In an article published in Marine Policy a year ago, (Lynne and Brian Chatterton, ‘How much political compromise can fisheries management stand’, Vol 5, No 1, April 1981), it was argued that management of South Australian coastal fisheries reflected the political ideology of the government in power, rather than the biological and socioeconomic imperatives of the resource. In the first article below, A.M. Olsen, former Director of Fisheries, criticizes the Chattertons' conclusions, maintaining that fisheries should be managed by professionals not politicians and that many of Brian Chatterton's problems during his tenure as Minister of Fisheries were of his own making. In the Chattertons' response, they point out that by allocating management of the resource between various vested interests (including government bureaucracy) a minister is making a political decision. In the third article, R.D. Walkerden, a former Permanent Secretary to Fisheries Ministers in South Australia, offers an administrator's view of the controversy. China is the world's largest country in terms of fish production, yet its fisheries management is comparatively unknown outside the country. This article gives an overview of the current management system and highlights some of its challenges. In the past 30 years, the Department of Fishery Administration has formulated and organized a series of conservation and management regimes and measures. The most important tools are minimum mesh size regulation and a range of input control measures, including seasonal closures and attempts to control fishing capacity through licensing and limiting total engine power. However, fisheries output is only controlled through a nation-wide total catch limit. Certain progress has been achieved, but there are still problems as the resource situation is poor. While the existing measures could, in principle, improve sustainability, their enforcement is insufficient, and they do not limit fishing effort in a way that would allow recovery.  相似文献

The past decade has witnessed a decline in UK fish consumption, concomitent with an increase in fish imports and a dramatic shift in consumer preferences towards frozen fish. The marketing problems that these trends have caused the fish industry were investigated in a recent report commissioned by MAFF, the conclusions of which are appraised in this article. The author finds particular fault with the report's emphasis on fresh fish and the implications of this for intra-industry cooperation.  相似文献

This paper reports on the first global study of regional fisheries management organization (RFMO) transparency. It was prompted by recent scholarship that suggests that RFMOs are failing to meet their conservation and management mandates and that transparency is a critical element of this performance. In this study, 11 RFMOs were evaluated using 34 questions, divided into three sections: (i) access to full, up-to-date and accurate information; (ii) public participation in decision-making; and (iii) access to outcomes. Secretariats for all 11 RFMOs were contacted, and all responded, to correct and comment on initial findings and to share additional information. The total scores in this study reflect transparency as measured against current good practices in RFMOs as a whole, rather than some sort of idealistic benchmark. Each question should therefore be seen as a diagnostic tool that shows where some RFMO(s) fall short and how they can correct the shortfall based on the practices of their peers. These results have highlighted a number of good practices amongst RFMOs, with no single RFMO standing out as having particularly poor transparency practices. On the other hand, there also were not any RFMOs that had exemplary transparency practices in every respect and all RFMOs still have room to improve upon their basic transparency practices. This first transparency assessment is necessarily broad in nature and considers only very basic elements of transparency. It is to be expected that as RFMO practices become more sophisticated, so will the techniques and criteria of future transparency assessments.  相似文献

Marine fish discarding has become a contentious environmental issue, but little attention has been paid to the moral grievances that sometimes underlie discarding practices. This article explores such a moral grievance through a case study of the under-10 m fishery in Sussex, England, where discarding of cod (Gadus morhua) has become a highly charged issue, skippers blaming it on unjust quota allocations. The moral claim to a greater quota allocation is analysed using two conceptions of distributive justice, entitlement and desert. The conclusion reached is that the under-10 m fleet’s entitlement arguments for a higher quota are weaker than their desert arguments, but that entitlement arguments weigh more heavily than desert arguments with government when it allocates quota.  相似文献

