 欧盟提出了到2020年将温室气体排放在1990年水平上降低20%的目标,并提出了相应的政策措施。文章首先分析了1990-2005年欧盟减排成果,认为欧盟老成员国很难在第一承诺期内实现其在《京都议定书》之下的承诺。在这样的基础上提出进一步减排目标,必须有更严格的政策措施作保障,但现在的行动计划缺乏足够力量和信心。中东欧新成员国的加入有助于欧盟实现其第一承诺期目标,但随着经济发展的逐步恢复,这将给欧盟第二承诺期的减排目标带来挑战。  相似文献

在以时间顺序梳理世界主要国家气候谈判立场演变历程的基础上,研究了主要国家在《京都议定书》中减排目标的执行情况,并对这些国家至2025、2030年的中长期减排目标进行了评估。研究发现,美国、加拿大、澳大利亚对待气候变化问题的积极性均与执政者相关,而从当前3个国家执政党看,均表现出不积极减排的立场,至2030年,美国、加拿大、澳大利亚的温室气体排放量比1990年水平下降均低于20%,远低于欧盟至2030年比1990年减排40%的水平。基础四国在国际减排谈判中由最初的反对者逐渐转变为积极参与者,其中,中国不仅提出了国内2030年左右碳排放达峰的减排目标,而且积极提供资金用于其他发展中国家的减排;南非的长期碳排放将趋于稳定,但在2025年之后有反弹的可能;巴西得益于毁林减少在气候谈判中表现积极,至2030年排放量下降显著;而印度至2030年排放路径保持上升趋势。  相似文献

按照欧盟法律,自2012年1月1日起在欧盟境内起降的航班排放将被纳入欧盟排放交易系统。通过详细解读欧盟这一法律,指出欧盟排放交易体系是典型的"上限-交易"系统,即通过规定排放上限与进行配额交易实现减排目标。欧盟此举本质目的是强化气候变化主导权,最终为经济谋利,加快完善欧盟碳交易市场以建设欧元货币权力体系。其结果可能引发其与《联合国气候变化框架公约》及《京都议定书》等国际法之间的法律冲突,购买配额将对民航运输发展造成制约,"可测量、可报告和可核实"将对发展中国家能力建设提出挑战,并将一定程度影响《联合国气候变化框架公约》下的行业减排谈判走向。  相似文献

全球到2100年实现将温度上升控制在和工业化前相比2℃以内,已经成为一个政策目标。本文结合中国能源环境政策综合评估(IPAC)模型的近期研究结果,分析了实现全球2℃温升目标下我国能源活动的CO2排放情景,并对其关键因素进行研究,得到实现这些情景的可行性。研究表明,考虑到我国经济转型、能源效率提升、可再生能源和核电的发展、碳捕获和碳封存技术,以及低碳生活方式的转变,我国能源活动的CO2排放是可以在2025年之前,甚至更早(如在2020—2022年)实现排放峰值,峰值总量在90亿t左右,之后开始下降,这和我国在全球2℃温升目标情景中给予的碳空间相一致,支持我国未来在全球温室气体减排中的国际合作路径,以及国内低碳发展政策的制定。实现这样的减排路径,需要在既有的环境和能源政策之外制定针对气候变化减缓的明确和长期的政策,如碳定价。  相似文献

目前欧盟、中国、日本、韩国、加拿大,以及南非等国家或地区,已经公布了温室气体中和或者碳中和的目标,如果加上很可能很快也会提出碳中和目标的美国,全球有可能近70%的CO2排放的国家或地区提出碳中和的目标。由于这些国家或地区是全球技术主导和经济主导地,因而全球2050年左右实现碳中和具有可行性。2050年左右实现碳中和,即和《巴黎协定》2℃目标,甚至和其1.5℃温升目标下的减排路径相一致。研究表明实现2050年左右碳中和有其可行性,实现该目标需要更多的技术创新,未来将是各个国家技术竞争和经济竞争阶段。  相似文献

