Assessing landslide exposure in areas with limited landslide information
Landslide risk assessment is often a difficult task due to the lack of temporal data on landslides and triggering events (frequency), run-out distance, landslide magnitude and vulnerability. The probability of occurrence of landslides is often very difficult to predict, as well as the expected magnitude of events, due to the limited data availability on past landslide activity. In this paper, a qualitative procedure for assessing the exposure of elements at risk is presented for an area of the Apulia region (Italy) where no temporal information on landslide occurrence is available. Given these limitations in data availability, it was not possible to produce a reliable landslide hazard map and, consequently, a risk map. The qualitative analysis was carried out using the spatial multi-criteria evaluation method in a global information system. A landslide susceptibility composite index map and four asset index maps (physical, social, economic and environmental) were generated separately through a hierarchical procedure of standardising and weighting. The four asset index maps were combined in order to obtain a qualitative weighted assets map, which, combined with the landslide susceptibility composite index map, has provided the final qualitative landslide exposure map. The resulting map represents the spatial distribution of the exposure level in the study area; this information could be used in a preliminary stage of regional planning. In order to demonstrate how such an exposure map could be used in a basic risk assessment, a quantification of the economic losses at municipal level was carried out, and the temporal probability of landslides was estimated, on the basis of the expert knowledge. Although the proposed methodology for the exposure assessment did not consider the landslide run-out and vulnerability quantification, the results obtained allow to rank the municipalities in terms of increasing exposure and risk level and, consequently, to identify the priorities for designing appropriate landslide risk mitigation plans.

We present the methodologies adopted and the outcomes obtained in the analysis of landslide risk in the basin of the Arno River (Central Italy) in the framework of a project sponsored by the Basin Authority of the Arno River, started in the year 2002 and completed at the beginning of 2005. In particular, a complete set of methods and applications for the assessment of landslide susceptibility and risk are described and discussed. A new landslide inventory of the whole area was realized, using conventional (aerial-photo interpretation and field surveys) and non-conventional methods (e.g. remote sensing techniques such as DInSAR and PS-InSAR). The great majority of the mapped mass movements are rotational slides (75%), solifluctions and other shallow slow movements (17%) and flows (5%), while soil slips, and other rapid landslides, seem less frequent everywhere within the basin. The relationships between landslide characteristics and environmental factors have been assessed through statistical analysis. As expected, the results show a strong control of land cover, lithology and morphology on landslide occurrence. The landslide frequency-size distribution shows a typical scaling behaviour already underlined in other landslide inventories worldwide. The assessment of landslide hazard in terms of probability of occurrence in a given time, based for mapped landslides on direct and indirect observations of the state of activity and recurrence time, has been extended to landslide-free areas through the application of statistical methods implemented in an artificial neural network (ANN). Unique conditions units (UCU) were defined by the map overlay of landslide preparatory factors (lithology, land cover, slope gradient, slope curvature and upslope contributing area) and afterwards used to construct a series of model vectors for the training and test of the ANN. Various different ANNs were selected throughout the basin, until each UCU was assigned a degree of membership to a susceptibility and a hazard class. Model validation confirms that prediction results are very good, with an average percentage of correctly recognized mass movements of about 85%. The analysis also revealed the existence of a large number of unmapped mass movements, thus contributing to the completeness of the final inventory. Temporal hazard was estimated via the translation of state of activity in recurrence time and hence probability of occurrence. The following intersection of hazard values with vulnerability and exposure figures, obtained by reclassification of digital vector mapping at 1:10,000 scale, lead to the definition of risk values for each terrain unit for different periods of time into the future. The final results of the research are now undergoing a process of integration and implementation within land planning and risk prevention policies and practices at local and national level.

