This paper seeks to explain the persistence of inner-city deprivation in spite of sustained regeneration efforts, through demonstrating how urban regeneration policies are embedded in peculiar political-institutional power dynamics that actually contribute to the further disempowerment of the already disempowered groups in inner cities. The reconstruction of the post-war planning history of one specific urban neighbourhood, the South Bank in central London, will allow to demonstrate how the constantly reworked urban regeneration models comprise specific power relations that have important repercussions for the success and failure of regeneration programmes. The focus here will particularly be on how the fall of the South Bank's prominent era of community-based development in the 1970s is firmly embedded in changing political-institutional frameworks that, after a spell of `community power', were soon to restore the power of the local cultural, political and business elites over the local regeneration agenda.  相似文献

Why are urban plans, land use regulations and construction codes implemented effectively in some African states but not others? This constitutes an increasingly urgent development concern with major implications for the environment and the urban poor. Rather than being explained by economic factors, bureaucratic capacity or the nature of the urban policies and regulations in place, this paper argues that divergent outcomes are largely rooted in differing political bargaining environments. Comparing Uganda and Rwanda, it presents an empirical study that analyses contrasting planning and regulation trajectories in contexts of similarly low levels of socioeconomic development and soaring rates of urban growth. It argues that the divergent outcomes can be explained in relation to the political resources and incentives confronted by governing elites, which in Rwanda impel state actors to implement plans and regulations while in Uganda incentivize overriding them in the interests of political or economic gain. In highlighting political bargaining contexts and how these change over time, the paper illustrates the critical importance of historically informed city-level political economy analysis for understanding divergent urban development outcomes.  相似文献

This research uses empirical data to explore the link between spatial plans and ‘actual development’ occurring in Kumasi, Ghana. The research found that urban development is determined by both spatial plans and spontaneous informal development patterns (i.e. self-organisation). However, self-organisation is more widespread compared to spatially planned neighbourhoods. This phenomenon was expressed in a context of uncertainty created by weak institutional planning system which promote and reinforce haphazard development disregarding urban planning requirements. These findings provide a perspective on urban development that differs from that occurring in cities of developed countries, where planning institutions in consultation with urban residents determine the patterns of urban development. Unfortunately in Kumasi, self-organisation is not viewed as important in mainstream planning system. The paper concludes that more needs to be done in terms of understanding self-organisation processes, and the way they could be integrated into mainstream planning process to respond more fully to the urban development challenges in Kumasi.  相似文献

This article discusses the particularity of young people’s politics as it unfolds in the practice of everyday life. By exploring a conflict concerning the use of a public park in the City of Oulu, Finland, we discuss how young people may participate in struggles over urban space trough politics that is not based on voice but voicelessness. This political engagement can be understood as a form of nonparticipatory politics that is easily left unnoticed—politics that shirks civic involvement, customary participatory practices and articulated resistance. We deem it important to acknowledge such action as political for two reasons. First, voiceless politics is a weapon of the weak: It is used when other political agencies are not feasible e. Viewing non-participation as apolitical will only further marginalize those who practice politics in such ways. Second, it is important to find ways of acknowledging nonparticipatory action because, while not commonly understood as politics, it is not easily bypassed in political struggles either. By distinguishing political aspects from young people’s urban behaviors, instead of hearing their presence as mere noise, provides tools for bringing their politics to the public agenda and thus developing more democratic urban spaces.  相似文献

