Economic and social development throughout the world is frequently interrupted by extreme events. The Pacific Rim is particularly vulnerable to natural disasters, thus to social and economic losses. Although disaster events impact both developed and developing countries, in the latter, they can cause a sharp increase in poverty. As disasters pose an important challenge to the development of the Pacific Rim, it is important to assess their global, regional, economic, and social impacts. Most economic assessments of the impacts of disasters have concentrated on direct losses—that is, the financial cost of physical damage. Equally important are indirect and secondary impacts of disasters, including the destruction of communities and their negative impacts on families. The challenges posed by potential disasters in the Pacific Rim countries require rapid action, and also an energetic risk-management strategy. To help reduce those negative impacts, countries need an overall evaluation of their risks, including: (i) risk identification, (ii) risk reduction, and (iii) risk transfer. It is expected that concerted action on risk management will help create an increased awareness of the economy—wide significance of natural disasters and the problems they pose for long—term development. Accordingly, this growing awareness will lead to an increased resilience in the countries of the Pacific Rim.  相似文献

Building vulnerability to debris flows in Taiwan: a preliminary study   总被引:3,自引:2,他引:1  
In quantitative risk analyses for natural hazards, vulnerability can be expressed as the ratio of reconstruction, replacement or reproduction expenses due to a damage caused by a certain process intensity and the original value of the element at risk exposed. To discuss the building vulnerability under debris flow events, the ratio is mostly related to debris flow inundation height, building materials and building values. Different types of buildings would resist to the impact of debris flows differently, resulting in different damage levels even under the same inundation height. After debris flow events, the damages to a building include the content loss and the structure loss, which is also variable due to the individual building conditions. This study proposes a flowchart to establish building vulnerability curves through estimating the damages to buildings after debris flow hazards. The losses of content and structure are firstly calculated separately to obtain the loss ratios with respect to original buildings. Secondly, by combining the content and structure loss ratio, the building vulnerability function is derived. In this paper, the original building content value was obtained from governmental statistic records and was based on the market price, and the structure value was received from a regional architecture office. The losses resulting from debris flow impacts were synthetically derived following field surveys. To combine the content and structure losses, a unit building with a floor area of 60?m2 was assumed. The result shows that due to a higher percentage of content value compared with the total building value, the loss ratio resulting from debris flows in Taiwan is higher compared with European studies, in particular with respect to high-frequency but low-magnitude events. The concept of obtaining building vulnerability is particularly suitable for regions where well-documented building loss records are unavailable.  相似文献

The Isthmus of Tehuantepec corresponds to the shortest distance (~200?km) between the Gulf of Mexico and the Pacific Ocean in Southern Mexico, and the main economical activity of this region is oil extraction and refining. Polycyclic aromatic hydrocarbons (PAHs) and total petroleum hydrocarbons (TPHs) were determined in a 210Pb dated sediment core collected from the continental shelf of Tehuantepec Gulf, in the vicinity of the oil refinery of Salina Cruz, Oaxaca, the main oil refining facility of the country. The sediments were mostly of coarse nature and hence PAHs and TPHs concentrations throughout the core (61?C404???g?g?1 and 29?C154?mg?kg?1, respectively) were below international quality benchmarks. Depth profiles of both PAHs and TPHs concentrations showed increasing trends since the early 1900s but the higher values were found from the 1950s to present. PAH congener ratios showed that these contaminants had both petrogenic and pyrolitic sources, although the former has been predominant since the 1970s. The Salina Cruz refinery started operations in 1978 but the oil industry activities in the Tehuantepec Isthmus go back to the beginning of the twentieth century with the operation of Minatitlan refinery in the Gulf of Mexico, and the Gulf of Tehuantepec being the main conduit for oil distribution in the Pacific coast. Problems related to the crystallization and deposition of heavy organic fractions during production, transportation and storage of crude oils can lead to considerable financial losses for the petroleum industry. The heavy organic fractions may include paraffins or waxes, resins, asphaltenes, and organometallic compounds that exist in crude oils in various quantities, states, and forms. The severity of the deposition problems varies widely and depends on factors such as the crude oil composition, operating conditions in the reservoir and production procedures. Problems associated with the solid deposits may be encountered anywhere in the production process from the reservoir to the refinery. In this paper, it is proposed to focus on production problems associated with certain fields in Tunisia. The problems manifested themselves through the accumulation of solid deposits in the storage tanks at a Tunisian terminal and originated from the mixtures of various crude oils transported to the terminal by pipeline. The principal analytical method for the characterization of the solids was high temperature gas chromatography following concentration of the wax fraction through a modification of the conventional acetone precipitation technique.  相似文献

