Geographers continue to engage in public debate “inside the Beltway” by participation within and through federal agencies and through the National Research Council. Several examples illustrate the level and kind of this engagement, which has been concentrated on environmental and spatial data and analysis themes. Most professional geographers have the opportunity to engage in this form of public debate through participation in the activities of the National Research Council. The level of this participation has been surprisingly strong, given the small size of the community of professional geographers, and has helped to shape both U.S. and international research agendas relevant to geographic research. Participation, however, is concentrated in a few programs and individuals, raising questions about the sustainability of geography's voice in this public activity.

Abstract

Geographers continue to engage in public debate “inside the Beltway” by participation within and through federal agencies and through the National Research Council. Several examples illustrate the level and kind of this engagement, which has been concentrated on environmental and spatial data and analysis themes.

To date, discussions on positionality and the relationship with research collaborators have been very much in the human geography realm. In this paper, we explore issues of expertise, positionality, collaboration and participation from our perspective as physical geographers working in a developing country context. We trace our journey from identifying ourselves as top-down 'experts' to participatory 'facilitators', and the difficulties and dilemmas encountered during this journey as we coped with the contrasting challenges of academic demands and local necessities. Our experiences highlight the many assumptions we make about doing research in developing countries and the real lack of capacity in these places to undertake typical short-term research projects designed in the developed world. We conclude with a call for a longer term and deeper commitment by physical geographers to the people that we engage with in our research .

Experience with five funded and three unfunded state and local-government research projects involving transportation, land use, and community planning problems reveal that state and local government agencies are usually understaffed and cannot divert resources from immediate needs. A major need is for data and analysis to satisfy short-term responsibilities. In-house staff and consultant companies can best fill this need. Information and analysis for the intermediate and long run can best be developed by the universities because of better-quality research at low costs. Such applied research opportunities at the local and state levels should be sought by geographers. Research of this kind is becoming more accepted vis-á-vis the goals and reward system of the university community.

Research traditions exert a powerful influence over the thinking of academic researchers. In population geography an entrenched empiricism and a reluctance to engage in wider debates on theory and method within human geography have resulted in a degree of separate development. Such methodological complacency has, until recently, threatened to undermine population geography's role within the discipline as a whole. Thus the discussion of multi-method research designs is of particular significance because it offers population geographers an opportunity to break out from the confines of a dominant research tradition and participate with other human geographers in an important methodological debate. This paper seeks not only to provide a critical overview of the current debate within population geography (as represented in the preceding papers in this Focus section) but also to extend that debate by raising issues of much more general concern. I argue that there are dangers in drawing the terms of the debate too narrowly. If we are to understand the nature and potential of multi-method research, we must first pose fundamental questions about the interrelationships among methods, data, and research problems. Pragmatic views on the choice of research method are inadequate because they fail to recognise the theory-driven nature of research. Only once we have achieved a better understanding of the philosophical grounding of research strategies will the opportunities afforded by multi-method research be fully realised.

This paper surveys research about African Americans in six geography journals between 1911 and 1995. 176 journal articles about African Americans were identified. A chronological analysis of a subset of these articles shows that it was not until the 1960s that African Americans were studied to any appreciable degree by geographers. Since that time, geographers have continued this research, but unevenly; annual output varies widely. Popular topics have included considerations of spatial distributions, social problems, political participation, the development of black residence areas, and historical and cultural studies of African Americans. Recent research in this area has problematized the concept of “race” and investigated the mutual constitution of racial identity and place.

The Association of American Geographers Catalyzing Research on the Geographies of Broadening Participation Creative Scholarly Retreat explored ways in which geographers can advance approaches to broadening participation of underrepresented groups in higher education and the scientific workforce. Conversations during the retreat revealed the need for theoretical models to guide research and policy development. In this article, I ask how the geographic concept of scale can inform the problem of broadening participation of underrepresented groups in higher education. First, I explain how the concept of scale can drive future research using the literature within geography. Next, I propose the situational matrix as an analytical schema using the concept of scale. I then analyze various scales first as ordering devices and then as politically produced entities in conversations about underrepresentation in higher education. I conclude by arguing that identifying the scales that are in operation and then figuring out ways in which they function simultaneously and even in mutually contradictory ways will push the project of broadening participation forward.

