Future climate projections and impact analyses are pivotal to evaluate the potential change in crop yield under climate change. Impact assessment of climate change is also essential to prepare and implement adaptation measures for farmers and policymakers. However, there are uncertainties associated with climate change impact assessment when combining crop models and climate models under different emission scenarios. This study quantifies the various sources of uncertainty associated with future climate change effects on wheat productivity at six representative sites covering dry and wet environments in Australia based on 12 soil types and 12 nitrogen application rates using one crop model driven by 28 global climate models (GCMs) under two representative concentration pathways (RCPs) at near future period 2021–2060 and far future period 2061–2100. We used the analysis of variance (ANOVA) to quantify the sources of uncertainty in wheat yield change. Our results indicated that GCM uncertainty largely dominated over RCPs, nitrogen rates, and soils for the projections of wheat yield at drier locations. However, at wetter sites, the largest share of uncertainty was nitrogen, followed by GCMs, soils, and RCPs. In addition, the soil types at two northern sites in the study area had greater effects on yield change uncertainty probably due to the interaction effect of seasonal rainfall and soil water storage capacity. We concluded that the relative contributions of different uncertainty sources are dependent on climatic location. Understanding the share of uncertainty in climate impact assessment is important for model choice and will provide a basis for producing more reliable impact assessment.  相似文献

The purpose of this paper is to exemplify a means by which an integrated assessment can be made of global and regional effects on land use of climate change. This is achieved by use of data on the effects of climate change on world food prices as inputs to a regional land use allocation model.Data on world prices are drawn from a recent global study of climate change and crop yields. In a case study of England and Wales a land allocation model is used to infer changes of land use that are the product of the integrated effect of climate-induced global price changes and climate-related changes of yield in England and Wales. This combination of changed prices and yield potential is used to calculate the land use providing the highest returns for each of 155,235 1 km2 cells of land in England and Wales for a future assumed for the year 2060 (without climate change) and then for that same environment with climate change. The difference between these two is then treated as an estimated effect resulting from climate change.  相似文献

The effects of climate change will be felt by most farmers in Europe over the next decades. This study provides consistent results of the impact of climate change on arable agriculture in Europe by using high resolution climate data, socio-economic data, and impact assessment models, including farmer adaptation. All scenarios are consistent with the spatial distribution of effects, exacerbating regional disparities and current vulnerability to climate. Since the results assume no restrictions on the use of water for irrigation or on the application of agrochemicals, they may be considered optimistic from the production point of view and somewhat pessimistic from the environmental point of view. The results provide an estimate of the regional economic impact of climate change, as well as insights into the importance of mitigation and adaptation policies.  相似文献

The hydrology of coastal catchments is influenced by both sea level and climate. Hence, a comprehensive assessment of the impact of climate change on coastal catchments is a challenging task. In the present study, a coupled groundwater–surface water model is forced by dynamically downscaled results from a general circulation model. The effects on water quantity and quality of a relatively large lake used for water supply are analyzed. Although stream inflow to the lake is predicted to decrease during summer, the storage capacity of the lake is found to provide a sufficient buffer to support sustainable water abstraction in the future. On the other hand, seawater intrusion into the stream is found to be a significant threat to the water quality of the lake, possibly limiting its use for water supply and impacting the aquatic environment. Additionally, the results indicate that the nutrient load to the lake and adjacent coastal waters is likely to increase significantly, which will increase eutrophication and have negative effects on the surface water ecology. The hydrological impact assessment is based on only one climate change projection; nevertheless, the range of changes generated by other climate models indicates that the predicted results are a plausible realization of climate change impacts. The problems identified here are expected to be relevant for many coastal regimes, where the hydrology is determined by the interaction between saline and fresh groundwater and surface water systems.  相似文献

