Rapid and spatially concentrated urbanization in South Africa has brought with it significant health and safety hazards. Political democracy and the dismantling of apartheid open the possibility of vigorous community participation in the identification and mitigation of such hazards. However there are severe obstacles to combining the expert knowledge of outside scientists with local knowledge of residents of the townships and squatter camps. This papers describes the common genesis of urban environmental hazards and the split between expert and local knowledge. They arise as twin products of the apartheid system that destroyed rural livelihoods, forcing Africans into over-crowded urban enclaves, denied them most educational opportunities and skilled employment, and denigrated local knowledge and self-help initiatives. This legacy must be overcome in the interest of hazard reduction in the New South Africa.  相似文献

The urban experiences of South Korea in times of its rapid urbanisation and economic growth show that wholesale redevelopment had been a dominant approach to urban renewal, leading to redevelopment-induced gentrification. This was led by a programme known as the Joint Redevelopment Programme, transforming urban space that was once dominated by informal settlements into high-rise commercial housing estates. This paper tries to explain how this approach was possible at city-wide scale in its capital city, Seoul. Through the examination of redevelopment processes in a case study neighbourhood, it puts forward three arguments. First, the development potential arising from the rent gap expansion through under-utilisation of dilapidated neighbourhoods provided material conditions for the sustained implementation of property-based redevelopment projects. Second, this paper critically examines the dynamics of socio-political relations among various property-based interests embedded in redevelopment neighbourhoods, and argues that external property-based interests have enabled the full exploitation of development opportunities at the expense of poor owner-occupiers and tenants. Third, South Korea had been noted for its strong developmental state with minimum attention to redistributive social policies. The Joint Redevelopment Programme in Seoul was effectively a market-oriented, profit-led renewal approach, in line with a national housing strategy that favoured increased housing production and home-ownership at the expense of local poor residents’ housing needs.  相似文献

The increasing ‘trans-scalar’ conditions of urbanity imply unique opportunities and threats for urban policies. When drawing up strategic urban policies, cities are confronted with the dominance of higher level policy programmes and even more so with the hegemonic power of globalizing markets. Could urban policies also undergo a similar change and actively pursue the enlargement of local power and energies by becoming actively involved in the higher level scaled networks? By building on useful concepts of urban regime theory and more recent rescaling theories, the authors argue that this element of ‘foreign policy’ should be integrated in the core analysis of urban policy approaches. The case is explored and illustrated in two European examples of strategic urban planning, namely Barcelona and Copenhagen. The cases provide evidence of the enlargement of local power via active trans-scalar policies. For civic groups, however, this strategy still appears to be a bridge too far in both cases.  相似文献

Most research on the discourses and practices of urban regeneration in the UK has examined case studies located in areas of relative socio-economic distress. Less research has been undertaken on regeneration projects and agendas in areas characterised by strong economic growth. Yet, it is in such places that some of the best examples of the discourses, practices and impacts of contemporary urban regeneration can be found. In some areas of high demand regeneration projects have used inner urban brownfield sites as locations for new investment. With the New Labour government’s urban policy agendas targeting similar forms of regeneration, an examination of completed or on-going schemes is timely and relevant to debates over the direction that policy should take. This paper, drawing on a study of urban regeneration in one of England’s fastest growing towns, Reading in Berkshire, examines the discourses, practices and impacts of redevelopment schemes during the 1990s and 2000s. Reading’s experiences have received national attention and have been hailed as a model for other urban areas to follow. The research documents the discursive and concrete aspects of local regeneration and examines the ways in which specific priorities and defined problems have come to dominate agendas. Collectively, the study argues that market-driven objectives come to dominate regeneration agendas, even in areas of strong demand where development agencies wield a relatively high degree of influence. Such regeneration plays a symbolic and practical role in creating new forms of exclusion and interpretations of place.  相似文献

