Global agricultural development programs aim to support smallholder farmers and farming communities by strengthening sustainable and resilient food production systems – which can also promote climate change mitigation as a co-benefit by reducing the emissions and enhancing removals of greenhouse gases (GHG). This study presents estimated GHG emissions reductions of almost 100 agricultural development projects over 51 low- and middle-income countries supported by the International Fund for Agriculture Development (IFAD), USAID-Feed the Future (FTF) Initiative, and Foreign, Commonwealth and Development Office (FCDO, previously DfID). Together, these projects promoted a net GHG emissions reduction of 6.5 MtCO2e per year. The forest management and promotion of improved agroforestry systems in the project areas contributed the most to the total mitigation co-benefits of the investment portfolios (∼3.9 MtCO2e/y). Improved crop management with minimum tillage practices, residue incorporation, water management in paddy rice, and the use of organic fertilizers also made a large contribution to the GHG emissions reduction (∼1.5 MtCO2e/y). Grass and pasture land management across the selected projects account for a net emission reduction of 0.2 MtCO2e/y. The implementation of improved agricultural practices in combination proves more effective for improving productivity and generating mitigation co-benefits than used in isolation. However, the aggregate impacts of soil organic carbon (SOC) sequestration should be interpreted carefully, which quickly can be lost quick. The interventions promoted by the global agricultural development programs have shown immense potential in reducing net GHG emissions or emission intensity in agriculture and allied sectors. For moving forward to achieve the net-zero and 1.5 °C goals including food security, the global agriculture development programs need to prioritize working on agriculture policy development and implementation so that agriculture expansion does not continue to drive land-use change. This needs to move from the traditional agriculture development programs to transformational changes.  相似文献

The 2015 Paris Agreement requires increasingly ambitious emissions reduction efforts from its member countries. Accounting for ancillary positive health outcomes (health co-benefits) that result from implementing climate change mitigation policies can provide Parties to the Paris Agreement with a sound rationale for introducing stronger mitigation strategies. Despite this recognition, a knowledge gap exists on the role of health co-benefits in the development of climate change mitigation policies. To address this gap, the case study presented here investigates the role of health co-benefits in the development of European Union (EU) climate change mitigation policies through analysis and consideration of semi-structured interview data, government documents, journal articles and media releases. We find that while health co-benefits are an explicit consideration in the development of EU climate change mitigation policies, their influence on final policy outcomes has been limited. Our analysis suggests that whilst health co-benefits are a key driver of air pollution mitigation policies, climate mitigation policies are primarily driven by other factors, including economic costs and energy implications.

Many actions to reduce GHG emissions have wider impacts on health, the economy, and the environment, beyond their role in mitigating climate change. These ancillary impacts can be positive (co-benefits) or negative (conflicts). This article presents the first quantitative review of the wider impacts on health and the environment likely to arise from action to meet the UK's legally-binding carbon budgets. Impacts were assessed for climate measures directed at power generation, energy use in buildings, and industry, transport, and agriculture. The study considered a wide range of health and environmental impacts including air pollution, noise, the upstream impacts of fuel extraction, and the lifestyle benefits of active travel. It was not possible to quantify all impacts, but for those that were monetized the co-benefits of climate action (i.e. excluding climate benefits) significantly outweigh the negative impacts, with a net present value of more than £85 billion from 2008 to 2030. Substantial benefits arise from reduced congestion, pollution, noise, and road accidents as a result of avoided journeys. There is also a large health benefit as a result of increased exercise from walking and cycling instead of driving. Awareness of these benefits could strengthen the case for more ambitious climate mitigation action.