This paper examines the possible storm surge damage from a major hurricane to hit the Houston Metropolitan Statistical Area (MSA.) Using storm surge analysis on a unique data set compiled from the Texas Workforce Commission (QCEW), the paper estimates the expected industry-level damage for each county in the Houston MSA. The advantages of using GIS to analyze the expected storm surge damage estimation is that it provides an accurate estimation of the number of affected employees and probable wages losses, by industry and county, based on QCEW data. The results indicate that the ‘Basic Chemical Manufacturing’ and ‘Oil and Gas Extraction’ industries incur the highest employee and payroll losses while the ‘Restaurants and Eateries’ has the largest establishment damage if a major hurricane were to hit the Houston MSA.  相似文献

为评价淮河水体有机污染物对流域人民健康和经济发展的影响,建立了一套有机化合物浓度分析、有机物导致人体健康损失的评估以及相应的经济损失计算的方法。首先建立了表面水体中半挥发性有机化合物(SVOC)浓度水平的分析方法,对淮河(江苏段)进行采样分析。结果表明,该河段水体共检出33种半挥发性有机化合物(SVOC),部分多环芳烃、取代苯等具有较高浓度,所有检出化合物均属于美国环境保护局(US EPA)的优先控制污染物。为讨论水体有毒化合物对人体健康损害的经济损失,提出一种判断此类物质导致人体重大疾病发生概率的方法,并估算了检测河段范围内典型区域相应的健康损失及其占GDP的比例。结果显示,SVOC导致的2002和2003年的经济损失分别占当地当年GDP的0.876‰~2.22‰和0.684‰~2.25‰。最后,提出了减少水体优先控制污染物导致经济损失的相应建议。  相似文献

A stochastic production frontier was used to measure the initial (i.e., bi-weekly) economic effects of hurricanes on commercial grouper (Serranidae) production in the Exclusive Economic Zone of the United States Gulf of Mexico from 2005 to 2009. We estimated the economic effects of productivity losses associated with specific hurricanes on the commercial grouper fleet. We also calculated the economic effects due to productivity losses during an entire hurricane season at the regional level. The empirical model controls for input levels as well as other factors affecting production to isolate the initial economic effect caused by hurricanes from other non-weather-related factors. The empirical results revealed that hurricanes striking the Gulf of Mexico coastline from 2005 to 2009 had a negative effect on the production of the commercial grouper fleet. The results also demonstrated the relative importance of inputs and regulations on fish production.  相似文献

Laser ablation inductively coupled plasma mass spectrometry (LA-ICP-MS) has been used to assess the impact of metal pollution on Porites skeletons taken from the Gulf of Thailand since the 1980s. The collection period coincided with a series of laws enacted by the Thai government to curb environmental pollution. The extent of metal pollution by riverine input, including aerosol deposits, was assessed by comparing the metal/Ca (Me/Ca) ratios in the Thai corals to the ratios of another colony of corals sampled from Rukan-sho, a relatively unpolluted coral reef located in Okinawa, Japan. In this comparison, high riverine inputs of Ba, V, Cd and Pb were observed in the Thai coral samples. Higher V/Ca ratios found in the Thai corals compared to the Rukan-sho coral suggest anthropogenic V inputs due to fuel oil pollution in the Gulf since the late 1990s. The levels of Cd in the coral suggest a gradual decrease in the Gulf in the late 1990s, with a drastic drop in concentration from the 1980s. The historical variation in Pb/Ca ratios recorded in the coral skeletons suggests that exposure to anthropogenic Pb was a result of discharge from urbanized areas from 1984 to 1998, which has been gradually reduced since Thailand prohibited the use of leaded gasoline in the late 1990s.  相似文献

