The paper focuses on relocation, retreat, zoning, insurance, and subsidy as major dimensions of coastal hazard mitigation measures that have resurfaced as potent forces for combating coastal inundation and climate change. It reviews the issues surrounding the practice of these measures and discusses compatibilities of policies, engineering measures, and natural defense. Property rights, development interest, and distorted financial incentives pose as main barriers to coastal relocation and retreat policies in hazard-prone areas. To understand and propose coastal adaptation solutions, the paper recommends place-based studies of local coastal adaptation strategies. Place-based studies offer an in-depth knowledge of local conditions specifically regarding the level of implementation of hazard mitigation policies, and shed light on important trade-offs and synergies of various hazard policies. In addition, coupling existing hazard mitigation policies with coastal management and community management can better inform long-term and comprehensive planning of coastal adaptation.  相似文献

Coastal areas around the world are urbanizing rapidly, despite the threat of sea level rise and intensifying floods. Such development places an increasing number of people and capital at risk, which calls for public flood management as well as household level adaptation measures that reduce social vulnerability to flooding and climate change. This study explores several private adaptation responses to flood risk, that are driven by various behavioral triggers. We conduct a survey among households in hazard-prone areas in eight coastal states in the USA, of which, some have recently experienced major flooding. While numerous empirical studies have investigated household-level flood damage mitigation, little attention has been given to examining the decision to retreat from flood zones. We examine what behavioral motives drive the choices for flood damage mitigation and relocation separately among property buyers and sellers. Hence, we focus on the drivers that shape demand for future development in flood-prone cities. We find that households’ choices to retreat from or to avoid flood zones (1) are highly sensitive to information that provokes people's feelings of fear, and (2) rely on hazardous events to trigger a protective action, which ideally would take place well before these events occur. We highlight that major flooding may cause a potential risk of large-scale outmigration and demographic changes in flood-prone areas, putting more low-income households at risk. Therefore, coordinated policies that integrate bottom-up drivers of individual climate adaptation are needed to increase urban resilience to floods.  相似文献

Sea-level rise is a major coastal issue in the 21st century because many of the world??s built assets are located in the coastal zone. Coastal erosion and flooding are serious threats along the coast of Ghana, particularly, the eastern coast where the Volta delta is located. Past human interventions, climate change and the resultant rise in sea-levels, increased storm intensity and torrential rainfall have been blamed for these problems. Accelerated sea-level rise and storm surge pose serious threat to coastal habitat, bio-diversity and socio-economic activities in the coastal zone of Ghana and elsewhere. There is the need for an holistic assessment of the impacts of sea-level rise on the coast zone in order to formulate appropriate adaptation policies and strategies to mitigate the possible effects. Using the eastern coast of Ghana as a case study, this paper assesses the physical impacts of accelerated sea level rise and storm surge on the coastal environment. It evaluates adaptation policies and plans that could be implemented to accommodate the present and any future impacts. Field investigation and Geographic Information System (GIS) are among the methods used for the assessment. The outcome of the assessment has provided comprehensive knowledge of the potential impacts of accelerated sea-level rise and storm surge on the eastern coast. It has facilitated identification of management units, the appraisal of alternate adaptation policies and the selection of the best policy options based upon the local conditions and environmental sustainability. Among other things, this paper reveals that the eastern coast of Ghana is highly vulnerable to accelerated sea-level rise and therefore, requires sustainable adaptation policies and plans to manage the potential impacts. It recommends that various accommodation policies, which enable areas to be occupied for longer before eventual retreat, could be adapted to accommodate vulnerable settlements in the eastern coast of Ghana.  相似文献

This paper studies the effects of mitigation and adaptation on coastal flood impacts. We focus on a scenario that stabilizes concentrations at 450 ppm-CO2-eq leading to 42 cm of global mean sea-level rise in 1995–2100 (GMSLR) and an unmitigated one leading to 63 cm of GMSLR. We also consider sensitivity scenarios reflecting increased tropical cyclone activity and a GMSLR of 126 cm. The only adaptation considered is upgrading and maintaining dikes. Under the unmitigated scenario and without adaptation, the number of people flooded reaches 168 million per year in 2100. Mitigation reduces this number by factor 1.4, adaptation by factor 461 and both options together by factor 540. The global annual flood cost (including dike upgrade cost, maintenance cost and residual damage cost) reaches US$ 210 billion per year in 2100 under the unmitigated scenario without adaptation. Mitigation reduces this number by factor 1.3, adaptation by factor 5.2 and both options together by factor 7.8. When assuming adaptation, the global annual flood cost relative to GDP falls throughout the century from about 0.06 % to 0.01–0.03 % under all scenarios including the sensitivity ones. From this perspective, adaptation to coastal flood impacts is meaningful to be widely applied irrespective of the level of mitigation. From the perspective of a some less-wealthy and small island countries, however, annual flood cost can amount to several percent of national GDP and mitigation can lower these costs significantly. We conclude that adaptation and mitigation are complimentary policies in coastal areas.  相似文献