开展农户生计对气候变化的敏感性研究有利于深入认识气候变化与生计的关系,对增强农户的气候变化适应能力和降低生计脆弱性具有重要意义。在梳理不同领域敏感性概念的基础上,阐述了农户生计对气候变化敏感性的科学内涵和研究框架,重点分析了敏感性表征和综合评价指标体系。农户生计对气候变化的敏感性是指气候变化和极端事件对农户生计的影响程度,敏感性表征主要表现在气候变化对自然资源、人类健康、牲畜、资产和收入等方面的影响,不同地区和人群敏感性表征具有差异性。农户生计对气候变化的敏感性随着发展程度提高而下降,生计多样化、基础设施建设等有助于降低气候变化的影响。生计敏感性多为脆弱性研究的一部分,常以可持续生计分析为框架,运用指标评估法进行综合评价。未来研究需要完善敏感性理论框架和研究方法,加强适应的有效性评估,以及开展跨区域或跨时段的生计敏感性对比研究,重点关注生态脆弱和贫困地区。  相似文献

The study makes a probabilistic assessment of drought risks due to climate change over the southeast USA based on 15 Global Circulation Model (GCM) simulations and two emission scenarios. The effects of climate change on drought characteristics such as drought intensity, frequency, areal extent, and duration are investigated using the seasonal and continuous standard precipitation index (SPI) and the standard evapotranspiration index (SPEI). The GCM data are divided into four time periods namely Historical (1961–1990), Near (2010–2039), Mid (2040–2069), and Late (2070–2099), and significant differences between historical and future time periods are quantified using the mapping model agreement technique. Further, the kernel density estimation approach is used to derive a novel probability-based severity-area-frequency (PBS) curve for the study domain. Analysis suggests that future increases in temperature and evapotranspiration will outstrip increases in precipitation and significantly affect future droughts over the study domain. Seasonal drought analysis suggest that the summer season will be impacted the most based on SPI and SPEI. Projections based on SPI follow precipitation patterns and fewer GCMs agree on SPI and the direction of change compared to the SPEI. Long-term and extreme drought events are projected to be affected more than short-term and moderate ones. Based on an analysis of PBS curves, especially based on SPEI, droughts are projected to become more severe in the future. The development of PBS curves is a novel feature in this study and will provide policymakers with important tools for analyzing future drought risks, vulnerabilities and help build drought resilience. The PBS curves can be replicated for studies around the world for drought assessment under climate change.  相似文献

This paper offers insights for assessing organizational resilience to the effects of climate change, specifically to climate and weather extremes. The assessment of organizational resilience to climate and weather extremes brings about several challenges due to (1) uncertainties about future climate change outcomes across temporal and spatial scales and (2) a lack of insight into what lead to organizational resilience, or which variables should be measured in a given study. We suggest methodological pathways for organizational managers to identify properties of future climate and weather extremes and to include them in resilience assessments. We also suggest approaches to identify factors that promote organizational resilience to selected climate and weather extremes. Findings are intended to help managers to understand how organizational resilience to climate and weather extremes can be enhanced.  相似文献

The appropriate level of spatial resolution for climate scenarios is a key uncertainty in climate impact studies and regional integrated assessments. To the extent that such uncertainty may affect the magnitude of economic estimates of climate change, it has implications for the public policy debates concerning the efficiency of CO2 control options. In this article, we investigate the effects that different climate scenario resolutions have on economic estimates of the impacts of future climate changeon agriculture in the United States. These results are derived via a set of procedures and an analytical model that has been used previously in climate change assessments. The results demonstrate that the spatial scale of climate scenarios affects the estimates of both regional changes in crop yields and the economic impact on the agricultural sector as a whole. An assessment based on the finer scale climatological information consistently yielded a less favorable assessment of the implications of climate change. Regional indicators of economic activity were of opposite sign in some regions, based on the scenario scale. Such differences in economic magnitudes or signs are potentially important in examining whether past climate change assessments may misstate the economic consequences of such changes. The results reported here suggest that refinement of the spatial scale of scenarios should be carefully considered in future impacts research.  相似文献