Carbon isotope ratio analysis of particulate, planktonic, and sedimentary organic carbon and dissolved inorganic carbon has been used to study the sources and sinks of the organic carbon in the St. Lawrence Estuary and Gulf of St. Lawrence, Canada. Particulate organic carbon (POC) isotope ratios in the upper St. Lawrence Estuary are uniform and indistinguishable from those of POC in the St. Lawrence River and of planktonic organic carbon in both areas. The abundance of freshwater diatoms in the upper Estuary suggests that upper Estuary POC is predominantly “fresh” organic matter of riverborne origin. Upper Estuary POC is isotopically different from POC in the lower St. Lawrence Estuary and Gaspé regions, but is not different from POC from the surface waters of the open Gulf of St. Lawrence. The isotopic composition of planktonic organic carbon mirrors that of the POC, indicating that the POC in the lower Estuary and Gulf is also “fresh” organic matter. Since the lower Estuary POC forms an isotopic barrier between the upper Estuary POC and the Gulf of St. Lawrence POC, there appears to be little mixing of POC between these three reservoirs. Therefore POC in the lower Estuary and Gulf is most likely both produced and deposited (or degraded) in situ.An examination of carbon isotope ratio differences between the planktonic and dissolved inorganic carbon reservoirs shows that this difference varies significantly and somewhat unpredictably between sectors of the study area. Interpretation of environmental carbon isotope data on the basis of an assumed, constant fractionation factor may be subject to large errors. Direct measurement of both reservoirs is obviously preferable.  相似文献

分析了美国20世纪洪水损失的演变情况及洪水损失对国民经济的影响,探讨了美国的洪水响应政策,并对中国和美国20世纪90年代的洪水损失进行比较研究.主要结论如下:①美国20世纪年均洪水损失以1.58%的增长率缓慢上升,20世纪末年均损失约为55.6亿美元;②洪水损失占GDP的比重逐渐下降,由20世纪30年代的0.334%下降到90年代的0.068%;③美国许多重大洪水政策的调整几乎都与特大洪水发生有关,呈由"遏制洪水"、"控制洪水"发展到"洪水管理"的演变历程;④通过比较研究发现,整个90年代是中国和美国洪水频发的时期,中国的年均洪水损失为1343.1亿元,损失占全国GDP的2.386%;而美国年均洪水损失虽然也达到了55.6亿美元,但只占全美GDP的0.068%;洪水对中国国民经济的影响远远大于对美国的影响.  相似文献

The cyanobacterium Rivularia haematites has calcified to form unusually large (up to 10 m high) bioherms in the Pleistocene Gulf of Corinth. Today R. haematites calcifies only in freshwater environments but these Gulf of Corinth bioherms have a brackish affinity, limited areal extent, and occur within marine deposits. Field relations and preliminary U-series dating suggest a marine isotope stage (MIS) 5e age for the bioherms. This age is compatible with published MIS 5e ages for corals in the marine sediments above the bioherms and is consistent with their current elevation based on average uplift rates. Bioherm growth during MIS 5e constrains their formation during a time of near sea-level highstand when the Gulf of Corinth was marine. Growth cavities in the bioherms are encrusted by brackish tolerant coralline algae. Field mapping of the MIS 5e highstand palaeoshoreline shows the bioherms grew in water <16 m deep. Mg contents of the bioherm calcites, and associated coralline algal skeletons, are both much lower than expected for marine MIS 5e carbonates. They are best explained if the calcites precipitated from brackish fluids with Mg/Ca ratios below 2, implying at least 60% input of freshwater with low Mg/Ca ratio. Sr isotopes confirm a strong input of groundwater that had partially equilibrated with Mesozoic limestones. The limited areal extent of the bioherms and their close association with karstified fault scarps suggest that they formed in shallow sea water where freshwater submarine springs delivered CaCO3 saturated water that promoted rapid calcification of cyanobacteria. Rapid calcification and strong degassing of CO2 from the spring water resulted in disequilibrium stable isotope compositions for the calcites.  相似文献

