Bulk carriers have been linked with high risks of structural failure and foundering, and with heavy loss of human life. This study used Lloyd's casualty records to investigate the extent to which dry bulk shipping has become safer over the last 30 years, and to identify shipping factors associated with the risks of bulk carriers' foundering and crew fatalities in recent years. Although there have been reductions over time in bulk carrier casualties and crew fatalities since the early 1980s, with an interim peak during the early and mid 1990s, there have been increases since 2005, linked partly to several bulk carriers that foundered when carrying nickel ore. Of 11 shipping factors considered, the strongest independent predictors of foundering and crew fatalities in recent years were the flag state, the cargo, the location of the casualty, weather conditions and the gross tonnage. Over the study period, elevated casualty and crew fatality rates were linked strongly with newly emerging or expanding flags.  相似文献

Most of the large scaled casualties are caused by loss of structural strength and stability due to the progressive flooding and the effect of waves and wind. To prevent foundering and structural failure, it is necessary to predict the motion of the damaged ship in waves.This paper describes the motion of damaged ship in waves resulting from a theoretical and experimental study. A time domain theoretical model, which can be applied to any type of ship or arrangement, for the prediction of damaged ship motion and accidental flooding has been developed considering the effects of flooding of compartments. To evaluate the accuracy of the model, model tests are carried out in ship motion basin for three different damaged conditions: engine room bottom damage, side shell damage and bow visor damage of Ro–Ro ship in regular and irregular waves with different wave heights and directions.  相似文献

UK shipping companies increasingly flagged out their ships from the 1970s to the late 1990s. This study used Lloyd's casualty records from 1970 to 2005 to investigate and compare shipping casualties and crew fatalities in UK shipping, UK second registers (Bermuda, Cayman Islands, Gibraltar, Hong Kong and the Isle of Man) and six foreign flags (Bahamas, Belize, Cyprus, Malta, St. Vincent and Vanuatu) used frequently by UK shipping companies. The study also assessed how 12 shipping factors may affect ships foundering and crew fatalities. Shipping casualty and crew fatality rates fell over time in UK shipping, in UK second registers and in older flags of conveniences, rather than in newer flags of convenience such as Belize and St. Vincent. Cargo, trade and weather most strongly affected ships foundering and crew fatalities. The findings indicate that shipping casualties and crew fatalities should be monitored in new and rapidly expanding flags of convenience.  相似文献

为加强闽江流域的环境治理以及支撑闽江口重金属污染的管控工作,文章基于闽江口14个采样站位的实测数据,综合运用相关性分析、主成分分析和潜在生态风险指数等方法,系统评价闽江口表层沉积物重金属分布及其潜在生态风险。研究结果表明:闽江口表层沉积物重金属含量差异显著,除个别站位的锌和汞外,其他重金属含量均符合第一类海洋沉积物质量标准;影响铅分布的主要因素是工业排污,影响其他重金属元素分布的主要因素是有机质和沉积环境;闽江口表层沉积物重金属潜在生态风险的低风险程度和中风险程度占比分别为71.43%和28.57%,其中琅岐岛的东部和南部为中风险区,琅岐岛的北部和东北部以及川石水道外侧为低风险区;镉和汞为主要潜在生态风险重金属元素,达到较高风险程度,须加强风险监控。  相似文献