利用国家发展和改革委员会能源研究所能源环境综合政策评价模型(IPAC模型),对中国未来中长期的能源需求与CO2排放情景进行了分析,对该情景的主要参数和结果进行了介绍,并对模型中的政策评价进行了介绍。同时报告了实现减排所需的技术。结果显示:未来中国经济将快速增长,能源需求和相应的CO2排放也将明显快速增加,与2005年相比,2030年能源需求可能增加1.4倍,2050年可能增加1.9倍。但中国也有较大的机会在2020年之后将能源需求量的增加幅度明显减小,将CO2排放控制住,使之不再出现明显增长,甚至有可能在2030年之后下降。  相似文献

在《联合国气候变化框架公约》第15次缔约方会议召开前夕,德国发布了一份旨在通过对未来排放空间进行管理以实现长期减排目标、构建全球低碳经济的国际气候制度设计方案。该方案的研究思路与中国社会科学院学者提出的碳预算方案基本一致,但是两种方案在参数选择、减排路径、历史责任计算等问题上存在较大分歧。虽然德国方案力图平衡南北双方在气候领域的不同利益诉求,但从结果上看,德国方案明显有利于发达国家集团,公平性不足,难以达到其方案设计效果。  相似文献

应用全球多部门、多区域动态可计算一般均衡(CGE)模型,采用情景分析方法,评估美国退出《巴黎协定》后,由于其碳排放路径的变化对国际气候谈判中的3个重要谈判方中国、欧盟和日本实现国家自主贡献(NDC)和2℃目标情景下碳排放空间和减排成本的影响。结果表明:在全球碳排放固定且分配方式固定的条件下,美国不同程度的退约将为自身获得较大的碳排放空间,同时挤压其他地区,包括中国、欧盟和日本实现NDC和2℃目标的碳排放空间,将推高中国、欧盟和日本实现NDC和2℃目标的碳价。2030年,2℃目标下中国碳价的升幅将达4.4~14.6美元/t,欧盟为9.7~35.4美元/t,日本为16.0~53.5美元/t。同时将增加中国、欧盟和日本等其他国家和地区的GDP损失。2030年,2℃目标下中国GDP损失的升幅将达220.0亿~711.0亿美元(相当于16.4~53.1美元/人),欧盟为93.5亿~321.4亿美元(相当于20.7~71.1美元/人),日本为41.3亿~134.5亿美元(相当于34.3~111.7美元/人)。  相似文献

The main assumptions and findings are presented on a comparative analysis of three GHG long-term emissions scenarios for Brazil. Since 1990, land-use change has been the most important source of GHG emissions in the country. The voluntary goals to limit Brazilian GHG emissions pledged a reduction in between 36.1% and 38.9% of GHG emissions projected to 2020, to be 6–10% lower than in 2005. Brazil is in a good position to meet the voluntary mitigation goals pledged to the United Nations Framework Convention on Climate Change (UNFCCC) up to 2020: recent efforts to reduce deforestation have been successful and avoided deforestation will form the bulk of the emissions reduction commitment. In 2020, if governmental mitigation goals are met, then GHG emissions from the energy system would become the largest in the country. After 2020, if no additional mitigation actions are implemented, GHG emissions will increase again in the period 2020–2030, due to population and economic growth driving energy demand, supply and GHG emissions. However, Brazil is in a strong position to take a lead in low-carbon economic and social development due to its huge endowment of renewable energy resources allowing for additional mitigation actions to be adopted after 2020.

Policy relevance

The period beyond 2020 is now relevant in climate policy due to the Durban Platform agreeing a ‘protocol, legal instrument or agreed outcome with legal force’ that will have effect from 2020. After 2020, Brazil will be in a situation more similar to other industrialized countries, faced with a new challenge of economic development with low GHG energy-related emissions, requiring the adoption of mitigation policies and measures targeted at the energy system. Unlike the mitigation actions in the land-use change sector, where most of the funding will come from the national budgets due to sovereignty concerns, the huge financial resources needed to develop low-carbon transport and energy infrastructure could benefit from soft loans channelled to the country through nationally appropriate mitigation actions (NAMAs).  相似文献

