The hake resource is the most important commercial fish species in the demersal sector of Namibia's fisheries, both in terms of annual catch and contribution to Gross Domestic Product (GDP). The fishery now spans four decades. In the 1960s and 1970s, hake were exploited heavily by mainly foreign fleets, total catches peaking at more than 800 000 tons in 1972. The first control measures, the use of a minimum mesh size of 110 mm and the allocation of quotas to each member country participating in the hake fishery, were implemented by the International Commission for the Southeast Atlantic Fisheries in 1975. In 1990, the Namibian Government took action to control fishing activities in Namibian waters, and the enactment of its Fisheries Policy (1991) and Sea Fisheries Act of 1992 provided for the control measures to be taken. The conservative management strategy adopted between 1990 and 1993 resulted in gradual increase in hake biomass, but thereafter the stock declined. The hake fishery is currently managed on the basis of a total allowable catch that takes into consideration the rate of increase or decrease in the size of the resource. Since 1990, the demersal trawl fishery has accounted for approximately 90% of the total hake catch. The resource is subjected to both directed fishing and bycatch, the latter taken in directed fisheries for species such as horse mackerel, monkfish and sole.  相似文献

This paper discusses the development of ITQs in Norway. Even if some would deny that anything such exists, fisheries management in Norway has some unmistakable characteristics of an ITQ system. Both boatowners and policy makers have discovered the attractions of transferable quotas, the former as a means to increase their private profits, the latter as a vehicle to reduce fleet overcapacity. The slow evolution of transferability is mainly the result of ideological opposition and opposition to structural changes, the latter involving falling number of fishermen, changes in location of the fishing industry, and changed composition of the fishing fleet. The development of this system in the purse seine fleet and the fleet fishing for cod and similar species is traced. Then the concept of resource rent is discussed, as well as how it has become capitalized in quota values, which show up as a rise in value of long term assets of the fishing industry.  相似文献

The Shark Bay trawl fishery is Western Australia's most valuable prawn fishery (worth AUD$25 million in 2014). The 18-vessel fleet targets western king prawns (Penaeus latisulcatus), brown tiger prawns (P. esculentus) and also retains saucer scallops (Ylistrum balloti) and blue swimmer crabs (Portunus armatus). Increased fuel prices, falling prawn prices and lower catches of other species, following extreme environmental events, have impacted fishery profits. A biomass dynamics model with an economic component indicated that total revenue levels start to decline when annual effort increases beyond ~ 200 fishing days per boat. Annual effort required to achieve MEY, when based solely on prawn fishing, is 115–150 days per boat after accounting for fixed and variable fishing costs and annual fishing efficiency increases of 1–2%. From 2007–2014, the adjusted effort was 188–192 days per boat. Fishing occurred between March and November during 7–8 fishing periods, separated by 5–8 day (low catchability) moon closure periods. An empirical daily profit assessment (2007–2015), accounting for recruitment variation, daily prawn size compositions, monthly market prices for different prawn species and sizes, and daily fishing costs, showed vessels made profits on ~ 115–160 days and losses on ~ 15–55 days per year, when fishing occurred near the full moon. The fishery benefitted in 2013–2015 by starting later in the year and better targeting within-season effort. This management strategy within the effort-control framework, which improved profitability, maintained higher spawning stocks and reduced ecosystem fishing impacts, has wider application in prawn fishery management.  相似文献

For three years (2001–2003), fish quotas in the Russian far east (REE) were allocated by auction. First, a short overview of the RFE fisheries is provided and how the total allowable catch (TAC) is allocated between regions and (before the auctions) enterprises. Then the auction system is discussed. The purpose of the auctions was to divert some of the resource rent to the state budget and to increase the transparency of the quota allocation mechanism. In the end, a lot less of the TAC than intended was sold by auctions. Nevertheless, the auctions provided a substantial income for the government. On the other hand they led to a decline in industry profits and greater indebtedness of the industry. Arguably they also led to more of illegal fishing, as firms bought quotas in order to cover operations on a greater scale that were not well monitored. In 2004 the auction system was abandoned, in part due to pressures from the industry.  相似文献

The resource economic theory tells us that individual transferable quotas (ITQs) improve efficiency in the fishing industry by removing the least efficient actors from a fishery and allowing ownership to concentrate in the hands of the most efficient operators. Assertions about the nature of this allocative efficiency are, however, often based on purely theoretical assumptions. This paper presents a case study of the efficient operators remaining in the UK pelagic fishing fleet. After over 30 years of rights-based management (RBM) and 12 years of ITQs, the UK pelagic fleet numbers only 31 large-scale boats. Seven of these operate from the island of Whalsay in Shetland, which, with a population of approximately 1000 people (0.000016% of the population of the UK), is entitled to land around 22% of the UK pelagic catch. A key characteristic of the economically efficient Whalsay fleet is a crew ownership structure. This is now under threat from the long-term dynamics of the UK's ITQ system, as the high price of quota prevents the renewal of the fishery through new entrants. In the majority of global fisheries, where vessel ownership structures do not follow an assumed economic norm, fully marketised transferable rights may not be the most efficient method of management.  相似文献