Policy relevance

This article demonstrates that actions to mitigate GHG emissions have significant wider benefits for health and the environment. Including these impacts in cost–benefit analysis would strengthen the case for the UK (and similar countries) to set ambitious emissions reduction targets. Understanding co-benefits and trade-offs will also improve coordination across policy areas and cut costs. In addition, co-benefits such as air quality improvements are often immediate and local, whereas climate benefits may occur on a longer timescale and mainly in a distant region, as well as being harder to demonstrate. Dissemination of the benefits, along with better anticipation of trade-offs, could therefore boost public support for climate action.  相似文献

This paper compares the results of the three state of the art climate-energy-economy models IMACLIM-R, ReMIND-R, and WITCH to assess the costs of climate change mitigation in scenarios in which the implementation of a global climate agreement is delayed or major emitters decide to participate in the agreement at a later stage only. We find that for stabilizing atmospheric GHG concentrations at 450?ppm CO2-only, postponing a global agreement to 2020 raises global mitigation costs by at least about half and a delay to 2030 renders ambitious climate targets infeasible to achieve. In the standard policy scenario??in which allocation of emission permits is aimed at equal per-capita levels in the year 2050??regions with above average emissions (such as the EU and the US alongside the rest of Annex-I countries) incur lower mitigation costs by taking early action, even if mitigation efforts in the rest of the world experience a delay. However, regions with low per-capita emissions which are net exporters of emission permits (such as India) can possibly benefit from higher future carbon prices resulting from a delay. We illustrate the economic mechanism behind these observations and analyze how (1) lock-in of carbon intensive infrastructure, (2) differences in global carbon prices, and (3) changes in reduction commitments resulting from delayed action influence mitigation costs.  相似文献

Invoking health benefits to promote climate-friendly household behavior has three unique advantages: (i) health co-benefits accrue directly to the acting individual, they are "private goods" rather than public ones; (ii) the evidence base for, and magnitude of health co-benefits is well-established; and (iii) the idea of a healthy life-style is well-engrained in public discourse, much more so than that of a climate-friendly life-style. In previous research, assessing the influence of information on health effects on people’s motivation to adopt mitigation actions, health co-benefits for the individual were typically confounded with collective health co-benefits, for example from pollution reduction. The present research aims to overcome this limitation by providing information on individual health co-benefits that are unconditional on the actions of others (direct health co-benefits). We report effects of this kind of health information on stated willingness to adopt mitigation actions as well as on simulation-based carbon emission reductions in a pre-registered experimental setting among 308 households in 4 mid-size case-study cities in 4 European high-income countries: France, Germany, Norway and Sweden. For each mitigation action from the sectors food, housing, and mobility, half of the sample received the amount of CO2equivalents (CO2-eq) saved and the financial costs or savings the respective action generated. The other half additionally received information on direct health co-benefits, where applicable. For households receiving information on direct health co-benefits, we find a higher mean willingness to adopt food and housing actions, and a greater proportion very willing to adopt one or more mitigation actions (OR 1.86, 95% CI 1.1, 3.12); and a greater simulated reduction in overall carbon footprint: difference in percent reduction -2.70%, (95% CI -5.34, -0.04) overall and -4.45%, (95% CI -8.26, -0.64) for food. Our study is the first to show that providing information on strictly unconditional, individual health co-benefits can motivate households in high-income countries to adopt mitigation actions.  相似文献

Methane emissions contribute to global baseline surface ozone concentrations; therefore reducing methane to address climate change has significant co-benefits for air quality and human health. We analyze the costs of reducing methane from 2005 to 2030, as might be motivated to reduce climate forcing, and the resulting benefits from lower surface ozone to 2060. We construct three plausible scenarios of methane emission reductions, relative to a base scenario, ranging from 75 to 180 Mton CH4 yr?1 decreased in 2030. Using compilations of the global availability of methane emission reductions, the least aggressive scenario (A) does not incur any positive marginal costs to 2030, while the most aggressive (C) requires discovery of new methane abatement technologies. The present value of implementation costs for Scenario B are nearly equal to Scenario A, as it implements cost-saving options more quickly, even though it adopts positive cost measures. We estimate the avoided premature human mortalities due to surface ozone decreases by combining transient full-chemistry simulations of these scenarios in a global atmospheric chemical transport model, with concentration-mortality relationships from a short-term epidemiologic study and projected global population. An estimated 38,000 premature mortalities are avoided globally in 2030 under Scenario B. As benefits of methane reduction are positive but costs are negative for Scenario A, it is justified regardless of how avoided mortalities are valued. The incremental benefits of Scenario B also far outweigh the incremental costs. Scenario C has incremental costs that roughly equal benefits, only when technological learning is assumed. Benefits within industrialized nations alone also exceed costs in Scenarios A and B, assuming that the lowest-cost emission reductions, including those in developing nations, are implemented. Monetized co-benefits of methane mitigation for human health are estimated to be $13–17 per ton CO2eq, with a wider range possible under alternative assumptions. Methane mitigation can be a cost-effective means of long-term and international air quality management, with concurrent benefits for climate.  相似文献