There is now a growing literature emphasizing the critical importance of social variables in the formulation of coastal management policies seeking to tackle climate change impacts. This paper focuses on the role of social capital, which is increasingly identified as having a significant role in climate change adaptation and mitigation strategies. We focus on public perceptions of the social costs and benefits arising from two management options (managed retreat/realignment and hold-the-line), the resulting level of policy acceptability, and how this acceptability is mediated by social capital parameters within coastal communities. These issues are examined by means of a quantitative social survey implemented in Romney Marsh (east Sussex/Kent, UK), an area facing significant impacts from climate change. We tested two models through path analysis with latent structures. The first correlates respondents’ perceived costs and benefits with the level of public acceptability of the two policy options. In the second model, we introduce social capital variables, investigating the impacts on perceived social costs and benefits of the policy options, and the overall effect on the level of public acceptability. Our findings demonstrate: (1) perceived social costs and benefits of proposed policy options influence the level of public acceptability of these policies; (2) these social costs and benefits are connected with the level of public acceptability; and (3) specific social capital parameters (i.e. social trust, institutional trust, social networks and social reciprocity) influence perceived policy costs and benefits, and also have a significant impact on the level of public acceptability of proposed policy options.  相似文献

Recent destructive flood events and projected increases in flood risks as a result of climate change in many regions around the world demonstrate the importance of improving flood risk management. Flood-proofing of buildings is often advocated as an effective strategy for limiting damage caused by floods. However, few empirical studies have estimated the damage that can be avoided by implementing such flood damage mitigation measures. This study estimates potential damage savings and the cost-effectiveness of specific flood damage mitigation measures that were implemented by households during major flood events in France. For this purpose, data about flood damage experienced and household flood preparedness were collected using a survey of 885 French households in three flood-prone regions that face different flood hazards. Four main conclusions can be drawn from this study. First, using regression analysis results in improved estimates of the effectiveness of mitigation measures than methods used by earlier studies that compare mean damage suffered between households who have, and who have not, taken these measures. Second, this study has provided empirical insights showing that some mitigation measures can substantially reduce damage during floods. Third, the effectiveness of the mitigation measures is very regional dependent, which can be explained by the different characteristics of the flood hazard in our sample areas that experience either slow onset river flooding or more rapid flash and coastal flooding. Fourth, the cost-efficiency of the flood damage mitigation measures depends strongly on the flood probability faced by households.  相似文献

For this to occur, new policy research is needed. As sea level rises, coastal communities will face increased risks of flooding, storm surge, and inundation. In some areas, structural protective measures will be built, and for some properties, accommodation to sea level rise may be possible. For other areas, however, some form of retreat will be either preferred on economic or sociopolitical grounds or required given fiscal constraints. This paper considers how society can proactively manage shoreline retreat in those locations where it is deemed the preferable policy. A three-part strategy is proposed: (1) reduce new development in the highest-risk areas; (2) adopt policies that allow for expected and orderly removal or modification of development as inundation occurs; and (3) take advantage of disasters to implement managed retreat approaches. Specific policies are recommended and the challenges of institutional change discussed.  相似文献

Successful adaptation to environmental change and variability is closely connected with social groups’ ability to act collectively, but many social-ecological challenges exceed local adaptive capacity which necessitate assistance from governmental institutions. Few studies have investigated how local collective action can be used to enrol external support for adaptation. This paper reduces this research gap by analysing a locally driven adaptation process in response to coastal erosion in Monkey River Village, Belize. Drawing on literature on adaptation and political ecology, we examine the different strategies the local residents have used over time to influence government authorities to support them in curbing the coastal erosion. Our findings show that the local mobilisation generated government support for a temporary sea defence and that collective strategies emerge as a response to threats to a place specific way of life. Our case illustrates that it was essential that the villagers could ally with journalists, researchers and local NGOs to make their claims for protection heard by the government. The paper contributes to adaptation research by arguing that local collective action, seen as contestation over rights to protection from environmental change, can be a means for places and communities not prioritised by formal policies to enrol external support for adaptation. Our study supports and adds to the perspective that attention to formal arrangements such as adaptation policy alone has limited explanatory power to understand collective responses to change.  相似文献