Many cities in the twenty-first century are increasingly culturally diverse and neoliberal due to processes of political, economic, and cultural globalization. While the need to examine the disjuncture between neoliberal ideology and practice remains paramount (Brenner and Theodore in Antipode 34(3):349–379, 2002), the implications of neoliberal policy on the actual experiences and activities of diverse groups in the city require further study (Hackworth in The neoliberal city: governance, ideology, and development in American urbanism, Cornell University Press, Ithaca, 2007). This article contributes to urban studies engaging discourses about the practical rather than purely ideological aspects of neoliberalism, and discourses about the experiences of racialization in North American cities. Through a case study of social planning practices in contemporary Toronto, the author shows how neoliberal policies have shaped social planning in Toronto since 1998, and how several cross-cultural organizations representing Chinese, continental-African, Latino-Hispanic and South Asian communities were compelled to develop a collective to jointly contest the racialization of their communities. The cross-cultural collective’s work forces a reconsideration of what constitutes mainstream Toronto and offers an alternative approach to the dominant social planning in the city; however, it is not sufficient to replace the pervasive neoliberal hegemony as long as it remains caught up within its structures.  相似文献

This paper examines the multiple processes that shape the use of agrochemicals and wastewater irrigation in Ghanaian urban agriculture. It further explores whether and how these processes present bodily health challenges for women and men farmers. Qualitative fieldwork was conducted in Ashaiman, a municipal area located about 30 km north-east of Accra, Ghana’s capital. Methods of data collection involved in-depth interviews, focus groups and participatory risk ranking and scoring. Conceptually, the paper brings political ecologies of health into closer conversation with scholarship on embodiment and gender. Overall, the findings demonstrate how specific urban agricultural practices are socially produced, how these practices come to affect the human body, and the long-term gendered consequences. One of the contributions of the paper is to draw attention to the nature and cost of urban agriculture in Ghana, a cost not in financial or environmental sense, but in the realm of embodied experiences of exposure to agrochemicals. The paper argues that the current problem confronting urban agriculture in Ashaiman, Ghana, cannot be adequately addressed unless understood as socially produced and historically determined. Further, the health impact of urban agriculture is not only a full bodily experience, but is also gendered. In the end, a case is made as to why gendered bodies demand more critical analysis in scholarship involving political ecologies of health.  相似文献

Globally, transport literature indicates a strong effect of land use on urban travel as people living in low density suburban areas tend to travel more by car than people living in high density urban areas. This is because in dense areas, public transport is organised more efficiently and travellers tend to travel shorter distances. However, this assertion is frequently based on locations with efficient integration of transport within the land use planning framework. In Ghana and many African countries, it remains unknown whether the effect of land use on urban travel is strong as reported in developed countries and elsewhere. This research examines the effect of land use on urban travel in Ghana using Kumasi, the second largest city in Ghana, as a case study. Simple questionnaire survey with urban residents, semi-structured interviews with agencies and secondary data analysis were used for this research. Results indicate negative effect of land use on urban travel as there has been increased congestion in all the major road arterials in the city resulting in difficulty in commuting using motorised transport. Findings further show a weak effect of land use on urban travel, as areas experiencing change of land use have poor locational accessibility. The paper recommends innovative ways of meeting the growing travel demand of residents in the city such as the development of a light rail and bus rapid transit systems to help ease congestion and improve public transportation.  相似文献

The debate on housing the urban poor has become more sophisticated since Turner’s original ideas of self-help and self-building by the poor were introduced in the 1970s. Today, the emphasis in housing the poor is on a pluralistic approach that stresses enabling housing provision for the poor by expanding the range of providers to include government, the private sector, the poor themselves, non-governmental agencies, and cooperatives. Official housing policy in Ghana does not reflect the pluralistic approach that prevails in practitioner and academic circles. Using ethnography, this paper presents the housing experience of a typical poor family in Ghana to determine what the poor build. It highlights the obstacles the poor have to overcome to acquire the housing they want. The ethnography provides a basis upon which the mismatch between the pluralistic approach and Ghana’s housing policy can be bridged thus providing a way forward. The paper concludes by emphasizing the importance of the housing industry in poverty alleviation in Ghana.  相似文献

