大菱鲆养殖是我国海洋鱼类养殖的重要组成部分。为促进我国大菱鲆养殖产业的可持续发展,提高地区产业竞争力,文章采用资源禀赋系数和显示性比较优势指数2种评价方法,通过实地调查和资料查阅获取统计数据,对2016年我国大菱鲆养殖主要产区的产业竞争力进行实证分析,主要包括环渤海地区的多个城市和江苏省赣榆区。研究结果表明:沧州市、唐山市、青岛市、天津市和威海市等地的大菱鲆养殖具有较好的资源禀赋;以鲆鲽类养殖产量、海水养殖产量和水产品总产量为参照标准,葫芦岛市大菱鲆养殖具有很强或较强竞争力,烟台市、日照市、赣榆区和秦皇岛市具有较强或中度竞争力,竞争优势与产量不相关。结合各地区资源和产业竞争优势情况,提出提升大菱鲆育种产业化水平、转变大菱鲆养殖产业发展方式和优化大菱鲆养殖产业布局的建议。 相似文献

Carrying capacity is an important index used to evaluate the status of regional resources, ecological environment, and regional economic development. Marine industrial parks have gained substantial attention from domestic and foreign investors and governments at all levels; in particular, these parks are an essential part of the national blue economy development plan of the Chinese government. The carrying capacity of a marine industrial park is important to all related stakeholders. In this study, an evaluation system was established based on the literature review and expert interviews by using 32 indices under three dimensions (pressure, bearing, and transformation) to determine the carrying capacity of a marine industrial park. The carrying capacity of marine industrial parks in Shandong Province was evaluated using this system across diverse dimensions by incorporating state space and analytic hierarchy processes. Results indicated that carrying capacity significantly differed among regions, parks, and specific dimensions. Comparison among different types of marine industrial parks indicated that the modern marine service industry and fishery industrial parks showed improved and efficient development with relatively high bearing rates. By contrast, the modern marine manufacturing industry and strategic emerging industrial parks were significantly underdeveloped. This study proposes academic approaches and practical implications for the involved governments and managing committees. Furthermore, suggestions on park planning, policy support, industrial cluster, and industry–university–research institute alliances are provided to the government and enterprise perspectives to increase the carrying capacity of marine characteristic industrial parks. 相似文献

选择科学合理的发展路径是推动海洋经济发展的关键。文章综合运用产业经济、区域经济和统计学等相关理论,从规模和结构、空间和布局以及管理和服务等方面分析河北省海洋经济发展现状,指出河北省海洋经济在资源开发、经济结构、开放合作、支撑条件、统筹发展和管理服务等方面存在的突出问题。在此基础上,提出河北省海洋经济发展路径选择,即由传统产业向现代产业转变、由以内生型为主向内外结合型转变、由散点开发向轴带开发和海陆互动转变、由投资主导向开放引领和技术主导转变以及由政府主导向政府和市场双重推动转变。 相似文献

海洋产业结构是海洋经济发展质量的重要指标。文章运用偏离-份额分析法并引入增长率指数、区域结构效果指数和区域竞争力效果指数,对辽宁沿海经济带6市2009—2018年海洋产业结构和竞争力进行对比分析,研究表明:辽宁沿海经济带海洋经济发展迅速,海洋产业结构整体较好,但在海洋产业内部,海洋第一产业发展缓慢,综合竞争力较低;海洋新兴产业在海洋第二产业中占比重较小;海洋第三产业已成为辽宁沿海经济带主导产业,发展优势明显。辽宁沿海经济带还需更加注重产业发展的合理配置,力图能将各产业间发展形成协调互补的可持续发展结构。 相似文献

文章运用偏离份额分析法对东部海洋经济圈所辖3省1市的海洋产业结构和竞争力进行实证研究,进一步将海洋产业生产总值整体作为研究对象进行分析,并根据评价结果将地区分类。结果表明:从海洋产业结构看,研究区域在区域增长效应、产业结构效应和竞争力效应3个方面各有侧重;从整体看,研究区域产业结构较好,上海的产业竞争力相对较差。在此基础上提出相关对策建议,主要包括科学规划海洋产业、加强海洋经济统计、充分利用海洋资源和优化海洋产业结构。 相似文献

The industrial fisheries of Fiji have had mixed fortunes. The fresh fish export industry has grown rapidly in importance so that fisheries is now the third most valuable export industry; its positive effect on the economy is mainly in the increase in the purchase of goods and services, such as air freight. The present ‘hands off’ policy by government in the fresh fish export industry should continue until the industry matures. In the longer run, ad valorem royalties should be considered as a mean of capturing resource rents. The government-owned export cannery has been in financial decline, and the maintenance of the social benefits of regional employment generated by the cannery has come at a high cost to government coffers. The future of the cannery, now leased to a private operator, is clouded by the uncertainty of the continuity of concessional access to European markets beyond the year 2000. The main task faced by government is the management of fisheries and fish stocks. The management of the inshore fisheries — vital to the needs of a large proportion of the population — needs additional resources. The capability for management of the industrial fisheries, necessary to maximise long term public benefits, would be enhanced by full cost recovery through a user pays policy. 为促进海南省海洋渔业经济高质量发展,本文分析了海南省现代海洋渔业发展现状、存在的主要问题,在此基础上提出相应的对策建议。研究结果表明:海南省海洋捕捞业趋于稳定、海水养殖进入转型关键期、苗种业已成为区域优势产业、水产品加工业面临较大压力、休闲渔业迅速兴起,目前主要在生产方式、基础设施、产业实体、技术创新和资金配套等方面存在不足。本文提出了优化养殖空间布局、打造产业综合发展平台、夯实科技创新支撑能力、扶持培育领军企业、推进苗种品牌建设、提高融资服务水平等对策建议。 相似文献

The coastal and marine environments and resources of the Red Sea and Gulf of Aden are globally significant and generally in a healthy state. Current regional issues include localized destruction of coral reefs, seagrass and mangroves; declines in some fisheries; exploitation of some endangered species; pollution from the development and transport of petroleum; and disposal of industrial and municipal wastes. The underlying causes of these issues are the natural vulnerability of the Red Sea due to its semi-enclosed nature; economic reliance on the petroleum industry; significant navigation risks; a rapidly increasing coastal population and associated developments; lack of fisheries information, surveillance and management; poor coastal zone planning; and limited technical expertise. Strategic actions addressing these issues will need to be implemented regionally and focus on coastal zone management that integrates environmental planning, environmental assessment and review; training and institutional development; public awareness and participation; information gathering especially fisheries statistics; reducing navigation risks; and the development of resource management and conservation strategies. 相似文献

The current study analyzes the competitiveness of marine economies in provinces/districts along the eastern coast of China. The current work reviewed the development of marine economy in China over the past decade, and analyzed strategies of each regional economy regarding natural resource endowment and policy priorities in five major coastal provinces of China. Through comparative study of local marine policies and industrial priorities, it is found that the Chinese marine economy is largely oriented towards heavy industry. Local governments focus on land reclamation and often neglect environment protection, which resulted in similar dysfunctional structures of regional industrial policies in these provinces.
