A review of case law and other documentation of human rights issues in fishing communities highlights forced evictions, detention without trial, child labour, forced labour and unsafe working conditions, and violence and personal security, including gender-based violence, as key areas of concern. We argue that human rights violations undermine current attempts to reform the fisheries sector in developing countries by increasing the vulnerability and marginalization of certain groups. Citing cases from India, the Philippines, Cambodia, and South Africa, we show how human rights advocacy can be an effective element of support for development in fisheries. Finally, we outline how fisheries reform can better address human rights issues as an essential complement to the equitable allocation of fishing rights, contributing to improved resource management and human wellbeing.  相似文献

Sustainable management of ecosystem services requires knowledge of both natural and human systems, but the adaptive behaviors of human harvesters in response to management changes and environmental variability are poorly understood. Given the specter of accelerating climate change, it is especially critical to understand how human harvesters may respond to environmental perturbation. In this study, we identify characteristics that promoted resilience of one the most valuable fisheries on the west coast of the United States to a record marine heatwave. Using movement telemetry linked to Dungeness crab fishery landings records from more than 500 fishing vessels, encompassing 2.2 million geolocations and more than USD two billion in revenue, we found that commercial fishing vessels employed two, non-mutually exclusive strategies to cope with the anomalous environmental and management conditions imposed by the heatwave: increasing spatial mobility and diversifying fishery participation. The combination of these strategies appeared to be the most adaptive, as it produced the greatest increase in Dungeness crab profits. In contrast, participants that specialized in a single fishery and concentrated fishing effort in small spatial areas did not perform as well. Our data-driven approach reveals behaviors that can be promoted to improve the adaptive capacity of human harvesters in an era of unprecedented environmental perturbation.  相似文献

This paper investigates the equity implications of marketing ecosystem services in protected areas and rural communities. We use a three-tiered equity framework to analyse four distinct efforts to commercialise watershed recharge and carbon dioxide fixation by forests in Meso-America. We show that project development and participation are strongly mediated by organisational networks, as well as existing rights of access over land and forest resources. We demonstrate that procedural fairness diverges strongly when initiatives are implemented in protected areas or in rural communities. While in the former reserve managers and intermediaries concentrate all decision-making power, initiatives working with rural communities are able to integrate more significantly service providers in management decisions. Marketing ecosystem services in protected areas contributes to reduce expenditure rates for protected area management, but also results in less equitable outcomes, as rural communities and forest resource users become excluded from receiving sustained development benefits. When ecosystem services are commercialised by rural farmers, payments do not cover opportunity costs but act as a significant incentive for participation in most cases. Ecosystem service providers also benefit from complementary project activities, such as forest management training and agricultural extension support. We argue that limited economic impact and existing inequities in decision-making and outcomes can be explained by problems of institutional design, in particular the inability of markets and payments for ecosystem services to account for context-related factors, such as property rights.  相似文献

Rural and regional hinterlands provide the ecosystem service needs for increasingly urbanised communities across the globe. These inter-related ecosystem services provide key opportunities in securing climate change mitigation and adaptation. Their integrated management in the face of climate change, however, can be confounded by fragmentation within the complex institutional arrangements concerned with natural resource management. This suggests the need for a more systemic approach to continuous improvement in the integrated and adaptive governance of natural resources.This paper explores the theoretical foundations for integrated natural resource management and reviews positive systemic improvements that have been emerging in the Australian context. In setting clear theoretical foundations, the paper explores both functional and structural aspects of natural resource governance systems. Functional considerations include issues of connectivity, knowledge use and capacity within the natural resource decision making environment. Structural considerations refer to the institutions and processes that undertake planning through to implementation, monitoring and evaluation.From this foundation, we review the last decade of emerging initiatives in governance regarding the integration of agriculture and forests across the entire Australian landscape. This includes the shift towards more devolved regional approaches to integrated natural resource management and recent progress towards the use of terrestrial carbon at landscape scale to assist in climate change mitigation and adaptation. These developments, however, have also been tempered by a significant raft of new landscape-scale regulations that have tended to be based on a more centralist philosophy that landowners should be providing ecosystem services for the wider public good without substantive reward.Given this background, we explore a case study of efforts taken to integrate the management of landscape-scale agro-ecological services in the Wet Tropics of tropical Queensland. This is being achieved primarily through the integration of regional natural resource management planning and the development of aggregated terrestrial carbon offset products at a whole of landscape scale via the Degree Celsius initiative. Finally, the paper teases out the barriers and opportunities being experienced, leading to discussion about the global implications for managing climate change, income generation and poverty reduction.  相似文献

