The Nigerian forest ecosystem has been undergoing drastic transformation, with far-reaching consequences on the socio-economic welfare of the areas concerned, if not of the entire national economy and society. This study is attempt at an assessment of the present state of scientific knowledge of those consequences in Nigeria. And with it as a baseline, efforts are underway to undertake in-depth studies particularly of the basic issues raised in this paper regarding human adjustments to the on-going transformations of the forest ecosystem — especially their social, cultural, spatial and economic effects.  相似文献

The discourse of globalization suggests that territorial and cultural boundaries are increasingly insignificant or even disappearing in today's `world of flows'. More recently, this notion of borderlessness has also suffused broad reaches of the imagination of policy-makers and social scientists in the Western world. Thus, the term `global civil society' was coined to capture the experience and impact of transnational environmental and human rights activism. In this paper, however, it is argued that the concept remains both undertheorized and empirically dubious. In order to analytically `unpack' the concept, I provide a brief summary of an empirical research project on networks of new political organizations in South Asia and the West. The evidence assembled suggests the need to reconceptualize the geographies of transborder solidarity and concern beyond the rhetoric of global civil society.  相似文献

Scholars who have critically analyzed the commodification of nature have explored how the specific biophysical features of the objects to be commodified can shape the outcome of the commodification process. Thus, the establishment and behavior of a market system is closer to a political struggle than it is a simple technical and spontaneous process. Despite their contributions, these approaches have not focused on the resistance that cultural exegesis, self-identification, and the affective connection between the human and non-human pose to market systems. In this paper, I show how the Atacameño people from the Atacama Desert (Chile) have subverted the radical pro-water market model imposed by the Chilean military dictatorship in 1981 by relying on their water-related cultural values. In some Atacameño communities, the water market has not operated to ensure that water rights are put to those uses with the highest economic value (e.g., mining or urban water consumption). Indeed, in these communities, internal rules both forbid the sale of water rights to the mining sector and regulate the distribution of water within the community in terms that operate as barriers to other transactions. These rules form part of a moral economy of water that is a concrete ethic based on shared values and affective connections between humans and non-humans, mandating how people should relate to one another in relation to water. Together, these relations have decommodified water and contradict the neoliberal explanation of how a free water market should work.  相似文献

目前我国历史文化遗迹所在地区开发用地失控的原因,从体制方面讲,乃是由于规制手段不够健全、管理体制不够顺畅、城镇化和旅游经济发展进程的阶段性等问题所致;从微观经济层面而言,还在于农民缺乏保护农地的经济诱因、农地转向开发用地收益更高、相关利益集团的势力影响等因素在起作用,故而农地流转成开发用地不可避免。所以应当借鉴海外土地发展权制度,在历史文化遗迹所在地区内落实土地发展权的补偿机制,对开发用地实行有效的管制。具体来说,应当从法律上明确土地发展权的地位,将农地保护与当地的经济社会发展有机协调起来,推行土地使用管制,建立完善土地发展权交易机制,同时有效控制农地流转为开发用地的隐性交易行为。  相似文献

This article explores the relationship between historical memory, urban space, and photography by way of a case study: the place-specific public art of the Guatemalan photographer and human rights activist, Daniel Hernández-Salazar. As one of a growing number of Latin American artists committed to combating the “institutionalized forgetfulness” of human rights violations throughout the hemisphere, Hernández-Salazar deploys geographically-rich photographic installations to help his society remember its difficult past. The installations, known as Street Angel, are like ghosts haunting the graves of the murdered, fortresses of the powerful, bastions of the complicit. By shedding light on these ghostly angels, this article reveals the important role of photography, as a crucial vehicle of memory, in bearing witness to the unimaginable horrors that consumed much of the twentieth century, as well as that technology’s limitations. It also shows how remembrances of those atrocities depend on urban space for their grounding, articulation, and maintenance. Finally, by probing the artistic impulse and political sensibility that created Guatemala City’s angels of memory, it makes the case that, in the combustible political climate of post-war Central America, the work of remembering the past is not an antiquarian exercise: the labor of memory is a fundamental component of building a just society.