New Zealand has a large exclusive economic zone (EEZ) that contains a variety of marine habitats and commercially-important species. The commercial fishing industry operating within New Zealand's EEZ is of significant value to the economy and fisheries resources are managed through the extensive use of Individual Transferable Quotas (ITQs). One of the benefits of ITQs has been to better align some of the private incentives of quota owners with the public interest. These incentives contributed to an initiative proposed by the fishing industry to close large areas of New Zealand's EEZ to protect the seabed from trawling. These closed areas are termed benthic protection areas (BPAs) and protect the benthic biodiversity of about 1.1 million square kilometres of seabed—approximately 30% of New Zealand's EEZ. A significant proportion of New Zealand's known seamounts and active hydrothermal vents are protected by these closed areas. We describe and discuss the criteria used to select BPAs and some of the criticism of this marine protection initiative. We argue that the assignment of strong property rights in fishing resources was an important precondition to an industry initiative that has a significant public benefit. Where private and public interests are well aligned, government can adopt an enabling and facilitation role, ceding direct control of processes in order to get the results the align with the public interest.  相似文献

This article examines the evolution of foreign ownership in the UK fishing fleet in the context of policy developments at European and national levels. We argue that the characterisation of all foreign ownership as “quota-hopping” is misleading because it oversimplifies the means by which foreign access to fish quotas has been obtained. The paper considers the incentives for foreign ownership and the likely economic impact on the UK. It is concluded that the net impact may be rather small, but that the issue nevertheless raises questions for the allocation of fishing rights under the European Community's Common Fisheries Policy.  相似文献

This paper explores the failures of the quota allocation system in the hake fishery in Walvis Bay, Namibia through an examination of the complex processes that link commodities, labour, production, markets, and knowledge in the industrial setting. The relationships between state regulations and public nature point to a specific engagement in which nature is divided, distributed, and owned, namely through the market driven prospects of transferable quotas. This article examines fishing quota as a set of relations that links the transformation of fish from biological organism to global product and thus weaves science, the state, markets, and social relationships into an entanglement of different forms of capital. In this context, the tension between the quota holder, the value of that quota, and their participation in the industry reflects a complex network of capital mediated through various strategies. Based on ethnographic research in the Namibian trawl sector, this article surfaces these modes of capital in the dynamics of the fishing operations. As such, the fishing industry, the company that holds the fishing rights, the government׳s role in quota allocations, the vessels, gear, and technologies, and the relationships and roles of the crewmembers and skippers׳ knowledge all contribute to a particular formulation of fishing practices. Fisher׳s knowledge in industrial fishing practices becomes a site in which to explore the consequences of ITQs that may also begin to destabilise the neoliberal business model for fisheries in times of crisis.  相似文献

自20世纪80年代以来,我国出台了众多海洋捕捞相关政策,厘清这些政策变迁规律对海洋捕捞业的健康发展具有重要意义。本文对1986年以来我国海洋捕捞业的政策文本展开量化分析,构建政策时间维度、政策工具维度、政策价值维度三维政策文本分析框架,梳理当前捕捞业政策变迁和结构特征,并深入分析了捕捞业政策与现实的匹配性。研究发现,海洋捕捞业的部分政策目标之间存在一定的冲突和矛盾;政策工具体系全面,但不同政策工具数量分布不均衡;早期政策的经济价值取向突出,社会、生态价值相对不足,需要适时调整政策价值取向。未来应明确政策目标,推动海洋捕捞管理范式由投入控制向产出控制的转变;优化政策工具组合,引导渔民自觉养护海洋渔业资源,提高海洋捕捞业政策的有效性;整合政策价值取向,协调产业发展、资源养护和渔民利益的关系,推动海洋捕捞可持续发展。  相似文献

The development of the Estonian fisheries and fishing rights during the post-Soviet period is discussed. In order to deal with excessive fishing capacity, a part of the fishing rights, both volume quotas and gear-use rights, in all Estonian fisheries will be allocated each year through auctions while the remainder will be allocated on the basis of the history of the use of recent fishing rights. This was done for the first time in 2001. All fishing rights depreciate from year to year in a geometric fashion, by 10% yearly. The results of the first auctions discussed in the paper suggest that auctioning is a suitable method to manage common-pool resources such as fish stocks.  相似文献