Kurseong hill subdivision, being one of the three (Kurseong, Sadar and Kalingpong) subdivisions of the hilly portions of the Darjeeling district, West Bengal, India, is affected by severe landslide incidence in the rainy season every year. These landslides and related phenomena frequently create social and economic instability disrupting communication system, claiming property and even sometimes life. Curbing landslide threat, therefore, becomes very much essential over this area. Individual landslide treatments are seen to be taken up by the construction engineers and geo-technical experts almost every year from government level. But reoccurrence of landslides on the same spots or surrounding places clearly reveals that construction works and filling procedures (usually taken up) are not the adequate measures to heal up the problem unless the area is treated as zones of landslides than individual spots of landslide occurrences. Therefore, the assessment of spatial probability of landslide occurrence in various magnitudes in the form of landslide vulnerability zones becomes essential. This spatial probability should also be compared with temporal probability based on the data of landslide incidence of the area for justification of match or mismatch between the inference drawn from the diagnostic criteria based assessment of the possibility level of landslide occurrence and the reality of the landslide scenario in the light of historical perspective of the area. This comparison will finally help to achieve the predicted vulnerability zones of landslide with desirable accuracy to put forward for planning decision. Moreover, such predicted vulnerability zonation can be taken as a standard estimate to use in planning purpose for the areas where historical data of landslide incidences are inadequate or unavailable. With this view in mind, the present paper takes an attempt to verify and compare landslide vulnerability zones derived from Spatial Terrain Parameter Evaluation (STPE) and Anthropogenic Criteria Identification (ACI) methods with the landslide hazard zones prepared from historical data, i.e. landslide inventory of certain length of time. Careful observation reveals that different degrees of landslide vulnerability zones significantly correspond with the similar magnitudes of the landslide hazard zones determined by past occurrence data of landslides over this hill subdivision and therefore validate the predictability procedure of landslide vulnerability zonation. The accuracy performance of the landslide vulnerability zonation model has further been verified by the occurrence dataset of landslide events through receiver operating characteristic curve analysis where area under curve evaluation showed 81.77 % correctness.

Landslide hazard, vulnerability, and risk-zoning maps are considered in the decision-making process that involves land use/land cover (LULC) planning in disaster-prone areas. The accuracy of these analyses is directly related to the quality of spatial data needed and methods employed to obtain such data. In this study, we produced a landslide inventory map that depicts 164 landslide locations using high-resolution airborne laser scanning data. The landslide inventory data were randomly divided into a training dataset: 70 % for training the models and 30 % for validation. In the initial step, a susceptibility map was developed using logistic regression approach in which weights were assigned to every conditioning factor. A high-resolution airborne laser scanning data (LiDAR) was used to derive the landslide conditioning factors for the spatial prediction of landslide hazard areas. The resultant susceptibility was validated using the area under the curve method. The validation result showed 86.22 and 84.87 % success and prediction rates, respectively. In the second stage, a landslide hazard map was produced using precipitation data for 15 years. The precipitation maps were subsequently prepared and show two main categories (two temporal probabilities) for the study area (the average for any day in a year and abnormal intensity recorded in any day for 15 years) and three return periods (15-, 10-, and 5-year periods). Hazard assessment was performed for the entire study area. In the third step, an element at risk map was prepared using LULC, which was considered in the vulnerability assessment. A vulnerability map was derived according to the following criteria: cost, time required for reconstruction, relative risk of landslide, risk to population, and general effect to certain damage. These criteria were applied only on the LULC of the study area because of lack of data on the population and building footprint and types. Finally, risk maps were produced using the derived vulnerability and hazard information. Thereafter, a risk analysis was conducted. The LULC map was cross-matched with the results of the hazard maps for the return period, and the losses were aggregated for the LULC. Then, the losses were calculated for the three return periods. The map of the risk areas may assist planners in overall landslide hazard management.

The crucial and difficult task in landslide susceptibility analysis is estimating the probability of occurrence of future landslides in a study area under a specific set of geomorphic and topographic conditions. This task is addressed with a data-driven probabilistic model using likelihood ratio or frequency ratio and is applied to assess the occurrence of landslides in the Tevankarai Ar sub-watershed, Kodaikkanal, South India. The landslides in the study area are triggered by heavy rainfall. Landslide-related factors—relief, slope, aspect, plan curvature, profile curvature, land use, soil, and topographic wetness index proximity to roads and proximity to lineaments—are considered for the study. A geospatial database of the related landslide factors is constructed using Arcmap in GIS environment. Landslide inventory of the area is produced by detailed field investigation and analysis of the topographical maps. The results are validated using temporal data of known landslide locations. The area under the curve shows that the accuracy of the model is 85.83%. In the reclassified final landslide susceptibility map, 14.48% of the area is critical in nature, falling under the very high hazard zone, and 67.86% of the total validation dataset landslides fall in this zone. This landslide susceptibility map is a vital tool for town planning, land use, and land cover planning and to reduce risks caused by landslides.

