This study explores the role of institutional entrepreneurship in the creation of an international agreement to radically transform management of coastal and marine resources in the Coral Triangle. It analyzes how institutional entrepreneurs develop strategies to overcome barriers to change and navigate opportunity contexts to mobilize support for ecosystem-based management. The analysis shows that institutional change depends on collaboration among several institutional entrepreneurs that have access to different networks and are supported by different types of organizations. It also shows that interplay between institutional entrepreneurship and high-level political leadership plays a critical role in institution building. Institutional entrepreneurs must therefore align their ideas of ecosystem-based management to multiple political priorities and transfer experience and social capital from previous multilateral projects. By supporting the development of new governance arenas for deliberation, institutional entrepreneurs may enhance the fit between domestic and multilateral policy making. Lastly, institutional entrepreneurship may raise critical questions about legitimacy, accountability and ownership.  相似文献

The paper develops a benchmarking framework to improve fisheries governance and promote resilient ecosystems and profitable fisheries. The benchmarking includes five key components: accountability, transparency, incentives, risk assessment and management; and adaptability. Collectively, these factors provide a framework to benchmark and improve fisheries governance. Initial findings from benchmarking in two of Australia's Commonwealth fisheries indicate that the framework provides an important tool to help overcome the underlying causes of unsustainability in capture fisheries—poor and/or ineffective fisheries governance.  相似文献

Marine governance involves interaction between networks and actors from different types and levels of organizations. The concept of multi-level or network governance steps away from the assumptions that supra-national and national government at the macro level is the dominant policy making unit. At all levels information is crucial, among others to overcome social dilemmas of collective action in marine resource use and management. In this paper theories of multi-level governance, of collective action, of trust and of information economics will be linked to the idea of the increasing importance of information, information technologies and information processes in environmental governance, which is termed ‘informational governance’. This linking of theories and concepts results in a new and innovative framework to better understand the changing role of information in marine resource management, enterprises, institutions and actual practices of governance. The framework will help to investigate the effectiveness of informational governance in solving problems related to marine resources.  相似文献

A large marine ecosystem (LME) governance framework, developed from a need to effectively address the sustainable management of the shared living marine resources of the Caribbean, is proposed. The framework is based on four propositions and focuses on a linked examination of two well-known components of LME-level governance: the policy cycle process by which decisions are made and the multi-level nature of LMEs. It accommodates the diversity of policy cycles at multiple levels and the linkages among them required for effective governance of LMEs. The framework takes into account of factors such as context, purpose, jurisdictional scale, capacity and complexity and provides a means to identify critical areas for intervention.  相似文献

Conservation success is often predicated on local support for conservation which is strongly influenced by perceptions of the impacts that are experienced by local communities and opinions of management and governance. Marine protected areas (MPAs) are effective conservation and fisheries management tools that can also have a broad array of positive and negative social, economic, cultural, and political impacts on local communities. Drawing on results from a mixed-methods study of communities on the Andaman Coast of Thailand, this paper explores perceptions of MPA impacts on community livelihood resources (assets) and outcomes as well as MPA governance and management. The area includes 17 National Marine Parks (NMPs) that are situated near rural communities that are highly dependent on coastal resources. Interview participants perceived NMPs to have limited to negative impacts on fisheries and agricultural livelihoods and negligible benefits for tourism livelihoods. Perceived impacts on livelihoods were felt to result from NMPs undermining access to or lacking support for development of cultural, social, political, financial, natural, human, physical, and political capital assets. Conflicting views emerged on whether NMPs resulted in negative or positive marine or terrestrial conservation outcomes. Perceptions of NMP governance and management processes were generally negative. These results point to some necessary policy improvements and actions to ameliorate: the relationship between the NMP and communities, NMP management and governance processes, and socio-economic and conservation outcomes.  相似文献