Commercial marine fishing contributes significantly to the Australian economy, and has great importance for coastal communities. However, climate change presents significant challenges for Australia’s fishing industries, now and into the future. With greater use of targeted information, the fishing industry will be better placed to minimise the negative impacts and take advantage of opportunities associated with the effects of climate change. The future of the fishing industry—specifically wild capture fisheries—will depend on its ability and capacity to apply appropriate adaptation strategies for its viability and sustainability in the long-term. Knowledge regarding expected long-term changes in species distributions, improved weather and seasonal climate forecasts and their influence on target species, and better understanding of species tolerances, can inform adaptation responses. This paper provides a review of recent advances in research addressing Australia’s priorities in relation to commercial marine fisheries’ responses to current and anticipated future climate change impacts, and considers barriers and adaptation options for fisheries management over the near-term planning horizon of 5–7 years.  相似文献

The efficiencies and effectiveness of water resource management are inextricably linked to climate services. This study demonstrates a climate information service for Danjiangkou Reservoir, which is the largest artificial lake in Asia, facing mounting challenges for flood control, water storage, and water diversion. Unlike traditional water resource management on the basis of short-term weather forecast and runoff monitoring, subseasonal to seasonal(S2S)and annual climate predictions as well as long-term climate change projections were well used to support the decision makers in Danjiangkou Reservoir. The National Climate Center(NCC) has projected the changes of future climate and extreme events by dynamically downscaling the Coupled Model Intercomparison Project phase 5(CMIP5)projections to 25-km resolution for the long-term planning of water resource management in Danjiangkou Reservoir.Real-time climate predictions based on climate models and downscaling interpretation and application methods at different timescales were also provided to meet the specific needs of earlier predictions and spatial refinement for the short-term diversion of the reservoir. Our results show that such climate services facilitated the Diversion Center of Danjiangkou Reservoir(DCDR) to reasonably control the operational water level, increased the ecological water supply to the northern portion of China by 844 million m~3, and reduced as much as 1.67 billion m~3 of abandoned water in 2019. In the future, it is necessary to develop climate prediction methods to increase spatial and temporal resolutions and prediction skills, and enhance interactions between providers and users.  相似文献

Communities are increasingly empowered with the ability and responsibility of working with national governments to make decisions about marine resources in decentralized co-management arrangements. This transition toward decentralized management represents a changing governance landscape. This paper explores the transition to decentralisation in marine resource management systems in three East African countries. The paper draws upon expert opinion and literature from both political science and linked social-ecological systems fields to guide exploration of five key governance transition concepts in each country: (1) drivers of change; (2) institutional arrangements; (3) institutional fit; (4) actor interactions; and (5) adaptive management. Key findings are that decentralized management in the region was largely donor-driven and only partly transferred power to local stakeholders. However, increased accountability created a degree of democracy in regards to natural resource governance that was not previously present. Additionally, increased local-level adaptive management has emerged in most systems and, to date, this experimental management has helped to change resource user's views from metaphysical to more scientific cause-and-effect attribution of changes to resource conditions.  相似文献

Although there is widespread concern over degrading marine environments, there is debate within the global marine conservation agenda about the nature of the problem and appropriate solutions. At the center of this debate lie questions about the appropriate scale at which to plan and implement marine resource management. In the late 1990s, Fiji became recognized as one of the most successful examples of community-based marine resource management in the world. Recently, there has been a move to manage human–environment interactions at larger “natural” scales. We draw from the political ecology and “politics of scale” literatures, and a critical realist understanding of nature and politics, to explain the emergence of large-scale management and conservation in Fiji. We contribute to a “political ecology of scale” by developing the concept of a scalar narrative to show how social and ecological scales are reworked in the development of an ecosystem-based approach to marine management in Fiji. In doing so, we consider implications of the struggle to define the appropriate scale of marine management, which is closely bound to debates about the role of science and local participation. Our findings suggest that the struggle to define the scale at which marine management should be planned and implemented is inseparable from the struggle over who should define, inform, and conduct the governance process. We aim to clarify marine policy debates as policy actors worldwide move forward to implement ecosystem-based management, increase marine protected area coverage, and pursue sustainable development.  相似文献