The main objective of this study is to assess regional landslide hazards in the Hoa Binh province of Vietnam. A landslide inventory map was constructed from various sources with data mainly for a period of 21 years from 1990 to 2010. The historic inventory of these failures shows that rainfall is the main triggering factor in this region. The probability of the occurrence of episodes of rainfall and the rainfall threshold were deduced from records of rainfall for the aforementioned period. The rainfall threshold model was generated based on daily and cumulative values of antecedent rainfall of the landslide events. The result shows that 15-day antecedent rainfall gives the best fit for the existing landslides in the inventory. The rainfall threshold model was validated using the rainfall and landslide events that occurred in 2010 that were not considered in building the threshold model. The result was used for estimating temporal probability of a landslide to occur using a Poisson probability model. Prior to this work, five landslide susceptibility maps were constructed for the study area using support vector machines, logistic regression, evidential belief functions, Bayesian-regularized neural networks, and neuro-fuzzy models. These susceptibility maps provide information on the spatial prediction probability of landslide occurrence in the area. Finally, landslide hazard maps were generated by integrating the spatial and the temporal probability of landslide. A total of 15 specific landslide hazard maps were generated considering three time periods of 1, 3, and 5 years.

Landslide zonation studies emphasize on preparation of landslide hazard zonation maps considering major instability factors contributing to occurrence of landslides. This paper deals with geographic information system-based landslide hazard zonation in mid Himalayas of Himachal Pradesh from Mandi to Kullu by considering nine relevant instability factors to develop the hazard zonation map. Analytical hierarchy process was applied to assign relative weightages over all ranges of instability factors of the slopes in study area. To generate landslide hazard zonation map, layers in geographic information system were created corresponding to each instability factor. An inventory of existing major landslides in the study area was prepared and combined with the landslide hazard zonation map for validation purpose. The validation of the model was made using area under curve technique and reveals good agreement between the produced hazard map and previous landslide inventory with prediction accuracy of 79.08%. The landslide hazard zonation map was classified by natural break classifier into very low hazard, low hazard, moderate hazard, high hazard and very high landslide hazard classes in geographic information system depending upon the frequency of occurrence of landslides in each class. The resultant hazard zonation map shows that 14.30% of the area lies in very high hazard zone followed by 15.97% in high hazard zone. The proposed model provides the best-fit classification using hierarchical approach for the causative factors of landslides having complex structure. The developed hazard zonation map is useful for landslide preparedness, land-use planning, and social-economic and sustainable development of the region.

The present study deals with the application of analytical hierarchy process to prepare landslide hazard risk map of the Shivkhola Watershed applying remote sensing and geographic information system (GIS). Firstly, to integrate all the required thematic data layers and to prepare landslide susceptibility map, prioritised class rating value and prioritised factor rating value were obtained by developing couple-comparing matrix with a reasonable consistency and with the help of MATLAB software after Saaty. Three important risk factor/element maps, that is, weighted land use/land cover map, road contributing area map and settlement density map, were developed and their weighted linear combination was performed to prepare landslide risk exposure map. Then by integrating landslide susceptibility map and landslide risk exposure map, a classification was incorporated on ARC GIS Platform to prepare landslide hazard risk map. To evaluate the validity of the landslide hazard risk map, probability/chance of landslide hazard risk event has been estimated by means of frequency ratio between landslide hazard risk area (%) and number of risk events (%) for each landslide hazard risk class. Finally, an accuracy assessment was also made on ERDAS Imagine (8.5) which depicts that the classification accuracy of the landslide hazard risk map was 92.89 with overall Kappa statistics of 0.8929.