城市道路沉积物重金属风险评价是表征城市环境质量的有效途径。采用重金属化学形态和生物可利用性来评估其生态风险更合理,越来越受到人们的关注。本文采集山东省青岛市崂山区10条次干道沉积物样品,分析不同粒径沉积物中Zn、Cd、Cu、Pb的含量、化学形态和生物可利用性,采用地累积指数(Igeo)和改进的生态风险指数(RIm)评价细粒径(小于75μm)沉积物中重金属污染水平和生态风险。结果表明:(1)沉积物粒径越小,重金属含量则越多。当粒径小于75μm时,Zn、Cd、Cu和Pb平均含量分别为山东省土壤元素背景值的10.63、6.07、3.39、2.70倍。(2)随粒径的减小,生物可利用性增大。小于75μm粒径的Zn、Cd、Cu和Pb的生物可利用态百分比为74%、78%、66%和55%。(3)评价结果显示,Zn、Cd、Cu和Pb的值分别为2.83、2.01、2.22和2.05,结果均为偏重度污染。(4)评价结果为较高生态风险,其中Cd属于极高风险,Cu和Pb属于中等风险,Zn属于低风险,Cd对的贡献高达75%。以重金属污染水平、迁移率、生物可利用性和生态风险为评价依据,认为Zn、Cd、Cu、Pb的风险均较大。该研究可为青岛市道路重金属污染防控提供指导。  相似文献

为了解黄河尾闾及近岸沉积物中重金属的污染特征,采用电感耦合等离子体质谱仪(ICP-MS)测定了黄河河道和河口48个样品中Cr、Cu、Zn、Cd、Pb和As等6种重金属的含量,并对其分布和生态风险进行了评价。结果表明,黄河尾闾及近岸重金属的总含量沿河道至河口方向呈现先增加后降低再增加的趋势,至近岸B断面,As、Pb、Cd和Zn含量呈明显增加趋势,Cu和Cr含量增加幅度较小;黄河河口沉积物中重金属浓度明显高于河道沉积物中重金属的浓度。与我国其他流域相比,研究区域重金属含量处于较低水平。潜在生态风险评价结果表明,黄河尾闾及近岸沉积物6种重金属潜在生态风险系数从高到低依次为:CdAsPbZnCuCr,黄河尾闾及近岸沉积物的潜在生态风险主要由Cd和As引起,两者的贡献率分别为55.90%和29.54%,研究区域生态风险低,污染轻。研究结果将为黄河尾闾及近岸生态保护、环境管理和污染治理提供一定基础数据。  相似文献

In many cases, capsized ships remain floating upside-down due to buoyancy of intact hull compartments and air cushions. Uprighting of such a ship is usually a complex salvage operation, which needs proper planning based on predictions of ship stability. This paper considers aspects affecting selection of the uprighting method, presents features of ship stability in the inverted mode and a procedure for calculating the required forces. Approximate formulae are derived for estimating the maximum lifting capacity necessary for uprighting a capsized vessel supported by buoyancy of the double bottom and double side compartments. The formulae are intended for quick estimations at the initial stage when no detail information may be available on the casualty. A practical salvage work is briefly described.  相似文献

通过测定沉积物柱状样中重金属含量,结合210Pb测年资料,高分辨率地研究了芝罘湾近年来的重金属污染历史。结果表明:芝罘湾海域以Cd,Pb,Zn等3种重金属元素的污染状况最为严重,且是多年富集趋势;Hg元素污染程度近年来有上升趋势;芝罘湾重金属污染分3个阶段:1997年以前为污染呈持续增高阶段,1998为截污下降阶段,1999年以来为快速增高阶段。城市陆源污染物排放、港口建设和船舶排污对芝罘湾的环境变化有巨大影响。芝罘湾海域水动力条件较弱,不利于污染物质扩散,更需重视强化保护湾内水质工作。  相似文献

在锦州湾海域采集了20个表层沉积物样品, 测定Pb、Cr、Zn、Cu、As、Hg等6种重金属含量。数据分析表明Hg变差系数最大, 存在较重的污染。区域分布特征分析表明, 除了重金属Cr外, 其他五种重金属元素在沉积物中的含量均具有明显的由近岸向远岸逐渐降低的趋势, 说明陆源输入可能是锦州湾重金属污染的主要原因。通过聚类分析, 将研究海域分成三个区域, 采用三角模糊数处理和表征重金属含量, 对其进行生态风险评价(取可信度A=0.90), 结果表明重金属污染顺序是: Hg>Zn>Cu>Pb>As>Cr, 其中Hg和Zn在三个区都达到高污染程度。由于Hg极高的生物毒性, 使得该海域的生态风险都达到了极高的水平。  相似文献