It is increasingly accepted that humanity’s unsustainable use of the marine environment is causing the degradation of the very marine ecosystems it relies upon. This awareness had led to the generation of a significant number of international agreements and conventions aimed at improving marine management and conserving marine ecosystems. In the European Union, this has resulted in the evolution of an extensive array of environmental legislation and policy. In addition, the United Kingdom and its devolved regions have been developing their own policies and legislative tools to advance marine conservation and management. Party to all of these tiers of governance, Northern Ireland has made numerous international, regional and national commitments to protecting and restoring marine ecosystems. Here those commitments are explored in terms of the local political, administrative and governance reality in Northern Ireland. A complex governance structure and lack of interdepartmental co-operation is shown to severely hinder Northern Ireland’s ability to meet stated commitments. Underfunding and lack of political will also seriously hamper conservation efforts. Findings indicate that the integration of all marine management functions into a single marine management organisation would greatly facilitate Northern Ireland’s progress and that the development of an ecologically coherent network of marine protected areas would go a long way towards fulfilling its conservation commitments. This case study demonstrates some of the hurdles small nations face in meeting their responsibilities under regional and international agreements and highlights the gap between a nations conservation commitments and its successful implementation of policy to fulfil them.  相似文献

The large marine ecosystem (LME) concept and approach has had a global impact on marine ecosystem-based management. The LME approach provides a framework for assessing and monitoring LMEs and is based on five modules: productivity, fish and fisheries, pollution and ecosystem health, socioeconomics, and governance. It appears that the LME approach is also being used to structure interventions to bring about change. Its appropriateness for the latter purpose is questioned. The major concerns are that the LME approach is not consistent with current thinking about enabling governance and its compartmentalized structure does not facilitate effective governance intervention. Current thinking on good governance suggests that it is more appropriate to approach governance interventions at the LME scale through multi-level governance policy cycles.  相似文献

The framework for management of the ocean and coasts of the Pacific Islands region has been evolving since the early 1970s when Pacific Island countries played a significant role in the negotiations leading to the 1982 United Nations Convention on the Law of the Sea. Commencing with a summary of the provisions of relevant international instruments, this paper presents a broad overview of regional arrangements for ocean and coastal management in the Pacific Islands region. It considers the work of the various regional intergovernmental organizations with active programmes in ocean research and governance and the consultative arrangements that support coordination and collaboration. Consultative arrangements involving other stakeholders, such as local, regional and international nongovernmental organizations are summarised. To improve environmental governance and address increasing environmental threats, particularly in relation to coastal area management, consultative arrangements need strengthening. This applies equally to national and regional level consultation. The institutional and policy framework for the management and conservation of oceanic fish stocks that Pacific Island countries have been refining over a period of 25 years is suggested as providing useful lessons for strengthening coastal management processes and strategies in the region.  相似文献

The Pacific Island Regional Ocean Policy (PIROP), which was released in 2002, provided the framework for ocean governance in the Pacific region. Since then there have been a myriad of policy documents and institutional arrangements that have been developed to address ocean governance issues, however, little progress has occurred with regard to the actual implementation of PIROP. This paper examines the region's progress in establishing integrated oceans management, and how this fits with the use of marine spatial planning and area based management tools, such as marine protected areas. It argues that policy making in this region encounters the usual difficulties with integrated policy approaches experienced elsewhere but that these difficulties are further accentuated when applied to developing nations that are highly dependent on external support. It suggests a way forward for the future with development of action plans, implementation and the practical application of those plans including a regional contextualisation/analysis of progress against regional objectives.  相似文献

The Wakatobi National Park in eastern Indonesia offers valuable insights into the effectiveness of governance incentives in a national context characterised by uncoordinated policies and evolving conflicts over power and authority within government. Economic incentives resulting from strategic alliances between the public and private sector have been targeted towards enhanced regulation of fisheries and supporting tourism interests. However, the absence of coherent policies relating to tourism, which partly reflects contests over jurisdiction between national and local levels of government, opens up considerable potential for inappropriate forms of development. Furthermore, any incentives designed to facilitate governance should explicitly recognise the status of the Bajau, who constitute a key stakeholder group yet have been consistently marginalised through both state and NGO initiatives. The possible outcomes of ongoing decentralisation, which include enhanced government accountability, flexibility in developing regulations relating to marine resource use and greater participation of minority groups in decision-making, offer some prospect for improved governance of the Wakatobi and other marine protected areas in Indonesia.  相似文献

