Southern Bluefin Tuna (SBT) is a depleted stock with a rebuilding target and timeframe defined by the responsible management body (CCSBT). All recent stock assessments have found that the stock is depleted but large differences exist in estimates of recovery probabilities under current catches. In 1996, CCSBT adopted a set of principles and a process for considering experimental fishing, which are fundamentally consistent with an actively adaptive management policy. Substantial efforts to develop a program in line with these principles did not succeed, partially due to the lack of a decision-making framework. In 1998 and 1999, Japan conducted unilateral experimental fishing arguing that the additional substantial catches could reduce uncertainty in stock assessments and thus were justified. This led to international legal proceedings under UNCLOS, in which preliminary measures were issued preventing further unilateral experimental fishing (these were later rescinded when an UNCLOS arbitral tribunal found that it lacked jurisdiction in the dispute). This decision has been cited as a possible manifestation of industry's “worst fear with the implementation of the precautionary approach”. This paper examines the SBT dispute in relationship to adaptive management and the precautionary approach, Results of recent stock assessments indicate that the Japanese experimental fishing, even if successful, was unlikely to resolve the disparity in estimates of the recovery probabilities or provide an improved basis for management decision making. In this context, it is the absence of a management framework, rather than a fundamental problem with adaptive management, that challenges the compatibility of these experimental fishing catches and the precautionary approach. The real issue in the SBT situation is the standards and burden of proof required if experimental fishing is to be considered.  相似文献

It is widely recognized that fishing states are obliged to exercise flag state responsibility over their vessels. In an attempt to become a responsible fishing actor, Taiwan has endeavored to manage its distant water fishing fleet in accordance with international fisheries management. However, the long-standing problems of illegal, unreported and unregulated (IUU) fishing, fish laundering, and fishing overcapacity, which remained unsolved during the 1990s and early 2000s, brought its management capability into doubt. Failure to address these problems undermined the credibility of all management measures and ultimately resulted in a recommendation adopted by International Commission for the Conservation of the Atlantic Tunas (ICCAT) in 2005. This recommendation significantly affected Taiwan's distant water fishing policy. This paper examines how Taiwan assimilated this outside force into its fishing policy as a new response to international fisheries management and how fishers perceived this response. It shows that Taiwan's efforts in controlling distant water fisheries marked a big change, specifically manifest in three noticeable actions - reducing excessive bigeye-targeted efforts, deterring IUU fishing, and strengthening fisheries management. The study advises that management of small tuna vessels be effectively exercised and recommends future actions on providing subsidies for fishers to partially offset costs incurred by rule compliance, streamlining their administrative work, enhancing communication with them, putting more enforcement and meaningful penalties in place. Finally, the study indicates the existence of an interaction in the international fisheries management scheme, potentially favoring Taiwan to bargain for fishing rights and a favorable status in the participation of regional fisheries management organizations (RFMOs) in the future if it continues to exercise effective control of distant water fisheries.  相似文献

One way that illegal, unreported, and unregulated (IUU) fish catch is laundered into the seafood market is through transshipments at-sea. This practice, which often occurs on the high seas (the areas of ocean beyond national jurisdiction), allows vessels fishing illegally to evade most monitoring and enforcement measures, offload their cargo, and resume fishing without returning to port. At the same time, transshipment at-sea can facilitate trafficking and exploitation of workers who are trapped and abused on fishing vessels. This study gives an overview of high seas transshipment as well as evaluates transshipment at-sea regulations across 17 Regional Fisheries Management Organizations (RFMOs), which are responsible for regulating fisheries on the high seas. Transshipment at-sea regulations have become increasingly strict in most RFMOs since the late 1990s. However, only five RFMOs have mandated a partial ban, and only a single RFMO, the South East Atlantic Fisheries Organization (SEAFO), has mandated a total ban on transshipment at-sea. A total ban on transshipment at-sea across all RFMOs would support the ability of oversight and enforcement agencies to detect and prevent IUU fishing and also likely reduce human trafficking and forced labor on the high seas.  相似文献