A feasibility study was conducted on the impacts of the new Common Fisheries Policy (CFP) rules requiring catches in regulated fisheries to be landed and counted against quotas of each Member State - the landing obligation (LO), and that catch of species subject to the LO below a minimum conservation reference size (MCRS) be restricted to purposes other than direct human consumption. The aim was to estimate the level of discarded fish likely to be covered by the new rules, the impact of the rules on EU fisheries and the regulatory challenges and responses to them. Data from EU's Scientific, Technical and Economic Committee on Fisheries (STECF) database were analysed to estimate the volume of unwanted catches produced by EU fisheries. Views were sought from policy officials and fisheries scientists through a questionnaire on the implications of the LO and the control of fisheries across Member States, and the potential adjustments that might be needed. Findings show that 11% (44,000 t) of the total catches of EU countries from which data were available are of fish under MCRS. The species with the highest volume of undersized discards associated with the lowest quota, which would potentially restrict the fishing opportunities for other quota species (i.e. choke species), are plaice and haddock with 18,000 and 14,000 t of undersized fish respectively, followed by whiting and cod with 5000 and 6000 t of undersized fish respectively. Discards data shows that the Netherlands, United Kingdom, France and Belgium will be most affected by landings for non-human markets. Findings also show that existing infrastructure at landing ports in all Member States is limited because there are currently limited facilities in place to handle animal by-products produced by the catching sector. Policy officials maintained that while they could support the fishing industry through funding programmes, it is the responsibility of fishers to ensure they have the right infrastructure to handle unwanted catches. The expectation is that the LO combined with the restriction to non-human consumption purposes will encourage fishers to internalise the costs of catching unwanted fish and motivate them to avoid unwanted catch. This will be realised if sufficient flexibility is given to fishers to find their own solutions to reducing unwanted catches. It is concluded that gear technology measures exist to enable the regulated fisheries to increase gear selectivity.  相似文献

Ireland's waters represent a valuable resource encompassing productive fishing grounds and important oil and gas reserves. As a species rich marine environment, Ireland's waters are also an important habitat for many species of marine mammal. Specifically, grey seals (Halichoerus grypus) and harbour seals (Phoca vitulina) are widespread in Irish coastal waters and at least 24 species of cetacean have been reported at sea. The coastal zone represents critical habitat for many of these species, in particular seals that use both terrestrial and aquatic coastal habitat and are vulnerable to habitat degradation. Increasing exploitation of marine resources has increased their exposure to a range of anthropogenic effects including pollution and habitat loss. As top predators seals interact with commercial fisheries both directly and indirectly for resources and conflicts arise. The relatively recent move towards ‘greener’ resource exploitation such as marine renewable energy does not come without negative consequences for marine mammals including seals, which are afforded protection under national and international conservation legislation, highlighting the difficulties faced by resource managers. The sustainable exploitation of resources whilst conserving biodiversity is a challenging task and effective management implementation depends on appropriate policy informed by reliable scientific data. This paper outlines the conservation needs of seals in Irish waters, reviews our current knowledge of these species in Irish water, provides a critical analysis of the existing legislative framework and describes how research outputs can inform present and future policy decisions.  相似文献

Tuna fisheries in the Western and Central Pacific Ocean are among the most valuable resources in the region. These fisheries, worth an estimated $4.1 billion each year, play a pivotal role in supporting incomes and development goals in the region. However, due to the twin, and potentially inter-related effects of harmful fishing practices such as the use of fish aggregating devices, overcapacity, and fisheries subsidies, many of these tuna fisheries are currently at risk of over-exploitation—putting the livelihoods of countless local fishers at risk. This study finds that government fisheries subsidies in the region represent 37% of the ex-vessel value of tuna fisheries in the region. Fuel subsidies are estimated at US$ 335 million and non-fuel subsidies are estimated at US$ 1.2 billion for the year 2009. Developed countries are responsible for more than half of the subsidies spent in the predominantly developing region, underlying the fact that the majority of tuna value extracted from the national waters of developing countries in the region benefit larger, developed countries. The total resource rent, or return to society, from tuna fisheries, once adjusted for subsidies is a net negative US$750 million in 2009. Fisheries subsidies are enabling foreign fleets to operate at sub-market rates, putting local fleets out of competition for their own fishery resources.  相似文献

