Governments are increasingly supporting initiatives to address plastic pollution, but efforts are largely opportunistic or driven by national socio-political priorities. There is an urgent need to move away from piecemeal single product instruments (e.g. single use plastic bag taxes or plastic straw bans) to deliver system-wide strategies that minimise the most pervasive sources of plastic pollution. Developing a common understanding of a jurisdiction’s plastic waste stream and the solutions available to decision-makers is vital to build consensus across stakeholders and to align on an evidence-based portfolio of priority instruments.This paper presents the Plastic Drawdown framework as a boundary-spanning tool to quickly create a coherent, relevant, and credible analysis and visualisation for stakeholders of plastic waste, leakage hotspots and minimisation opportunities. Using a new plastic waste modelling framework with a consultative structure, Plastic Drawdown explores plastic waste and leakage over a ten-year period and assesses impacts of policy instruments on this projection. Plastic Drawdown is adaptable to the data poor environment typical of many countries and designed as a rapid assessment tool to support the decision making of governments operating in a highly resource-constrained context.The Maldives is used as a case study to show the utility of the tool, where it highlighted strategies with the potential to reduce leakage of plastic waste into the marine environment by up to 85% by 2030. Plastic Drawdown built the case for phasing out single-use plastic waste across the Maldives and supported the Government’s decision to set ambitious targets, as announced at the United Nations General Assembly in 2019.  相似文献

Climate change impacts on marine environments have been somewhat neglected in climate change research, particularly with regard to their social dimensions and implications. This paper contributes to addressing this gap through presenting a UK focused mixed-method study of how publics frame, understand and respond to marine climate change-related issues. It draws on data from a large national survey of UK publics (N = 1,001), undertaken in January 2011 as part of a wider European survey, in conjunction with in-depth qualitative insights from a citizens’ panel with participants from the East Anglia region, UK. This reveals that discrete marine climate change impacts, as often framed in technical or institutional terms, were not the most immediate or significant issues for most respondents. Study participants tended to view these climate impacts ‘in context’, in situated ways, and as entangled with other issues relating to marine environments and their everyday lives. Whilst making connections with scientific knowledge on the subject, public understandings of marine climate impacts were mainly shaped by personal experience, the visibility and proximity of impacts, sense of personal risk and moral or equity-based arguments. In terms of responses, study participants prioritised climate change mitigation measures over adaptation, even in high-risk areas. We consider the implications of these insights for research and practices of public engagement on marine climate impacts specifically, and climate change more generally.  相似文献

Plastic pollution through small particles, so-called microplastics, is acknowledged as an environmental problem of global dimension by both politicians, and the public. An increasing number of environmental studies investigate the exposure and effects of microplastics. Although there are many open questions, current scientific evidence does not confirm a high risk for the environment. At the same time, the issue receives great public attention, which in turn motivates various political and policy actions. So far, little research has examined the underlying social dimensions, i.e., the factors explaining individual risk perception of microplastics. This paper studies the perception of risks associated with microplastics concerning the environment and human health using data from a representative online survey conducted in Germany (n = 1027). We particularly examine the role of socio-demographics, individual awareness, knowledge factors, and the media’s influence on risk perception. Our results show that a majority of the respondents rates the risks through microplastics very high for both the environment and human health. Regression analyses demonstrate that environmental awareness and knowledge of media narratives are the strongest predictors for this risk perception. Our study illustrates the incongruence between scientific knowledge, media framing, and the public opinion concerning the risk posed by microplastics.  相似文献

How social networks support or constrain the transition to co-management of small-scale fisheries and marine reserves is poorly understood. In this paper, we undertake a comparative analysis of the social network structures associated with the transition to co-management in three Jamaican marine reserves. Data from quantitative social relational surveys (n = 380) are integrated with data from semi-structured interviews (n = 63) and focus groups (n = 10) to assess how patterns of relational ties and interactions between and among fishermen and other local level actors (e.g., managers, wardens, NGO staff) support and constrain the transition to co-management. Our research suggests that the transitions to co-management were supported by a combination of three network structure and relational attributes: (i) the presence and position of institutional entrepreneurs; (ii) a dense central core of network actors; and (iii) the prevalence of horizontal ties and vertical linkages held by the community-based organizations formally responsible for the management of the marine reserves. Our findings also show that overall low network cohesion in the three reserves and limited social influence among the wardens may be problematic for sustained collective action that extends beyond the core set of network actors. These findings suggest the importance of strategies to enhance collective action, specifically through attention to the attributes of the corresponding social networks, as a means to contribute to successful transitions to co-management of marine reserves and small-scale fisheries. Our results provide more precise guidance, through social network analysis, on where in the respective networks social capital and leadership may require support or enhancement, and thus on how to target interventions for greatest effect.  相似文献