A genetic link between oils and source rocks of lower Paleozoic deposits of the Baltic syneclise is revealed from the identity of change in individual composition of hydrocarbons (HC) and their ratios along the section. It is marked most clearly from the pristane/phytane ratio and from the identical trend of n-alkane and isoprenoid distribution curves for oils and dispersed organic matter (OM). The patterns observed are complemented by the coincidence of maximums of carbon atoms in the higher molecular part (C25 - C35) of n-alkanes and by the odd/even (O/E) molecular ratio. The sterane/triterpane and mononaphthenonaphthalene/ phenanthrene ratios are found to be close. —Authors.  相似文献

Anomalous Pb isotope ratios measured by Inductively Coupled Plasma Mass Spectrometry in terrigenous marine sediments (<63 μm fraction) from the Gulf of Carpentaria originated from depositional mixing of clay/silt with average modern crustal Pb isotope ratios and detrital monazite with high 208Pb/206Pb and low 207Pb/206Pb. This interpretation is supported by strong correlations between Pb isotope ratio and Th, U and light rare‐earth element concentrations in the sediments as well as by monazite compositional data. A likely source of the detrital monazite is the western portion of the Georgetown Inlier of mainly Proterozoic S‐type granitic rocks. A clear distinction between Pb isotope ratios in sediments deposited from the Norman and Bynoe Rivers in the southeast Gulf of Carpentaria and the persistence of catchment‐specific Pb isotope ratios 45 km offshore suggest that Pb isotope data are useful in tracing the provenance of terrigenous offshore sediments when the source rocks of catchments show sufficient chemical and/or mineralogical variation.  相似文献

Chabahar Bay, in southeastern Iran, lies at the north of the Gulf of Oman and close to the Makran Subduction Zone, which makes it a region that is susceptible to tsunamis. This bay has an increasingly important role in Iran’s international trade, and therefore the assessment of the regional vulnerability to the effects of a tsunami is vital. Based on both the details of historical events and the results of numerical modeling of the propagation pattern of a tsunami in this region, this study assessed the vulnerability of buildings within the Chabahar Bay region to a tsunami event. The Papathoma Tsunami Vulnerability Assessment (PTVA) model was used to calculate a relative vulnerability index (RVI) for the affected buildings based on their physical and structural characteristics. The results showed that in a postulated worst-case-scenario tsunami event in the Chabahar Bay area, approximately 60 % of the residential buildings would be affected, a level of damage that is categorized as “Average” in the RVI classification. Overall, the economic losses related to the damage of residential buildings due to a tsunami in the Chabahar Bay area are anticipated to be the equivalent of US$ 16.5 million.  相似文献

This paper aims to refine earlier research on the geographies of Islamic financial services (IFS) through a study of how cities are being connected through interlocking directorates in Shari’a advisory boards of IFS firms. The relevance of this analysis is discussed against the backdrop of recent critiques of mainstream ‘world cities’ research because of structuralist and universalizing tendencies. By applying a network concept to the relationalities of world cities within financial circuits, we explore the nested city/firm/actor structure behind Shari’a board membership, and reassess the connectivity of cities in the IFS network in terms of the role and spatialities of interlocking Shari’a boards. The results show that Gulf cities, most notably Manama, Dubai and Kuwait City are particularly well-connected, while also mainstay financial centres outside the Middle East, such as London and New York are networked by interlocking board memberships of a global Shari’a elite. The dominant position of Manama is traced back to its role as a standard-setting city for Shari’a-compliant investments, which materializes through the enacted presence of an array of highly interlocked regulatory bodies and mediating elites.  相似文献