In South Africa attempts are being made to address the socio-spatial distortions of the apartheid era through a more equitable distribution of resources, and the re-drawing of municipal geographical boundaries. However, boundaries are not neutral geographic lines. Boundary changes are often associated with a redistribution of political power and resources. The aim of this paper is to analyse the effects of the contemporary territorial and administrative restructuring on urban dynamics in South Africa. More specifically, the focus is on how the process of territorial restructuring impacted on metropolitan areas as well as on secondary cities and their hinterlands. Examining and elucidating the manner in which various social, economic and political forces have manifested themselves in the process of boundary delimitation in a major metropolitan centre as well as adjacent rural areas is a central theme of this paper. There were considerable contestations over the delimitation of new local government boundaries. Affluent metro authorities like that in Durban were opposed to the spatial extension of their boundaries because of the costs of the providing services and infrastructure in the deprived margins. Similarly, there was concern that incorporation of rural areas will result in increased municipal service charges being imposed on these communities. Tensions were heightened between urban and rural regions because traditional leaders believed that their territorial jurisdiction and authority were being undermined. In other parts of the country, the merger of traditionally white and black fragments of secondary cities often resulted in many black locations continuing to be marginalized. There appears to be neither the political will nor the economic capacity to upgrade these zones of marginalized urban communities. While the Municipal Demarcation Board was largely successful in eliminating the political geography of apartheid at a macro- scale, this paper suggests that the greater challenge for government and policy makers is to reduce the socio-spatial and economic inequalities which appears to be still very high and perhaps increasing. Japanese local governments consist of about 3,380 municipalities in 2000. The total survey undertaken in 1997 says that GIS was implemented in 455 (14.3%) out of 3,182 municipalities that answered to the survey. This paper considers GIS utilization, especially focusing on urban planning and management in Japanese local government. Typical GIS applications in the urban planning and management are divided into three businesses: inquiry on the content of urban plan decision, register management, and planning. The most successful GIS application in the local government is an inquiry system on the content of urban plan decision. ‘Mappy’, Urban Plan Information Inquiry System developed by Yokohama City, is introduced as an example. The register management treats the registers for urban planned road, urban park, and urban open space, and the receipt book for development permission application. GIS can systematize their management based on maps. District diagnosis system using GIS performed two analyses in Ichikawa City. One is the calculation of area and ratio for land-use. The other is the measurement of land-use purity. GIS can calculate the degree of purity (namely occupancy rate) of specified land-use in the land-use zoning system. Most of Japanese local governments implement GIS and obtain moderate results. However, it is reported that some municipalities that paid huge amount of budget to implement GIS hardly used them. In the past five years the numbers of enclosed neighbourhoods have significantly increased in South Africa. These are existing neighbourhoods that are closed off through gates and booms across the roads. Many of these neighbourhoods are fenced or walled off as well, with a limited number of controlled entrances/exits, manned by security guards in some cases. The roads within these neighbourhoods were previously, or still are public property and in most cases the local council is still responsible for public services to the community within the enclosed neighbourhoods. In this way public urban space is privatised, whether formally or informally. I will explore the distribution of enclosed neighbourhoods in South Africa on a national scale and within two metropolitan municipalities, viz., the cities of Johannesburg and Tshwane. Then I proceed to highlight the nature and impact of these neighbourhoods on the privatisation of public space and draw on a wide basis of empirical data obtained through a national survey and in-depth case studies. Finally I will conclude with examples of lessons learnt from South Africa and how these may relate to international experience and future research on gated communities.  相似文献

This article reviews how the process of corporatization transforms public sector management by adopting private sector principles. It argues that corporatization, as an institutional form emerging from a second wave of neoliberalism, threatens to undermine the democratic accountability of local authorities by virtue of restructuring the state in ways that are invisible to the public yet with highly negative outcomes for low-income communities. The article provides a case study on the water sector in Cape Town, South Africa by tracing the local authority's adoption of three cost-recovery policies and their impacts on low-income households over a five year period (1997-2001). Engineers are the key agents in the promotion of cost-recovery policies in the efforts to deliver services more `efficiently'. While these officials are highly skilled professionals in dealing with the technical side of the production process, they lack the social training necessary to deal with the politics of distribution. The prominence of the neoliberal agenda in urban management can be in part be attributed to the power of the technical over the political as engineers displace politicians in the deliberations over how to deliver services to poor areas of the city.  相似文献