The dramatic growth in the production and use of liquid biofuels has led to concerns about associated impacts on human health. To date however, there has been no attempt to comprehensively synthesize the literature on this topic, despite a wealth of new research published over the past few years. We searched the Medline and Embase databases, as well as Google Scholar, in order to review the state of evidence linking liquid biofuels to human health, to characterize the magnitude of potential impacts, and to identify areas in need of more empirical research. The search results indicate that the key pathways to health associated with liquid biofuels consist of four sets of exposures: occupational hazards; water/soil pollution; air pollution relating both to the production and use of the fuel; and the price of food (affecting nutrition). Of these, only air pollution and food price seem likely to meaningfully influence health at the population level: liquid biofuels may improve air quality – at least in urban environments – but could have serious adverse effects on nutrition in food-insecure populations. However, much more work is needed in both areas. Very few studies have explored more indirect pathways to health, such as those relating to land-use change, climate change and economic factors.  相似文献

Summary  An evaluation of the impacts of weather on pollution, specifically, ozone and total suspended particulates concentration for Summer, is examined in four cities in the U.S.: Birmingham, Cleveland, Philadelphia, and Seattle. These cities were selected because of their different climate regimes and their generally good pollutant and meteorological datasets. This paper uses a synoptic climatological approach, which combines a number of atmospheric factors, to better identify the relationships between atmospheric pollution and climatological conditions. Synoptic events represent holistic units of atmospheric conditions which commonly occur at a given locale, and possess specific weather and pollution characteristics. A number of weather variables, including temperature, are used in the development of a synoptic index, which can be used to identify synoptic events associated with specific pollution episodes. Results from the analysis illustrate that there is a substantial difference in pollution loads under different synoptic patterns, and that the cities do have substantially different relationships. Information from this study could be used to assist in the analysis of the differential impacts of weather and pollution upon human morbidity. Specific information as to the linkages between the synoptic weather patterns, pollution concentrations, and human health could be used in the development of weather/health watch-warning systems to alert the public that a synoptic episode is imminent. Cooperation beyond the borders of sovereign states and investment in global public goods (GPGs) are essential for tackling transboundary challenges, such as climate change, marine pollution, and health security. However, little is known about how regional tension or isolationism might affect cooperation with neighboring countries on transboundary issues. Thus, in this study, using a conjoint experiment of representative samples from members of the public in Japan, China, and South Korea, we investigated: 1) public support for GPGs using the case of trilateral cooperation for the establishment of common global funds among Japan, China, and South Korea; and 2) the extent to which hostility toward neighboring countries affects such public support. The results showed that Chinese people had lower hostility toward neighboring countries and higher public support. Both Japanese and South Koreans had higher hostility. Meanwhile, public support was lower in Japan but moderate in South Korea. These results suggest that hostility toward neighboring countries affects public support for GPGs. The stronger the hostility toward neighboring countries is, the lower the public support for international cooperation becomes. However, the mechanisms of these effects are complex. Generally, hostility toward a government has more negative effects than hostility toward people of the same country. Furthermore, the present study provides important insights based on the findings that Chinese strongly supported building GPGs with neighboring countries, and people in all three countries somewhat supported equal sharing of the financial burden. However, authorization mechanisms for GPGs are essential, because citizens most supported GPGs managed by their home country. Thus, adopting authorization mechanisms to mutually manage funds is essential for widening public support for GPGs.  相似文献