The paper attempts to integrate two major issues of debate in geography which are conventionally discussed separately: epistemology and conceptions of the relationship between people and Nature. Whichever issue we start with, two concepts are essential: intersubjectivity and labour. Knowledge of natural objects is tied to labour, which both subjects ideas to a kind of test and changes our position within Nature. All knowledge depends upon intersubjective understanding between people, but this implies that in social science, and hence in human geography, the traditional subject-object relationship should be recast as a form of communication between ‘knowing-subjects’. These relationships are not limited to some separate sphere of epistemology but are constitutive of society in Nature itself. Labour, though traditionally overlooked in geography, is the most active and transformative process in changing Nature and society, and intersubjectivity is an essential element of the irreducibly social character of human life. In this attempt, the paper outlines and justifies a historical materialist perspective through critical engagement with positivist and humanist approaches. It is then argued that false conceptions of people and Nature in geography are grounded in the structure and selfunderstanding of our own society such that a critique of these ideas becomes a critique of our society.  相似文献

The use of irrigation to intensify crop production is widespread. Superficial morphological, administrative, and socio-economic similarities between sites separated by time, space and culture prompted an analysis of three cultural groups in similar geographical settings to determine the extent of cross-cultural similarities in irrigation practice. The groups analyzed were Mormon settlements in the Wasatch Mountains of the United States, and Jewish and Arab settlements in the Jordan Valley of Israel and Jordan. Analysis of irrigation use among the three groups revealed marked similarities in organizational, administrative and technological practices. In each case, irrigation practice has progressed from simple community-based diversion to large-scale diversion schemes as population and political organization increased. Minor differences concerning ownership of water rights were the only notable exceptions to the broad similarity between the groups. In terms of water development practice, each group progressed through essentially similar stages, reflecting the level of water demand in each society. We hypothesize on the basis of the examination of the study groups that irrigation-based societies progress through a sequence of irrigation practices, from Stage 1 (simple diversion) to Stage 5 (societal-wide adoption of laws and projects to maximize efficiency of water use), as population growth intensifies demand on limited water resources in sub-humid environments.  相似文献

More than ever, there is a need to integrate restoration ecology, as practiced by the scientific community, and ecological restoration, a province that is largely, but not entirely the purview of practitioners. Success in some coastal restoration projects is increasingly measured in the context of practioner skills and cultural goals rather than by the manifestation of underlying ecological principles and mechanisms in the restoration process. Especially in human-dominated landscapes, restoration practices should attempt to balance human needs with those of extant biota in a consensus based combination of restoration ecology and ecological restoration criteria. The goal is to devise plans at the appropriate scale that allow humans and other biota to share space and resources in an increasingly complex landscape. No matter where restoration takes place, both ecological fidelity (in ecocentric terms) and human dimensions (in anthropocentric terms) must comprise the restoration design, but ultimately in proportion to human density in the landscape. Without this integration, compromise, and balance, restoration will not likely prosper in the mainstream of society.  相似文献

In many Indigenous territories, continuing processes of primitive accumulation driven by governments?? claims to resources and territory simultaneously deny Indigenous rights and insist on market forces as the foundation for economic and social futures in Indigenous domains. Drawing on research in North Australia, this paper identifies the erasure of Indigenous governance, the development of wickedly complex administrative systems, continuing structural and procedural racism and state hostility to Indigenous rights as constructing Indigenous vulnerability to poverty, addiction and underdevelopment. Shaping sustainable Indigenous futures in remote areas that are characterised by long-term development failure requires rethinking of remote local and regional economic relationships. Recognising remote regional economies as hybrid economies that rely on environmental, social and cultural wealth is an important first step in reorienting policy settings. It is also crucial that we acknowledge sustainable Indigenous futures cannot arise from policy interventions that rely on creating wealth for state and corporate appropriation and assume enough of this wealth can be redistributed to local Indigenous communities to constitute ??development??. Politically constructed crisis interventions, such as Australia??s recent actions in remote Northern Territory communities, represent a failure of state relationships rather than an appropriate and sustainable response to the challenge of Indigenous vulnerability. This paper argues that attention to Indigenous rights and development of good relationships and good processes of governance, autonomy and responsibility within communities as well as between them and governments is fundamental to sustainable Indigenous futures. Without this, neither government programs nor large-scale natural resource-based development projects can deliver sustainable futures for remote Indigenous groups.  相似文献

The Nuba claim that they are the indigenous inhabitants of the Nuba Mountains of the Sudan. Indigenous peoples here refers to pre-existence, non-dominance, cultural difference and self-identification as indigenous. As such the Nuba are politically and economically marginalized and suffered persecution and dominance under external and internal colonialism. Human rights abuses, including genocide and ethnocide (or cultural genocide) have persisted and the Nuba are increasingly under pressure to give up their traditional way of life, and lose access to their lands and other natural resources for immigrant Baggara and Jellaba ethnic groups are supported by the state. This paper traces the origins of Nuba abuse and oppression, and delineates their uneasy and turbulent relationship with the Sudanese state.  相似文献

