The state of Oregon has instituted an ocean resources management program within state government. The program, enacted by the state legislature in 1987 and amended in 1991, is a component of the statewide land-use planning program and coastal management program developed in the early 1970s. Politically the ocean program has roots in strong public interest in protecting coastal resources from destruction or degradation. This paper reviews the history of the development of the program, describes key elements, highlights some distinguishing program characteristics, sketches the ocean governance relationships that now exist off Oregon and lists some practical examples of what the program has accomplished. Finally, the paper includes some observations that may provide perspective for others contemplating a state ocean management program.  相似文献

The international submarine cable industry is a major component of the global telecommunications system, providing important services and requiring increased levels of protection for the maintenance of global economic and maritime security, broadly defined. An overview is given of the submarine cable industry, including its technological developments, legal aspects, security considerations, and implications for integrated ocean planning and management. In the context of multiple ocean use, submarine cables can cause spatial conflicts with other ocean users, particularly the fishing industry. Issues to be examined include compensation for lost or damaged gear, legal liability for cable damage, and regulation and licensing of cables on the seabed of the continental shelf and the high seas. Recent industry-to-industry agreements and programs for compensation to fishers in the USA and Canada are significant advancements in the implementation of integrated approaches to ocean management and planning. The development of transparent and stable interdepartmental processes for the coordinated planning, management and regulation of submarine cables is required for national EEZs. The regulation of international cable industry practices must be harmonized with national management approaches.  相似文献

Although many jurisdictions have embraced ecosystem-based management for the marine environment, it is unclear what this entails in terms of both theory and practical action. I examine the management of complex systems in industrial control as a source of practical guidance on how to approach the ideals of marine ecosystem management. Industrial control systems focus on objectives and outcomes, are hierarchical and localise and distribute control tasks. The principles of hierarchical control systems and focussing on ecosystem services helps overcome the conceptual difficulties with ecosystem management while retaining the idea of a holistic approach to managing human impacts.  相似文献

The ECOMAN project was initiated from an awareness of the complexity of the functioning of coastal marine systems and the clear need for more pragmatic environmental assessment techniques linking environmental degradation with its causes. The aim of the project is to develop a suite of easy to use, cost effective and environmentally valid biological responses (biomarkers) to assess the general health of coastal systems, including estuaries. To achieve this aim, various sublethal endpoints are being measured and evaluated from a range of common coastal organisms showing different feeding types (filter feeding, grazing and predation) and habitat requirements (estuary and rocky shore) and at different levels of biological response (cellular, physiological and behavioural). This holistic integrated approach is essential to identify the full impact of chemical contamination on organisms, and enables the sensitivity of organisms to be ranked and key sentinel species for specific habitats to be identified.  相似文献

Management of straddling fish stocks has been noted for its political complexity. Negotiations frequently falter as each party seeks to focus upon their own individual and shorter-term goals than the collective interest of the sector. Entrenched positions are often only deepened as new entrants participate to establish their own claims to any emergent share of resource. Unsurprisingly, deadlocks are common and typically compromises are reached only after the real period of biological then economic crisis has passed. Examples to illustrate this tendency can be found in most of the world's oceans and is writ large within the current impasse over blue whiting (Micromesistius poutassou) in the North Atlantic. The development of this fishery is discussed and it is shown that despite the scope to add value to the resource base through a pattern of exploitation focussed more upon human consumption than fish meal and oil, there seems little incentive to extricate participants from the cycle of demise that has engulfed negotiations so far.  相似文献

The Falkland Islands has successfully met many challenges in the management and development of its fisheries resources over the last 20 years. To meet a new set of challenges the current licensing system based on the allocation of non-transferable, variable duration licences to individual vessels is being replaced by a system of long-term individual transferable rights owned by Falkland Islanders. The anticipated gains are enhanced economic performance of the sector because fishing businesses have increased security and flexibility, rapid diversification from harvesting into value-added activities and increased international competitiveness as poorly performing companies sell rights to well performing companies. Implementing a rights-based regime in a small coastal state is challenging. Thin markets for rights, a desire to maintain local control of fishing rights, and a dependence on foreign direct investment in the fisheries sector are key considerations in the design of an effective and efficient management regime. Starting operation in 2006/07, the new rights-based management system provides a model for small coastal states or small industrial fisheries that previously had considered rights-based systems too complex to implement and administer, despite the inherent advantages of rights-based management.  相似文献

The potential impacts of climate change on coastal zones combined with the ever increasing number of people living in these areas, motivate a more long-term perspective in coastal management. To explore whether such a perspective raises the need for developing coastal management strategies at larger spatial scales, this paper presents a case study for the dune-protected Holland coast. Long-term (200 years) coastal management strategies are set-up at different levels of spatial aggregation, accounting for specific characteristics of the coast itself and for types of land use in the hinterland. Using a combination of multi-criteria analysis and cost-benefit analysis the new coastal management strategies are compared to the long-term continuation of present coastal management practice. It appears that the large uncertainties that inevitably accompany a long-term perspective do not preclude the comparison of long-term coastal management strategies. Additionally, it appears that a long-term perspective favors solutions for coastal defense enhancement that are more spatially extended and alongshore uniform than those emerging from continuing today's coastal management practice for two centuries.  相似文献

The Tanga Coastal Zone Conservation and Development Programme, initiated in 1994, was among the first such projects to make livelihoods improvement a key objective, and to use a community-based approach. It developed an approach to coastal management planning that is broadly satisfactory to both communities and the government. Six fisheries management areas and two mangrove management areas were established. Institutional arrangements for the collaborative approach were strengthened and community leaders and local government officers were trained in a range of relevant skills. A coastal environmental education programme for primary schools involved several thousand schoolchildren, and a gender programme built the confidence of women. Implementation of the management measures was noticeably harder than planning, particularly elimination of destructive fishing methods. Fishers and coastal communities now however have a much greater involvement in, and understanding of, coastal management and consequently a greater sense of ownership.  相似文献

This paper examines at the origins of coastal zone management and planning in England and from that, how integrated coastal zone management techniques were developed. The lack of heritage management planning in coastal plans in England is discussed and put into context of ‘integrated heritage zone management’ approaches. Having looked at these two systems, examples of good practice are discussed. The concept of spatial planning is also discussed and the opportunities that this might offer for integrating coastal and heritage planning in the Solent are considered.  相似文献

On 1 December 2007, eight ‘Small Island Developing States’ in the Western and Central Pacific Ocean implemented a management regime restricting the total number of days fished by tuna purse seine vessels within their waters, commonly referred to as the Vessel Day Scheme (VDS). The VDS is seen as one component of management arrangements to reduce fishing mortality on bigeye and yellowfin tuna, constrain fishing effort, and increase the rate of return from access fees by Distant Water Fishing Nations.  相似文献

Using a space-for-time substitution design, we investigated the response of structural instream habitat and fish populations to different riparian management practices throughout a Dairy Best Practice Catchment. We found a significant negative correlation between the upstream area of stock exclusion fencing and deposited instream fine sediment cover. Furthermore, we determined that this relationship emerges when ≥300?m lengths of upstream riparian area were included in the analysis, indicating the scale at which stock exclusion fencing results in a positive instream habitat response. Specifically, for this historically degraded spring-fed stream, our findings indicate that riparian segments with 5 m wide stock exclusion fences (both banks) are required to achieve instream fine sediment cover below 20% in downstream reaches. Fish were sparse and evenly spread throughout the catchment. Fish distributions were not correlated with reach-scale riparian or instream habitat variables, possibly because the available habitat quality gradient was too narrow.  相似文献
