适应气候变化政策机制的国际经验与启示   总被引:1,自引:0,他引:1  
中国高度重视适应气候变化工作,实行减缓与适应并重的应对气候变化原则,已出台适应气候变化相关的战略、规划等一系列政策文件。但总体来看,中国适应气候变化政策与行动尚处于起步阶段,面临着法规制度缺位、监测评估不足、组织协调机制不完善等挑战,适应气候变化政策的类型、数量和力度都明显弱于减缓。为完善中国适应气候变化政策与机制的框架设计,文中梳理了相关研究、《联合国气候变化框架公约》下的适应气候变化国际机制及主要国家经验,提出了一套完整闭环的适应气候变化核心决策流程及关键支撑机制,并重点从开展法制建设、制定适应战略(计划)、建立监测评估机制、构建协调机制和完善资金机制等五方面,归纳了主要国家的经验与启示,最终研究提出完善我国适应气候变化政策与机制框架设计的建议,包括加快建立和完善适应气候变化法制建设、加快构建国家适应气候变化的政策体系、加快完善国家适应气候变化的机制设计、加强适应气候变化支撑能力建设、推动适应气候变化的国际合作等。  相似文献

空间规划是适应气候变化的重要政策工具之一,将适应气候变化目标纳入空间规划已经成为国际主流政策。中国适应气候变化的空间规划仍面临诸多问题和挑战,包括气候适应目标和理念薄弱、气候变化风险评估与空间规划尺度不匹配、适应和减缓策略的协同机制欠缺、技术标准和法律法规不完善等。文章结合国家适应气候变化战略和国土空间规划体系重构的目标要求,研究提出适应气候变化导向的国土空间规划框架体系和技术思路,以及将适应气候变化纳入空间规划编制审批、技术标准、实施监督以及法规政策等各个环节的思路与建议,以期通过空间规划的编制与监督实施促进适应气候变化目标的实现。  相似文献

针对气候变暖采取稳健的适应措施已成为国际社会共识。该文综合了当前适应气候变化的国际谈判进展及已有的农业适应气候变化措施,指出适应资金严重不足,技术研发、应用与转让难以实施,以及适应气候变化行动实施能力的不足严重制约着适应气候变化行动的有效实施;关于农业适应气候变化的技术措施仍缺乏系统的理论研究与应用示范。在此基础上,提出了未来中国农业适应气候变化需要重点开展的研究任务,即农业气象灾变过程的新特点及其风险管理, 农业适应气候变化的大数据决策管理系统研发及适应气候变化的农业气候区划与减灾保产技术研究,以切实推进农业适应气候变化,为确保国家粮食安全与农业可持续发展提供支撑。  相似文献

疏勒河是中国河西走廊3大内陆河水系之一,近100 a受气候变化及人类活动的影响显著。采用实地考察和社会问卷调查的方法,评价当地适应气候变化的能力,进而提出对当地社会经济发展具有建设性的适应对策。研究表明,疏勒河流域适应气候变化的能力较低,主要表现在:气候变化明显,河流水量减少;疏勒河上游地区草场退化严重;牧民适应气候变化能力有限并有所减弱;城乡居民收入差距进一步加大,不利于社会的稳定发展。政策建议是:加强各级政府间的协作和政府部门的引导作用,统一利用和管理流域水资源;加强对低文化层次人群的教育工作;加速农村剩余劳动力向城市转移;继续实行生态环保政策;优化产业结构。  相似文献

通过系统梳理日本适应气候变化法律政策的发展历程,分析日本多主体适应气候变化的框架机制,结合其目前具体的适应实践进展,总结出可供中国借鉴的经验启示。研究发现,日本适应气候变化法律政策的发展经历了由重减缓、轻适应,到上升至国家战略,再到立法这3个阶段,形成了以国家、国立环境研究所、地方公共团体、地区气候变化适应中心、企业和居民为主体的多主体适应框架,从科研成果与决策应用转化、适应信息“共享—反馈—更新”有效循环、建立跨地区合作平台、适应资金支持、实施进度监测管理等5个方面构建了多主体适应气候变化机制。目前日本各适应主体逐步开展适应气候变化实践,但适应工作仍处于初期阶段,适应信息共享体系、跨地区合作细则以及适应政策实施效果评价体系有待进一步完善。结合日本的法律政策经验和中国具体情况,提出了中国应科学定位适应气候变化法律地位、加快立法进程,完善“监测评估—信息共享—适应行动—效果评价”多主体适应框架的机制体制,引导企业采取气候风险管理和适应性商业活动,提高居民的适应认知和适应能力的政策建议。  相似文献

IPCC AR6 WGII评估了气候变化对城市、住区和关键基础设施的影响、风险及应对。气候变化对城市影响的程度和范围逐渐增加,全球城市化的过程与气候变化相互作用加剧了城市和住区的风险。通过社会基础设施、基于自然的解决方案和灰色/工程基础设施所采取的适应措施对气候恢复力发展均有贡献,而城市适应差距在世界各地普遍存在。气候恢复力发展需要多方协作、弥合政策行动差距、提升适应能力。评估报告的经验和案例为我国城乡地区适应和应对气候变化风险提供借鉴。  相似文献