This paper explores the rise of rights-based development (RBD) and its endorsement by prominent international institutions (such as the United Nations) and International Development Agencies (IDAs) like the World Bank. It situates RBD in global political context and analyses it in relation to the international politics of development, especially the politics of neo-liberal adjustment policies in Africa. The paper shows how RBD emerged against a backdrop of debate about four international issues associated with neo-liberalism and its discontents, namely globalisation and uneven development; capability and good governance; human rights and human development; and NGOs in the politics of development. Debates about those four issues keep repositioning the state as the central actor in RBD, and holding the state accountable for development (or the lack thereof) under international law. The paper’s basic point is that state-centric RBD is paradoxical and highly political. Greater accountability is being demanded of states––especially in Africa––from the same neo-liberal forces (such as the World Bank) charged with weakening state capacity, undermining democracy, and diminishing state authority. In terms of international power relations and the politics of development, RBD does signal something of a willingness to rethink certain aspects of the dominant neo-liberal agenda. And yet adjusted states are being subjected––in the name of RBD––to novel methods of international surveillance and forms of conditionality. States are ultimately held responsible for human rights violations, even when it is non-state actors (and their neo-liberal policies) that caused those rights to be violated in the first place. RBD is, therefore, a partial answer (at best) to the questions of empowerment and change raised by critics of neo-liberalism.  相似文献

The visual turn presents new challenges and methodologies for the pursuit of geography as we seek to communicate our ideas and understanding within and beyond the discipline. This paper attempts to show the potential importance of visual culture within a field that we may call cultural climatology. Cultural climatology seeks to explore the dialectic between society and atmosphere, weather and climate at a variety of temporal and spatial scales. A new visual approach to cultural climatology is presented as a possible way of stimulating conversations across the divide between the social and physical sciences. Images and visualisation assert their presence in the understanding, modelling and communication of many nature/culture debates, highlighting a need both for visual literacy across geography, and for social and physical scientists to share their visual methodologies. Cultural climatologists, like other scientists, need visual methodologies for both the critical construction and deconstruction of the images they wish to present and with which they are confronted. To illustrate the importance of visual literacy for cultural climatologists this paper introduces a sample of works from three artists: Constable, Monet and Eliasson. It shows how an exploration of their work (via a theory of pictures) could help to provide: firstly a methodology for understanding the cultural symbolism of skies and weather; secondly an assessment of the urban atmosphere in London at the turn of the 20th century and thirdly an example of the effective representation of atmosphere, weather and climate involving public participation and understanding. Lessons learned from deconstructing these works of art will then be used to suggest improvements in the visualisation of weather in the production and consumption of weather forecasts (thus, picturing theory).  相似文献

The article is about the role of civil society organizations in the governance of the Montréal metropolitan region. It identifies a high level of cooperation around metropolitan scale issues on the part of these organizations. In the Montréal region, government agencies as well as private corporations demonstrate readiness to work alongside civil society organizations on joint projects. Evidence of this type of collaboration is particularly strong in the case of economic development, neighbourhood revitalization and cultural initiatives. This form of cooperation is perceived as a manifestation of the so-called “Québec model” and is an asset for the Montréal metropolitan region. The article demonstrates that interventions that involve social organizations are more likely to be successful than those that turn their back on these organizations.  相似文献

The field of disaster loss assessment attempts to provide comprehensive estimates of the cost of disasters. Assessment of intangibles remains a major weakness. Existing costing frameworks have acknowledged losses to cultural – as distinct from economic, social, human or environmental – capital. However, the inclusion of cultural line items has usually been conducted in an ad hoc and under-theorised way, with little empirical evidence. This paper presents the possibility of using cultural capital itself as an overarching category for specifically cultural losses. It further focuses on the specific concept of sense of place as one area that has been neglected even in frameworks that consider other kinds of intangibles, and argues, on both theoretical and pragmatic grounds, that a collective or shared sense of place can be subsumed within cultural capital loss estimates. Christchurch provides an illustration of the idea as relevant and comparable empirical material is available from before and since the 2011 earthquake.  相似文献