Today, the tuna fishery of the western and central Pacific is one of the world's largest fisheries. Annual catches exceed 2 million mt—approximately 50% of the global tuna catch—with an estimated landed value of USD 3 billion (in 2005). The fishery expanded rapidly from the mid 1980s, following the development of the purse-seine fishery. From the mid 1990s, it was recognised that a Regional Fisheries Management Organisation was required to facilitate cooperation in the management of the resource. Following almost a decade of negotiations and planning, the Western and Central Pacific Fishery Commission (WCPFC) was established in 2004. During the interim period, stock assessments for the key tuna species were developed and revealed that for two species (yellowfin and bigeye tuna) there was concern regarding the increased levels of fishing mortality. However, declarations and resolutions calling for restraint in the expansion of fishing effort were largely unheeded over the last decade and, to date, the WCPFC has been unable to introduce any measures to effectively reduce (or limit) the level of fishing mortality on yellowfin and bigeye tuna. This paper proposes a number of mechanisms for improving the performance of the WCPFC with respect to meeting the conservation and management objectives of the commission and argues that Pacific Island nations need to collectively take the lead to ensure the effective management of the resource.  相似文献

Illegal, unreported and unregulated (IUU) fishing activities are widely considered a main cause of unsustainable fisheries across the globe. The EU has taken a leading role in the fight against IUU fishing, using both its market and normative power to advance its EU IUU Regulation (no. 1005/2008) and wider fisheries sustainability agenda outside its territory. This paper examines how successful the EU has been in using its market and normative power to influence regulatory strategies and frameworks governing tuna fisheries in the Pacific Islands region of the Western Pacific Ocean. The results indicate that while the market power of the EU remains an influential factor, the diminishing normative power of the EU in WCPO is weakening any attempts to implement its IUU fishing regulation and Pacific Island nations have promoted their own regulatory agenda. We conclude that the changing asymmetries between market and normative power has led to a differentiated geography of regulatory uptake, and while market power will remain a dominant strategy for the EU, normative power, when exercised should focus on cooperation rather than ‘teaching’ the benefits of an EU regulatory approach.  相似文献

Madagascar, the world's fourth largest island, is one of the world's poorest developing countries, and its people depend heavily on marine resources for subsistence and income. Exports of these resources and foreign fishing access agreements are also important, at least from a large-scale economic perspective. In recent years, concerns have been voiced amongst local fishers and industry groups regarding the growth of the country's fishing effort. Despite these concerns, existing knowledge of the scale, composition and trends of Malagasy fisheries remains poor, and there is negligible information regarding unreported catches and illegal fishing in Madagascar's waters. Small-scale fisheries, which are often substantial in developing countries such as Madagascar, are often unreported or underestimated. Unfortunately, fisheries legislations, management plans and foreign fishing access agreements are often influenced by these incomplete data, leading to serious over-estimations of resource availability. This also appears to be the situation in Madagascar, where the reconstruction of total catches by all Malagasy fisheries sectors conducted here showed that total catches between 1950 and 2008 were twice the volume reported by national fisheries agencies. Most importantly, much of the subsistence sector is missing from official statistics, and signs of decline have already been observed in several stocks, suggesting that current levels of catches are likely to be exceeding sustainable yields. This has profound implications for the economic and ecological sustainability of fisheries, as well as food security in a country where people rely heavily on the ocean for their daily protein needs and livelihoods.  相似文献

In countries like Sierra Leone, where stock assessments based on fisheries-independent data and complex population models are financially and technically challenging, catch statistics may be used to infer fluctuations in fish stocks where more precise data are not available. However, FAO FishStat, the most widely-used time-series data on global fisheries ‘catches’ (actually ‘landings’), does not account for Illegal, Unreported, and Unregulated (IUU) catches and relies on statistics provided by the national agencies of each member country. As such, reported FishStat data is vulnerable to changes in monitoring capacity, governmental transitions, and budgetary constraints, and may substantially underestimate the measure of extracted marine resources. In this report, Sierra Leone's total catches by all marine fishing sectors were estimated for the period 1950–2015, using a catch reconstruction approach incorporating national data, expert knowledge, and both peer-reviewed and grey literature. Results demonstrate that a substantial amount of marine resource exploitation is not represented in official statistics, and reconstructed catches represent more than 2.25 times the recorded FAO Fishstat values. Notably, foreign fleets take the vast majority of industrial catch in Sierra Leone's EEZ, indicating that most of the resource catch and revenue is diverted to foreign companies and export markets. While foreign actors dominate the industrial sector, the small-scale sector represents the majority of domestic catch. Illegal fishing is also a substantial challenge in Sierra Leone, and extracts a large amount of the country's marine fish resources. Reconstructing catches in Sierra Leone also highlights the impacts of various historical events such as Sierra Leone's civil war and post-war reconstruction on the development of the fisheries sector. The results found in the reconstruction present a large discrepancy from FishStat data, with considerable implications for assessment of stocks and management of Sierra Leone's marine resources.  相似文献