The Code of Conduct for Responsible Fisheries developed in 1995 by the Food and Agriculture Organization (FAO) of the United Nations includes a set of recommendations for reducing the negative impacts of fishing activities on marine ecosystems. The Code is widely believed to be an important tool for fisheries management and, although the Code is voluntary, all stakeholders concerned with the management and development of fisheries, and conservation of fishery resources, are actively encouraged to implement it. Previous analysis at global scale showed widespread low compliance with the Code of Conduct that may be partly due to a lack of empirical support for the overall ecological benefits of adhering to the Code. Here we evaluated these ecological effects by comparing compliance with the Code to changes in five ecological indicators that quantify the ecosystem effects of fishing. We used the loss in production index and the related probability of sustainable fishing index, the mean trophic level of the catch, total catches, and the primary production required to sustain the catch. We also tested if regional differences and development status of countries influenced the results of ecological indicators. Results indicate that countries with higher levels of compliance with the FAO Code of Conduct in 2008 experienced a decrease in the Loss in Production index and an increase in fisheries sustainability from the 1990s to 2000s. We conclude that better implementation of the Code of Conduct may have had overall positive ecological effects with time. A significant decrease in total catch and primary production required with higher compliance was also observed. While a significant increase in ecosystem sustainability was observed after a decade of adoption of the Code at high levels of compliance, further ecosystem degradation had taken place where compliance with the Code was below a given threshold (4, from a ranking of 0–10). Therefore, since compliance with the Code is still low or very low worldwide, these results may encourage individual countries to adopt well-established fishery management measures in order to increase the ecological sustainability of marine resources.  相似文献

Wetlands are highly dynamic and productive systems that have been under increased pressure from changes in land use and water management strategies. In Eastern Africa, wetlands provide resources at multiple spatial and temporal levels through farming, fishing, livestock ownership and a host of other ecosystem services that sustain the local economy and individual livelihoods. As part of a broader effort to describe future development scenarios for East African coastal wetlands, this qualitative study focuses on understanding the processes by which river water depletion has affected local food production systems in Kenya's Tana River Delta over the past 50 years, and how this situation has impacted residents’ livelihoods and well-being. Interviews performed in six villages among various ethnic groups, geographical locations and resource profiles indicated that the agro-ecological production systems formerly in place were adapted to the river's dynamic flooding patterns. As these flooding patterns changed, the local population diversified and abandoned or adopted various farming, fishing and livestock-rearing techniques. Despite these efforts, the decrease in water availability affected each subcomponent of the production systems under study, which led to their collapse in the 1990s. Water depletion negatively impacted local human well-being through the loss of food security. The current study provides a detailed account of the dynamics of agro-ecological production systems facing the effects of river water depletion in a wetland-associated environment in Sub-Saharan Africa.  相似文献

Using 40 rounds of Demographic and Health Survey data from 18 sub-Saharan African countries, linked to high-resolution historical climate records, we analyze the relationship between climatic variability and fertility goals among reproductive-aged women. We find that, overall, women exposed to above-average temperatures report lower ideal family size and reduced probability of desiring a first or additional child. Results indicate that exposure to precipitation anomalies during the 12 months prior to the DHS survey is associated with a significant reduction in ideal family size, but longer 60-month spells of above-average precipitation are associated with increases in ideal family size. Effects of unusual precipitation are null for women’s fertility preferences at both shorter- and longer-term periods. Additional analyses show that this association varies across sub-populations defined by parity, education, residence in rural or urban areas, and region. In general, our results suggest that women exposed to adverse environmental conditions—namely abnormally hot or dry spells—will reduce their ideal family size and their preferences for having another child. In some cases, however, fertility goals may also decline during spells of favorable environmental conditions, possibly due to increased labor demands among women and their spouses. One implication of the observed links between climate variability and reproductive goals is that policymakers concerned with climate adaptation should work to ensure women have access to the necessary family planning resources needed to realize dynamic reproductive goals in a changing climate.  相似文献