Estimates of impact of climate change on crop production could be biased depending upon the uncertainties in climate change scenarios, region of study, crop models used for impact assessment and the level of management. This study reports the results of a study where the impact of various climate change scenarios has been assessed on grain yields of irrigated rice with two popular crop simulation models- Ceres-Rice and ORYZA1N at different levels of N management. The results showed that the direct effect of climate change on rice crops in different agroclimatic regions in India would always be positive irrespective of the various uncertainties. Rice yields increased between 1.0 and 16.8% in pessimistic scenarios of climate change depending upon the level of management and model used. These increases were between 3.5 and 33.8% in optimistic scenarios. At current as well as improved level of management, southern and western parts of India which currently have relatively lower temperatures compared to northern and eastern regions, are likely to show greater sensitivity in rice yields under climate change. The response to climate change is small at low N management compared to optimal management. The magnitude of this impact can be biased upto 32% depending on the uncertainty in climate change scenario, level of management and crop model used. These conclusions are highly dependent on the specific thresholds of phenology and photosynthesis to change in temperature used in the models. Caution is needed in using the impact assessment results made with the average simulated grain yields and mean changes in climatic parameters.  相似文献

Cities are particularly vulnerable to climate change and climate extremes in part because they concentrate many activities, people and wealth in limited areas. As a result they represent an important scale for assessment and understanding of climate change impacts. This paper provides a conceptual and methodological framework for urban economic impact assessment of climate change. The focus of the paper is on model-based analysis of future scenarios, including a framing of uncertainty for these projections, as one valuable input into the decision-making process. The paper highlights the main assessment difficulties, methods and tools, and selected examples across these areas. A number of challenges are unique to climate change impact assessment and others are unique to the problem of working at local scales. The paper also identifies the need for additional research, including the need for more integrated and systemic approaches to address climate change as a part of the urban development challenge as well as the need to assess the economic impacts of climate change and response policy at local scale.  相似文献

This paper scopes a number of the health impacts of climate change in Europe (EU-27) quantitatively, using physical and monetary metrics. Temperature-related mortality effects, salmonellosis and coastal flooding-induced mental health impacts resulting from climate change are isolated from the effects of socio-economic change for the 2011–2040 and 2071–2100 time periods. The temperature-induced mortality effects of climate change include both positive and negative effects, for winter (cold) and summer (heat) effects, respectively, and have welfare costs (and benefits) of up to 100 billion Euro annually by the later time-period, though these are unevenly distributed across countries. The role of uncertainty in quantifying these effects is explored through sensitivity analysis on key parameters. This investigates climate model output, climate scenario, impact function, the existence and extent of acclimatisation, and the choice of physical and monetary metrics. While all of these lead to major differences in reported results, acclimatisation is particularly important in determining the size of the health impacts, and could influence the scale and form of public adaptation at the EU and national level. The welfare costs for salmonellosis from climate change are estimated at potentially several hundred million Euro annually by the period 2071–2100. Finally, a scoping assessment of the health costs of climate change from coastal flooding, focusing on mental health problems such as depression, are estimated at up to 1.5 billion Euro annually by the period 2071–2100.  相似文献

适应气候变化在国际公约谈判及国内适应实践中成为重要的关注内容,明晰适应相关的术语含义具有科学参考价值和实践指导意义。本文通过比较适应相关术语认为,适应是行为方式或对策措施的界定,可不需量化数据支持;适应能力需有明确评价指标体系,并最终产生量化性评价结果;适应性更偏重于能力属性,其基本结论是有或无、强或弱的判断,在适应性有量化结论支持或明确强弱确定时则等同于适应能力。脆弱性评价中,暴露度体现主体对象与气候变化相关的基本处境概况,敏感性表明气候变化对主体对象的影响,适应能力则是经济资本、自然资源、技术水平、社会保障四大要素的综合评价,各要素涵盖的具体指标需要酌情依据适应主体属性予以判别和遴选。适应气候变化与灾害风险管理在主体范畴、驱动因子、行动目的上有所区别,但两者共同关注提高对气候变化/气候灾害风险的抵御、承受、恢复能力,以降低不利影响,实现可持续发展为共同目标。  相似文献