While it has been recognized that actions reducing greenhouse gas (GHG) emissions can have significant positive and negative impacts on human health through reductions in ambient fine particulate matter (PM2.5) concentrations, these impacts are rarely taken into account when analyzing specific policies. This study presents a new framework for estimating the change in health outcomes resulting from implementation of specific carbon dioxide (CO2) reduction activities, allowing comparison of different sectors and options for climate mitigation activities. Our estimates suggest that in the year 2020, the reductions in adverse health outcomes from lessened exposure to PM2.5 would yield economic benefits in the range of $6 to $30 billion (in 2008 USD), depending on the specific activity. This equates to between $40 and $198 per metric ton of CO2 in health benefits. Specific climate interventions will vary in the health co-benefits they provide as well as in potential harms that may result from their implementation. Rigorous assessment of these health impacts is essential for guiding policy decisions as efforts to reduce GHG emissions increase in scope and intensity.  相似文献

This article provides an overview of the recent modelling results on Russia's GHG emission trends, and reviews the success of mitigation policies in order to establish whether Russia's domestic target seems feasible. Various Russian GHG emission scenarios indicate that Russia's domestic target – emissions 25% below the 1990 level by 2020 – is not far from the business-as-usual emissions trajectory. In particular, two factors could deliver the required emissions reductions: the currently declining gross domestic product (GDP) growth and ongoing domestic mitigation policies. The former is more likely to secure the target level of emissions, because GDP growth has been contracting significantly in comparison to earlier forecasts of 3–5% annual growth, and this trend is expected to continue. The latter option – success with domestic mitigation measures – seems less likely, given the various meta-barriers to policy implementation, and the marginality of mitigation policies, problems with law-making processes, bureaucratic tradition, and informality of legislative and implementation systems.

Policy relevance

This article provides an assessment of the stringency of Russia's domestically set emissions limitation target by 2020 and the chances of Russia, the fourth largest GHG emitter in the world, achieving it. We base our assessment on a number of recent key sources that analyse Russia's GHG emission paths by applying socio-economic models, which have only been available in the Russian language prior to this publication. This knowledge is applicable for use by other negotiation parties to compare Russia's efforts to mitigate climate change to their own, and thus makes a contribution to facilitating a more equal burden-sharing of climate commitments under the future climate change agreement.  相似文献

This paper provides an in-depth analysis of the links between dematerialisation and climate change mitigation. Methods used for material flow analyses (MFA) within the wider context of industrial ecology (which includes a focus on all resource flows in an economy, not purely material tonnage) tend to focus either on detoxification and pollution reduction or dematerialisation and resource productivity. An environmentally extended input–output (EEIO) model incorporates both aspects, which need to be dealt with when looking at how to meet challenging greenhouse gas (GHG) emission targets. The approach understands both production systems and consumption patterns and has the ability through scenarios to analyse the (GHG) effectiveness of a wide range of material efficiency options. This analysis adopts an environmentally extended input–output approach to assess the role of material efficiency measures in reducing UK GHG emissions by 2050. A method for projecting the variables and parameters in the model, including the supply of and demand for materials and products, is presented and applied to investigate thirteen material efficiency strategies in the UK.  相似文献

