Climate scientists currently predict there is a small but real possibility that climate change will lead to civilization threatening catastrophic events. Martin Weitzman has used this evidence along with his controversial “Dismal Theorem” to argue that integrated assessment models of climate change cannot be used to determine an optimal price for carbon dioxide. In this paper, I provide additional support for Weitzman’s conclusions by running numerical simulations to estimate risk premiums toward climate catastrophes. Compared to the assumptions found in most integrated assessment models, I incorporate into the model a more realistic range of uncertainty for both climate catastrophes and societal risk aversion. The resulting range of risk premiums indicates that the conclusions drawn from integrated assessment models that do not incorporate the potential for climate catastrophes are too imprecise to support any particular policy recommendation. The analysis of this paper is more straightforward and less technical than Weitzman’s, and therefore the conclusions should be accessible to a wider audience.  相似文献

This paper offers some thoughts on the value added of new economic estimates of climate change damages. We begin with a warning to beware of analyses that are so narrow that they miss a good deal of the important economic ramifications of the full suite of manifestations of climate change. Our second set of comments focuses attention on one of the most visible products of integrated assessment modeling—estimates of the social cost of carbon which we take as one example of aggregate economic indicators that have been designed to summarize climate risk in policy deliberations. Our point is that these estimates are so sensitive to a wide range of parameters that improved understanding of economic damages across many (if not all) climate sensitive sectors may offer only limited value added. Having cast some doubt on the ability of improved estimates of economic damages to increase the value of economic damage estimates in integrated assessment modeling designed to inform climate policy deliberations, we offer an alternative approach—describing implicitly a research agenda that could (a) effectively inform mitigation decisions while, at the same time, (b) providing economic estimates for aggregate indicators like the social cost of carbon.  相似文献

A comprehensive understanding of the implications of extreme climate change requires an in-depth exploration of the perceptions and reactions of the affected stakeholder groups and the lay public. The project on “Atlantic sea level rise: Adaptation to imaginable worst-case climate change” (Atlantis) has studied one such case, the collapse of the West Antarctic Ice Sheet and a subsequent 5–6 m sea-level rise. Possible methods are presented for assessing the societal consequences of impacts and adaptation options in selected European regions by involving representatives of pertinent stakeholders. Results of a comprehensive review of participatory integrated assessment methods with a view to their applicability in climate impact studies are summarized including Simulation-Gaming techniques, the Policy Exercise method, and the Focus Group technique. Succinct presentations of these three methods are provided together with short summaries of relevant earlier applications to gain insights into the possible design options. Building on these insights, four basic versions of design procedures suitable for use in the Atlantis project are presented. They draw on design elements of several methods and combine them to fit the characteristics and fulfill the needs of addressing the problem of extreme sea-level rise. The selected participatory techniques and the procedure designs might well be useful in other studies assessing climate change impacts and exploring adaptation options.  相似文献

该研究从综合评估模型(IAM)的模型耦合视角出发,介绍了当前损失函数的研究进展,主要从损失函数的构建方法、损失函数与IAM气候模块和经济模块的耦合以及IAM与气候模式的耦合角度分析了损失函数的耦合功能及其存在的科学问题,探讨了损失函数的改进方向。通过文献梳理发现,损失函数的构建方法上,主要采用专家判断法、元分析法和统计学方法,但各有优缺点;与气候模式的耦合功能上,损失函数多以温升为气候变化因素,降水等气候变化信息无法表达,且由全球尺度的年平均值进行标定,不能体现区域的差异和季节的变化,无法直接描述极端气候事件造成的巨大损失;与经济模块的耦合功能上,基于生产部门的损失函数缺乏间接损失评估功能,缺乏对经济增长的动态影响机制。针对上述IAM中气候变化对经济影响的反馈机制的不足,需重点从细化区域气候变化因素影响和细分经济产业部门两个方向重构损失函数,紧密连接气候模式与经济模块,全面评估气候变化经济损失,并需要从技术上解决损失函数在耦合经济模块与气候模式时出现的时空尺度不匹配问题,最终为IAM与气候模式甚至地球系统模式的耦合提供重要的解决方案。  相似文献