Colombia has coasts on both the Atlantic and Pacific Oceans, but its marine fisheries are limited by the relatively small size of commercially important stocks. However, diverse fishery resources have traditionally been exploited by coastal communities, and industrial fisheries have grown in recent years with the intensification of tuna fishing in both oceans. The management of Colombia's fisheries has been hampered by frequent administrative changes, which has notably led to the disappearance of a part of the official landings data. We estimated total fisheries removals (reported plus discards and unreported catches) in the Colombian Atlantic and Pacific Oceans for the period 1950–2006. We used secondary sources of information to estimate missing data, and we estimated subsistence fishing and the unreported by-catches of the shrimp and tuna fisheries. We used available information on seafood prices to estimate the relative economic impact (gross revenues) of the small-scale and industrial sectors for the period 2000–2006. Our results suggest that for the period 1950–2006, the Colombian marine fisheries catches may have been almost twice the landings reported by FAO on behalf of the country (2.8 times higher in the Atlantic; 1.3 times higher in the Pacific). Although the total gross revenues of industrial fisheries were higher than those of the small-scale sector, the latter commanded higher gross revenues in the Atlantic in 2006.  相似文献

The recent overexploitation of East Atlantic and Mediterranean bluefin tuna stock has been well documented in the media where it has become the archetype of overfishing and general mis-management. Beyond the public debate, the crisis also highlighted how the interactions between science and management can change through time according to the awareness of the public opinion. To reflect these issues, the history of Atlantic bluefin tuna overfishing is first described. Then, the major uncertainties that undermine the current scientific advice are summarized and the importance of reducing their impacts by improving knowledge and developing robust scientific framework is considered. The study also discusses how uncertainty was used by different lobbies to discredit science-based management. The recent improvement in bluefin tuna stock status following the implementation of the rebuilding plan shows that, despite uncertainty in the scientific advice, the management of a heavily exploited fish stock can be positive when there is a political will. However, optimizing long-term yields of modern fisheries implies good science. The study concludes by advocating for the implementation of a scientific quota that should be part of the management framework to support the scientific advice.  相似文献

For several decades it has been acknowledged that there is an urgent need for new approaches to fisheries management, embracing conservation and environmental considerations. The voluntary Code of Conduct on Responsible Fishing and the United Nations Fish Stocks Agreement provide the formal basis for the Precautionary Approach to fisheries management. Some tuna Regional Fisheries Management Organisations such as the WCPFC and IATTC make explicit mention of these codes in their conventions, whilst others, whose conventions do not explicitly address the Precautionary Approach, are searching for ways in which to take these codes into consideration. In practical terms, the scientific obligations to Precautionary Approaches are to determine the status of the stock(s) relative to limit and target reference points, to predict outcomes of management alternatives for reaching the targets and avoiding the limits, and to characterise the uncertainty in both cases. A convenient framework to conduct management evaluations is through the use of harvest control rules, for which managers agree on specific management actions under their control which are evoked according to levels of stock status relative to predefined reference points. These pre-agreed management actions are then simulated for a range of scenarios. This paper presents the ways in which tuna RFMOs are currently incorporating the precautionary approach in their fisheries management as well as suggestions for possible best practice.  相似文献

Regional fisheries management organizations (RFMOs) collectively manage the largest distinct area of the world, the high seas, but their effectiveness in conserving the fish stocks therein has been questioned lately, as many stocks have declined. This study quantitatively assesses the effectiveness of the world's 18 RFMOs, based on a two-tiered approach, concentrating first on their performance ‘on paper’ and secondly, in practice. The former was determined by assessing how well RFMOs scored against 26 criteria that together reflect current RFMO best practices. The latter assessment referenced the current state of the stocks RFMOs manage, through biomass and fishing mortality reference points and biomass trends through time. Results show low performance of RFMOs for both assessments, i.e., average scores of 57% and 49%, respectively. The latter result is emphasized by findings that reflect two-thirds of stocks fished on the high seas and under RFMO management are either depleted or overexploited. Findings also indicate that there is no connection between the two sets of scores, suggesting a disparity between organization intent and action.  相似文献