This paper explores young people’s experiences and perceptions of mobility and mobility constraints in poorer urban areas of Ghana, Malawi and South Africa within the specific context of inter-generational relations. Drawing principally on qualitative research findings from a study involving both adult and child researchers, our aim is to chart the diversities and commonalities of urban young people’s mobility experiences in the everyday - how they use and experience the city - developing a comparative perspective across three urban study sites which links young people’s mobility with the power relations that operate to shape their movements in individual locations. In particular, we consider how positive and negative images of young people’s mobility play out in terms of the inter-generational frictions and negotiations generated by their mobility performances. We also reflect on the developmental implications, in terms of young people’s access to services and income and their participation in the social networks and peer culture which may shape their life trajectories. Three themes are explored in detail: mobility as challenge, mobility as temptation and mobility control.  相似文献

The county of Riverside California has a long history of land conservation. In this comparative case study between Western Riverside County and the Coachella Valley area in the county we show how governance institutions that encompass regions that have very different ecologies, are governed by rules and regulations that are undifferentiated relative to those differences. The study argues, however, that what may differ are the workings of the local urban regimes and the metabolic appropriation of ecosystems for economic growth. In this close investigation of the sprawling county of Riverside we find very different approaches to habitat preservation and the enrollment of nature for wealth production by the local urban regimes.  相似文献

Critical approaches to development theory and practice provide alternative perspectives that focus on counterhegemonic and discursive dimensions of the development process. Feminist development is one such approach that opens up new spaces and opportunities to promote socially progressive and sustainable economic strategies. This paper uses feminist development geography as a framework to highlight the intersection of diverse spaces and economic strategies at the household and community levels. The analysis focuses on gendered livelihoods that are linked to circular migration and use of natural resources as a way to understand the integration of rural and urban spaces of development. The empirical section of this paper examines demographic patterns and socio-economic trends in Limpopo Province, South Africa as a context for the case study of two community-based women’s producer groups. These examples illustrate how economic strategies and social identities are embedded in and integrate both rural and urban spaces. This analysis contributes to feminist and post-structural development theory and practice by highlighting the potential for progressive forms of economic and social empowerment.  相似文献

The paper contributes to the conceptualization of cities in the world by first outlining the conceptual and empirical challenges of theorizing the urban/global nexus in both relational and territorial terms. It argues that the most useful and appropriate approach to understanding contemporary urban governance in global context is to develop a conceptualization that is equally sensitive to the role of relational and territorial geographies, of fixity and flow, of global contexts and place-specificities (and vice versa), of structural imperatives and embodied practices, in the production of cities. In order to illustrate the benefits of this conceptualization, the paper will apply it to the case of how downtown development is governed in many contemporary cities. The role of the Business Improvement District (BID) program and New Urbanist planning models in shaping downtowns will be examined in terms of: (1) how and by whom these models are developed in a global-relational context and are set in motion through scaled circuits of policy knowledge and (2) how the mobilization of these models are conditioned by their territorialization in specific spatial and political economic contexts. The paper emphasizes that the ‘local globalness’ of policy models like BIDs and New Urbanism and their consequences for cities can best be understood through a combined focus on relationality and territoriality.  相似文献