Adaptation to climate change is a critical issue in coastal areas, at risk from sea-level rise, erosion, and sea flooding. In territories strongly urbanized and long oriented toward tourism and a residential economy, a change in coastal management and territorial development is hard to initiate. In Provence-Alpes-Côte d'Azur (France), a leading tourism region, this article explores how local authorities perceive climate change and talk about adaptation strategies. Interviews with municipal-level authorities, both elected officials and technical agents, reveal the influence of territorial inertia, with persistent statements promoting the beach- and residential-oriented economy and a wait-and-see attitude regarding climate change. Beach erosion is the only coastal risk interviewees really recognize, while sea-level rise and sea flooding are barely perceived. Yet evidence supporting the possibility of a future change in position is provided by the younger generation of interviewees, who are more aware of environmental challenges. Providing original data for a coastal region often considered as a model of development throughout the world, this article also proposes an original and transferable method combining geographical sampling of municipalities, text statistics and qualitative analysis of interviews, to apprehend the social representations of the coast, of climate change and coastal risks. Such a methodology is recommended prior to any quantitative assessment of climate action at local scale.  相似文献

The importance of sulfur dioxide emissions for climate change is now established, although substantial uncertainties remain. This paper presents projections for future sulfur dioxide emissions using the MiniCAM integrated assessment model. A new income-based parameterization for future sulfur dioxide emissions controls is developed based on purchasing power parity (PPP) income estimates and historical trends related to the implementation of sulfur emissions limitations. This parameterization is then used to produce sulfur dioxide emissions trajectories for the set of scenarios developed for the Special Report on Emission Scenarios (SRES). We use the SRES methodology to produce harmonized SRES scenarios using the latest version of the MiniCAM model. The implications, and requirements, for integrated assessment modeling of sulfur dioxide emissions are discussed. We find that sulfur emissions eventually decline over the next century under a wide set of assumptions. These emission reductions result from a combination of emission controls, the adoption of advanced electric technologies, and a shift away from the direct end use of coal with increasing income levels. Only under a scenario where incomes in developing regions increase slowly do global emission levels remain at close to present levels over the next century. Under a climate policy that limits emissions of carbon dioxide, sulfur dioxide emissions fall in a relatively narrow range. In most cases, the relative climatic effect of sulfur dioxide emissions decreases dramatically to a point where sulfur dioxide is only a minor component of climate forcing by the end of the century. Ecological effects of sulfur dioxide, however, could be significant in some developing regions for many decades to come.  相似文献

简要介绍了2006年11月9—11日在北京召开的地球系统科学联盟(ESSP)全球环境变化科学大会的基本内容,着重论述了全球环境变化背景下,海平面上升、城市疾病灾害、非洲的灾害以及灾害风险评估与管理等当前灾害研究热点领域的最新进展。从大会与灾害相关分会场的讨论内容可以看出,未来国际灾害研究关注的重点问题包括:理解和研究气候变化,以及气候与生态系统和人类社会之间的相互影响;加强对决定沿海系统脆弱性因素的评估,开展避免和减轻海平面上升影响的适应性研究;推进全球环境变化对人类健康影响途径和机制的深入研究;区域食物安全和饥荒依然是全球环境变化背景下非洲发展的重要议题;增强国际社会开展灾害风险评估、灾害预警、应急和恢复等风险管理方面的研究,探讨利用灾害制图、GIS和GPS等技术,对灾害多发地区,特别是沿海地区的灾害影响与损失进行评估。  相似文献

Uncertainties in the human dimensions of global change deeply affect the assessment and responses to climate change impacts such as sea-level rise (SLR). This paper explores the uncertainties in the assessment process and in state-level policy and management responses of three US states to SLR. The findings reveal important political, economic, managerial, and social factors that enable or constrain SLR responses; question disasters as policy windows; and uncover new policy opportunities in the history of state coastal policies. Results suggest that a more realistic, and maybe more useful picture of climate change impacts will emerge if assessments take more seriously the locally embedded realities and constraints that affect individual decision-makers’ and communal responses to climate change.  相似文献

To what extent does economic analysis of climate change depend on low-probability, high-impact events? This question has received a great deal of attention lately, with the contention increasingly made that climate damage could be so large that societal willingness to pay to avoid extreme outcomes should overwhelm other seemingly important assumptions, notably on time preference. This paper provides an empirical examination of some key theoretical points, using a probabilistic integrated assessment model. New, fat-tailed distributions are inputted for key parameters representing climate sensitivity and economic costs. It is found that welfare estimates do strongly depend on tail risks, but for a set of plausible assumptions time preference can still matter.  相似文献