SUMMARY

The greatest deficiency in American geography is substantive research leading to scholarly publication. By comparison, teaching much more adequately developed so that the need for improvement there is not so urgent. I am convinced however that a majority American geographers respect scholarship and are eager to see improved in quantity and quality.

One of the chief obstacles to the initiation of active research programs by many geographers is a poor development of a sense of problem.

An important stimulation to the development of personal research programs would be the organization of geographical meetings of relatively small size in which active rsesearch workers reported on their progress and findings. Emphasis could be on exchange of ideas, debating of controversial issues and the development of research programs rather than upon the reading of formal papers. Instructors in small colleges and high schools could be inspired to undertake local research problems so that they become expert on heir local areas. This was characteristic of such teachers in Japan.

Our national professional organization, including i t s annual meetings, has become so large that such a n intimate program involving ritical discussion is difficult to attain.

Up to the present time the regional divisions have not developed a consistently distinctive and important function in the national organization. Their usefulness is not comonensurate with the degree of representation which they at present have on the Council of the AAG.

It is my hope that the regional divisions may see fit to undertake this function of stimulating personal and group research as t heir main function and plan their annual meetings accordingly. I do not propose to blueprint these meetings too precisely, but I will go so far as to say that in my judgment they should be occasions for mental stretching. They shoufd be pitched at a high level so that they will attract mature minds and seriousscholars. The total effect of such meetings should be to toughen intellectually those in attendance through providing opportunities for professional debate and discussion. I would make every effort to encourage participation in these programs by both youngsters and old sters, by alert high school teachers and those in college and university faculties so that the lifting effects of the regional meetings would be felt throughout all ranks and ages. I would favor the development of field excursions provided they are planned with genuine professional values in mind; values not limited to observation alone but focused so as to stimulate controversy and healthy debate.

Research into and teaching on population issues in New Zealand's university geography departments is at a crossroads. A significant cohort of New Zealand population geographers who gained their graduate and post-graduate training during the 1950s and 1960s is rapidly diminishing as a result of retirements and late career shifts. In the much more competitive university environment of the 1990s staff are either not being replaced, or their positions and programmes are being reshaped as part of radical restructuring of the social sciences and humanities. This paper reflects on recent developments in population geography in New Zealand, highlighting the contributions made by three of the country's most prominent researchers and teachers in what is fast becoming a dying field of discourse in university geography departments. The paper concludes on an ambivalent note about prospects for geographers in the era of sub-replacement fertility and the heightened attention that will be accorded to migration processes.

This research presents a case study on perceptions of local people on the use of Nyabrongo river wetland and its conservation in Rwanda. It critically examines the potential implications of a shift in wetland use and management practices for local people and presents empirical data from a household survey, group discussions, and observations from transect walks. Results showed that the change in the use and management regime of Nyabarongo river wetland poses substantial loss for local people in terms of provision of resources, income, and access to the wetland, so that the majority of the participants are not happy with the current use of the wetland. Research concluded that there should be participation of all stakeholders, including local people, during policy development in order to shift from command-and-control toward local stakeholder integration in decision making.

This article frames the research ethics review process conducted by institutional review boards (IRBs) as an opportunity to enrich the education of geographers. Student participation in the IRB process enhances the education of geographers at the undergraduate and graduate levels in two key ways. Geographers can use participation in this process to demonstrate the relevance of a disciplinary code of ethics to professional practice. More important, such participation helps learners, particularly novices, conceptualize research as an ongoing process of intentional inquiry, in which the protection of research participants is vigilantly observed.