While the focus of government climate change policy in many regions is on mitigation, research shows that integrated approaches, focusing equally on mitigation and adaptation, seen in the context of more general sustainability goals, may ultimately yield more productive outcomes. Since 2008, the province of British Columbia has mandated that local governments be carbon neutral in their own operations and has used a suite of policies, outreach and incentive tools to enable them to do so. The Meeting the Climate Change Challenge project explored eleven leading communities in B.C. to empirically examine how climate change policies and innovations are being framed and considered at the local scale.In this paper, we examine the synergies and trade-offs between adaptation, mitigation, and sustainability. Our findings suggest that, among leading communities, pursuing an integrated sustainability strategy (rather than a narrow focus on climate change) has the potential to yield benefits for both adaptation and mitigation in the majority of cases. The findings suggest that communities leading on climate innovation in the province have moved beyond a siloed approach in considering mitigation and adaptation. These findings have implications on integrated decision making at the municipal scale and multi-level governance, identifying both the challenges and the benefits inherent in pursuing multiple priorities simultaneously.  相似文献

Many earlier studies concluded that exposure to changes in local weather or extreme weather events prompt public interest in climate change, and in turn raise support for mitigation policies. However, these findings do not square with observations of record-breaking temperatures, and decades of failure to reduce greenhouse gas emissions. To address this conundrum, we use Protection Motivation Theory to form hypotheses on the specific type of climate change-related information that individuals seek during periods of extreme local weather. Using daily-level internet search engine data from Chinese cities, we find that residents are purposeful and rational in seeking information on climate change. Specifically, when faced with high or abnormal temperatures, they are much more likely to seek information to appraise their susceptibility to climate change threats, and evaluate coping responses. On the other hand, due to the lack of direct benefits, they do not seek out information on climate mitigation behaviors. In contrast to earlier studies, our findings suggest that it is unlikely that extreme weather events will prompt support for climate mitigation actions. Instead, as worldwide weather becomes more extreme and unpredictable, it is likely that public’s attention will shift in the direction of adaptation measures.  相似文献

As climate and anthropogenic changes increase the vulnerability of coastal areas around the world, the threat (and reality) of coastal hazards grows. These threats arise particularly at a local level, calling out for more knowledge on how to best support coastal municipalities to deal with natural and human-induced hazards. This study seeks to add to the understanding through an examination of local-level experience with hazard planning and responses carried out by coastal municipalities, producing insights on how to reduce their vulnerability and support their resilience. It explores the factors influencing coastal municipalities’ management of relevant hazards to achieve comprehensive multi-hazard risk reduction and adaptation. We do so through a national survey of Canada’s coastal municipalities which assessed experience with hazards, risk perception, hazard prioritization, and the extent and specifics of hazard responses. We characterize the determinants of coastal municipalities’ behaviour and intervening factors, and conduct regression analyses to explain coastal municipalities’ risk perception, hazard prioritization, implementation of management processes for dealing with hazards, and the number of implemented or planned hazard responses. Six key factors were identified that influence hazard responses at the municipal level: experience with hazards; competing priorities; hazard visibility; access to resources (financial and technical capacity) and governance (institutional setting and political capacity). We conclude that municipal hazard responses can be reinforced by increasing the effectiveness of risk communication, promoting participatory processes, providing support for municipalities’ identified needs and priorities, ensuring municipalities have access to relevant information and expertise, and implementing integrated coastal governance and management.  相似文献

Climate change will injure vulnerable communities. In response, coordinated global action has emerged to mitigate climate change, to gauge and map climate-related risks, and to plan for adaptation, which in turn has opened new avenues of funding, power, knowledge and opportunity. The identification of climate risks, analysis and diffusion of ‘impact’ scenarios, incorporation of carbon into economic regimes, and interventions to enhance adaptive capacity will necessarily be experienced differently by different groups. As climate-related crises produce winners and losers, so may discourses and plans made to avert such crises. In the process both the bio-physical events and the social responses shape and reshape social stratification and the distribution of risk. They produce new inequalities and needs for new kinds of responses to guard against injustice. From the emergence of desalination water projects and contested water access, to relocation planning in the Arctic and the South Pacific due to sea-level rise, to increasingly centralized forest management; mitigation and adaptation responses and interventions create their own critical outcomes. This essay and the articles in this special issue examine some new opportunities and risks associated with climate-change discourses and interventions. This special issue shows that vulnerable communities may be at risk of material injury following climate change or climate change intervention; and, be further insulted and injured by lack of representation and recognition, and by misrecognition as simplified, stereotyped victims in local, national and international climate conversations. Using a mixture of theoretical insight and case study research, this collection of articles explores the injuries of climate change as it applies to both direct physical stress scenarios and exposure to adaptation and mitigation policies and planning, as well as the discursive insults of being discounted, stereotyped, or ignored.  相似文献