The IPCC Fourth Assessment Report (AR4) published in 2007 presents the most complete and authoritative assessment of the status of scientific knowledge on all aspects of climate change. This paper presents an updated assessment of the risks from anthropogenic climate change, based on a comprehensive review of the pertinent scientific literature published since finalisation of the AR4. Many risks are now assessed as stronger than in the AR4, including the risk of large sea-level rise already in the current century, the amplification of global warming due to biological and geological carbon-cycle feedbacks, a large magnitude of “committed warming” currently concealed by a strong aerosol mask, substantial increases in climate variability and extreme weather events, and the risks to marine ecosystems from climate change and ocean acidification. Some topics remain the subject of intense scientific debate, such as past and future changes in tropical cyclone activity and the risk of large-scale Amazon forest dieback. The rise in greenhouse gas emissions and concentrations has accelerated recently, and it is expected to accelerate further in the absence of targeted policy interventions. Taken together, these findings point to an increased urgency of implementing mitigation policies as well as comprehensive and equitable adaptation policies.  相似文献

Tourism in island states is vulnerable to climate change because it may result in detrimental changes in relation to extreme events, sea level rise, transport and communication interruption. This study analyses adaptation to climate change by tourist resorts in Fiji, as well as their potential to reduce climate change through reductions in carbon dioxide emissions. Interviews, site visitations, and an accommodation survey were undertaken. Many operators already prepare for climate-related events and therefore adapt to potential impacts resulting from climate change. Reducing emissions is not important to operators; however, decreasing energy costs for economic reasons is practised. Recommendations for further initiatives are made and synergies between the adaptation and mitigation approaches are explored.  相似文献

Preserving the Ocean Circulation: Implications for Climate Policy   总被引:3,自引:2,他引:1  
Climate modelers have recognized the possibility of abrupt climate changes caused by a reorganization of the North Atlantic's current pattern (technically known as a thermohaline circulation collapse). This circulation system now warms north-western Europe and transports carbon dioxide to the deep oceans. The posited collapse of this system could produce severe cooling in northwestern Europe, even when general global warming is in progress. In this paper we use a simple integrated assessment model to investigate the optimal policy response to this risk. Adding the constraint of avoiding a thermohaline circulation collapse would significantly reduce the allowable greenhouse gas emissions in the long run along an optimal path. Our analysis implies that relatively small damages associated with a collapse (less than 1% of gross world product) would justify a considerable reduction of future carbon dioxide emissions.  相似文献

 Sea-level rise is an important aspect of climate change because of its impact on society and ecosystems. Here we present an intercomparison of results from ten coupled atmosphere-ocean general circulation models (AOGCMs) for sea-level changes simulated for the twentieth century and projected to occur during the twenty first century in experiments following scenario IS92a for greenhouse gases and sulphate aerosols. The model results suggest that the rate of sea-level rise due to thermal expansion of sea water has increased during the twentieth century, but the small set of tide gauges with long records might not be adequate to detect this acceleration. The rate of sea-level rise due to thermal expansion continues to increase throughout the twenty first century, and the projected total is consequently larger than in the twentieth century; for 1990–2090 it amounts to 0.20–0.37 m. This wide range results from systematic uncertainty in modelling of climate change and of heat uptake by the ocean. The AOGCMs agree that sea-level rise is expected to be geographically non-uniform, with some regions experiencing as much as twice the global average, and others practically zero, but they do not agree about the geographical pattern. The lack of agreement indicates that we cannot currently have confidence in projections of local sea-level changes, and reveals a need for detailed analysis and intercomparison in order to understand and reduce the disagreements. The social cost of carbon – i.e., the marginal present-value cost imposed by greenhouse gas emissions – is determined by a complex interaction between factual assumptions, modeling methods, and value judgments. Among the most crucial factors is society's willingness to tolerate potentially catastrophic environmental risks. To explore this issue, the present analysis employs a stochastic climate–economy model that accounts for uncertainties in baseline economic growth, baseline emissions, greenhouse gas mitigation costs, carbon cycling, climate sensitivity, and climate change damages. In this model, preferences are specified to reflect the high degree of risk aversion revealed by private investment decisions, signaled by the large observed gap between the average rates of return paid by safe and risky financial instruments. In contrast, most climate–economy models assume much lower risk aversion. Given high risk aversion, the analysis finds that investment in climate stabilization yields especially large net benefits by forestalling low-probability threats to long-run human well-being. Accordingly, the social cost of carbon attains the markedly high value of $25,700 per metric ton of carbon dioxide in a baseline scenario in which emissions are unregulated. This value falls to just $4 per ton as the stringency of control measures is successively increased. These results cast doubt on the idea that the social cost of carbon takes on a uniquely defined, objective value that is independent of policy decisions. This does not, however, rule out the use of carbon prices to achieve the benefits of climate stabilization using least-cost mitigation measures.  相似文献