The current fisheries management regime in New Zealand involves a system of quota management within which individual quotas are owned by fishermen and are transferable on an open market. The sum of these individual transferable quotas ITQs for a particular species equates to the total allowable catch TAC for that species. The objectives, implementation and consequences of this system are outlined, and its significance for stock assessment for species included in the ITQ system is discussed. A recent need for a TAC reduction in the deep-water fishery for orange roughy Hoplostethus atlanticus is mentioned in the context of the ITQ system. It is suggested that there is potential for economic benefit to the fishing industry in the Benguela system if an ITQ system were to be introduced locally.  相似文献

Fishery policies have largely developed in response to revealed problems with existing policy instruments. The last major innovation is the introduction of individual transferable quotas, ITQs. Experience thus far is promising. However, if history repeats itself, it is pertinent to start exploring further improvements. Among other things, concerns may be raised about the efficiency of ITQs, financial risks to owners of quotas and fishing vessels, and problems with fairness and collection of resource rent. These issues are studied with a laboratory experiment. Different from previous experiments it allows for trade of both quotas and vessels. In addition, the experiment tests an alternative institutional arrangement, namely auctioned seasonal quotas, ASQs. Neither of the two systems turns out to be as perfect as economic theory predicts. While the two systems are similar in some respects, the ASQ system allows for taxation of resource rent, and surprisingly, it may be the system with the lowest financial risk for fishing firms.  相似文献

The bluefin tuna fishery has undergone a major shift in Malta, moving from an open access artisanal nature to a privatized and industrialized activity dominated by the purse seining fleet and the BFT ranching industry. The shift has been exacerbated by the national implementation of an individual transferable quota system, which has enabled the concertation of quotas into fewer hands. The main objective of this article is to understand how privatization has evolved within the sector and the way the Maltese artisanal fishermen are experiencing the shift. This study takes an exploratory mixed-method approach to quantitatively and qualitatively understand how policy underpinnings interplay with the sustainability dimension of the small-scale fishing sector. Results show that the transition of the bluefin tuna fishery from artisanal to industrial has generated a legitimacy crisis over fishing rights, decreased profitability amongst most of the artisanal fleet, and led to a series of socio-ecological impacts on the artisanal fisheries system at large. It is concluded that the neo-liberal trajectories of industrialization have directly undermined the continued sustainability of artisanal fishing communities.  相似文献

In 1995, in response to the distressed condition of the British fishing industry, the House of Lords held a series of hearings on “Fish Stock Conservation and Management.” Lord Perry of Walton posed the straightforward question of why regulation was not succeeding:
If one takes all the management systems into account—TACs [total allowable catches, or annual quotas], number of days at sea and the decommissioning programme—none of them has stopped the gross over-fishing that has taken place. There seem to be three factors to account for it: first, the scientific advice that is given; secondly, how far that advice is accepted by politicians who set the TACs and quotas; and, thirdly, whether the fishermen obey the regulations. Which of these are the most at fault at the moment?
Lord Perry's question led us to ask to what degree publicly available information in the United States could shed light on the sources of overfishing in individual fisheries—what we will call “regulatory overfishing.” First, we set out a typology of the potential sources of regulatory overfishing. Next, we examine two case illustrations of federally managed, overfished fisheries in the United States. Each case generates important insights into the causes of regulatory overfishing and lessons for future management. In the final section of the paper, we make several suggestions aimed at improving fisheries management and the management process.  相似文献

Iceland׳s fishing industry has outperformed fishing industries in neighboring countries in recent years. This paper identifies key factors in market structure in recent decades that contribute to long run profitability of the Icelandic fishing (and fish processing) industry using semi-structured interviews with industry participants, and compares those with similar results from Norway. Further, the development of profitability in the Icelandic and Norwegian demersal fishing industries is used to assess the long run effects of different management systems on quality, product focus and profitability. The results indicate that three key changes in Icelandic regulation during the 1980s were important to the development of long run profitability within the fishing industry: the abolition of export barriers, the introduction of an individual transferable quota (ITQ) system and the establishment of fish auctions. A large and growing literature supports the role of ITQs in ensuring long run profitability. The importance of market structure for profitability has only recently been identified, affecting the ability of value chains to become market oriented and supply homogenous product flow from heterogeneous raw material. Comparison with Norway indicates that while individual transferable quota management does improve profitability in fishing to a certain extent, management systems must facilitate a strong market connection from consumers, through the stages of retail and processing, to fishers for the full realization of profit potential in the fishing industry.  相似文献