There has been substantial analysis of the possible impact of climate change on water supply, especially with respect to runoff and river flows. Less attention has been given to urban water use. Little is known of the suitability of various water use forecasting models for predicting climate impacts or of the best procedures for assessing this issue. This paper will: (1) demonstrate the feasibility of a scenario approach to describing possible changes in climate, (2) evaluate the IWR-MAIN model as a source of plausible water use forecasts given uncertain future climate, (3) test the effectiveness of conservation and pricing interventions in reversing the postulated effects of climate change, and (4) assess the significance of climate change for future urban water management. Other possible responses to climate change, such as supply augmentation, are not explicitly considered. Using data for the Washington (DC) metropolitan area, the study reveals problems with IWR-MAIN version 5.1 when used for this purpose, but results in a reasonable assessment of the possible water use consequences of climate change. Variation in future water use due to climate uncertainty was found to be moderate compared to other uncertain influences, and well within reach of feasible policy interventions.  相似文献

Climate Change Vulnerability Assessments: An Evolution of Conceptual Thinking   总被引:25,自引:8,他引:25  
Vulnerability is an emerging concept for climate science and policy. Over the past decade, efforts to assess vulnerability to climate change triggered a process of theory development and assessment practice, which is reflected in the reports of the Intergovernmental Panel on Climate Change (IPCC). This paper reviews the historical development of the conceptual ideas underpinning assessments of vulnerability to climate change. We distinguish climate impact assessment, first- and second-generation vulnerability assessment, and adaptation policy assessment. The different generations of assessments are described by means of a conceptual framework that defines key concepts of the assessment and their analytical relationships. The purpose of this conceptual framework is two-fold: first, to present a consistent visual glossary of the main concepts underlying the IPCC approach to vulnerability and its assessment; second, to show the evolution of vulnerability assessments. This evolution is characterized by the progressive inclusion of non-climatic determinants of vulnerability to climate change, including adaptive capacity, and the shift from estimating expected damages to attempting to reduce them. We hope that this paper improves the understanding of the main approaches to climate change vulnerability assessment and their evolution, not only within the climate change community but also among researchers from other scientific communities, who are sometimes puzzled by the unfamiliar use of technical terms in the context of climate change.  相似文献

The role of adaptation in impact assessment and integrated assessment of climate policy is briefly reviewed. Agriculture in the US is taken as exemplary of this issue. Historic studies in which no adaptation is assumed (so-called "dumb farmer") versus farmer-agents blessed with perfect foresight (so-called "clairvoyant farmer") are contrasted, and considered limiting cases as compared to "realistic farmers." What kinds of decision rules such realistic farmer-agents would adopt to deal with climate change involves a range of issues. These include degrees of belief the climate is actually changing, knowledge about how it will change, foresight on how technology is changing, estimation of what will happen in competitive granaries and assumptions about what governmental policies will be in various regions and over time. Clearly, a transparent specification of such agent-based decision rules is essential to model adaptation explicitly in any impact assessment. Moreover, open recognition of the limited set of assumptions contained in any one study of adaptation demands that authors clearly note that each individual study can represent only a fraction of plausible outcomes. A set of calculations using the Erosion Productivity Impact Calculator (EPIC) crop model is offered here as an example of explicit decision rules on adaptive behavior on climate impacts. The model is driven by a 2xCO2 regional climate model scenario (from which a "mock" transient scenario was devised) to calculate yield changes for farmer-agents that practice no adaptation, perfect adaptation and 20-year-lagged adaptation, the latter designed to mimic the masking effects of natural variability on farmers' capacity to see how climate is changing. The results reinforce the expectation that the likely effects of natural variability, which would mask a farmer's capacity to detect climate change, is to place the calculated impacts of climate changes in two regions of the US in between that of perfect and no adaptation. Finally, the use of so-called "hedonic" methods (in which land prices in different regions with different current average climates are used to derive implicitly farmers' adaptive responses to hypothesized future climate changes) is briefly reviewed. It is noted that this procedure in which space and time are substituted, amounts to "ergodic economics." Such cross-sectional analyses are static, and thus neglect the dynamics of both climate and societal evolution. Furthermore, such static methods usually consider only a single measure of change (local mean annual temperature), rather than higher moments like climatic variability, diurnal temperature range, etc. These implicit assumptions in ergodic economics make use of such cross-sectional studies limited for applications to integrated assessments of the actual dynamics of adaptive capacity. While all such methods are appropriate for sensitivity analyses and help to define a plausible range of outcomes, none is by itself likely to define the range of plausible adaptive capacities that might emerge in response to climate change scenarios.  相似文献