This paper presents an overview of Taiwan׳s aquaculture development and management, focusing on the transition of the industry and the current management measures that particularly address environmental effects, ecolabels and diversification into tourism and ornamental fish business. Since the late 1980s when Taiwan׳s aquaculture in its heyday was pounded by emergent environmental problems, a policy was established on enhancing governance over aquaculture, in seeking to transform it towards an environmentally, economically and socially sustainable industry. The paper shows that positive outcomes have been achieved after the policy measures have been implemented over the past two decades. However, potential challenges of ongoing environmental impacts, conflicts regarding multiple sea uses, concerns on seafood safety, lack of management of “black” farms, low market penetration of ecolabeled products and lack of participative management were identified. It argues for the need to encourage ICZM programs to solve sea use conflicts and minimize environmental impacts, reduce “black farms” to fill the management gap, enhance market shares of ecolabeled products and a transition to a more participative mode of governance.  相似文献

Stock enhancement or “assisted recruitment” for fisheries management in Australia is at an experimental R&D phase. Development of the science has focused largely on finfish targeted by the recreational sector; however it is considered that high value invertebrates will be the best candidates for commercial scale fisheries enhancement. Three main ingredients are required; technical capacity, governance capability, and the ‘correct’ species. The technical capacity needed is in the area of hatchery production and wild release methodologies, whilst the governance capability needed is informed policy that accounts for the complexities and interdisciplinary nature of stock enhancement. In particular, the appropriate articulation of policy to support economic development and integration into wild fisheries is currently lacking. If successful stock enhancement is implemented, the nature of fisheries management changes because the recruitment side of the fisheries equation is under substantial control, rather than just the production side. Management responses will require significant innovation, with a renewed emphasis on understanding the stock, rather than policing the fishers. By way of illustration, recent initiatives and key challenges encountered in Australian invertebrate fisheries are investigated through case studies. An example of a commercially-viable enhancement fishery that reflects solutions to the key challenges is also presented. The review ends with an argument to re-establish the context of stock enhancement in the discipline of ecological enhancement. This is a crucial and positive step forward for it recognises that, in principle, any renewable aquatic ecosystem has the potential to be enhanced instead of just depleted.  相似文献

The nature of participation by fishing organizations in fisheries management in the Northeast US is changing. Evidence of this is the number of groups that are actively seeking opportunities for group governance of marine resources. This article explores emerging collaborative or co-management arrangements in this region (a process whereby decision-making is shared between federal/council level and fishery stakeholder groups) and the shift towards an ecosystem-based approach to the management of marine fisheries.This research suggests that it is an opportune time for the development of a regional policy in the Northeast that provides an enabling environment in support of decentralized governance of federally managed marine fisheries. It also suggests that these initiatives can play a key role in operationalizing ecosystem-based management.  相似文献

The large marine ecosystem (LME) governance framework was developed to address the complexity inherent within the Wider Caribbean Region with respect to the region's shared living marine resources. The framework is adaptable to all multi-scale living marine resource situations and provides a basis for incremental implementation of interventions. Parts of the overall governance framework can be targeted for sub-framework development and strengthening through institutional reforms and capacity building. Three examples, the Eastern Caribbean flyingfish fishery, marine protected area (MPA) management and the Eastern Caribbean tuna fishery, are used to illustrate the application of the framework in facilitating and assessing governance effectiveness in the Caribbean. In each case, the purpose is to show the different governance questions that must be addressed at policy, strategy and action levels to make up a complete governance arrangement and how these are distributed among several levels on the institutional scale that typically occur in regional marine resource governance.  相似文献

Ensuring sustainability of livelihoods for communities residing in coastal environments of the Global South has gained considerable attention across policy making, practice and research fields. Livelihood enhancement programs commonly strategize around developing people's resilience by diversification of income and subsistence activities, but are criticised for inadequate appreciation of local contexts. This in part results from the application of theoretical approaches in practice which are informed disproportionately by dominant science-based narratives and utilised by actors in higher level political arenas. This leads to the prioritization of objectives that do not necessarily reflect local livelihood conditions. There is an urgent need to address the multiple challenges that limit the possibility for sustainable livelihoods in spatially and temporally dynamic environments. This paper presents an analysis of the policy landscape in which intervention strategies for sustainable coastal livelihoods emerge. It examines how livelihood improvement approaches take shape in the context of conservation, rural development, and regional resource governance. Drawing from analyses of broader regional policies and an extensive literature review, a conceptual framework is presented. It details various influences that can flow up or down multi-scaled governance structures to affect policy and management - from agenda-setting narratives of policy makers to the dynamic and changeable nature of livelihoods. Case studies from the Arafura and Timor Seas region are introduced to illustrate some of these trends. The discussion highlights challenges encountered in the pursuit of sustainability for coastal and marine-based livelihoods, and suggests directions for more effective long term policy, management and strategic interventions.  相似文献