Maintenance and repair at the operational level is a critical function to comply with the standard of competence for officers in charge of an engineering watch in a manned/unmanned ship engine room. The human factor in ship maintenance especially deals with fulfilling of the required competency about dismantling, inspecting, repairing and reassembling equipment in accordance with manuals and good practice stated in STCW Code, as amended in 2010. This study extends the shipboard operation human reliability analysis (SOHRA) through the marine auxiliary machinery maintenance operations. The approach involves the determined marine-specific error producing conditions (EPC) and generic task type parameters to quantify generic error probability (GEP) values along with the subtasks of the maintenance operation. To acquire the EPC and GEP values, the real case study on heavy fuel oil (HFO) purifier overhauling considers different operating conditions on-board selected five ships in a dry bulk fleet. The case study shows that human error probability (HEP) values of tasks in maintenance operation change in regard to ship operating conditions. Consequently, the study contributes to the marine engineering field in improving the human factor in ship repair and maintenance operations. This approach is further extended by incorporating maintenance 4.0 requirements into ship operating environment to conduct scenario-based task analysis.  相似文献

Mudflats play a vital role in maintaining the dynamic balance between sea and land. 对海南省花场湾内表层沉积物中重金属的含量进行测定,探讨其分布特征、相关性及潜在生态危害程度.含量测定结果表明,花场湾表层沉积物中的Cu、Pb、Zn、Cr、Cd、Hg、As的含量范围分别为8.41~51.45、5.96~30.73、16.87~99.15、18.60~57.80、0.12~0.76、0.020~0.073、6.02~17.56 mg/kg,均值分别为28.19、18.35、50.48、35.75、0.32、0.05、12.71 mg/kg.相关性分析结果表明,Cu、Pb、Zn、Hg、Cr及Cd具有相同污染源,主要受养殖影响;此外,Cu、As、Hg受潮汐影响较大,Pb与Zn受渔船及潮汐影响较大,Cd与Cr受沿岸虾塘影响较大.重金属潜在生态危害评价结果表明,研究区以中等生态危害为主,其次为强生态危害与轻微生态危害,多种重金属潜在生态危害指数(RI)高值基本位于花场湾潟湖中心.单金属潜在危害系数程度较高的是Cd与Hg,潜在生态风险大小依次为:CdHgAsCuPbCrZn.  相似文献

东海区大陆海岸带景观格局变化及生态风险评价   总被引:5,自引:0,他引:5  
基于1990-2015年东海区海岸带6期遥感影像数据,分析了景观格局的动态变化,构建景观生态风险指数,对不同时期研究区的生态风险进行了评价。结果表明:(1)东海区海岸带景观以林地和耕地为主导,耕地面积急剧下降,而建设用地面积增长迅速,增长率为155.55%;(2)研究区生态风险程度加深。1990-2010年中生态风险区占主导地位,2015年较高生态风险区上升为主导地位,占整个生态风险区面积的33.39%,至研究期末高生态风险区面积增加了6 267.83 km2。空间上,生态风险高等级区呈现出向沿海地区扩展的趋势,沿海港口城市面临较严重的生态风险。省域和县级市尺度下的景观生态风险时空差异也较大;(3)生态风险等级转换差异较大。生态风险转移主要是由低向高等级转换,且其生态风险等级年均转换速率呈上升趋势,由低到高等级方向转移是由高到低等级方向转移面积的12.01倍。  相似文献

