The competition for limited water resources between agriculture and more highly valued domestic and industrial water uses is rapidly increasing and will likely require the transfer of water out of agriculture. This paper reviews and synthesizes the available evidence of the effects of water transfers from agricultural to urban and industrial areas on local and regional rural economies; and analyzes the possible impacts of a large reallocation on global food supply and demand. It concludes with a discussion of the potential for water policy reform and demand management to minimize adverse impacts when water is reallocated from agriculture. It is argued that comprehensive reforms are required to mitigate the potentially adverse impacts of water transfers for local communities and to sustain crop yield and output growth to meet rising food demands at the global level. Key policy reforms include the establishment of secure water rights to users; the decentralization and privatization of water management functions to appropriate levels; the use of incentives including pricing reform, especially in urban contexts, and markets in tradable property rights; and the introduction of appropriate water-saving technologies.  相似文献

Many places in the world are experiencing a water crisis. This water crisis is attributed to a governance crisis, whereas often fragmented institutional and physical water structures are used to explain a policy of overexploitation. The Israeli water system, which adopted integrated water resource management (IWRM), is often cited as a model for other countries struggling with fragmented water systems. Yet, despite the exceptional degree of integration, Israel in the past two decades has adopted an unsustainable water policy. The aim of this study is to understand this failure and thereby to postulate on the institutional conditions required for successful implementation of IWRM. The study focuses on the politics of water allocation during the drought of 1999 to 2002. It was found that the failure originates in setting administrative divisions in the decision-making process and in differential checks, with no balances implicitly instituted within the integrated water system. These two factors have resulted in a water system that is physically integrated but is not coupled by a balanced institutional structure. This case study teaches us that when reforming the water sector along IWRM lines, measures must be taken to ensure that the physical integration coincides with a balanced institutional integration-otherwise the results may be worse than if there were no integration at all.  相似文献

The paper analyses the water scarcity problems in Gujarat in Western India using definitions of water scarcity propounded by Falkenmark, and Raskin and others, and a more universal definition based on supply and demand. While a lion's share of the scarce water goes for irrigating cash crops at the cost of subsistence farming and rural drinking, the pricing of canal water and electricity used for groundwater pumping is highly inefficient and inequitable. To manage demands for water, the paper suggests the use of water market as the institutional arrangement for promoting economically efficient uses, along with rational pricing of canal water and electricity for encouraging conservation. The paper advocates policies that enable: reforms in the governance and management of water for decentralisation and local institutional development; and increased investment in the irrigation and power supply sector for technological innovations and improvements in infrastructure, which are the fountainhead of the demand management strategy.  相似文献

ABSTRACT

Rural–urban migration is an adaptive response to location-specific environmental or socio-economic stressors. Jiangsu Province, China is witnessing rapid economic growth fuelled by manufacturing and services sector. Rural–urban migration in Jiangsu, which brings higher stress to resource-carrying capacity of urban areas, is driven by rural “push” factors, principally labour surplus and unemployment in agriculture. This study investigates possible policy interventions aimed at relieving the rapid rural–urban migration in Jiangsu based on a sensitivity analysis of driving factors in rural agricultural production. It shows that rural–urban migration is sensitive to input elasticities of precipitation and labour. Two groups of scenario analysis corresponding to possible policy interventions are implemented. The first policy focuses on providing government subsidies to rural non-agricultural industries then compensate for the shrinking agricultural production. Another policy supports education in rural areas to provide more skilled labour resource which can be absorbed by non-agricultural industries. Both two policies are effective in reducing rural unemployment and alleviating rural–urban migration.  相似文献

The seasonal nature of Australia’s tropical rivers means that connected groundwater aquifers are an important source of both consumptive and non-consumptive water, particularly during the dry season. The management of these common pool groundwater resources is one of the predominant water issues facing northern Australia. A national program of water reform stipulates the expansion of water trading as a key instrument for water allocation. The effectiveness of new institutional arrangements such as water markets will be determined mostly by how well they coordinate with local environmental requirements, local institutions and local norms. This paper describes a novel application of combined field work, institutional analysis, experimental economics and agent-based modeling to the analysis of a potential water market in the Katherine region of the Northern Territory, Australia. The effectiveness of different versions of the policy instrument is assessed in light of local conditions. Instruments that enable personal relationships and local institutions and norms to play a role in water management are found to be more effective in terms of both farming income and environmental impact.  相似文献