Interactive tools developed within the RegIS project for assessing the impacts of flooding provide information to support flood management policies and analyse the performance of possible adaptation activities to climate change. This paper describes the methodologies used in the development of these tools including tidal and fluvial flooding processes with different levels of climate pressures, represented by changes in sea level and peak river flows. Potential impacts of climate change for East Anglia and North West England are explored to the 2050s using four socio-economic scenarios to represent plausible futures. This includes changes in urban land use as well as adaptive responses to flooding comprising dike upgrade and realignment options. The results indicate that future climate will increase flood risk in both regions. East Anglia is more vulnerable to climate change than North West England at the present level of protection, especially in the extensive coastal lowlands of the Fens and Broads because of the combined effects of sea-level rise and increased fluvial flows. Although the present adaptive policy of upgrading defences in East Anglia will reduce the impacts of flooding, this policy is not effective in the case of the more extreme climate change scenarios by 2050s. Growing scientific evidence suggests that human-induced climate change will bring about large-scale environmental changes such as sea-level rise and coastal flooding, extreme weather events and agricultural disruptions. The speed and extent of these changes and the expected impacts on social and corresponding economic and industrial systems are now moving to the forefront of debates. In this paper, we argue that climate change will lead to significant disruptions to firms which might ultimately create the necessity of a geographical shift of firm and industrial activities away from regions highly affected by climate change. Such a shift might become necessary due to (1) direct disruptions through climate change impacts on firm operations, for instance through droughts, floods, or sea level rise, and due to (2) disruptions in a firm's supplier, buyer or resource base that lead to flow-on effects and adverse consequences for a firm. We propose a framework for integrating firm relocation decisions into firm adaptive responses to climate change. The framework consists of three assessment steps: the level of risk from climate change impacts at a firm's location, the feasibility of relocation, and associated costs and benefits. We apply the framework to two case examples. The first case of electricity distribution firms in Victoria/Australia illustrates how the relocation (undergrounding) of cables could decrease the vulnerability of distribution networks to bushfires and the risk of electricity-caused fires, but would require significant investments. The second case of firms in the Australian pastoral industry points to geographic diversification of pastoral land holdings as possible adaptation option, but also to constraints in form of availability of suitable properties, ties to local communities, and adverse impacts on biodiversity. Implications for adaptation research and practice are outlined.  相似文献

Soil carbon sequestration has been regarded as a cheap and cost-effective way to sequester carbon until other technologies to tackle climate change become available or more cost-effective. An assessment of the social desirability of a soil carbon sequestration policy requires the consideration of all associated social costs and benefits. Measures to re-accumulate carbon in soils have ancillary or co-effects on the environment that can be beneficial or detrimental to social welfare and few of which are traded in markets. This paper discusses issues related to the development of soil carbon sequestration policies into agri-environmental schemes and reports findings from an application of a choice experiment to elicit preferences and estimate benefits of a soil carbon programme in Scotland under consideration of co-effects on biodiversity and rural viability. Preferences for soil carbon based mitigation are found to be heterogeneous and related to beliefs about climate change and attitudes towards its mitigation. Benefit estimates suggest that including co-effects can significantly change the outcome of cost?Cbenefit tests. Implications for the development of climate change policies are discussed.  相似文献

Projections of climate change are inherently uncertain, leading to considerable debate over suitable allowances for future changes such as sea-level rise (an ??allowance?? is, in this context, the amount by which something, such as the height of coastal infrastructure, needs to be altered to cope with climate change). Words such as ??plausible?? and ??high-end?? abound, with little objective or statistically valid support. It is firstly shown that, in cases in which extreme events are modified by an uncertain change in the average (e.g. flooding caused by a rise in mean sea level), it is preferable to base future allowances on estimates of the expected frequency of exceedances rather than on the probability of at least one exceedance. A simple method of determining a future sea-level rise allowance is then derived, based on the projected rise in mean sea level and its uncertainty, and on the variability of present tides and storm surges (??storm tides??). The method preserves the expected frequency of flooding events under a given projection of sea-level rise. It is assumed that the statistics of storm tides relative to mean sea level are unchanged. The method is demonstrated using the GESLA (Global Extreme Sea-Level Analysis) data set of roughly hourly sea levels, covering 198 sites over much of the globe. Two possible projections of sea-level rise are assumed for the 21st century: one based on the Third and Fourth Assessment Reports of the Intergovernmental Panel on Climate Change and a larger one based on research since the Fourth Assessment Report.  相似文献