Large marine protected areas are increasingly being established to meet global conservation targets and promote sustainable use of resources. Although the factors affecting the performance of small-scale marine protected areas are relatively well studied, there is no such body of knowledge for large marine protected areas. We conducted a global meta-analysis to systematically investigate social, ecological, and governance characteristics of successful large marine protected areas with respect to several social and ecological outcomes. We included all large (>10,000 km2), implemented (>5 years of active management) marine protected areas that had sufficient data for analysis, for a total of twelve cases. We used the Social-Ecological Systems Meta-Analysis Database, and a consistent protocol for using secondary data and key informant interviews, to code proxies for fisheries, ecosystem health, and the wellbeing of user groups (mainly fishers). We tested four sets of hypotheses derived from the literature on small-scale marine protected areas and common-pool resources: (i) the attributes of species and ecosystems to be managed in the marine protected area, (ii) adherence to principles for designing small-scale marine protected areas, (iii) adherence to the design principles for common-pool resource management, and (iv) stakeholder participation. We found varying levels of support for these hypotheses. Improved fisheries were associated with older marine protected areas, and higher levels of enforcement. Declining fisheries were associated with several ecological and economic factors, including low productivity, high mobility, and high market value. High levels of participation were correlated with improvements in wellbeing and ecosystem health trends. Overall, this study constitutes an important first step in identifying factors affecting social wellbeing and ecological performance of large marine protected areas.  相似文献

Micronutrient deficiencies constitute a pressing public health concern, especially in developing countries. As a dense source of bioavailable nutrients, aquatic foods can help alleviate such deficiencies. Developing aquaculture that provides critical micronutrients without sacrificing the underlying environmental resources that support these food production systems is therefore essential. Here, we address these dual challenges by optimizing nutrient supply while constraining the environmental impacts from aquaculture. Using life cycle assessment and nutritional data from Indonesia, a top aquaculture producer, we sought to identify aquaculture systems that increase micronutrient supplies and reduce environmental impacts (e.g., habitat destruction, freshwater pollution, and greenhouse gas emissions). Aquaculture systems in Indonesia vary more by environmental impacts (e.g. three order of magnitude for fresh water usage) than by nutritional differences (approximately ± 50% differences from mean relative nutritional score). Nutritional-environmental tradeoffs exist, with no single system offering a complete nutrition-environment win–win. We also find that previously proposed future aquaculture paths suboptimally balance nutritional and environmental impacts. Instead, we identify optimized aquaculture production scenarios for 2030 with nutrient per gram densities 105–320% that of business-as-usual production and with environmental impacts as low as 25% of those of business-as-usual. In these scenarios Pangasius fish (Pangasius hypophthalmus) ponds prove desirable due to their low environmental impacts, but average relative nutrient score. While the environmental impacts of the three analyzed brackish water systems range from average to high compared to other aquaculture systems, their nutritional attributes render them necessary when maximizing all nutrients except vitamin A. Common carp (Cyprinus carpio) ponds also proved essential in maximizing zinc and omega n-3, while Tilapia (Oreochromis niloticus) cages were necessary in optimizing the production of calcium and vitamin A. These optimal aquaculture strategies also reduce business-as-usual demand for wild fish-based feed by 0–30% and mangrove expansion by 0–75% with no additional expansion into inland open waters and freshwater ponds. As aquaculture production expands globally, optimization presents a powerful opportunity to reduce malnutrition rates at reduced environmental impacts. The proposed reorientation promotes UN sustainable development goals 2 (zero hunger), 3 (health), 13 (climate action) and 14 (life under water) and requires concerted and targeted policy changes.  相似文献

Air pollution and its related health impacts are a global concern. This paper addresses how current policies on air pollution, climate change and access to clean cooking fuels can effectively reduce both outdoor and household air pollution and improve human health. A state of the art modeling framework is used that combines an integrated assessment model and an atmospheric model to estimate the spatial extent and distribution of outdoor air pollution exposures. Estimates of household energy access and use are modeled by accounting for heterogeneous household energy choices and affordability constraints for rural and urban populations spanning the entire income distribution. Results are presented for 2030 for a set of policy scenarios on air pollution, climate change and energy access and include spatially explicit emissions of air pollutants; ambient concentrations of PM2.5; and health impacts in terms of disability adjusted life years (DALYs) from both ambient and household air pollution. The results stress the importance of enforcing current worldwide air quality legislation in addressing the impacts of outdoor air pollution. A combination of stringent policies on outdoor air pollution, climate change and access to clean cooking fuels is found to be effective in achieving reductions in average ambient PM2.5 exposures to below World Health Organization recommended levels for a majority of the world's population and results in a significant decline in the global burden of disease from both outdoor and household air pollution.  相似文献