The diverse residents of the urban global South experience insecurities in everyday, immediate and subjective ways. Lemanski argues these insecurities relate not only to physical concerns like fear, crime, and violence but also to stressors like insecure tenure and financial situations, and threatened and contested lifestyles and cultures as cities rapidly change. This paper considers how diverse ‘everyday human (in)securities’ manifest through urban nature and shape collaborations around nature conservation. The focus is on protected coastal dunes in Cape Town and collaborative conservation participants, including municipal nature conservators and community representatives from the adjacent apartheid-era ‘townships’. The diverse ‘everyday human (in)securities’ perceived and experienced by these participants manifest variously in physical threats to bodies and biodiversity, but also in relation to the insecure tenure and financial situations experienced by residents and conservators alike, alongside differing cultural values of nature. Through attention to diffuse power relations and everyday experiences, divergent perceptions of (in)security are shown to be frictional and sometimes paradoxical in nature. Yet identifying these (in)securities also holds potential for exploring hopeful and productive negotiations around what ‘security’ might mean, and how it might be realised through the collaborations – bringing into dialogue contested spaces of urban nature in cities of the global South and North.  相似文献

Scholars working around the world have drawn attention to the physical and social changes associated with rural gentrification. Case studies from the United States have focused on how these patterns lead to the cultural displacement and replacement of land-based livelihoods, including non-timber forest product (NTFP) practices. Scholars have also documented the persistence of culturally and economically important NTFP practices in urban and suburban areas. We reconcile these disparate outcomes, displacement on the one hand and persistence on the other, by focusing on the social relationships that co-produce land use and livelihood change. Our case investigates how African American sweetgrass basketmakers in Mount Pleasant South Carolina negotiate the complex terrain of a rapidly urbanizing and gentrifying landscape.Analysis of interviews with basketmakers and participant observation at public meetings suggests that gathering materials and selling baskets occur across spaces not typically considered important for NTFP practices. Access to these sites depends upon continually reinforced and negotiated social relationships between a variety of actors. Findings illustrate that, by themselves, development and gentrification are insufficient for explaining livelihood and land use patterns that emerge in places experiencing intensive development. Using a co-production framework, we acknowledge the wide variety of complex trajectories and local power dynamics shaping land use and livelihoods. Findings also have implications for connecting global research on housing, employment, and demographic transitions associated with rural gentrification, to international NTFP research, which is increasingly turning to rural–urban interfaces for insights on how livelihoods are linked to land development and migration.  相似文献

South Africa’s cities have experienced dramatic changes over the past decade. Cities are now home to a multiracial population, and have been transformed by new forms of economic and social interaction. For some, these changes have become a significant source of fear and anxiety. In this paper, we examine reactions to urban spatial change in the city of Durban, as expressed in local newspapers and interviews with suburban residents. We describe how the discourses of urban change in Durban have centred on the increased presence of street traders within the city’s public spaces, and the various ways in which the activity of street trade has disrupted long-established modernist norms governing the occupation and use of the urban space. Specifically, we offer a detailed reading of three prominent narratives within the discussion of street traders in Durban--chaos, congestion and pollution. We argue that street traders have come to embody a wide range of more deeply seated cultural anxieties, which have been brought to the fore in the context of South Africa’s transition. These anxieties arise from the ways in which modern understandings of order, agency and subjectivity have been called into question by material changes in the city, and have implications for the nature of citizenship and civic engagement in post-apartheid South Africa.  相似文献

Through an analysis of Ghana’s political and administrative structure, which established the basis of urban planning practice, this paper shows how urban planning has failed to create liveable and functional cities in Ghana. This paper uses semi-structured interviews and agency consultations to supplement document reviews and news paper articles to address the dearth of research on the subject in Ghana. Findings show that dominant political elites, with little or no urban planning background, control and dictate urban planning activities resulting in chaotic scenes and urban blight across Ghanaian cities. Analyses here reinforce the growing recognition that urban planning outcomes in Ghana, and most African countries are not shaped by professional practice and do not reflect the aspirations of the community, but instead political elites. Urban planning agencies are left vulnerable as their activities are interfered, dictated and hindered by both traditional and mainstream political elites. This paper advocates for independence of urban planning agencies in the performance of their duties.  相似文献