A review of assessing landslide frequency for hazard zoning purposes
The probability of occurrence is one of the key components of the risk equation. To assess this probability in landslide risk analysis, two different approaches have been traditionally used. In the first one, the occurrence of landslides is obtained by computing the probability of failure of a slope (or the reactivation of existing landslides). In the second one, which is the objective of this paper, the probability is obtained by means of the statistical analysis of past landslide events, specifically by the assessment of the past landslide frequency. In its turn, the temporal frequency of landslides may be determined based on the occurrence of landslides or from the recurrence of the landslide triggering events over a regional extent. Hazard assessment using frequency of landslides, which may be taken either individually or collectively, requires complete records of landslide events, which is difficult in some areas. Its main advantage is that it may be easily implemented for zoning. Frequency assessed from the recurrence of landslide triggers, does not require landslide series but it is necessary to establish reliable relations between the trigger, its magnitude and the occurrence of the landslides. The frequency of the landslide triggers can be directly used for landslide zoning. However, because it does not provide information on the spatial distribution of the potential landslides, it has to be combined with landslide susceptibility (spatial probability analysis) to perform landslide hazard zoning. Both the scale of work and availability of data affect the results of the landslide frequency and restrict the spatial resolution of frequency zoning as well. Magnitude–frequency relationships are fundamental elements for the quantitative assessment of both hazard and risk.

Quantitative landslide risk assessment requires information about the temporal, spatial and intensity probability of hazardous processes both regarding their initiation as well as their run-out. This is followed by an estimation of the physical consequences inflicted by the hazard, preferentially quantified in monetary values. For that purpose, deterministic hazard modelling has to be coupled with information about the value of the elements at risk and their vulnerability. Dynamic run-out models for debris flows are able to determine physical outputs (extension, depths, velocities, impact pressures) and to determine the zones where the elements at risk can suffer an impact. These results can then be applied for vulnerability and risk calculations. Debris flow risk has been assessed in the area of Tresenda in the Valtellina Valley (Lombardy Region, northern Italy). Three quantitative hazard scenarios for different return periods were prepared using available rainfall and geotechnical data. The numerical model FLO-2D was applied for the simulation of the debris flow propagation. The modelled hazard scenarios were consequently overlaid with the elements at risk, represented as building footprints. The expected physical damage to the buildings was estimated using vulnerability functions based on flow depth and impact pressure. A qualitative correlation between physical vulnerability and human losses was also proposed. To assess the uncertainties inherent in the analysis, six risk curves were obtained based on the maximum, average and minimum values and direct economic losses to the buildings were estimated, in the range of 0.25–7.7 million €, depending on the hazard scenario and vulnerability curve used.

The paper deals with a methodology for quantitative landslide hazard and risk assessments over wide-scale areas. The approach was designed to fulfil the following requirements: (1) rapid investigation of large study areas; (2) use of elementary information, in order to satisfy the first requirement and to ensure validation, repetition and real time updating of the assessments every time new data are available; (3) computation of the landslide frequency of occurrence, in order to compare objectively different hazard conditions and to minimize references to qualitative hazard attributes such as activity states. The idea of multi-temporal analysis set forth by Cardinali et al. (Nat Hazards Earth Syst Sci 2:57–72, 2002), has been stressed here to compute average recurrence time for individual landslides and to forecast their behaviour within reference time periods. The method is based on the observation of the landslide activity through aerial-photo surveys carried out in several time steps. The output is given by a landslide hazard map showing the mean return period of landslides reactivation. Assessing the hazard in a quantitative way allows for estimating quantitatively the risk as well; thus, the probability of the exposed elements (such as people and real estates) to suffer damages due to the occurrence of landslides can be calculated. The methodology here presented is illustrated with reference to a sample area in Central Italy (Umbria region), for which both the landslide hazard and risk for the human life are analysed and computed. Results show the powerful quantitative approach for assessing the exposure of human activities to the landslide threat for a best choice of the countermeasures needed to mitigate the risk.An erratum to this article can be found at  相似文献

Landslide hazard or susceptibility assessment is based on the selection of relevant factors which play a role on the slope instability, and it is assumed that landslides will occur at similar conditions to those in the past. The selected statistical method compares parametric maps with the landslide inventory map, and results are then extrapolated to the entire evaluated territory with a final product of landslide hazard or susceptibility map. Elements at risk are defined and analyzed in relation with landslide hazard, and their vulnerability is thus established. The landslide risk map presents risk scenarios and expected financial losses caused by landslides, and it utilizes prognoses and analyses arising from the landslide hazard map. However, especially the risk scenarios for future in a selected area have a significant importance, the literature generally consists of the landslide susceptibility assessment and papers which attempt to assess and construct the map of the landslide risk are not prevail. In the paper presented herein, landslide hazard and risk assessment using bivariate statistical analysis was applied in the landslide area between Hlohovec and Sered?? cities in the south-western Slovakia, and methodology for the risk assessment was explained in detail.