A multiple attribute risk assessment approach using a fuzzy inference system is developed in this work. The approach is based on the use of fuzzy sets, a rule base and a fuzzy inference engine. Traditional input probabilities and consequences used in risk assessment are represented by fuzzy sets to take into account uncertainties associated with the assignment of their values. The output risk values can be presented as crisp values or fuzzy sets with associated degree of membership. The fuzzy inference system FIS is used as an alternative approach to qualitative risk matrix techniques currently used in many industries and by ship classification societies. Two approaches for fuzzy inference are adopted. These include the Mamdani approach in which output risk values are fuzzy sets and the Sugeno method of fuzzy inference, in which output risk values are constant or linear.The use of a fuzzy set approach is particularly suited for handling multiple attribute risk problems with imprecise data. It improves upon existing qualitative methods and allows the ranking of risk alternatives based on a unified fuzzy risk index measure. Results show that while the Mamdani method is intuitive and well suited to human input, the Sugeno method is computationally more efficient and guarantees continuity of the final risk output surface. Results also show that computed risk values using a fuzzy risk index measure are consistent with those obtained using a qualitative risk matrix approach. The proposed methodology is also applicable to other ship operating modes such as transit in open sea and/or entering/leaving port. A case study for a liquefied natural gas LNG ship loading/offloading at the terminal is presented to demonstrate the developed approach capability.  相似文献

利用2016年8月份莱州湾沉积物中Hg、Cd、Pb、Cu、As、Cr、Zn监测数据,分别利用单因子污染指数法、潜在生态风险指数法、地积累指数法、沉积物质量基准法、尼梅罗综合指数法、污染负荷指数法等6种沉积物重金属风险评价方法进行评价,以比较沉积物重金属生态风险评估方法的适用性与局限性。结果表明,莱州湾表层沉积物中,重金属Hg、Cd、Pb、Cu、As、Cr和Zn含量分别为0.077 4 mg/kg、0.169 mg/kg、12.1 mg/kg、11.9 mg/kg、11.6 mg/kg、31.1 mg/kg、45.3 mg/kg。不同方法在莱州湾沉积物风险评价结果上存在差异。单因素评价方法中,单因子污染指数法、潜在生态危害指数法、尼梅罗综合指数法的评价结果适中,地累积指数法评价结果偏轻,沉积物质量基准法评价结果偏重。Hg、As、Cd元素的污染评价结果均较大,为主要的污染元素;综合因素评价方法中,污染负荷指数法评价结果风险偏轻,潜在生态危害指数法评价结果适中,内梅罗综合指数法评价结果则倾向偏重。沉积物重金属含量与底栖生物的丰度、生物量的pearson相关系数表明,Hg与底栖生物的生物量呈现显著负相关。6种方法都有自身优缺点和适用范围,但潜在生态危害指数法更适合莱州湾沉积物重金属风险评价。  相似文献

基于渤海404个站位的沉积物重金属元素含量与分布特征,通过潜在生态风险、地累积指数等指标定量评价了沉积物中重金属的环境质量,利用富集因子和主成分分析法,对影响渤海表层沉积物中重金属元素分布特征的影响因素进行了分析。研究结果显示,渤海湾重金属元素平均含量最高,渤海海峡最低;渤海Cd具有强潜在生态风险,Hg具有中等?强潜在生态风险,总潜在生态风险程度为中等;Cr和Ni的少量站位超过毒性阈值上限,其余重金属污染物含量均低于毒性阈值下限,表明渤海发生沉积物重金属的毒性污染的概率很低。沉积物中粒度效应控制的重金属元素含量对渤海表层沉积物中的重金属元素的分布具有主要影响,人类活动所造成的污染主要是Cd,主要分布于辽东湾的锦州湾和复州湾,其次通过河流进入海洋的Hg对黄河三角洲及莱州湾有重要影响,亟需引起注意。  相似文献