中国高度重视适应气候变化工作,实行减缓与适应并重的应对气候变化原则,已出台适应气候变化相关的战略、规划等一系列政策文件。但总体来看,中国适应气候变化政策与行动尚处于起步阶段,面临着法规制度缺位、监测评估不足、组织协调机制不完善等挑战,适应气候变化政策的类型、数量和力度都明显弱于减缓。为完善中国适应气候变化政策与机制的框架设计,文中梳理了相关研究、《联合国气候变化框架公约》下的适应气候变化国际机制及主要国家经验,提出了一套完整闭环的适应气候变化核心决策流程及关键支撑机制,并重点从开展法制建设、制定适应战略(计划)、建立监测评估机制、构建协调机制和完善资金机制等五方面,归纳了主要国家的经验与启示,最终研究提出完善我国适应气候变化政策与机制框架设计的建议,包括加快建立和完善适应气候变化法制建设、加快构建国家适应气候变化的政策体系、加快完善国家适应气候变化的机制设计、加强适应气候变化支撑能力建设、推动适应气候变化的国际合作等。  相似文献

Coastal sector impacts from sea level rise (SLR) are a key component of the projected economic damages of climate change, a major input to decision-making and design of climate policy. Moreover, the ultimate global costs to coastal resources will depend strongly on adaptation, society’s response to cope with the local impacts. This paper presents a new open-source optimization model to assess global coastal impacts from SLR from the perspective of economic efficiency. The Coastal Impact and Adaptation Model (CIAM) determines the optimal strategy for adaptation at the local level, evaluating over 12,000 coastal segments, as described in the DIVA database (Vafeidis et al. 2006), based on their socioeconomic characteristics and the potential impacts of relative sea level rise and uncertain sea level extremes. A deterministic application of CIAM demonstrates the model’s ability to assess local impacts and direct costs, choose the least-cost adaptation, and estimate global net damages for several climate scenarios that account for both global and local components of SLR (Kopp et al. 2014). CIAM finds that there is large potential for coastal adaptation to reduce the expected impacts of SLR compared to the alternative of no adaptation, lowering global net present costs through 2100 by a factor of seven to less than $1.7 trillion, although this does not include initial transition costs to overcome an under-adapted current state. In addition to producing aggregate estimates, CIAM results can also be interpreted at the local level, where retreat (e.g., relocate inland) is often a more cost-effective adaptation strategy than protect (e.g., construct physical defenses).  相似文献

通过系统梳理日本适应气候变化法律政策的发展历程,分析日本多主体适应气候变化的框架机制,结合其目前具体的适应实践进展,总结出可供中国借鉴的经验启示。研究发现,日本适应气候变化法律政策的发展经历了由重减缓、轻适应,到上升至国家战略,再到立法这3个阶段,形成了以国家、国立环境研究所、地方公共团体、地区气候变化适应中心、企业和居民为主体的多主体适应框架,从科研成果与决策应用转化、适应信息“共享—反馈—更新”有效循环、建立跨地区合作平台、适应资金支持、实施进度监测管理等5个方面构建了多主体适应气候变化机制。目前日本各适应主体逐步开展适应气候变化实践,但适应工作仍处于初期阶段,适应信息共享体系、跨地区合作细则以及适应政策实施效果评价体系有待进一步完善。结合日本的法律政策经验和中国具体情况,提出了中国应科学定位适应气候变化法律地位、加快立法进程,完善“监测评估—信息共享—适应行动—效果评价”多主体适应框架的机制体制,引导企业采取气候风险管理和适应性商业活动,提高居民的适应认知和适应能力的政策建议。  相似文献

The dominant assumption in economic models of climate policy remains that adaptation will be implemented in an optimal manner. There are, however, several reasons why optimal levels of adaptation may not be attainable. This paper investigates the effects of suboptimal levels of adaptation caused by different types of adaptation restrictions, on the composition and level of climate change costs and on welfare. We find that especially restrictions to the effectiveness of adaptation at more extreme levels of climate change can be very harmful. Furthermore we show that the potential of mitigation to offset suboptimal adaptation varies from being essential in case adaptation becomes ineffective at higher temperature increases, to being largely ineffective in case of short-term inaction. However, in all cases the short-term recommendation is to increase mitigation levels slightly above what is normally recommended, and to keep mitigation policies flexible enough to be able to respond when adaptation restrictions become more prominent. It is clear that by reducing adaptation restrictions, in combination with adjusting the optimal level of mitigation may keep the costs of adaptation restrictions limited, and thus generally it is very harmful to ignore existing restrictions on adaptation when devising (efficient) climate policies.  相似文献