The focus of the study is to explore the recent trend of the world tuna fishery with special reference to the Indian Ocean tuna fisheries and its conservation and sustainable management. In the Indian Ocean, tuna catches have increased rapidly from about 179959 t in 1980 to about 832246 t in 1995. They have continued to increase up to 2005; the catch that year was 1201465 t, forming about 26% of the world catch. Since 2006 onwards there has been a decline in the volume of catches and in 2008 the catch was only 913625 t. The Principal species caught in the Indian Ocean are skipjack and yellowfin. Western Indian Ocean contributed 78.2% and eastern Indian Ocean 21.8% of the total tuna production from the Indian Ocean. The Indian Ocean stock is currently overfished and IOTC has made some recommendations for management regulations aimed at sustaining the tuna stock. Fishing operations can cause ecological impacts of different types: by catches, damage of the habitat, mortalities caused by lost or discarded gear, pollution, generation of marine debris, etc. Periodic reassessment of the tuna potential is also required with adequate inputs from exploratory surveys as well as commercial landings and this may prevent any unsustainable trends in the development of the tuna fishing industry in the Indian Ocean.  相似文献

黄鳍金枪鱼索饵水层影响延绳钓捕捞效率,而黄鳍金枪鱼索饵水层分布受水温垂直结构的影响,因此本文采用GAM模型分析次表层环境变量对延绳钓黄鳍金枪鱼渔获率的影响,评估黄鳍金枪鱼垂直水层分布对中西太平洋黄鳍金枪鱼延绳钓单位捕捞努力量渔获量(Catch Per Unite Effort, CPUE)的作用。模型结果表明,环境因子对热带中西太平洋延绳钓黄鳍金枪鱼渔获率空间分布影响明显。黄鳍金枪鱼延绳钓CPUE在2012年之后快速增多,高渔获率月份出现在北半球夏季,空间上在10°S,140°E附近区域。温跃层上界温度和深度、温跃层下界深度、18℃等温线深度、△8℃等温线深度及其和温跃层下界深度的深度差对延绳钓渔获率影响较大,是影响热带中西太平洋黄鳍金枪鱼延绳钓渔获率的关键环境因子。随着温跃层上界温度和深度值变大,延绳钓CPUE逐渐递增,对延绳钓CPUE影响密切的温度和深度分别为27~28℃和70~90 m。温跃层下界深度对延绳钓CPUE影响在250~280 m时最大;之后随着下界深度的变大,CPUE快速下降。18℃等温线深度对延绳钓CPUE影响呈现先震荡后递增的趋势,影响密切的区域在230 m深度上下。△8℃等温线深度与温跃层下界深度的差值对热带中西太平洋黄鳍金枪鱼延绳钓CPUE影响呈现先快速递减后缓慢增加的趋势,在深度差为70 m上下时影响最密切。研究结果揭示,在黄鳍金枪鱼活动水层受限或栖息水层和延绳钓作业深度相吻合时,延绳钓渔获率最高。依据黄鳍金枪鱼垂直活动水层调整延绳钓投钩,可以提高渔获率。因此,采用延绳钓CPUE进行渔场和资源评估时要考虑金枪鱼适宜垂直活动空间。  相似文献

The fight against illegal, unreported and unregulated (IUU) fishing activities has recently become a high priority in the international fisheries management agenda. While a number of academic contributions have sought to improve the understanding of the problem, most remain limited in scope. To help policy makers obtain a more comprehensive picture of the situation, the OECD Committee for Fisheries recently completed a study addressing the full economic dimensions of IUU fishing in an integrated manner. This paper presents the analytical framework developed by the OECD as well as some of the key results of the study regarding the causes of and the potential solutions to this widespread problem.  相似文献

Many flatfish species are caught in mixed demersal trawl fisheries and managed by Total Allowable Catch (TAC). Despite decades of fisheries management, several major stocks are severely depleted. Using the Common Fisheries Policy (CFP) as an example, the failure of mixed-fisheries management is analysed by focussing on: the management system; the role of science; the role of managers and politicians; the response of fisheries to management. Failure of the CFP management could be ascribed to: incorrect management advice owing to bias in stock assessments; the tendency of politicians to set the TAC well above the recommended level; and non-compliance of the fisheries with the management regulations. We conclude that TAC management, although apparently successful in some single-species fisheries, inevitably leads to unsustainable exploitation of stocks caught in mixed demersal fisheries as it promotes discarding of over-quota catch and misreporting of catches, thereby corrupting the basis of the scientific advice and increasing the risk of stock collapse. This failure in mixed demersal fisheries has resulted in the loss of credibility of both scientists and managers, and has undermined the support of fishermen for management regulations. An approach is developed to convert the TAC system into a system that controls the total allowable effort (TAE). The approach takes account of the differences in catch efficiency between fleets as well as seasonal changes in the distribution of the target species and can also be applied in the recovery plans for rebuilding specific components of the demersal fish community, such as plaice, cod and hake.  相似文献