Addressing the challenges of global warming requires interventions on both the energy supply and demand side. With the supply side responses being thoroughly discussed in the literature, our paper focuses on analyzing the role of end use efficiency improvements for Indian climate change mitigation policy and the associated co-benefits, within the integrated assessment modeling framework of Global Change Assessment Model (GCAM). Six scenarios are analyzed here in total- one no climate policy and two climate policy cases, and within each of these one scenario with reference end use energy technology assumptions and another with advance end use energy technology assumptions has been analyzed. The paper has some important insights. Final energy demand and emissions in India are significantly reduced with energy efficiency improvements, and the role of this policy is important especially for the building and transportation sector under both reference and climate policy scenarios. Though energy efficiency policy should be an integral part of climate policy, by itself it is not sufficient for achieving mitigation targets, and a climate policy is necessary for achieving mitigation goals. There are significant co-benefits of energy efficiency improvements. Energy security for India is improved with reduced oil, coal and gas imports. Significant reduction in local pollutant gases is found which is important for local health concerns. Capital investment requirement for Indian electricity generation is reduced, more so for the climate policy scenarios, and finally there are significant savings in terms of reduced abatement cost for meeting climate change mitigation goals.  相似文献

The Sustainable Development Goals (SDGs) imply country-led implementation. Yet, their achievement depends on sustainability targets compatible across different sectors and scales. Our study examines how the GHG emission intensity of agriculture (EIA) should evolve globally, regionally (Western Europe) and nationally (The Netherlands) under different socioeconomic pathways, so that two major aims of SDGs 2 and 13 (i.e. sufficient food production and climate change mitigation) are achieved simultaneously. Results show that, by 2050, relative to 2010 values, EIA should decrease at all three levels when measured on a product basis (GHG emissions per ton dry matter) and on a land basis (GHG emissions per ha). This indicates that, globally, agriculture should be intensified per unit area, while in Western Europe and even more so in the Netherlands additional emission reductions require increased production efficiency and lower production volumes. Projected reductions in methane and nitrous oxide emissions from enteric fermentation, manure management and fertilizer application in Dutch agriculture are much higher than what would be achieved through the extrapolation of current trends. Given the high costs of increasing production efficiency further, our analysis indicates the need for significantly more ambitious policy targets and systemic changes, including reduced consumption of animal-sourced food. Besides shedding light on the interaction between climate and agricultural strategies, our analysis illustrates the application of cross-scale thinking in the operationalization of the SDG agenda and underscores the need for concerted action amongst countries.  相似文献

Urban areas are pivotal to global adaptation and mitigation efforts. But how do cities actually perform in terms of climate change response? This study sheds light on the state of urban climate change adaptation and mitigation planning across Europe. Europe is an excellent test case given its advanced environmental policies and high urbanization. We performed a detailed analysis of 200 large and medium-sized cities across 11 European countries and analysed the cities’ climate change adaptation and mitigation plans. We investigate the regional distribution of plans, adaptation and mitigation foci and the extent to which planned greenhouse gas (GHG) reductions contribute to national and international climate objectives. To our knowledge, it is the first study of its kind as it does not rely on self-assessment (questionnaires or social surveys). Our results show that 35 % of European cities studied have no dedicated mitigation plan and 72 % have no adaptation plan. No city has an adaptation plan without a mitigation plan. One quarter of the cities have both an adaptation and a mitigation plan and set quantitative GHG reduction targets, but those vary extensively in scope and ambition. Furthermore, we show that if the planned actions within cities are nationally representative the 11 countries investigated would achieve a 37 % reduction in GHG emissions by 2050, translating into a 27 % reduction in GHG emissions for the EU as a whole. However, the actions would often be insufficient to reach national targets and fall short of the 80 % reduction in GHG emissions recommended to avoid global mean temperature rising by 2 °C above pre-industrial levels.  相似文献