The life spans of demersal species of fishes occurring in deep-waters are much longer and their potential growth rates much lower than those of related shallow water species. As a result, deep-sea demersal fish species are more vulnerable to exploitation. This is because low growth rates relative to the available market discount rate for capital makes it desirable for fishing firms to mine, rather than sustainably exploit, these resources even in the absence of fisheries subsidies. However, it is common knowledge that governments around the world do provide subsidies to their fishing industries. The objective of this contribution is to estimate the global amount of subsidies paid to bottom trawl fleets operating in the high seas, i.e., outside of the Exclusive Economic Zones of maritime countries. Our study suggests that fisheries subsidies to these fleets stand at about US$152 million per year, which constitutes 25% of the total landed value of the fleet. Economic data for bottom trawlers suggest that the profit achieved by this vessel group is normally not more than 10% of landed value. The implication of this finding is that without subsidies, the bulk of the world's bottom trawl fleet operating in the high seas will be operating at a loss, and unable to fish, thereby reducing the current threat to deep-sea and high seas fish stocks.  相似文献

The purpose of this rejoinder is to respond to and question the many assertions made by Pinkerton et al. in the recently published Marine Policy article entitled: “The elephant in the room: The hidden costs of leasing individual transferable fishing quotas”. Particular attention is paid to the assertion that 79% of the British Columbia Pacific halibut TAC is being leased out by “armchair fishermen”. The rejoinder also discusses how ITQs, when used with other fishery management tools, such as catch monitoring, creates incentives that align more closely the fishermen harvesting behaviour and practices with the objectives of the resource manager.  相似文献

The Common Fisheries Policy (CFP) is a priority area of the European Union's Better Regulation agenda. Understanding the spatial variation in the application of the policy and the reasons behind these differences would provide insights into policy making in different socioeconomic and cultural settings that will assist in better regulation. The CFP aqcuis (the body of European Union law accumulated thus far) was analysed by creating a database composed of pre-defined elements from each obligation. Distinct differences are apparent in the ‘burden’ imposed by regulations in the Northern and Southern waters. However, a combination of a timeline of fish landings and the accumulation of the CFP regulations shows that despite the increase in the number of regulations this has not led to the anticipated reduction in landings. Historical, biological and geopolitical differences between the two major marine regions of the EU are discussed in terms of the impact they have had on the formation of the different fisheries management models in the different regions. Finally, the elements forming these models are discussed in terms of successes and failures in the context of the 2012 CFP reform.  相似文献

The industrial fisheries of Fiji have had mixed fortunes. The fresh fish export industry has grown rapidly in importance so that fisheries is now the third most valuable export industry; its positive effect on the economy is mainly in the increase in the purchase of goods and services, such as air freight. The present ‘hands off’ policy by government in the fresh fish export industry should continue until the industry matures. In the longer run, ad valorem royalties should be considered as a mean of capturing resource rents. The government-owned export cannery has been in financial decline, and the maintenance of the social benefits of regional employment generated by the cannery has come at a high cost to government coffers. The future of the cannery, now leased to a private operator, is clouded by the uncertainty of the continuity of concessional access to European markets beyond the year 2000. The main task faced by government is the management of fisheries and fish stocks. The management of the inshore fisheries — vital to the needs of a large proportion of the population — needs additional resources. The capability for management of the industrial fisheries, necessary to maximise long term public benefits, would be enhanced by full cost recovery through a user pays policy. Catch of marine fish grew from after WW II–1989, at which point it stabilized. In 1996 it began to decline. It continues to decline now, at a time when earth's population is expected to reach 10 billion by 2050. Since the factors driving the increase are primarily the growth in income, population, technology of catching fish and ever increasing fishing effort, it is to be expected that the aggregate marine catch will continue to decline. This decline has important implications for marine ecosystems but primarily its importance relates to the human use of other global resources such as food, water and world's climate.  相似文献

Located on the Caribbean coast of Central America and flanked by the second longest barrier reef in the world, Belize is a nation reliant upon marine resources. Each year, the country’s predominantly small-scale fisheries generate an estimated US$22 million in revenue – 1.8%of GDP – and employ 3000 people. However, the nation’s fishing communities are facing an unprecedented challenge. Existing threats posed by declining fish stocks have been exacerbated by the introduction of the invasive alien red lionfish Pterois volitans in 2008. This Indo-Pacific predator has the potential to cause significant losses to the recruitment of native fish, in turn disrupting coral reef community dynamics in the Belize Barrier Reef Reserve System, a UNESCO World Heritage Site. Howefver, targeted lionfish fishing may offer a cost effective means to control the invasion, while also creating an alternative livelihood solution and improving food security among Belize's coastal fishing communities. This study summarises the recent history of the lionfish invasion in Belize, describes the multi-sector approach being used to address the invasion, and presents preliminary research summarising the characteristics of invasive alien lionfish in Belize. Data from Belize's nascent ‘lionfishery’ are also presented, demonstrating that demand for lionfish is outweighing supply – largely as a result of awareness-raising initiatives – and highlighting the strong potential for replication of this approach elsewhere in the Caribbean. The study concludes by discussing the barriers and potential solutions to this market-based approach to invasive species management.  相似文献