Latin American development is being rapidly transformed, with popularly elected governments embarking on reversals of neoliberalism informed by autochthonous notions of human wellbeing. Through a detailed examination of the origins and application of one development model, this article examines the constraints on and limits to postneoliberal development in terms of state-civil society relations and as a form of postcolonial governmentality. Interpreting Ecuadorian sumak kawsay (living well in English) in relation to embedded political cultures, specific opportunity structures, and the dynamic between contentious and electoral politics highlights the extent of room for manoeuvre in rethinking development. As a form of governmentality and pastoral power, Ecuadorian ‘postneoliberalism’ incorporates a constitutional commitment to social rights, collective citizens and the rights of nature. The paper also reveals the difficulty of making a definitive break from neoliberalism, which remains pervasive in practice, conceptualisations and state formations. Moreover, although various forms of anti-colonial ‘border thinking’ were proposed by social movement’s contentious politics, the paper argues that sumak kawsay works to sustain postcolonial conditions of development.  相似文献

This paper analyses the emergence, spread and demise of a coherent program of radical geopolitical revision developed in East European dissident circles in the 1980s. Its foundation was the insistence on the need to completely overthrow the post-Yalta, bipolar division of Europe, combined with an emphasis on the priority of human rights in political and peace issues, as well as the belief in the value of the CSCE process. It was also marked by explicit consent for the reunification of Germany as well as the insistence on the need for a democratic Russia to be part of a wider European setup. Through seminal documents, such as the Prague Appeal of 1985 intellectuals, like Jaroslav Šabata, as well as his Czechoslovak, Polish and Hungarian counterparts, were able to convince large parts of the western peace movement and some political circles to adopt the “heretic” perspective. The paper also shows how a seemingly “cultural” discourse of Central Europe, put forth by intellectuals and artists can, together with the “Yalta debate” of the mid-1980s, be read as a specific (critical) geopolitical project. Finally, the post-communist foreign policies of the dissident-led governments are investigated in an attempt to explain the partial demise of “heretical geopolitics”.  相似文献

The integration of Indigenous cultural rights with biodiversity protection can be explored in multiple dimensions and occupy contested grounds. This paper outlines the results of a research project that applied discourse analysis as both a theoretical and methodological tool to examine the power and knowledge relations within a case study of the development of a turtle and dugong hunting management plan by the Hope Vale Aboriginal Community in northern Australia. This paper reports on the results of this analysis and shows how multiple binaries exist within and between the different actors in a resource management problem. Findings show that contested constructions of the environment are hugely influential to the success or failure of natural resource management endeavours. The ontological frames that are adopted in supporting Indigenous peoples to manage their land and seas must be understood, otherwise there is a risk of reinforcing the very binaries that need to be avoided.  相似文献

Mediation refers to an informal process in which a neutral third party helps parties in conflict attain an agreement which they were unable to reach on their own. It is mainly used to solve social, economic and political problems, but its characteristics allow using it to resolve also environmental disputes. The purpose of this article is to examine over a period of time the different attitudes of some groups of populations (communities, municipalities and governmental authorities) toward mediation agreement and its implications. The agreement was signed for an area which was declared a National Park due to its unique landscape—characterized as a cultural landscape (a landscape which represents a combined works of nature and of man). Examination over time is intended to expose whether changes have taken place in the populations in respect to the agreement and its social and cultural influences on them. The paper is dealing with Wadi Zalmon, a stream flowing from east to west in Western Galilee, in the north part of Israel and its environs. In this declaration are involved many populations, which represent the multicultural distinctiveness of Israeli society: Christians, Moslems, Bedouins and Jews.  相似文献

Three issues related to hunger, famine and food security are highlighted by the problems faced by indigenous peoples in many parts of the world. They affect not only the indigenous groups themselves, but also the potential for improved and increased food availability for the rest of humankind. First, indigenous peoples themselves continue to be subjected to the shock impact of outsiders in ways that remove their traditional access to land and other resources, especially those that provide customary sources of foods. The shock is therefore very negative in nutritional as well as the better-known cultural and health terms. Second, the destruction and disruption of many indigenous peoples is reducing the pool of knowledge (ethnoschience) available concerning the biosphere and natural resources, which is of widespread value to humanity. Thirdly, this compounds the already well-known shock impact of the invaders on those natural resources through environmental destruction and habitat alteration. These issues have a potential impact on global sustainability that is far greater than might be suggested by the small numbers of indigenous peoples involved.