IPCC发布的《气候变化2014:影响、适应和脆弱性》进一步提升了国际社会对于适应气候变化和可持续发展的认识水平,主要表现在:适应气候变化的研究视角从自然生态脆弱性转向更为广泛的社会经济脆弱性及人类的响应能力;阐明了气候风险与社会发展的关系,明确了适应在气候灾害风险管理中的积极作用;提出了减少脆弱性和暴露度及增加气候恢复能力的有效适应原则;提出了适应极限的概念,指出这一概念对于适应气候变化的政策含义;提出了保障社会可持续发展的气候恢复能力路径;强调要注重适应与减缓的协同作用和综合效应,指出转型适应是应对气候变化影响的必要选择。报告认为,气候变化、影响、适应及社会经济过程不再是一个简单的单向线性关系,需要纳入统一的系统框架下予以认识和理解。  相似文献

以青藏高原生态功能保护区为案例,基于专家判断,采用层次分析法(AHP),对气候变化适应措施进行了优先性排序,结果表明生态功能保护气候变化专项资金、载畜量控制配套工程和产业结构调整规划是相对最重要的适应措施;决策与执行者、决策支持者和科学研究者对不同适应措施存在一定偏好差异,这些差异与不同利益相关者的职能、适应措施执行时所牵涉的利益关系等有一定联系。将AHP应用于适应措施择优的可行性探索对国家气候变化适应战略具有一定方法论意义。  相似文献

Involving a wide-range of stakeholders at different moments in the planning of urban adaptation to climate change can help to overcome different barriers to adaptation, such as a lack of common perception, or control over options. This Article argues for an approach that involves a wide range of actors throughout the planning process in order to confront the challenges of urban adaptation to climate change. It builds on the results of a three-year participatory action research project to identify the catalysts with which local administrations can overcome the lack of data, the low level of engagement around the climate issue, and the cause-and-effect linkages of climate change impacts on the urban environment. Significant factors include territorial rootedness, leveraging actors’ experience, interaction between actors, as well as the valuing of local actors as experts of territorial management rather than as novices with regard to climate change adaptation. In addition to contributing towards the engagement of a large number of stakeholders around adaptation issues, a planning process that involves representatives from various sectors and during several stages contributes to a greater understanding of these issues and their linkages. It follows that such a process will bring changes to urban practices by better articulating local concerns about climatic issues.

Policy relevance

Although participation is commonly advocated in policy responses to climate change, only few empirical studies have investigated the ways in which local actors' knowledge can be integrated into climate change adaptation planning processes. The article builds on the results of an action research project carried out in Québec City, Canada, to address the relevance of involving a progressively broader range of actors as the adaptation process moves through its various phases. Given that a multitude of barriers to adaptation are at play at different times in a municipality, collaborations between local stakeholders emerge as a key factor. These collaborations provide greater insight into the linkages between climate change impacts and the urban environment and, in doing so, bring into question ordinary urban management and design practices.  相似文献

In recent years, an increasing number of local governments are recognizing the impact of climate change on different urban sectors. This has led many to pursue climate adaptation planning, seeking to achieve preparedness through reducing vulnerability and enhancing resilience of populations, assets, and municipal operations. Although cities typically share these common goals, many are electing to pursue different planning approaches. In this paper, we examine three climate adaptation planning approaches in the cities of Quito (Ecuador), Surat (India), and Durban (South Africa) and analyze the trade-offs associated with different planning pathways and different forms of stakeholder involvement. We assess the potentials and limitations of these different approaches, including their implications for enhancing government integration and coordination, promoting participation and adaptive capacity of vulnerable groups, and facilitating overall urban resilience. We find that, in order to gain widespread commitment on adaptation, sustained political leadership from the top, departmental engagement, and continued involvement from a variety of stakeholders are integral to effective decision-making and institutionalization of programs in the long run. When climate adaptation is advanced with a focus on learning, awareness, and capacity building, the process will likely lead to more sustained, legitimate, and comprehensive adaptation plans and policies that enhance the resilience of the most affected urban areas and residents.  相似文献