This paper draws on research conducted with Aboriginal land managers across Northern Australia to show how and why payments for ecosystem service (PES) schemes should be framed around Indigenous rights to and relationships with their traditional estates. PES schemes offer opportunities to recognize and support Aboriginal communities' land and sea management knowledge and practices, and there is strong evidence that Indigenous communities are seeking to engage with such schemes. We focus on Aboriginal savanna landscape management, particularly traditional burning practices, to extend the ecosystem services framework to recognize Indigenous values and interactions with their lands as a critical service for Indigenous well-being. Drawing on case-study analysis of PES projects negotiated to support Aboriginal fire management programs across Northern Australia, we show how cultural ecosystem services can be applied to represent the active, dynamic and often interdependent relationships inherent in Indigenous human-environment relationships.  相似文献

Agricultural production and household food security are hypothesized to play a critical role connecting climate change to downstream effects on women’s health, especially in communities dependent on rainfed agriculture. Seasonal variability in agriculture strains food and income resources and makes it a challenging time for households to manage a pregnancy or afford a new child. Yet, there are few direct assessments of the role locally varying agricultural quality plays on women’s health, especially reproductive health. In this paper we build on and integrate ideas from past studies focused on climate change and growing season quality in low-income countries with those on reproductive health to examine how variation in local seasonal agricultural quality relates to childbearing goals and family planning use in three countries in sub-Saharan Africa: Burkina Faso, Kenya, and Uganda. We use rich, spatially referenced data from the Performance Monitoring for Action (PMA) individual surveys with detailed information on childbearing preferences and family planning decisions. Building on recent advances in remote monitoring of seasonal agriculture, we construct multiple vegetation measures capturing different dimensions of growing season conditions across varying time frames. Results for the Kenya sample indicate that if the recent growing season is better a woman is more likely to want a child in the future. In Uganda, when the growing season conditions are better, women prefer to shorten the time until their next birth and are also more likely to discontinue using family planning. Additional analyses reveal the importance of education and birth spacing in moderating these findings. Overall, our findings suggest that, in some settings, women strategically respond to growing season conditions by adjusting fertility aspirations or family planning use. This study also highlights the importance of operationalizing agriculture in nuanced ways that align with women’s lives to better understand how women are impacted by and respond to seasonal climate conditions.  相似文献

Climate change is leading to a redistribution of marine species, altering ecosystem dynamics as species extend or shift their geographic ranges polewards with warming waters. In marine systems, range shifts have been observed in a wide diversity of species and ecosystems and are predicted to become more prevalent as environmental conditions continue to change. Large-scale shifts in the ranges of marine species will likely have dramatic socio-economic and management implications. Australia provides a unique setting in which to examine the range of consequences of climate-induced range shifts because it encompasses a diverse range of ecosystems, spanning tropical to temperate systems, within a single nation and is home to global sea surface temperature change ‘hotspots’ (where range shifts are particularly likely to occur). We draw on global examples with a particular emphasis on Australian cases to evaluate these consequences. We show that in Australia, range shifts span a variety of ecosystem types, trophic levels, and perceived outcomes (i.e., negative versus positive). The effect(s) of range shifts on socio-economic change variables are rarely reviewed, yet have the potential to have positive and/or negative effects on economic activities, human health and ecosystem services. Even less information exists about potential management responses to range-shifting species. However, synthesis of these diverse examples provides some initial guidance for selecting effective adaptive response strategies and management tools in the face of continuing climate-mediated range shifts.  相似文献

Secure property rights are widely understood as critical for socio-economic development and sustainable land management in forested areas. Policies and programs, ranging from devolution of specific resource rights to formal land titling, have therefore been implemented to strengthen forest tenure and property rights in countries around the world. Despite the prevalence and importance of these efforts, however, systematic understanding of their effects on poverty remains lacking. We address this gap by systematically reviewing evidence on the impact of forest property rights interventions on poverty worldwide. We drew from a systematic map of evidence on forest-poverty links (Cheng et al., 2019) and used a population-intervention-comparator-outcome (PICO) framework to identify relevant studies. Our final dataset included 61 articles published from 2002 to 2016 comprising 91 case studies across 24 countries. Of these, only 11 articles (22 cases) used quasi-experimental methods to control for confounders. We find that almost all studied interventions (n = 88; 97%) focused on rights to access a forest area or withdraw resources from it. Relatively few studied interventions supported the more extensive property rights of exclusion (32%) and alienation (10%). Overall, reported impacts on both income/consumption and capital/assets dimensions of poverty were generally positive or mixed. Results from more robust quasi-experimental assessments showed greater variation, with case studies as likely to report negative as positive impacts on both poverty dimensions. We find tentative support for the economic theory that more secure property rights yield positive welfare effects. However, the paucity of evidence from more robust impact assessments constrains our ability to draw generalizable conclusions about the poverty impacts of different kinds of forest property rights interventions.  相似文献