International negotiations under the UN Framework Convention on Climate Change could take several different approaches to advance future mitigation commitments. Options range from trying to reach consensus on specific long-term atmospheric concentration targets (e.g. 550 ppmv) to simply ignoring this contentious issue and focusing instead on what can be done in the nearer term. This paper argues for a strategy that lies between these two extremes. Internationally agreed threshold levels for certain categories of impacts or of risks posed by climate change could be translated into acceptable levels of atmospheric concentrations. This could help to establish a range of upper limits for global emissions in the medium term that could set the ambition level for negotiations on expanded GHG mitigation commitments. The paper thus considers how physical and socio-economic indicators of climate change impacts might be used to guide the setting of such targets. In an effort to explore the feasibility and implications of low levels of stabilisation, it also quantifies an intermediate global emission target for 2020 that keeps open the option to stabilise at 450 ppmv CO2 If new efforts to reduce emissions are not forthcoming (e.g. the Kyoto Protocol or similar mitigation efforts fail), there is a significant chance that the option of 450 ppmv CO2 is out of reach as of 2020. Regardless of the preferred approach to shaping new international commitments on climate change, progress will require improved information on the avoided impacts climate change at different levels of mitigation and careful assessment of mitigation costs.  相似文献

面向21世纪中叶的长期低排放发展战略是继国家自主贡献之后,衡量各国长期减排努力的重要文件。文中针对已向《联合国气候变化框架公约》秘书处正式提交长期低排放发展战略的12个国家,从各国战略的总体结构、主要内容和实施面临的挑战等方面进行了比较分析。研究发现各国长期减排力度存在较大差别,分行业和分气体类型的减排目标分解仍较为初步,战略涉及的中长期减排目标与全球长期温升控制目标之间仍存在较大差距,长期减排政策措施的经济性尚不明确,并且对发展中国家的资金援助与需求间仍存在巨大缺口,这些问题均会严重制约长期低排放战略的后续有效实施。为推动中国长期战略的制订,文中从持续对各国战略跟踪分析、强化“两步走”战略安排下分阶段减排目标和任务分析研判、强化对战略路径特别是薄弱环节的梳理和拓展研究,以及加强对中国跨领域前瞻性相关重大战略问题的深入研究等4个方面提出了政策建议。  相似文献

This paper presents a new sector-based framework — called the multi-sector convergence approach — for negotiating binding national GHG mitigation targets after the first budget period defined by the Kyoto Protocol (2008–2012). The major characteristics of this approach are that: (i) it is based on the distinction of different sectors within the national economy; (ii) it prescribes that, in principle, the amount of per capita emission assignments should ultimately converge to the same level for all countries; (iii) it accounts for differences in national circumstances by offering the opportunity to grant additional emission allowances to countries facing specific circumstances that justify higher emission assignments; and (iv) it offers a framework for negotiating mitigation commitments among parties of the UNFCCC, including a (gradual) participation of developing countries that pass a certain threshold level of per capita emissions. In addition to briefly discussing the underlying principles of promising proposals to differentiate future GHG mitigation commitments, the paper outlines the methodology and major characteristics of the multi-sector convergence (MSC) approach, followed by some numerical illustrations. Governmental climate change mitigation targets are typically developed with the aid of forecasts of greenhouse-gas (GHG) emissions. The robustness and credibility of such forecasts depends, among other issues, on the extent to which forecasting approaches can reflect prevailing uncertainties. We apply a transparent and replicable method to quantify the uncertainty associated with projections of gross domestic product growth rates for Mexico, a key driver of GHG emissions in the country. We use those projections to produce probabilistic forecasts of GHG emissions for Mexico. We contrast our probabilistic forecasts with Mexico’s governmental deterministic forecasts. We show that, because they fail to reflect such key uncertainty, deterministic forecasts are ill-suited for use in target-setting processes. We argue that (i) guidelines should be agreed upon, to ensure that governmental forecasts meet certain minimum transparency and quality standards, and (ii) governments should be held accountable for the appropriateness of the forecasting approach applied to prepare governmental forecasts, especially when those forecasts are used to derive climate change mitigation targets.

  • No minimum transparency and quality standards exist to guide the development of GHG emission scenario forecasts, not even when these forecasts are used to set national climate change mitigation targets.

  • No accountability mechanisms appear to be in place at the national level to ensure that national governments rely on scientifically sound processes to develop GHG emission scenarios.
