Despite the importance of the socio-economic dimension of the use of marine waters, there has been little research in the field until recently, when interest has grown in the concept of ‘blue growth'. This paper aims to contribute to filling this gap with a socio-economic assessment of the main maritime sectors, focused on the Spanish part of the European Atlantic Arc. To this end, it first proposes a theoretical structure for the maritime economy and then collects and classifies comparable and reliable maritime socio-economic indicators. The data obtained allows us to assess the size of the Spanish maritime sector and the position of the Spanish Maritime Cluster in the wider context of the maritime economy of the European Atlantic, as well as discuss the appropriateness of a strategy of forming clusters at the national level vs. a transnational approach. The results indicate differences between regions in the European Atlantic Arc that complicate the development of integrated policies to stimulate blue growth. Extending our knowledge of the maritime economy of the European Atlantic Arc will make it possible to design strategies that address the real issues, increasing the likelihood of these being effective.  相似文献

The coming into effect of the Directive 2008/56/EC (Marine Strategy Framework Directive (MSFD)) will induce European Union member States to create mechanisms for managing maritime space in order to comply with the goals set out in this binding legislation. This leads one to think that marine spatial planning in various countries in the EU will be directed at complying with the Directive's environmental goals, as is the case in Spain, rather than undertaking proactive planning for developing the maritime sectors. To put the case of Spain into perspective, a review is conducted of the initiatives taken, especially in Europe and the European Union, exploring the correlations between the main focuses of the maritime sectors and the planning systems. The analysis of the Spanish initiative demonstrates how the maritime economy model and geopolitical factors explain the planning options for the marine environment. In other respects, with the coming into effect of the MSFD, a dual institutional course for marine spatial planning seems to be opening up in the EU: Integrated Maritime Policy vs. the Marine Strategy Framework Directive.  相似文献

Numerous national governments and supranational organizations such as the OSPAR Commission, the European Union and the United Nations Educational, Scientific and Cultural Organization (UNESCO) have underlined the importance of maritime spatial planning (MSP) for balancing and solving conflicts between the needs of different sectors and conservation in the marine space. In the last decade, many maritime spatial plans have been developed around the world. The drivers to develop these plans and the approaches to find solutions for the particular problems differ significantly. The Portuguese national marine jurisdiction is one of the largest in Europe. For the continental part, a maritime spatial plan was initiated in 2009, and entered in 2010 in the final stage of approval. One of the driving forces for this MSP initiative was the claim to extend its continental shelf. The development process was led by a multidisciplinary team. Despite the challenges, the existing as well as potential future marine resources and activities were characterized, mapped and categorized. To overcome conflicts resulting from the many overlapping uses and to assure sustainable development of all sectors, a conflict analysis and evaluation of potential future uses were necessary. The applied zoning scheme represented an exercise of conflict solving and proved to be a powerful tool to promote discussion and participation among stakeholders. The successful implementation of Portuguese MSP will rely largely on its ability to provide efficient management, financial and legal mechanisms to achieve the integration of all strategies and spaces under the Portuguese maritime jurisdiction.  相似文献

Being a littoral state, Malaysian maritime sectors provide the basis for the growth and development of marine-related activities. As the country enters the new millennium along with the ‘2020 Vision’ which serves as the basic template against which the economic performance of these sectors should be judged, it poses a new challenge for Malaysia in developing these sectors. This paper attempts to address three basic issues: Firstly, is there any national ocean policy in place? Secondly, are the maritime sectors adequately organized to play an important role in achieving the objectives? Thirdly, what are the opportunities available in developing the ocean?It can be seen that existing policies to develop comprehensive ocean governance have not received the full attention they deserve. Organizational structures governing the ocean for implementing national policies are well in place but in a fragmented and uncoordinated fashion. As a result, sectoral and intersectoral management problems were created such as multiple-use conflicts, overlapping of jurisdiction and duplication of efforts. Environmental problems have also not been properly addressed. A few sectors have been identified as offering opportunities to further develop the Malaysian maritime areas. Among these are marine education and human resources development, marine tourism and the seafood industry.  相似文献