A key challenge for effective, ongoing urban climate adaptation is to adapt institutions within urban governance. While an extensive foundation of empirical knowledge on urban climate adaptation has accumulated over the last decade, our image of institutional adaptation continues to be dominated by a focus on planning. Whilst understandable, this can obscure a fuller range of areas in which institutional adaptation to climate change is being pursued. Furthermore, methodological path dependency in large-N analysis via a common focus on analyzing formal planning documents risks a skewed perspective as such documents may only offer a partial view. Building on the rich range of work to date assessing climate adaptation in cities, and notwithstanding continued major gaps such as in small-medium cities, we now need to find ways to examine the diversity of institutional adaptation occurring in practice, and to comparatively draw on the situated interpretive knowledge of case experts within individual cities to do so. With this aim in mind, this paper explores institutional adaptation in a specific domain (urban water) in a sample of 96 major cities across six continents through a survey of 319 case experts, examining the diversity of institutional adaptation across contexts and exploratively probing its drivers. Findings show that multiple forms of institutional adaptation are being jointly pursued in cities across all continents, leaning towards ‘softer’ rather than ‘harder’ forms, but nonetheless revealing a wide range of activity. Patterns in drivers suggest a political explanation for institutional adaptation (e.g. involving change agents and political pressure) rather than a rational one (e.g. involving response to climate-related risks and/or extreme events). Overall, there is a need to combine parsimony with expanded interpretive sensibility in advancing large-N research on institutional adaptation diversity in comparative perspective.  相似文献

Assessment of the climate preparedness of 30 urban areas in the UK   总被引:1,自引:1,他引:0  
Cities are increasingly aware of the need to mitigate greenhouse gas emissions and adapt to changes in weather patterns leading to the production of urban climate change plans. The few existing systematic studies of these plans have focused on either adaptation or mitigation issues, and are typically based on surveys completed by city officials rather than analysis of documented evidence. To gain insight into the status of adaptation and mitigation action across the UK, climate change documents from 30 urban areas (representing ~28 % of the UK’s population) were analysed. An Urban Climate Change Preparedness Score, which could be applied to other urban areas outside the UK, has been devised for comparative analysis. This analysis characterizes progress against (i) Assessment, (ii) Planning, (iii) Action, and (iv) Monitoring, for both adaptation and mitigation. The Preparedness Score allows a quantitative comparison of climate change strategies across the urban areas analysed. This methodology can be transferred to other countries and makes an international comparison of urban areas and their climate change adaptation and mitigation plans possible. We found that all areas acknowledge climate change being a threat and that adaptation and mitigation planning and action is required. However, two urban areas did not have official adaptation or mitigation plans. Typically, mitigation activities across all cities were more advanced than adaptation plans. Emissions reduction targets ranged from 10 %–80 % with differing baselines, timeframes and scopes, for defining and meeting these targets. Similar variability was observed across adaptation plans. Several reasons for these differences are considered, but particularly notable is that a combination of incentives and regulation seem to stimulate more comprehensive strategies and action in many urban areas.  相似文献

Despite a great deal of research on public perceptions of climate change science, very little empirical work has attempted to investigate how members of the lay public might evaluate the justice dilemmas inherent within climate policy decision-making. This exploratory study contrasts arguments about justice from a mitigation perspective, with those from an adaptation perspective and draws insights about the contours of politically acceptable climate policy. Using think-aloud protocols and a structured elicitation approach with members of the lay public to generate quantitative and qualitative data, this study suggests that the two types of climate policy trigger different sets of arguments about justice. When asked about mitigation burden-sharing participants overwhelmingly invoke arguments about causality. In contrast, in discussions of adaptation participants emphasized the needs of the afflicted parties and their ability to cope. Furthermore, social and spatial distances were not a factor in allocation of mitigation burdens, but were used to discount the distribution of compensation towards adaptation. These initial data about public perceptions of justice in this area suggest that the public would view adaptation and mitigation as complements not substitutes. These findings also highlight the importance of exploring public reactions to the sub-components of climate policy individually.  相似文献

Narrowing research and policy, while challenging, is especially important in climate change adaptation work (CCA) due to the high uncertainties involved in planning for climate change. This article aims to seek stakeholders’ opinions regarding how research and policy development can be bridged within the Cambodian water resources and agriculture sectors. The study used institutional ethnography methods with informants from government organizations, local academia, and development partners (DPs). This article identifies a number of challenges, and barriers for narrowing research–policy development gaps, including: limited effectiveness of governmental policies and planning; lack of relevant information required to promote evidence-based planning and policy development; and communication barriers. Evidence-based planning is valued by government officials most when there is actual and effective implementation of policies and plans. In practice, this often implies that governmental policies and plans need be scoped and scaled down to meet the available budget, and thus be achievable. In the long term, it also means building the capacity for policy-relevant research on climate change adaptation within Cambodia. Engaging policy stakeholders in research process for co-producing adaptation knowledge, and introducing knowledge intermediaries are suggested by informants as means to narrowing gaps between research and policy development. The presence of the Cambodia's Prime Minister in research–policy dialogues is recommended as important for attracting the attention of high-level policy makers.

Policy relevance

As a least developed and highly climate-vulnerable country, Cambodia has received climate change funding to implement a number of climate adaptation initiatives. Cambodia is likely to receive more climate change finance in the future. This article aims to assist evidence-based planning, in particular, through policy-relevant research on CCA, so that resources for adaptation in Cambodia are used effectively and efficiently. This research also directly benefits the sustainable development of the country.  相似文献