This article provides a refined technique to measure and interpret variables associated with the quality of an inspection—be it port state control or vetting inspections towards the probability of a very serious, serious or less serious casualty. It concentrates on filtering out the effect of variables such as detention, the port state control regime that inspected the vessel, time in-between inspections, deficiencies found during an inspection and the effect of vetting inspections. The consensus amongst policy makers in the shipping industry is that data cannot be combined to target vessels. While this article does demonstrate that the decrease in the probability of casualty is stronger for the South American Region, the Indian Ocean Region and Australia versus North Europe, North America or the Caribbean, it also demonstrates that the data can be combined to target vessels for inspections. Since the time in-between inspections and detention is mostly not significant towards decreasing the probability of casualty, these results reflect the lack of coordination amongst port state control regimes and industry inspections. Due to this lack of coordination and trust, a ship might be inspected in several regimes during a relative short time period where the benefit of an inspection can be easily saturated. Our recommendation on direct policy implication is to promote the harmonization of inspection databases across port state control regimes, preferably with the coordination of the development of the Global Integrated Ship Information System (GISIS) of the International Maritime Organization (IMO), to review the policy of a release of a vessel from detention and to increase cooperation amongst regimes with respect to the follow up of the rectification of deficiencies.  相似文献

为探讨福建宁德三都澳油品泊位码头溢油事故对大黄鱼保护区影响的发生途经、影响过程及影响方式,通过二维“油粒子”海域溢油风险评价模型,预测3#油品泊位码头前沿操作性泄漏和船舶航道泄漏在几种不利环境组合条件下的溢油风险影响行为,分析其溢油事故风险对大黄鱼保护区的影响后果.通过预测分析表明,3#油品泊位码头溢油事故对大黄鱼保护区海洋生态环境将产生极大不利影响,尤其是在大黄鱼保护区内发生溢油事故,将产生严重影响.因此,须对溢油事故采取防范措施和应急预案处理.  相似文献

Abstract

The Vessel Traffic Service (VTS) systems belong to the fundamental tools used in ensuring a high level of safety across sea basins with heavy traffic, where the presence of navigational hazards poses a great risk of collision or a ship running aground. In order to determine the mutual location of ships, VTS systems obtain information from different facilities, such as coastal radar stations, AIS, and vision systems. Fixing a ship’s position is always accompanied by a degree of error, but the degree of error depends on the specific position fixing system used. In order to increase the accuracy of position fixing in VTS systems, the authors propose the use of contemporary geodetic methods. The article presents the theoretical fundamentals of two unconventional geodesic methods of estimation: M estimation and Msplit(q)estimation and the authors’ own proposal of their application in VTS systems. The article concludes with a test verifying theoretical assumptions, performed with the use of a computer application allowing position fixing with the use of selected robust adjustment methods. Furthermore, an example is presented of Msplit(q)estimation as used for the acquisition of low-signal radar echoes, which in VTS systems are not automatically identified for tracking. The level of the echo signal makes it difficult for a VTS controller to separate these objects from typical radar noise and interference.  相似文献

The present paper deals with the distribution patterns of heavy metals and the associated influencing factors in the Yalu River Estuary and its adjacent coastal waters.Based upon the analysis of the surficial and core sediments measurements,the pollution of heavy metal and potential ecological risk were evaluated.The burial flux and contents of heavy metals(except for copper) have been continuously increasing since the 1920s.Therefore,the gross potential ecological risk for the sedi-ments was high or very high,and the study area was endangered by heavy metals contamination.Heavy metals originated mainly from upstream pollutant input,correlation analysis showed that chromium,nickel,zinc,cadmium,lead,arsenic,and mercury in the sediments of the middle and west channels as well as the sea area of the western Yalu River Estuary concentrations were most probably derived from similar sources.In contrast,the metal of copper most probably originated from sources different from the other metals.Preliminary studies indicate that copper contamination was most likely the result of emission from mining activities situated at the upstream of the river.The contents of heavy metals in the sediments of estuarine turbidity maximum zone of Yalu River were larger than those of any other areas in the middle channel.With large portion of fine sediments,weaker hydrodynamics,and richer sources of heavy metals,the sediments of the west channel,were even more enriched with heavy metals than those of the middle channel.  相似文献