Marine ecosystems provide a wide range of goods and services that directly and indirectly benefit economies and support human health and wellbeing. However, these ecosystems are vulnerable to anthropogenic influences such as climate change, pollution and habitat destruction. The European Union (EU) recognises the role of the blue economy in providing jobs and contributing to economic growth, with the EU Integrated Maritime Policy being a cross-sectoral framework within which maritime activities are managed and coordinated. Sustainability is a central tenet, ensuring that sectors such as aquaculture and offshore wind energy, which are earmarked for growth, must develop in ways that do not negatively impact the health of the marine environment. However, there is currently little consideration of how these activities might impact public health. The current research used survey data from 14 European countries to explore public perceptions of these issues, broadly focusing on 10 maritime activities, with a specific focus on five activities related to the EU’s 2012 Blue Growth Strategy. The respondents appreciated the interconnections between these maritime activities, environmental protection and public health, as well as the potential trade-offs. Preferences for policy intervention to protect public health from different activities were predicted by both marine contact (marine sector employment, recreational activities) and socio-demographic (political attitudes, gender, age) variables, potentially aiding future engagement and communication initiatives. Substantive differences observed across countries in terms of policy preferences for different activities, however, warn against generalising for the European population as a whole.  相似文献

The degradation of air quality, an environmental consequence of anthropogenic activities, poses a challenge to human health. However, the corresponding control measures incur additional costs. This study presents an analysis of the health and socioeconomic benefits of air quality control measures and climate change mitigation. Multidisciplinary modelling was used for PM2.5 and ozone distribution to analyze the co-benefits of end-of-pipe measures and electrification as well as their period-specific impacts on human health and the economy. The results indicated that the long-term impacts of end-of-pipe technologies and electrification in Japan's residential, building, and transportation sectors could reduce premature deaths, caused by PM2.5 and ozone pollution, by 65,500 annually from 2010 to 2050. These technologies could save a per capita work hour loss of 3.64 h and avoid an economic loss of 5.43 billion USD by 2050. This study predicted climate actions would enable western Japan to benefit from PM2.5 control measures, whereas the entire country would benefit from ozone pollution reduction.  相似文献

Many actions to reduce GHG emissions have wider impacts on health, the economy, and the environment, beyond their role in mitigating climate change. These ancillary impacts can be positive (co-benefits) or negative (conflicts). This article presents the first quantitative review of the wider impacts on health and the environment likely to arise from action to meet the UK's legally-binding carbon budgets. Impacts were assessed for climate measures directed at power generation, energy use in buildings, and industry, transport, and agriculture. The study considered a wide range of health and environmental impacts including air pollution, noise, the upstream impacts of fuel extraction, and the lifestyle benefits of active travel. It was not possible to quantify all impacts, but for those that were monetized the co-benefits of climate action (i.e. excluding climate benefits) significantly outweigh the negative impacts, with a net present value of more than £85 billion from 2008 to 2030. Substantial benefits arise from reduced congestion, pollution, noise, and road accidents as a result of avoided journeys. There is also a large health benefit as a result of increased exercise from walking and cycling instead of driving. Awareness of these benefits could strengthen the case for more ambitious climate mitigation action.

Policy relevance

This article demonstrates that actions to mitigate GHG emissions have significant wider benefits for health and the environment. Including these impacts in cost–benefit analysis would strengthen the case for the UK (and similar countries) to set ambitious emissions reduction targets. Understanding co-benefits and trade-offs will also improve coordination across policy areas and cut costs. In addition, co-benefits such as air quality improvements are often immediate and local, whereas climate benefits may occur on a longer timescale and mainly in a distant region, as well as being harder to demonstrate. Dissemination of the benefits, along with better anticipation of trade-offs, could therefore boost public support for climate action.  相似文献