In this paper, we develop the triangle of marine governance to understand the changing locus and focus of marine governance practices. In general, the locus and focus of marine governance is shifting from top-down, state-led governance to network governance. This shift is captured by the triangle of marine governance, because the triangle refers to the institutional setting in which politics and policy making takes place (polity), to policy making itself (policy), to activities of politicians and processes of power (politics), and to the interplay between policy, politics and polity. Studying the dynamics of politics and policies in marine governance practices through the triangle allows us to analyze and explain how and why the shifts in locus and focus occur. These dynamics of marine governance—as the interplay of policy, politics and policy—is illustrated by the environmental governance of Dutch offshore platforms.  相似文献

As climate change has driven dramatic changes in Northern sea ice regimes, marine mammals have gained iconic status around the world reflecting the perils of global warming. There is a tension between policies that have international support like a ban on seal hunting or whaling, and the adoption of adaptive, flexible rules that are likely to work in Northern places. Whereas most wildlife policy focuses on biological information to inform policy strategy, this analysis focuses on the “human dimensions” of Northern marine mammal management. This research examines ways in which human relationships and modes of governance affect conservation success. Standard analyses of risk to animal populations focused on direct sources of take are inadequate to address multi-causal, complex problems such as climate-induced habitat loss or increased industrialization of the Arctic Ocean. Early conservation policy strategies focusing on the moratorium of take have eliminated or reduced such practices as commercialized hunting and high levels of fisheries bycatch, but may be less relevant in an era in which habitats and climate changes are key drivers of population dynamics. This paper argues that effective adaptive policy requires new ways of learning about and governing human interactions with marine mammals. Through an exploration of marine mammal management in three Northern regions (Alaska, Nunavut, and the Finnish Baltic Sea coast), the paper analyzes the extent to which these marine mammal management regimes are practicing adaptive governance, that is, building cross-scale (local to international) understanding while allowing actors at the local scale the flexibility to direct the creation of rules that are ecologically robust and likely to succeed. Lessons are taken from these examples and used to propose selected policy and research recommendations for the marine mammal policy community.  相似文献

In order to expand registered fleet tonnage and strengthen ship management, China began to introduce a special tax-free ship registration (STFSR) policy in July 2007. However, more than eight years following its implementation, the policy ended in complete failure at the end of 2015. This paper comprehensively evaluates the main content and implementation process of the Chinese STFSR policy, analyzes the effects of the policy, and summarizes the concrete reasons for the policy's failure and lessons to be learnt. A new governance framework is being designed and future directions are being developed to explore how the government can implement a successful ship registry policy. This research is intended to provide new ideas and information to the Chinese shipping industry's policymakers and stakeholders in order to handle the “flagging out” problem, thereby mitigating the current adverse situation of ship flagging overseas while strengthening the management of ship operation.  相似文献

Selecting the best mode of governance for marine protected areas (MPAs) especially in developing countries has generated considerable controversy in the academic and policy literature during the last 20 years. In this article, two modes – co-management (CM) and adaptive co-management (ACM) – are analysed in detail, and an examination is made of an attempt to put these modes sequentially into practice in the first (2003–2009) and second (2008–2013) management plans, respectively, of the Cayos Cochinos MPA (CCMPA) in Honduras. Extensive fieldwork was carried out during 2006–2010 in three communities dependent on the CCMPA (Rio Esteban, Nueva Armenia, and Chachahuate) including key informant interviews, focus group meetings, household surveys, and participant observation. The paper’s findings are (1) that while the first plan implemented some CM principles (such as sharing responsibility between government, stakeholders and NGOs) it failed to deliver other CM principles (such as transparency and accountability); and (2) that while the second plan increased participation and transparency, and used a more adaptive approach, it still left many stakeholders out of the decision-making process, and its processes of experimentation, monitoring and social learning were very limited. The fact is that CM and ACM are laudable objectives, but very difficult to implement in full.  相似文献