Urban political ecology attempts to unravel and politicize the socio-ecological processes that produce uneven waterscapes. At the core of this analysis are the choreographies of power that influence how much water flows through urban infrastructure as well as where it flows, thereby shaping conditions and quality of access in cities. If these analyses have been prolific in demonstrating uneven distribution of infrastructures and water quantity, the political ecology of water quality remains largely overlooked. In this paper, we argue that there is a clear theoretical and practical need to address questions of quality in relation to water access in the South. We show that conceptual resources for considering differentiated drinking water quality are already present within urban political ecology. We then contend that an interdisciplinary approach, highlighting the interdependencies between politics, power, and physiochemical and microbiological contamination of drinking water, can further our understandings of both uneven distribution of water contamination and the conceptualisation of inequalities in the urban waterscape. We illustrate our argument through the case of water supply in Lilongwe, Malawi. Our political ecology analysis starts from an examination of the physicochemical and microbiological quality of water supplied by the formal water utility across urban spaces in Lilongwe. We then present the topography of water (quality) inequalities in Lilongwe and identify the political processes underlying the production of differentiated water quality within the centralised network. This paper thereby serves as a deepening of urban political ecology as well as a demonstration of how this approach might be taken forward in the analysis of urbanism and water supplies.  相似文献

Based on a Danish case study of urban renewal in Copenhagen’s Sundholm District, this paper examines, (a) how present urban regeneration efforts in a historically welfare-driven, but increasingly neoliberalized state context, is contributing to more or less spatial exclusion of the homeless, and (b) to what extent this may be associated with a revanchist/punitive stance of the Danish state. Using an urban political ecological lens, this paper highlights a relational understanding of the apparently dualistic/competing public and civic discourses shaping the Danish urban regeneration program. Revealing the complex ways that public socio-environmental policies and middle-class civic environmentalism/activism intersect with state-entrepreneurialism within such regeneration efforts, this paper presents an instance of a historically and geographically distinct process of neoliberal disciplining of the poor in Sundholm District. The paper shows that while such disciplining of the homeless is not driven by a purely punitive state, it results in soft, green-coded, nonetheless exclusionary implications for the homeless and their socio-spatial practices within the renewed urban spaces.  相似文献

地幔中不同含量的水会对洋壳的生成产生重要影响,但目前不同含水量下的均匀和局部含水地幔会怎样影响洋壳厚度还不清楚.利用动力学数值模拟的方法,对上地幔均匀含水和局部含水两种情况下洋壳的生成过程展开研究.结果表明:当上地幔均匀含水时,含水量的增加在减小最大熔融分数的同时,会增大初始熔融深度和熔融面积,因而生成的洋壳厚度会增加.当上地幔局部含水时,局部含水地幔熔融后也会增大生成的洋壳厚度,但开始影响洋壳厚度的时间与其含水量有关.结合南海洋壳特征进一步分析认为:南海扩张期间其地幔源含水量具有非均质性.东部次海盆的洋壳比西南次海盆厚1 km,可能是因为前者地幔源含水量整体高于后者(本模型表明约高50×10-6).南海玄武岩中碳酸盐化硅酸盐熔体的存在,可能是由局部高含水量地幔在深部熔融产生的熔体携带上来的.南海洋壳厚度在时间上没有大幅度变化,可能是因为局部高含水量地幔的体积相对较小或体积虽大但其含水量没有显著高于地幔背景含水量.   相似文献

Party politics are generally absent from urban governance or urban politics theories or debates, or present only anecdotally or as a ‘black box’, whilst they are more and more described, especially in Cities of the South, as central to urban societies, access to resources and social dynamics. This paper attempts, through the case of the role of the ANC in civil society in Johannesburg, to uncover the place and the role of political parties in urban governance. It first argues that the party local branch is often crucial as a platform of mobilization, expression and debates around local needs, being more structured and able to access channels of decision than other civil society organizations or local government participatory structures. However, its strong embededness in urban local societies also means a form of social control restricting the ability of civil society to revolt and challenge urban policies more radically.  相似文献