Most fisheries management studies have concentrated on understanding resource dynamics and have paid less attention to understanding the dynamics of those who use the resources. This situation limits the knowledge about the fisheries system as a whole and specifically about the viability of management schemes. It is vital to understand how the actors within the fishing sector (fishing firm owners/managers, fishers, fisheries managers, and traders) may respond to changes in fishing resources trends, market dynamics, and fisheries policies before they are implemented. These issues are explored in this paper by applying a longitudinal analysis of the Yucatan Mexico's fishing industry. The analysis is presented within the framework of the theory of change and coping strategies. The study primarily involved interviews during 2008 with the main owners of companies in the fishing industry and with fisheries managers and other stakeholders. Time-series catch data on the main fishing resources are also reviewed to evaluate changes across three historical periods and describe how the actors have perceived and responded to those changes. Given conditions of uncertainty in resource availability, changes in market demand and changes in institutional arrangements, the viability of traditional business and resource management practices are discussed. The analysis presents different kind of triggers that have modified the conditions of the fishing sector and had had impacts on the socio-economic–ecological system in which fisheries are embedded. The need for adaptive strategies in the whole chain of the fisheries business and resource management is stressed, given the current changes and conditions of fisheries. The discussion states a series of actions that could improve the relationships between business practices and fisheries management.  相似文献

This paper discusses actual and possible achievements and failures of Codland and examines it from the point of view of efficiency and in terms of distribution. Joint analysis of the two approaches is needed when contemplating fisheries management reforms, since such reforms may create both winners and losers. The analysis demonstrates how rent drain from fishing communities and countries may occur despite significant resource rent creation. The change in the Codland economy is illustrated and compared to that of actual countries and to resource economic theory. It is concluded that if distributional and equity objectives matter, other instruments than ITQs, such as conditional tradeable fish quotas and vessel licences, resource taxes, co-management, public ownership, auctions, leases, time limited rights, time and area regulations, territorial user rights (TURFs) and marine protected areas (MPAs), should also be used.  相似文献

Markets for individual tradeable fishing quota are evolving and maturing in many countries throughout the world. Synergies in spatial and temporal packages of fishing quotas have yet to be explored and exploited. The relative performance of simultaneous multi-round and combinatorial auctions has been well documented and explored in a number of environments including the allocation of spectrum rights by the US Federal Communications Commission, aircraft take-off and landing slots, as well as pollution emissions allowances. It is therefore timely and policy relevant to explore the relative performance of simultaneous and combinatorial fishery quota markets in controlled experimental environments. This paper reports the results of a series of economic experiments exploring the relative merits of these alternative fishing quota markets. The results provide important insights into the future development of individual tradeable fishing quotas.  相似文献

The recession in the French fishing industry in the early 1990s led to disastrous human and economic situations. In response to this crisis some groups of commercial fishermen committed themselves to finding a way to enhance their profitability and adapt their production to meet the demand. Their efforts led to the implementation of a quality scheme (Bretagne Qualité Mer, Ligneurs de la Pointe de Bretagne, etc.) to ensure the freshness and quality of their products.The relationship between the enhancement project fishermen's incomes and the consequences for resource usage are analysed in the Valpêche research programme (Rapport final du programme Valpêche, 2002, 340 [1]). The fishermen's attitude towards the enhancement programme was analysed with surveys of 185 and 60 skippers working along the Channel, from Brest to Boulogne. The surveys were designed to investigate the success of the enhancement programme and its knock on effects. At first, we focus on the question of the relative adaptability of official certification standards for aquatic products, then, we analyse the level of uptake from the industry. We also use a preliminary cost–profit and cost–efficiency approach to interpret the impact that such programmes have on fishermen's incomes. Finally, we focus on the impact of such a programme on the level of effort expressed by the fleet, in other words the incentive to fish more or less. The paper ends by considering how a product enhancement programme could be combined with increasing incomes and better management of the resource? In this respect, we rely on the results of the survey that was done among fishermen adhering to the marketing programme “Ligneurs de la Pointe de Bretagne”.  相似文献

Legislation is considered an effective means to regulate the fishing and trade of marine ornamental fish (MOF), which is an industry with a wide range of environmental and social impacts worldwide. This study analyses Brazilian MOF legislation as a tool for conservation. Brazil's legal framework includes participation in international agreements, such as the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), as well as administrative measures that regulate the capture of certain species in Brazil. However, compared with the laws that pertain to terrestrial fauna, Brazil's MOF legislation remains limited and possibly lacks the necessary technical and scientific foundation. There is a trend to prohibit the capture of organisms according to the criterion of “rarity”. The legislation also includes the use of “positive lists”, which identify which species may be caught and establish maximum individual capture and trade quotas. Nevertheless, the criteria used to determine the quotas are not established a priori and apparently defined without scientific rigour. In this context, it is impossible to affirm that Brazilian MOF legislation fulfils its function as an instrument for the conservation of MOF stocks.  相似文献