Marine environment protection in Europe faces a number of challenges. One is the coordination of relevant sectoral policies — such as agricultural and fisheries policies — with regard to marine protection objectives. The question in the following is on how marine protection issues can be more closely integrated in sectoral policies under the conditions prevailing at present. In particular the strength and weaknesses of the Marine Strategy Framework Directive (MSFD) as the key instrument for marine environment protection in Europe are analyzed in this context. In particular, the MSFD does not adequately address all sectors and policies which are relevant to marine environment protection. One possible means of giving the MSFD greater influences on other policies of relevance to marine waters is to integrate the objectives established under the MSFD in the European maritime policy. The aim should be to require the further development of sectoral policies to take unrestricted account of the objectives of the MSFD implementation process. But also other instruments of marine policy such as maritime spatial planning and marine protected areas are crucial to advance the protection of European seas.  相似文献

The European Union׳s Integrated Maritime Policy (EU IMP) is being developed in the framework of a process that is reshaping maritime geographical scenarios and world geopolitics. This process is characterised by a change in States׳ territoriality resulting from their jurisdictional expansion. Over 60% of coastal States in the world possess territory with a more extensive maritime component than the terrestrial component which helps to reaffirm the fragmentation of maritime space and stresses the national vision of the oceans. Unlike the process of ocean space fragmentation that results from its nationalisation the EU Integrated Maritime Policy has a global and cooperative vision, which is particularly evident in the Atlantic Strategy. In this context, this article aims to: (i) provide a first estimate of the size and extent of the territorial changes resulting from jurisdictional claims available to date and their mapping; (ii) consider the case of the European Union as one of special significance with its express policy of maritime spatial projection. The conclusions point to a redefinition of the large territorial pieces of the global geopolitics puzzle and the emergence of a new Atlanticism associated with the EU׳s maritime policy.  相似文献

In order to develop a policy framework and guidelines for improving a national approach to the management of Irish coastal regions and associated resources one first needs to be able to define what is meant by ‘a coastal region’ in an Irish context and secondly to know how the socio-economic characteristics of Irish coastal populations differ from the national perspective. This paper is therefore concerned with the coastal economy and the socio-economic characteristics of Ireland's coastal regions. These coastal regions are defined at a number of alternative levels of spatial aggregation. The compilation of coastal economic data is important when one considers the recommendations of the European Council and Parliament concerning the implementation of Integrated Coastal Zone Management and the requirements of policies such as Integrated Maritime Policy for the European Union and the EU Marine Framework Strategy Directive.  相似文献

This article sets out to explore the extent to which the maritime policies that have been formulated in recent years are public policies on a par with other State-level policies, or whether the geographical domain where they are applied makes them exceptional. Maritime policy and territorial structure are very closely related, and it can be seen that maritime policies are beginning to shift towards the domain of State internal affairs, necessitating the rethinking of the way powers are distributed between territorial bodies that have the legal power to be involved in the formulation of these policies and some instruments, such as marine spatial planning.  相似文献

The so-called ‘blue economy’ is gaining emphasis in European policy making due to the expansion of its relevance beyond traditional economic sectors but also to new and developing ones that exhibit rapid growth. Much of the discourse has focused on the emergence and consolidation of maritime clusters. However, there has been less attention on the regional development aspect and this article provides a timely contribution to filling the gap in knowledge by presenting the findings and analysis of a survey applied to blue economy organisations in Portugal, Spain, Ireland and Scotland. Specifically, issues of innovation, human capital and social capital provide the basis of inquiry around the creation and consolidation of maritime clusters. The article uses the survey data to understand the determinants of the variety of cooperation dynamics. A key finding reveals that participation in innovation activities and absorptive capacity are critical factors in increasing cooperation. From the analysis it is clear that there are significant discrepancies in participation between sectors, such as tourism where participation rates are below average. The article concludes by defining the core activities that should feature in a maritime cluster.  相似文献

In the past decade, the European Commission has developed the Marine Strategy Directive and the Maritime Policy. Both policies aim at governing the marine environment; yet the two policies have a differing signature in policy formulation and implementation. From a fisher's perspective these policies present a change in institutional setting; major policy measures no longer descend from the EU Common Fisheries Policy alone, but increasingly are derived from general environmental policy developments. In this paper, the policy arrangement approach is used to analyse the differences between the two maritime policies, and the way in which they can affect fisheries management.  相似文献