太湖及太湖流域在长三角自然和经济地理空间具有举足轻重的地位,更是长三角区域一体化发展国家战略实施的关键地区.在当前区域一体化高质量发展背景下,太湖治理面临新的形势和任务,也面临一系列新的挑战,着重体现在水环境治理形势更加复杂严峻和水资源供给压力不断提升两方面.传统水陆分割治理难以解决湖泊问题,行政区治理难以适应区域一体化发展要求,水资源共享和付费机制尚未建立等问题,对长三角区域一体化进程也构成了较大阻滞.太湖水问题绝不局限于太湖本身,需要从湖泊—流域系统视角构建资源、环境、生态、社会与经济多要素协调统筹治理的新体系,考虑水陆空间协同治理与开发和不同次区域经济、社会、自然效益的均衡,以推动长三角区域一体化高质量发展.基于此,研究提出新背景下的太湖及流域治理思路:推动太湖水资源生态环境之间以及与流域经济社会的联动,撬动长三角生态环境一体化的思维创新;探索关键卡脖子技术研发和流域管理综合集成的科学体系,推动长三角资源环境领域的创新一体化发展;探索太湖流域跨行政区域的水生态环境共治、水资源共享和绿色发展机制,牵动一体化协调制度的改革创新.  相似文献

Abstract

This paper reviews current knowledge of the potential impacts of climate change on water resources in Africa and the possible limits, barriers or opportunities for adaptation to climate change in internationally-shared river basins. Africa faces significant challenges to water resources management in the form of high variability and regional scarcity, set within the context of generally weak institutional capacity. Management is further challenged by the transboundary nature of many of its river basins. Climate change, despite uncertainty about the detail of its impacts on water resources, is likely to exacerbate many of these challenges. River basins, and the riparian states that share them, differ in their capacities to adapt. Without appropriate cooperation adaptation may be limited and uneven. Further research to examine the factors and processes that are important for cooperation to lead to positive adaptation outcomes and the increased adaptive capacity of water management institutions is suggested.  相似文献

Cities based on coal resources have increasingly important social and economic roles in China. Their strategies for sustainable development, however, urgently need to be improved, which represents a huge challenge. Most observers believe that the continued progress of these cities relies on the optimization of scientific adaptive management in which social, economic, and ecological factors are incorporated. A systems perspective that combines policies, management priorities, and long-term policy impacts needs to be applied. To date, however, such an approach has not been adopted, which means it is difficult to implement adaptive management at the regional scale. In this study, we used various situations to develop a multiple adaptive scenario system dynamics model. We then simulated a range of policy scenarios, with Ordos in the Inner Mongolia Autonomous Region as a case study. Simulation results showed that the current strategy is not sustainable and predicted that the system would exceed the environmental capacity, with risks of resource exhaustion and urban decline in 2025–2035. Five critical policy variables, including the urban population carrying capacity, rates of water consumption and water recycling, and expansion of urban land cover, were identified during sensitivity analysis. We developed and compared six socio-economic scenarios. The urban area, represented by the urban population density, seemed to transition through five different stages, namely natural growth, rapid growth, stable oscillation, fading, and rebalancing. Our scenarios suggested that different policies had different roles through each stage. The water use efficiency management policy had a comprehensive far-reaching influence on the system behavior; land urbanization management functions dominated at the start, and population capacity management was a major control in the mid-term. Our results showed that the water recycling policy and the urban population carrying capacity were extremely important, and both should be reinforced and evaluated by the local governments.  相似文献

Abstract

This paper gives a preliminary assessment of Nigeria's surface and underground water resources and discusses the relevant meteorological, hydrological and hydrogeological factors which determine the magnitude and spatial pattern of the distribution of these resources. It is pointed out that the present uncoordinated and piecemeal development of Nigeria's water resources stems from lack of a national water policy and an adequate institutional framework for managing these resources. Two solutions are suggested. One is that the Federal Government should as a matter of urgency establish a National Water Resources Board charged with rational planning, management and development of the country's water resources. The other is that a training programme should be established to produce the necessary skilled manpower in the field of water resources.  相似文献