As the number of instruments applied in the area of energy and climate policy is rising, the issue of policy interaction needs to be explored further. This article analyses the interdependencies between the EU Emissions Trading Scheme (EU ETS) and the German feed-in tariffs (FITs) for renewable electricity in a quantitative manner using a bottom-up energy system model. Flexible modelling approaches are presented for both instruments, with which all impacts on the energy system can be evaluated endogenously. It is shown that national climate policy measures can have an effect on the supranational emissions trading system by increasing emission reduction in the German electricity sector by up to 79 MtCO2 in 2030. As a result, emission certificate prices decline by between 1.9 €/tCO2 and 6.1 €/tCO2 and the burden sharing between participating countries changes, but no additional emission reduction is achieved at the European level. This also implies, however, that the cost efficiency of such a cap-and-trade system is distorted, with additional costs of the FIT system of up to €320 billion compared with lower costs for ETS emission certificates of between €44 billion and €57 billion (cumulated over the period 2013–2020).

Policy relevance

In order to fulfil ambitious emission reduction targets a large variety of climate policy instruments are being implemented in Europe. While some, like the EU ETS, directly address CO2 emissions, others aim to promote specific low-carbon technologies. The quantitative analysis of the interactions between the EU ETS and the German FIT scheme for renewable sources in electricity generation presented in this article helps to understand the importance of such interaction effects. Even though justifications can be found for the implementation of both types of instrument, the impact of the widespread use of support mechanisms for renewable electricity in Europe needs to be taken into account when fixing the reduction targets for the EU ETS in order to ensure a credible long-term investment signal.  相似文献

Having agreed upon a binding emissions reduction path by 2020, the EU plays a leading role in international climate policy. The EU currently pursues a dual approach through an Emissions Trading Scheme (ETS) at the EU level and also via national targets in sectors not covered by the ETS. The latter include the buildings sector, transportation, agriculture, and waste. Emissions from these sectors are mainly subject to policies at provincial and local levels. A method is presented for elaborating and implementing a long-term climate policy process up to 2030 for the regional (provincial) level. Building on regional GHG inventory data, a set of indicators for each sector is developed in order to arrive at a target path consistent with the deduced regional GHG reduction requirement. Policy measures and their implementation are then settled subsequent to this process. Quantitative regional targets are found to be a prerequisite for the formation of regional climate policy as they increase participant responsibility and commitment. A five-step process of stakeholder participation ensures effective implementation of regional climate action plans. Insights from an exemplary European region are drawn upon, and policy issues are discussed in both quantitative and institutional terms.  相似文献

The light bulb ban introduced by the EU is used as an example to illustrate how to assess the climate impact of a policy that overlaps with a cap-and-trade scheme. The European Commission estimates that by 2020 the reduction in GHG emissions induced by banning incandescent light bulbs will reach 15 million tons annually. The number is a conservative estimate for the reduction in emissions from lighting if the total residential stock of incandescent light bulbs in 2008 is replaced by more efficient lighting sources. However, it ignores that use-phase and some non-use-phase emissions are covered by the EU Emission Trading Scheme (EU ETS). This drastically reduces the amount of GHG emissions saved.

Policy relevance

Several policies such as the EU-wide ban on incandescent light bulbs, energy efficiency mandates and support mechanisms for renewable energy overlap with the EU ETS. While there are typically several justifications for these policies, a chief reason is the reduction of GHG emissions. However, given that the aggregate emissions of the industries covered are fixed by the EU ETS, the climate change mitigation aspect of these policies is not obvious. Using the light bulb ban as an example, this article illustrates how a focus on non-EU ETS emissions changes the assessment of an intervention in terms of GHG reductions.  相似文献