Trends in phytoplankton monitoring data (1976–2008) from the Gulf of Riga were investigated and linked to environmental factors. Annual means of spring phytoplankton biomass correlated to phosphorus input from land and shifts between diatoms and dinoflagellates were attributed to potential Si limitation and time of sampling relative to the spring phytoplankton succession. The summer phytoplankton biomass, which more than doubled over the study period, was related to the abundance of summer copepods that similarly declined. Cyanobacterial blooms proliferated in summer and the proportion of diatoms similarly declined when the winter–spring inorganic N/P ratio was low. The chlorophyte proportion in summer increased over the study period, and this was linked to increasing temperatures favoring their higher growth rates. The dinoflagellate proportion appeared to decrease with temperatures above a threshold of 15.5°C. Although nutrient inputs and their ratios are important factors for the phytoplankton community, this study suggests that climate change and overfishing could be equally important.  相似文献

Along with carbon emission regulations launched by governments and consumers’ rising concerns about climate changes and global carbon footprint, interests of academia and industry have risen in carbon-efficient supply chain management. This research focuses on some product supply chain to make a literature review-based investigation on proposing a theoretical framework. We also solve potential research issues of how diverse carbon emission regulations can work on supply chain performance as well as emission; in what way we can find coordination mechanisms and optimal policies for supply chain operations to abate emission and enhance system profitability within different scenarios; and also to evaluate the effect on emission reduction for each emission regulation aforementioned through comparing their associated supply chain performances and system emission. Both practitioners in industry and academia might find this study useful, as it generates concepts with a formal framework of potential and values theoretical issues in the emerging field of carbon-efficient supply chain management which combines carbon emission regulations with mature operation management to enrich the theory of supply chain management. This study is perhaps to be valuable and constructive both for operational decisions in firms and for the enactment as well as implementation of emission-reduction regulations. During 1990–1996 the United States experienced record-setting insured property losses due to numerous weather catastrophes, each event causing $100 million or more in losses (1991 dollars). The total loss in this 7-year period, after adjustment to inflation and other factors, was $39.65 billion with $15 billion coming from one event, Hurricane Andrew. In the 1990s, 72 catastrophes occurred, half of the total number in the 40 preceding years, 1950–1989. Although the total loss and the number of catastrophes were exceptionally high in the 1990s, the average loss per event was $551 million, only slightly more than the $467 million average for catastrophes during 1950–1989. Furthermore, storm intensities in the 1990s were slightly less than those during the preceding 40 years, revealing the excess losses of the 1990s to be a result of an extremely large number of damaging storms causing losses exceeding $100 million. Examination of historical values of most weather extremes including hurricanes, floods, and tornadoes, did not show an increase during the 1990s, revealing that weather changes were not the principal cause of more catastrophes. Examination of recent demographic shifts in the U.S. reveals two changes, each based on major re-locations to higher-valued property concentrated in areas either with a high frequency of damaging storms (Gulf and East Coast), or to where even a small but intense storm can cause huge losses (urban areas and West Coast). These shifts, plus the continuing growth of population in other storm-prone areas have greatly increased society's vulnerability to storm damage. An in-depth analysis of many conditions was required to establish that the high losses and numerous catastrophes of the 1990s were largely the result of societal changes and not major weather changes. Analyses of Gulf of Mexico water samples indicate that methane arises from both biologic and thermal sources. Thermal generation of methane and other light hydrocarbons found in the water is demonstrated by: (1) the ratio of methane to ethane of less than 500 is below that expected for bacterial gases; (2) vertical profiles of hydrocarbon concentrations indicate multiple sources for methane, but not for ethane or propane; (3) the correlation between ethane, propane and butane is high indicating a common source, whereas methane correlates in only some areas suggesting multiple sources assumed to be bacterial and thermal; and (4) carbon isotope ratios. Hydrocarbons in the water result from seepage from the sea floor, and a relationship between hydrocarbons and fault systems can be observed. Petroleum production activities did not increase the hydrocarbon content of the non-surface water beyond that often found above petroliferous structures. To avoid surface contamination, analyses were made on water samples taken from near the sea floor. Special equipment for analyses was designed for the survey in the Gulf of Mexico offshore from Galveston, Texas, to Grand Isle, Louisiana, at water depths to 120 m.  相似文献