Analyses of cloud condensation nuclei (CCN) number concentrations (cm− 3) measured at the Mace Head Atmospheric Research Station, near Carna, County Galway, Ireland, using a DH Associates Model M1 static thermal diffusion cloud chamber over the period from March 1994 to September 2002 are presented in this work. Air masses are defined as being ‘marine’ if they originate from a wind direction of 180–300° and ‘continental’ air masses are defined as originating from a wind direction of 45–135°. Air masses without such filtering were classified as ‘undefined’ air masses. Air masses were found to be dominated by marine sector air, re-affirming Mace Head as a baseline atmospheric research station. CCN levels for specific air masses at Mace Head were found to be comparable with earlier studies both at Mace Head and elsewhere. Monthly averaged clean marine (wind direction of 180–300° and black carbon absorption coefficient < 1.425 Mm− 1) CCN and marine CCN varied between 15–247 cm− 3 and 54–670 cm− 3, respectively. As expected, significant increases in number concentration were found in continentally sourced CCN over that of marine CCN and were found to follow a log-normal distribution significantly tighter than that of clean marine air masses. No significant trend was found for CCN over the 9-year period. While polluted continental air masses showed a slight increase in CCN concentrations over the winter months, most likely due to increased fuel usage and a lower mixed boundary layer, the dominance of marine sector air arriving at Mace Head, which generally consists of background CCN concentrations, reduced seasonal differences for polluted air. Marine air showed a distinct seasonal pattern, with elevated values occurring over the spring and summer seasons. This is thought to be due to enhanced biogenic aerosol production as a result of phytoplankton bloom activity in the North Atlantic.  相似文献

Managing Arctic marine resources to be resilient to environmental changes requires knowledge of how climate change is affecting marine food webs and fisheries. Changes to fishery resources will have major implications for coastal Indigenous communities whose livelihoods, health, and cultures are strongly connected to fisheries. Understanding these broad social-ecological changes requires a transdisciplinary approach bringing together contrasting and complementary disciplines and ways of knowing. Here, we examine climatic proxies, ecological, and fishery indicators (stable isotopes, fish condition, and lipid content), and interviews with Inuit fishers to assess how marine ecosystem changes have influenced Arctic Char (Salvelinus alpinus) ecology and fisheries over a 30-year time period (1987–2016) in the Kitikmeot region of the Canadian Arctic. Inuit fishers reported several observations of environmental changes, including longer ice-free seasons, warmer ocean temperatures, and the arrival of new marine species. Biophysical data revealed important changes toward earlier dates of ice breakup (>12 days in some areas) and a shift in isotopic niche reflecting a changing Arctic Char diet, with increased contribution of pelagic carbon and higher trophic level prey. Fish condition was improved in years with earlier ice breakup, as observed by both Inuit fishers and biophysical indicators, while lipid content increased through time, suggesting that longer ice-free seasons may have a positive effect on Arctic Char quality as reflected by both fish condition and lipid content. Long-term impacts of continuing climate change, however, such as the northward expansion of boreal species and increasing ocean temperatures, could have negative effects on fisheries (e.g., physiological impairment in fish if temperatures exceed their thermal range). Continuous community-based monitoring that directly informs fisheries management could help communities and managers adaptively, and sustainably, manage in the face of multiple interacting changes in Arctic marine systems.  相似文献

Analysing a sample of 3,033 environmental conflicts around the globe, we compared conflicts reporting no human health impacts to those reporting health impacts linked to toxic pollution. Our study suggests four main findings. First, health impacts are a key concern for working-class communities. Second, the long-term effects of toxic pollution undermine communities' ability to act preventively. Third, industrial activities, waste management and nuclear energy conflicts are more likely to report health impacts than other economic activities. Last, mobilising groups are reluctant to consider the closure of a polluting project a successful outcome because of the persistence of toxic pollution across time. Our results contribute to a better understanding of the dynamics of what we have termed ‘environmental health conflicts’ (EHCs).  相似文献

Environmental NGOs are increasingly called upon to respect human rights when undertaking conservation programs. Evaluating a family planning program running alongside marine management measures in Madagascar, we find that family planning services provided by an environmental NGO can support women’s reproductive rights. Family planning services allow the option of smaller families, and give more time to work, increased income and better health. These benefits do not translate into increased support for, or participation in, marine management, however, and women who are able to work more are typically fishing more. We identify patriarchal norms as a key factor preventing the family planning programme from manifesting in improved resource stewardship, limiting opportunities for women to participate fully in resource management meetings and diversify their livelihood outside traditional tasks, including fishing. We propose that a successful human rights-based approach must be more comprehensive, targeting multiple rights and challenging existing institutions and power structures.  相似文献