Dramatic climatic change in the Arctic elevates the importance of determining the risk of exposure for people living in vulnerable areas and developing effective adaptation programs. Climate change assessment reports are valuable, and often definitive, sources of information for decision makers when constructing adaptation plans, yet the scope of these reports is too coarse to identify site-specific exposure to the impacts of climate change and adaptation needs. Subsistence hunters and gatherers in the Arctic are valuable knowledge holders of climate-related change in their area. Incorporating both their traditional ecological knowledge and information found in climate science assessment reports can offer adaption planners a deeper understanding of exposure to climate change and local adaptation needs. In this study, we compare information found in assessment reports of climate change in the Arctic with what we have learned from the Alaskans Sharing Indigenous Knowledge project from 2009 to 2012, a research project documenting traditional ecological knowledge in two Native villages in Alaska, Savoonga and Shaktoolik. Content analysis of the interviews with hunters and gatherers reveal the site-specific impacts of climate change affecting these two villages. We find that their traditional ecological knowledge is complimentary and largely corroborates the climate science found in assessment reports. Traditional ecological knowledge, however, is more current to the social and local conditions of the villages, and presents a more unified social and biophysical portrayal of the impacts of climate change. If taken together, these two forms of knowledge can focus adaptation planning on the pertinent needs of the communities in question.  相似文献

The effect of climate change on tropical cyclone intensity has been an important scientific issue for a few decades.Although theory and modeling suggest the intensification of tropical cyclones in a warming climate,there are uncertainties in the assessed and projected responses of tropical cyclone intensity to climate change.While a few comprehensive reviews have already provided an assessment of the effect of climate change on tropical cyclone activity including tropical cyclone intensity,this review focuses mainly on the understanding of the effect of climate change on basin-wide tropical cyclone intensity,including indices for basin-wide tropical cyclone intensity,historical datasets used for intensity trend detection,environmental control of tropical cyclone intensity,detection and simulation of tropical cyclone intensity change,and some issues on the assessment of the effect of climate change on tropical cyclone intensity.In addition to the uncertainty in the historical datasets,intertwined natural variabilities,the considerable model bias in the projected large-scale environment,and poorly simulated inner-core structures of tropical cyclones,it is suggested that factors controlling the basin-wide intensity can be different from individual tropical cyclones since the assessment of the effect of climate change treats tropical cyclones in a basin as a whole.  相似文献

The freight and logistics sector is of significant importance as an enabler and driver of the global economy, but it is also inherently vulnerable to hazardous weather. Despite this, there is currently no quantitative assessment of how climate change may affect the sector. This paper applies multidisciplinary climate change impact assessment tools and conceptual frameworks to the road freight sector of Great Britain in order to identify potential future weather-related safety issues. Relationships between weather and freight accidents are determined using road accident data and meteorological observations, which are then used with climate change scenarios to arrive at projections of possible impacts across the regions of Great Britain. Included in the study are industry perceptions of future trends within the sector and wider economy which many affect freight’s exposure and sensitivity to weather. These are elicited through interviews and an iterative expert Delphi study. Hence, unlike many other climate change impact assessments, this innovative study takes into account the potentially significant impact of socio-economic change (including institutional and operational). The results show that summer precipitation and winter ice-related accidents are likely to decrease across most of the country, whereas winter rain-related accidents are projected to increase. However, it is postulated that some of the impacts of climate change will be modified by reflexive behavioural change on the part of the driver and either institutional adaptation or complacency on the part of the road authorities. The paper concludes by framing the study in a range of future scenarios outlining how the socio-economic environment could influence the road transport network and how it is used, modifying the impact of climate change.  相似文献