中西太平洋是全球主要的鲣鱼(Katsuwonus pelamis)围网作业渔场,渔场极易受到海洋环境的影响,但渔场分布在众多岛国的管辖海域,如何科学指导企业准确入渔是重要的研究课题。本文根据1995-2012年中西太平洋鲣鱼围网捕捞生产统计数据,选取产量最高的22个海区(5°×5°),结合Niño3.4区海表温度距平值(SSTA)和作业海域表温(SST),研究中西太平洋鲣鱼围网渔场的空间分布规律,同时,以各海区捕捞努力量(作业次数)所占的百分比为入渔指标,建立基于环境因子的入渔决策模型。研究认为,中西太平洋鲣鱼捕捞努力量在纬度方向上主要分布于5°S~5°N,其累计捕捞努力量占所有作业海区的87.4%,其中以130°~140°E经度范围为最高,其捕捞努力量占22个海区的45.08%。入渔指标与Niño3.4区的SSTA、作业海域SST均符合正态模型(P<0.01),Niño3.4区的SSTA最适值为0.25℃,作业海域SST最适值在29.5℃左右。对预测和实际排名前十的海域进行统计发现,预测值与实际值基本一致。研究认为,所建立的入渔预测模型可有效指导企业的渔业生产,为提高企业生产效率提供支撑。  相似文献

The opportunities for operators to increase their revenue when illegal, unreported and unregulated (IUU) fishing catches are converted to currency through the market encourage the persistence and growth of this activity. It is often the same market that is targeted for the legal trade of fish. Thus, paradoxically, the market demand creates and incites it, at least from an economic point of view. To deter IUU fishing activities, some fish and fishery products importing countries have started to enact or implement additional regulatory measures, the goal of which is to tackle the problem from a new trade-related perspective. This contribution provides an analysis of various aspects of the market state competence. Within the framework of the European Union (rights and markets) the study analyses the emergence of regional trade-related measures and explore how they are linked to the international trade law regime especially the World Trade Organization rules. Finally, the paper draws implications for the market state measures and considers their limits and potential in combatting IUU fishing.  相似文献

As catch and effort statistics including fishing time and location are essential for producing abundance indices for utilized fish stocks, fishing states are encouraged under the FAO Code of Conduct for Responsible Fisheries to collect and maintain such statistics. However, for coastal fisheries (including artisanal fisheries) that are mainly composed of small-sized vessels which are usually too numerous to monitor, fisheries statistics collection systems are often either lacking or of insufficient quality (e.g. incomplete or inaccurate). Vessel monitoring system (VMS) data are commonly used to construct or improve estimation of fishing effort and fishing location in large-scale fisheries. Most coastal fisheries lack VMS but their countries do have coastal surveillance radar systems (CSRS) for security and enforcement purposes. This study illustrates and recommends opportunistic use of CSRS data to provide similar scientific benefits to VMS data for coastal fisheries. CSRS in combination with market landings data can construct logbook-like catch and effort statistics. This study introduces a method and demonstrates its usefulness for scientific research and management purposes, including the potential to obtain a higher accuracy and precision, particularly for fishing location and catch amount. Limitations of the CSRS data and challenges to managers involved in its application are also discussed.  相似文献

Allocation schemes are one way to combat the tragedy of the commons, the situation whereby individual users of a shared resource put their own interests above the collective good. In the case of shared fisheries, developing equitable and transparent allocation schemes can help to ensure stable cooperative management agreements, which in turn will facilitate sustainable fisheries. Allocation schemes for shared fisheries resources, which have been in existence for decades, have recently been facilitated by Regional Fisheries Management Organizations (RFMOs). These schemes vary in the scale of interested parties, from simple two-country systems sharing Pacific salmon, to multi-country systems sharing Atlantic bluefin tuna. Most RFMOs tend to base allocation schemes on historical catch records, spatial stock abundance estimates, or a combination of these. Socio-economic factors do not appear to influence allocation to any major extent. Unfortunately, previous attempts at creating and enforcing allocation programs have not, by and large, been able to curb the serial depletion of fish stocks, particularly when the number of fishing countries is large. Several RFMOs are currently in the process of initiating or reformulating allocation programs. In this paper, current allocation approaches are reviewed and discussed in the context of their possible transference to new or evolving programs. Specifically, lessons from game theory are drawn on, and the potential for better incorporation of socio-economic circumstances in allocation decisions, which can incentivize improved compliance, is explored. The relevance of conclusions from the literature analyzing international water agreements is also discussed, and a combined socio-economic-ecological construct whereby allocation programs can be based on the sharing of benefits other than catch is proposed.  相似文献
