Stephen Gardiner argues that geoengineering does not meet the “canonical technical definition” of a global public good, and that it is misleading to frame geoengineering as a public good. A public good is something that is nonrival and nonexcludable. Contrary to Gardiner’s claims, geoengineering meets both of these criteria. Framing geoengineering as a public good is useful because it allows commentators to draw on the existing economic, philosophical, and social scientific literature on the governance of public goods. 相似文献

The experience of developing a short-term climate prediction system at the Institute of Atmospheric Science of the Chinese Academy of Sciences is summarized,and some problems to be solved in future are discussed in this paper.It is suggested that a good system for short-term climate prediction should at least consist of (1) well-tested model(s),(2) sufficient data and good methods for the initialization and assimilation,(3) a good system for quantitative corrections,(4) a good ensemble prediction method,and (5) appropriate prediction products,such as mathematical expectation,standard deviation,probability,among others. 相似文献

利用常规气象资料、NCEP 1°×1°再分析资料对2012年7月1~4日副高边缘四川省达州市连续两次大暴雨天气过程的物理量进行了重点分析。分析结果表明K指数和假相当位温垂直梯度变化与暴雨对应关系较好,850hPa比湿能很好的反映低层大气水汽含量情况,可以为暴雨预报的一个重要参考指标;副高边缘偏南气流提供了较好的水汽条件;垂直螺旋度与暴雨中心位置和强度有较好的对应关系;副高边缘西南气流使得垂直涡度增大,系统斜压性加强,有利于暴雨产生。 相似文献

In early policy work, climate engineering is often described as a global public good. This paper argues that the paradigm example of geoengineering—stratospheric sulfate injection (hereafter ‘SSI’)—does not fit the canonical technical definition of a global public good, and that more relaxed versions are unhelpful. More importantly, it claims that, regardless of the technicalities, the public good framing is seriously misleading, in part because it arbitrarily marginalizes ethical concerns. Both points suggest that more clarity is needed about the aims of geoengineering policy—and especially governance—and that this requires special attention to ethics. 相似文献

One-third of all food produced in the world is lost or wasted, which has negative consequences for societies and the environment. Thus, curbing food waste is critical to securing human well-being and protecting the environment. This study examines the drivers of household food waste decisions by investigating the activation and deactivation of moral norms and introducing the concept of the ‘good provider’ in an augmented norm-activation model (NAM). A survey of 643 consumers in Australia and Singapore explores the ‘good provider’ norm as a driver of food waste behaviours in both cultures. For Australians, ‘good provider’ norms suppress intentions to avoid food waste, most likely to provide for the immediate family, which can be a motive that overrides moral concern about food waste in an individualistic culture. For Singaporeans, ‘good provider’ norms do not suppress food waste intentions, possibly due to the value placed on thrift by a long-term-oriented culture. The paper significantly extends the previous research on norms, culture and sustainable consumption and provides policy and practical implications for curbing food waste in different cultural contexts. 相似文献

利用1960—2010年青藏高原23个台站和长江下游25个台站的日降水量观测资料及NCEP再分析资料,采用广义线性模型的统计降尺度方法模拟台站日降水量,并评估了广义线性模型对日降水量的模拟能力。在建模期(1960—2005年)广义线性模型对日降水量表现出良好的模拟能力,两区域模拟结果与观测值1月平均相关系数0.75左右,7月也均超过0.5。模拟结果大部分台站日降水偏大,但偏大的量值较小;模拟的无降水准确率较高,最高值在高原区域,1月平均达85.2%。检验期(2006—2010年)广义线性模型模拟的日降水与建模期具有较好的一致性。此外,对两区域代表站的分析显示,广义线性模型模拟降水极值和降水0值的效果较好,且较好地还原了主要降水过程。总之,广义线性模型对日降水量的降尺度效果良好,适合应用于气候领域的相关研究。 相似文献