Seafood is an essential source of protein globally. As its demand continues to rise, balancing food security and the health of marine ecosystems has become a pressing challenge. Ecosystem-based fisheries management (EBFM) has been adopted by the European Union (EU) Common Fisheries Policy (CFP) to meet this challenge by accounting for the multiple interacting natural and socio-economic drivers. The CFP includes both the implementation of regulatory measures to EU stocks and the establishment of bilateral fisheries agreements with neighbouring countries, known as sustainable fisheries partnership agreements (SFPAs). While the effects of fisheries management regulations are well acknowledged, the consequences of the SFPAs on EU ecosystems have been commonly overlooked. Here we investigate the development of the Gulf of Cadiz marine ecosystem over the last two decades and found evidence of the impact of both policy interventions. Our findings reveal the effectiveness of regulatory measures in reverting a progressively degrading ecosystem, characterised by high fishing pressure and dominance of opportunistic species, to a more stable configuration, characterised by higher biomass of small pelagics and top predators after 2005. Knock-on effects of the EU-Morocco SFPA and climate effects were detected before 2005, resulting in increased purse seine fishing effort, lower biomass of pelagic species and warmer temperatures. This southern EU marine ecosystem has been one of the latest to introduce regulations and is very exposed to fishery agreements with neighbouring Morocco. Our study highlights the importance of taking into consideration, not only the effects of in situ fisheries regulations but also the indirect implications of political agreements in the framework of EBFM.  相似文献

Globally, small-scale fisheries are critical for livelihoods and food security yet face increasing uncertainty and variability from processes such as overfishing, globalization, and climate change. Enhancing the number of options for human response through increased access to marine resources, diverse livelihood approaches, and generalist fishing strategies may attenuate the negative effects of change and disturbance. My research explores the relative importance of diversification strategies for achieving resilient small-scale fishing communities and cooperatives of Baja California Sur, Mexico. Specifically, interview data and long-term catch and economic data were used to develop an economic metric of resilience, in addition to income diversification indices, for fishing cooperatives. Fishing cooperative characteristics and environmental conditions were then evaluated as possible predictors of cooperatives’ relative ability to diversify. I found that while diversification was important for risk mitigation and stabilizing income, the ability of cooperatives to specialize during favorable conditions may be important for poverty reduction and wealth accumulation. Thus, the flexibility to move across fishing strategies given changing environmental conditions is important for the adaptive capacity of small-scale fishing cooperatives. My findings will contribute to a better understanding of the institutional arrangements that promote a resilient small-scale fishery, and therefore, will be invaluable for practitioners of small-scale fisheries.  相似文献

These case studies pertain to marginal dry land rural areas in developing countries. The evidence suggests that women have shorter rest periods, greater intensity and fragmentation of work, and greater use of multiple simultaneous occupations than men. Macroeconomic policies have increased the work burden for women and for the poorest populations and have contributed to environmental deterioration. This paper focuses on women's use of time as a factor in explaining women's changing gender role under conditions of environmental stress. The women and the environment debate encompasses two philosophical positions. The ecofeminist theory is that women are one with nature and are unlike men, who manipulate and exploit the environment. The other theory posits that women are managers of the environment and should be approached as separate groups. The developmentalist improves on theory by offering the view that there are differences in resource allocation, entitlements, and responsibilities. The case studies deny that women's roles are fixed and generalized. The case study in Sri Lanka reveals that the Mahaweli irrigation and settlement project brought widespread deforestation and forced women to spend more time and energy in seeking fuel wood. Women adjusted to the changes by reducing the number of trips for wood, increasing the amount of the load, and involving men in the process. The number of families who switched to alternative cooking methods increased. During the dry season more of women's time is spent in washing clothes and cleaning the house. Kitchen gardening is only a wet season activity. A Burkina Faso study found that the average daily hours of work for women was 10.6 in the wet season and 12.4 in the dry season in 1991. In the Caribbean, life revolves around crop and no-crop time. Multiple job holding is a common strategy for small farmers. Gender division of labor and time use are determined by household, local context, family structure, and stage in the life cycle.  相似文献
