international trade but eccentric in relation to the country's administrative and cultural hinterlands. Lagos is a typical example. Although the city continues to function as the federal capital, a new site has been selected for its relocation prompted by administrative and political considerations, physical limitations, and the numerous problems resulting from excessive concentration of the nation's resource there. It is hoped that the new site in the country's geometric centre will bring a long-dormant region into effective settlement by spurring a central migration that will open new agricultural frontiers, create a more equitable distribution of population and above all foster the growth of a core region in and around which the state idea could develop.  相似文献

Chris Hamnett [Geoforum 34 (2003) 1] has certainly been provocative in his claim that the nature of much contemporary human geography means that the discipline ‘will cease to be taken seriously in the world beyond the narrow confines of academe’ (p. 1). Much of his critique focuses on what he terms ‘post-modernism, new cultural geography and the interpretative turn’ (p. 2) practiced by those he identifies as ‘the new intellectual dilettanti’ (p. 3). In responding, however, our concern is not with that aspect of his critique, but rather with Hamnett’s misrepresentation of one section of contemporary human geography.  相似文献

Identity has become one of the core concepts of political geography. This reflects the wide recognition of a post-structural conception of society and space, as well as the acknowledgement of the political character of identity. The present article focuses on the politics of identity, and discusses the politicized forms of identity as related to the Soviet state building policies and the Estonian spaces of resistance. It will be argued that neither identity nor the political demand in Soviet Estonia can be viewed in isolation from their historical and social contexts. Both Soviet state politics and the Estonian spaces of resistance reflected the prevailing conceptions of past and the contemporary political realities. This article examines those preconceptions of the political and territorial development in Soviet Estonia, and also illustrates the interdependent character of state politics and non-state activism. The first part of the article concentrates on the Soviet state building practices – the use of power, symbols, education – and the second part examines the various forms of non-state activism of Estonians.  相似文献

A relationship between globalization, cities and immigration is increasingly apparent. Whether one is trying to understand Dubai, Toronto, or London, immigrants are culturally, economically, and spatially changing cities in significant ways. This study compares the roster of world cities with that of major urban immigrant destinations. The number of major urban immigrant destinations is growing due to the acceleration of immigration driven by income differentials, social networks and various state and local policies to recruit skilled and unskilled labor and replenish population. This study will present urban-level data on the foreign-born for 145 metropolitan areas of over 1 million people. It will focus on the world’s 19 metropolitan areas with over 1 million foreign-born residents. Analysis of the data suggests that there is a range of destination types. Although not all world cities are immigrant gateways, many are.  相似文献

Feminist scholars have emphasised the central import of bringing feminist approaches into political geography, so as not to reify the global or the totalizing ambitions of political geography. However, the reification of the global is perhaps a pragmatic strategy for small places in a big world. Singapore is touted as the Asian development miracle; a Tiger Economy that has survived in spite of its small size and lack of natural resources. This year the man credited with its transformation from a backwater island-state to a global city-state, passed away. This is also the year that marks the 50th year of Singapore’s independence. In writing this review I analyse the overlap and synergies between the developmental goals of a newly independent state and the goals of the feminist movements. In particular, I maintain that the government’s push to transform Singapore into a global city from the late 1980s onwards, and its strategic use of Asian Family Values as the panacea for the threat of Westernisation have resulted in a more divided movement. Looking past the legacy of Singapore’s Lee Kuan Yew, I ask how we may begin to reclaim feminist politics to stitch together the divided spaces produced by Singaporean state biopolitics. Through this exercise, this intervention contributes to feminist articulations on the problem spaces of feminism; and challenges the reification of the global by talking across multiple worlds that feminist politics inhabit.  相似文献

This article presents the changes that are emerging in the Italian national policies mainly through the discussion of the contents both of the recent metropolitan reform initiative, and the national programming documents for metropolitan cities related to European Programming period 2014–2020. In Italy, which faced severe political difficulty and economic stagnation after 2008 global crisis, the production of the new metropolitan scale became one of the tools for the implementation of austerity measures. The paper examines whether the understanding of the new metropolitan scale in the Italian geography of austerity can be strengthened through a careful engagement with the body of literature on state rescaling and on austerity policies. The paper illustrates how that the apparently neutral emphasis on metropolitan city scale, first can be understood as a crucial tool of an austerity measures; second, it implies a rescaling of public power and, third, it neglects the multifaceted notion of the urban and the trans-scalar territorial governance relationships.  相似文献

At a time when human geography–in its search for general and systemic laws–was often seduced by different kinds of determinism, Jean Gottmann developed his theoretical model in order to explain the political partitioning of geographical space. This model, shaped by the study of the classics in political philosophy, makes explicit reference to human psychology, and is based on a few fundamental concepts: cloisonnement (partitioning), circulation (movement), carrefour (crossroad) and iconographie (iconography). This paper presents the above mentioned concepts through a chronological analysis of their formulation in different chapters of Gottmann's bibliography, in order to reconstruct the genesis and evolution of his model. In the conclusions a few questions are presented, that suggest how Gottmann's model could still be usefully applied to contemporary human and political geography.  相似文献

Transportation has been a bone of public contention for decades, the discussion ranging from traffic-calming measures in individual streets to the continual growth of global transport movements. In the last 20 years transport topics have also received increased attention within the discipline of geography, be it academic, professional or in schools, but the topics addressed by today's transport geography have almost nothing in common with the roots of the field. This means that transport geography is a handed-down, hyphenated sub-branch of geography in name only. In fact, the name refers to a field of geography that is experiencing not only all the birthing pains and uncertainties of a discipline in the process of defining a new direction for itself, but also the sense of excitement and thrill of the new. This paper sets out to show both the role transport geography plays as part of human geography with its concepts and paradigms, and also the role it plays within the political debate on transport. An appeal is made to geographers to become more involved in this branch of our science.  相似文献

European politics and planning have recently been characterized by a shift to economic entrepreneurialism at sub-national scales, and the planned redevelopment of the city-region in pursuit of global competitiveness, which scholars have interpreted in light of political-economic “rescaling” or regionalization and the emergence of a “new regionalism.” Analyzing rescaling largely in terms of shifting economic and institutional structures, however, many accounts underestimate the complexity and enduring power of so-called ‘old’ regionalist politics of culture and identity as backdrop to urban redevelopment planning. In this paper we address how the urban planning process mediates between the seemingly dichotomous tendencies of regionalized entrepreneurialism and cultural regionalism. Using case studies of two Spanish autonomous regions and their major urban centers – the Basque Country or Euskadi (Bilbao) and the Comunitat Valenciana (València) – we review the historical geography of planning in the European region in order to explore how cultural regionalism collides with economic rescaling and entrepreneurialism, in and through the planned landscape. We propose that such emerging and hybrid politics and planning be understood as a form of entrepreneurial regionalism, a culturally inflected form of economic competitiveness characteristic of but not unique to the Spanish region. This specific notion of entrepreneurial regionalism may illuminate how planners mediate global and local imperatives within political discourse and landscapes that materialize them, and allow us to better reconceptualize the relationship between economic globalization, state restructuring, and cultural politics in a new Europe of the Regions.  相似文献