Marine governance in European seas is at a crossroad aiming towards implementation of eco-system based marine management (EBMM) through integration of different EU policies or directives to protect the environment, while at the same time expected to facilitate growth and employment in support of the blue economy. This article shows that the governance landscape at the regional sea level is very complex, fragmented and faced with several dilemmas. It examines the present governance structures in the four European seas (Baltic, Black, and Mediterranean Seas and North East Atlantic Ocean). It is argued that the implementation of EBMM at the regional sea level is characterized by a highly fragmented European governance system where there is lack of coordination between relevant DGs within the European Commission, between EU, International organisations, Regional Sea Conventions and the Member States and between sectoral governance arrangements that should provide sectoral management measures that support EBMM. The article develops suggestions for a nested governance system in which institutions, policies, laws and sectors are nested into a tiered, internally consistent and mutually re-enforcing planning and decision-making system. Developing institutional interaction and soft modes of governance between the EU, the Regional Sea Conventions, Member States and the governance arrangements of the different marine sectors will be crucial in evolving towards such a nested governance system for EBMM. Moreover, there is no one size fits all approach in implementing EBMM, which means that for each European Sea a context-dependent nested governance system should be developed.  相似文献

党的十九大报告提出加快建设海洋强国,海洋经济发展状况是建设海洋强国的直接体现。为了解沿海11个省、市、自治区海洋经济竞争力的强弱以及海洋科技实力等因素对海洋经济竞争力的贡献作用,文章采用主成分分析法构建了海洋经济规模、海洋产业发展水平、海洋科技实力、海洋环境保护能力4个二级指标、海洋生产总值等27个三级指标的海洋经济竞争力指标体系,对我国沿海11个省、市、自治区的海洋经济竞争力进行了研究。研究发现,广东、山东、上海三地的海洋经济综合实力最强,其中海洋科技实力对海洋经济竞争力的贡献最大。  相似文献

Understanding the performance of each coastal area as it develops is the primary task of policy-makers in a marine economy; however, quantitative regional differences in China's marine economy have not been empirically examined. This paper offers a methodological contribution by applying a series of techniques, including the variation coefficient, Gini coefficient, and Theil index decomposition, to illustrate the relative differences among coastal areas. Additionally, the coastal areas of China were divided into two categories to reveal the provincial differences and regional disparities in China's marine economy. The results show that although the numerical economic differences in Gross Ocean Product (GOP) among coastal areas have increased significantly during the 21st century, the gaps among coastal regions have gradually decreased. In addition, China's marine economy presents three levels of regional development (developed, medium-developed, and developing). The results of the Theil index decomposition show that the overall difference in China's marine economy is derived mainly from differences within the three macro marine economic regions; these differences account for more than 95% of the overall difference. Furthermore, the underlying reasons for and driving mechanism of regional differences in China's marine economy can be illuminated in terms of differences in natural resource endowments and geographic locations; industrial agglomeration and diffusion; changes in regional development policy; and foreign investment. These findings offer basic data support and policy recommendations for marine economy management at the national and regional levels.  相似文献

Recent research in Ireland has estimated both the national and regional economic value of the marine sector. However, economic activity does not exist in a vacuum. Activities in the marine sector not only directly affect the industries in the sector but also influence other sectors through inter-sectoral linkages. This paper uses an input–output (IO) methodology to examine the linkages and production effects of the Irish marine sector on the national economy. Disaggregating the Irish IO table for 2007 to include 10 additional marine sectors, this paper represents the first effort to quantify the inter-industry linkage effects, production-inducing effects and employment multipliers in the marine sector. This analysis found that a number of marine sectors, notably the maritime transportation sector, have an important economic role within the wider Irish economy.  相似文献

The 2004 enlargement of the European Union (EU), as well as the further enlargements planned from 2007 onwards (Romania, Bulgaria, Croatia and Turkey), entail changes of a geo-political nature that not only imply an increase in size (a rise in the number of States, new boundaries), but, more especially, also involve a shift in the EU's maritime status, with its projection towards the Atlantic now being checked by a swing towards continental Europe and its inland seas. In view of the new political map being drawn up, two questions beg to be asked: to what extent is Europe's maritime condition being strengthened; and, does the new maritime Europe constitute an opportunity, or does it aggravate the already-existing problems and threats?  相似文献