This exploratory study examines how migrants’ lifestyles are associated with subjective assessment of their health status in a relatively poor urban neighborhood in Accra. For more than half a century, urban centers have been on the receiving end of internal migrants in Ghana with Accra, Kumasi, and Sekondi-Takoradi receiving the lion’s share. However, a lot of migrants end up in poor neighborhoods due to inability to afford relatively costly rents in the better residential areas in the cities. Migrants who live on the margins of society are adversely impacted by poor environmental conditions that make them susceptible to environmentally-induced diseases such as malaria, cholera, and typhoid. While the poverty, health, and place research in Accra, Ghana, have focused on spatial distribution of inequalities in health, burden of sexual ill health, double burden of diseases, environment, wealth and health relationship, as well as income and health connections, there is paucity of research on association between the daily lifestyles of migrants in poor urban neighborhoods and their health status. Specifically on lifestyle and contextual factors, we examine (1) eating and drinking behavior, (2) perception of environmental factors, (3) attitudes and practices during illnesses, and (4) physical activities. Results from Ordinal Logit Regression models suggest that the key predictors of self-rated health status are: (1) socio-demographic elements like length of stay, job type, and religiosity; and (2) eating and drinking behavior—frequency of buying food from food vendors, and (3) social capital.  相似文献

The paper contributes to the conceptualization of cities in the world by first outlining the conceptual and empirical challenges of theorizing the urban/global nexus in both relational and territorial terms. It argues that the most useful and appropriate approach to understanding contemporary urban governance in global context is to develop a conceptualization that is equally sensitive to the role of relational and territorial geographies, of fixity and flow, of global contexts and place-specificities (and vice versa), of structural imperatives and embodied practices, in the production of cities. In order to illustrate the benefits of this conceptualization, the paper will apply it to the case of how downtown development is governed in many contemporary cities. The role of the Business Improvement District (BID) program and New Urbanist planning models in shaping downtowns will be examined in terms of: (1) how and by whom these models are developed in a global-relational context and are set in motion through scaled circuits of policy knowledge and (2) how the mobilization of these models are conditioned by their territorialization in specific spatial and political economic contexts. The paper emphasizes that the ‘local globalness’ of policy models like BIDs and New Urbanism and their consequences for cities can best be understood through a combined focus on relationality and territoriality.  相似文献

The paper examines the factors that influence the utilisation of health services by women in the rural and urban areas in Ghana. The systematic sampling procedure was used to draw the sample from women aged 18 and above with diverse backgrounds from Ahafo-Ano South district, representing the rural districts and Kumasi metropolis, representing the urban districts. The research instruments used for data collection were the questionnaire and formal interviews. Multiple regression was the main tool for analysis. The research reveals that the key factors that impact significantly on the utilisation of health services by women in the Ahafo-Ano South district are, distance, income and family size (number of children) while for Kumasi metropolis they are education, distance and marital status. Whereas it is clear that distance is a common problem facing women in both rural and urban areas in Ghana in the utilisation of health services, marital status and number of children have emerged as contrasting factors influencing utilisation of health services by women in rural and urban Ghana. Recommendations to improve utilisation include the location of maternal and child health services within easy reach in the rural areas, intensification of family planning education in the rural areas, the empowerment of women through access to formal education and vocational training for income generation activities and the full implementation of the National Health Insurance Scheme (NHIS). Inequalities are no respecter of countries, including the affluent ones. Nevertheless, these problems appear to prevail more in the developing countries, which have the dubious distinction of having the highest degrees of inequalities in the world. Inequalities exist between urban and rural areas, as well as between the various regions. This paper discusses inequalities in Ghana and Zimbabwe, emphasizing the rural–urban dichotomy. Using data from the Ghana Demographic and Health Surveys (GDHS) and the Zimbabwe Demographic and Health Surveys (ZDHS) conducted by the respective statistical authorities of both countries and Macro International, the paper analyses existing inequalities in both countries. The paper also attempts to elucidate and understand the causes. It concludes that the traditional explanation of disparities that attribute the conditions to aberrations in the operations of market forces, while having some validity, may not provide a full explanation for Ghana and Zimbabwe’s predicament. It argues that whilst the existing disparities may be rooted in history, their persistence and worsening in the post-independence era could only be understood with reference to the corruption, nepotism and the mismanagement that have characterized these states since they gained their independence.  相似文献