The negotiation strategy of the European Union was analysed with respect to the formation of an international climate agreement for the post-2012 era. Game theory was employed to explore the incentives for key players in the climate policy arena to join future climate agreements. A ?20% unilateral commitment strategy by the EU was compared with a multilateral ?30% emission reduction strategy for all Annex-B countries. Using a numerical integrated assessment climate—economy simulation model, we found that leakage, in the sense of strategic policy reactions on emissions, was negligible. The EU strategy to reduce emissions by 30% (compared with 1990 levels) by 2020, if other Annex-B countries follow suit, does not induce the participation of the USA with a comparable reduction commitment. However, we argue that the original EU proposal can be reshaped so as to stabilize a larger and more ambitious climate coalition than the Kyoto Protocol in its first commitment period.  相似文献

The Paris Climate Agreement sets out an aggressive goal of limiting global average warming to well below 2 °C. As a first step, virtually all countries have put forth greenhouse gas emission reduction pledges in the form of nationally determined contributions, or NDCs, for the 2030 timeframe. Our analysis looks beyond the NDCs to explore potential post-2030 regional emissions reduction participation and ambition. For each scenario, we examine the implications for global emissions and long-term temperature. We then evaluate the regional consequences for energy systems and ensuing costs. We conclude by reflecting on the additional global abatement costs of tightening temperature goals. Overall, this study provides a multidimensional characterization of the scale of regional effort supporting climate outcomes, details important to decision-makers as they consider mid-century emissions targets, and long-run climate objectives.  相似文献

The European Union's (EU) network of nature conservation areas – Natura 2000 – covers almost 18% of EU territory, and is subject to strict legal protection, which is enforced by the European Commission, a supranational authority. Given the Natura 2000 network's size, conflicts between Natura 2000 and renewable energy projects are inevitable, particularly as countries push to meet their 2020 energy and emissions reduction targets by pursuing more – and larger – renewable energy projects. Focusing on two cases in the renewable energy sector – a hydroelectric dam in Portugal's Sabor valley, and a large tidal barrage in the UK's Severn estuary – this article shows that the EU's strict biodiversity protection regime could necessitate the rejection of many large renewable energy projects. That is, it may not be possible as a matter of EU law for national authorities to grant permission for such projects. The potential for such difficulties will be shown to be highly visible to policymakers, and could, this article argues, trigger negative impacts in terms of the rule of law, and negative feedbacks on nature conservation policies in the EU and, by way of precedent, globally. The legal issues presented here should not, this article argues, be regarded as insurmountable problems, nor as a trigger for reforms aimed at weakening biodiversity protections. Rather, these issues are better regarded as an opportunity for an open, informed, global debate regarding the relationship between biodiversity and climate change policies, and the hierarchy, if any, between them.  相似文献

One of the most important challenges for the South East Europe region will be replacing more than 30% of its presently installed fossil fuel generation capacity by the end of 2030, and more than 95% by 2050 if its age structure is considered. This requires a strong policy framework to incentivise new investments in a region currently lacking investors, but also presents an opportunity to shape the electricity sector over the long term according to the broader energy transition strategy of the EU and the Energy Community. The aim of this paper is to assess what type of long-term pathways exist for electricity sector development in the region if they follow the energy transition process of the EU. In this model-based scenario assessment, long term electricity sector futures are explored using a set of interlinked electricity models evaluating the level of renewable energy investment required in the region to reach a deep decarbonization target, assuming emission reduction above 94% by 2050 compared to 1990 in line with the long term market integration and climate policy goals of the EU. It also explores what are the most important system wide impacts of the high deployment of renewable energy concerning generation adequacy and security of supply.

Key policy insights

  • Energy policies in the South East Europe (SEE) region, both at the national and regional level, should focus on enabling renewable energy integration, as this will be a key component of the future energy mix.

  • EU and Energy Community policies should be incorporated into national energy planning to ensure that SEE countries embark on the energy transition process at an early stage.

  • Stranded costs should be carefully considered in decision-making on new fossil-fuel generation and gas network investment in order to avoid lock-in to carbon intensive technologies.

  • If consistent decarbonization policy prevails, with a significant and persistent CO2 price signal, the role of natural gas remains transitory in the region.

  • The SEE region offers relatively cheap decarbonization options: the power sector can reduce GHG emissions above 94% by 2050 in the modelled scenarios.