The aim of the SEAS-ERA initiative (2010–2014), developed within the European Union Framework Programme (EU FPVII) (contract 249552), was to coordinate the structure of national and regional marine and maritime research programs to empower and strengthen marine research all across Europe. A major goal was the development and implementation of common research strategies and programs related to European seas basins. To achieve this goal, SEAS-ERA was applied at two different levels, regional and pan European, to identify common priorities and needs in five areas, namely strategic planning (marine research agendas), joint research activities (common programs and joint calls), marine research infrastructures and human capacity building to reduce imbalances among regions. SEAS-ERA was also strongly committed to enhancing public awareness of marine and maritime scientific and policy issues in Europe.  相似文献

The European Atlas of the Seas is a web-based information system aimed at the general public, but it is also capable of supporting selected nonspecialist professionals in addressing environmental issues, human activities, and policies related to the coast and sea. It includes a collection of maps and associated fact sheets based on data originating primarily from the European Commission and its agencies, which present a snapshot of key natural and socio-economic elements of the coastal and marine regions of the European Union. It provides a suite of basic instruments for map analysis and data combination to derive ad hoc maritime indicators.  相似文献

Biological diversity, or biodiversity, is high on the international agenda for nature conservation. Marine and coastal ecosystems account for an important share of the biological diversity on Earth. As a consequence many international conventions, European legislation and national laws refer to marine biodiversity. The protection of marine biodiversity is a complex legal issue as it requires consideration of geographic (between land and sea), political (between conservation and exploitation), and economic (between fisheries, tourism, intellectual property and many other sectors) factors. Like Matryoshka dolls, marine biodiversity is a heterogeneous notion difficult to address as one discrete area in the development of policy agendas or juridical frameworks. In the past decade, the EU has been very active in Promoting Integrated Coastal Zone Management and in developing a framework for an Integrated Maritime Policy. This article reviews the status of marine biodiversity in the policy and legal initiatives of the European Union, a challenging issue to both the objectives of conservation and to the concept of integration.  相似文献

This paper investigates the extent to which remote sensing data can contribute to the management of two parallel crises in the South China Sea (SCS); first the ongoing disputes related to islands and related maritime boundaries and second the degradation of the marine environment and the decrease in fish stocks. It demonstrates that remote sensing surveys are the only means to lawfully collect independent and verifiable geographic data on the disputed features without the need to consult all the claimants and thereby add to regional frictions and tensions. These surveys can contribute to the determination of whether these features are submerged or above water at high tide and what their physical characteristics are. This would inform the application of the Law of the Sea and help determine entitlements to maritime zones and thus access to resources. The other category of uses for remote sensing surveys which is explored is the identification and classification of marine habitats and the building of a biogeographic platform. This paper shows the limits created by unavoidable uncertainties in the interpretation of satellite imagery. However, many benefits outweigh the downsides: the potential for national and regional marine spatial planning, for the prioritization of marine environments in need of management, for the implementation by the States bordering the SCS of the international treaties which they have ratified and for ecological monitoring.  相似文献

The ambitious Marine Strategy Framework Directive (MSFD) has been the focus of much marine research across Europe in the pursuit of achieving Good Environmental Status in the four European Union marine regions; Baltic Sea, Black Sea, Mediterranean Sea and North-east Atlantic. This research addresses the Strengths, Weakness, Opportunities and Threats (SWOT) of the current European marine governance structures and its relationship to implement the MSFD. Results of the SWOT analysis were acquired through a combination of approaches with MSFD experts and stakeholders including: 30 face-to-face interviews, an online survey with 264 stakeholder respondents and focus groups within each European marine region. The SWOT analysis concurrently identifies common strengths and weakness and key governance issues for implementing the MSFD for European marine regions. This paper forms one assessment within the governance component of the Options for Delivering Ecosystem Based Marine Management (ODEMM) project and presents timely issues that can be of benefit to national and European Union policy makers.  相似文献