The European Union has achieved internal cohesion and international economic recognition, but economics alone has not yet led to a united Europe. Although this cohesiveness strongly influence regions and cities, and cities have started to refer to their European background, the member nations continue to hold regional and urban planning power. Forced to take unanimous decisions, the European Council of Ministers maintained the doctrine of a unique capital for 40 years, provoking numerous urban and architectural visions while simultaneously accepting the existence of three provisional headquarters, Brussels, Strasbourg and Luxembourg. The host nations, Belgium, France and Luxembourg meanwhile oriented these cities to both European economic considerations and local needs.This article analyzes the logic that led to decentralization of the capital city functions, the reasons why cities were interested in hosting the European Communities, what individual cities and nations suggested and why the most obvious solutions were not adopted. The Maastricht Treaty, the ongoing strengthening of European and regional institutions, and the choice of the provisional headquarters as definite capitals in 1992 gives cause for hope that concepts based on European and regional necessities beyond the nation-state will now be elaborated. A European network of cities and regions including the three political capitals of Europe, as revealed by their infrastructures and buildings, seems to be the best expression of the meaning of European unity.  相似文献

This paper argues that human vulnerability to flood hazards in urban slums in developing countries is greatly affected by the positioning and activities of their city governments. As a result, the paper explores the central role of city authorities in the production of flood vulnerability in selected informal settlements in Accra, Ghana. Using a case study research design, the study draws on multiple qualitative methods to gather evidence including: document review, focus group discussions, flood victims’ interviews, institutional consultation and field observation. The paper reveals two main positions of state and city authorities in Accra’s perennial floods: first, being present and complicit in informal urbanization through their involvement in the politics of land management in flood prone zones; and second, being absent through their inaction in informal growth in flood-risk areas. To each of these positions of the urban state, there are emerging responses from residents and other non-state actors operating within and outside these informal communities. The paper proposes a re-examination of the current structure and processes of urban governance, state-community engagements and urban citizenship in informal communities.  相似文献

Tree planting programs are being implemented in many US cities (most notably New York, Los Angeles, and Chicago) on the basis of the multiple environmental and health benefits they may provide. However, the magnitude and even the direction of the impacts of trees on specific urban environments have seldom been directly measured. In addition, there has been little research on the historical, cultural, political or institutional origins of such programs, or on their implementation process. Pending questions include the degree to which these programs are integrated in the existing frameworks of city government and infrastructure management, how they are paid for, and the kinds of collaborations between nonprofit organizations, the public, and public agencies at all levels they may require in order to succeed. In the global South informality constitutes one of the leading issues for urban policy makers. The planning challenges around informality are particularly relevant in urban Africa as most Africans make their livelihoods in the informal economy. This paper examines issues of state policy responses to informality through the lens of street traders. Under scrutiny are policy responses towards street trading in Mozambique’s capital, Maputo, a city that has experienced the advance of informalization. It is argued that the dominant approach towards informal trading across urban Africa is of a ‘sanitising’ policy response by the local state which is rooted upon traditions of modernist urban planning in search of ‘ordered development’. The research discloses that in Maputo national and municipal authorities have adopted a more tolerant approach to the informal economy, mainly because it provides a livelihood to so many of the city’s poor and because of potential social unrest likely to be triggered by a repressive approach. In Maputo the core narrative is of an urban informal economy viewed by officials as an important livelihood for the city’s poor, albeit one which is subject both to periodic harassment and encouragement to ‘formalize’. The analysis represents a contribution to the expanding corpus of writings on Africa’s informalising cities and specifically concerning policy responses towards street trading.  相似文献