Over the past 40 years many fish populations in Indonesian waters have been severely depleted. The paper argues that any explanation of these depletions must take account of the nature of the Indonesian state. The Indonesian state is a highly fragmented structure made up of competing components that in many cases have to raise their own revenue in order to function. The nature of the Indonesian state creates the conditions in which fisheries depletions are likely to occur. The paper develops this argument by focusing on the various ways in which Thai trawlers have operated in Indonesian waters and examining how the Indonesian navy's responsibility for enforcing fishery regulations has often clashed with its own interests in fisheries. The paper argues that one way to overcome the limited ability of the Indonesian government to enforce fisheries regulations and to control the movement of fishing vessels into the waters of other countries is to establish a regional regulatory regime that builds on and expands the Southeast Asia Fisheries Development Center (SEAFDEC) advisory body. The paper concludes by examining some of the obstacles that might get in the way of the success of such a regime and proposing ways in which these obstacles can be overcome.  相似文献

It is now almost universally accepted that most of the nearshore fisheries in Southeast Asia are overfished. It is also accepted that overcapacity is one of the leading causes of this overfishing. The problem of addressing overcapacity in small-scale fisheries in Southeast Asia is much more complex than that of reducing overcapacity in industrial fleets. In order to manage capacity, managers need to measure and understand how much capacity currently exists in the fishery and what is the desirable level of capacity that best meets the set of management objectives. The only feasible solution to overcapacity may be based on a coordinated and integrated approach involving a mixed strategy of resource management, resource restoration and conservation, livelihoods and economic and community development, and restructured governance arrangements. The reduction of overcapacity implies an increased focus on people-related solutions and on communities.  相似文献

The paper uses the three legislative criteria of resource sustainability, economic stability and social equity to measure the past decade of fisheries reform in South Africa. All three components of the reform process have been successful, although this judgement is subject to a number of important qualifications. First, the data available to measure success are limited. Second, both sustainability and stability are vulnerable to volatile factors external to the reform process (particularly variability in recruitment, climate change and exchange rate fluctuations) capable of derailing the process. Substantial alteration of the fishing industry by internal transformation of existing companies and the reallocation of access rights to new black entrants has led to a composition that closely reflects that of society as a whole and therefore meets the goal of equity. In the process, however, bona fide traditional fishers with a historical dependence on fishing have largely been denied legitimate access to the fisheries, and meeting their aspirations remains a challenge.  相似文献

The Canadian Beaufort Sea is one of the last places on Earth that has not experienced large-scale commercial fisheries. The aboriginal people of the western Canadian Arctic, the Inuvialuit, have become increasingly concerned about the potential effects of large-scale commercial operations on key subsistence species of fish and marine mammals and the marine ecosystem upon which they depend. A 1984 comprehensive land settlement agreement (treaty) between Canada and the Inuvialuit established a co-management regime for limited aspects of fish and marine mammal resource management, and gave the Inuvialuit rights to subsistence fisheries and existing commercial fisheries but no preference for new commercial fisheries. The Fisheries Joint Management Committee (the fisheries co-management body), the Canada Department of Fisheries and Oceans, the Inuvialuit Regional Corporation and the Inuvialuit Game Council have developed an integrated fisheries management framework agreement for the review and assessment of any proposed commercial fisheries within the Canadian Beaufort Sea. The agreement provides clarity and transparency for decision making and strengthens the protection of fish stocks. The development of the framework depended upon a history of cooperation between the parties and a bridging initiative by the Fisheries Joint Management Committee and an NGO that brought together the Inuvialuit and the government.  相似文献
