This article examines how neighborhood racial diversity shaped segregation in Chicago from 1980 to 2000, utilizing data from the 1980, 1990, and 2000 United States censuses. Three questions framed this research project. First, how racially diverse were Chicago neighborhoods? Second, which neighborhood factors were associated with racial diversity? And third, how has the change in neighborhood racial diversity changed patterns of segregation in Chicago? The Theil entropy score and the Theil H index were used to create racial diversity scores for each census tract and global segregation scores, respectively. Evidence is presented that supports the thesis that racial diversity in census tracts increased, which fostered a decline in overall segregation. However, new patterns of segregation are emerging between the Latino and black populations that are creating new spatial divisions within the city and suburbs.

Neighborhoods and neighborhood change are often at least implicitly understood in relation to processes taking place at scales both smaller than and larger than the neighborhood itself. Until recently our capacity to represent these multiscalar processes with quantitative measures has been limited. Recent work on “segregation profiles” by Reardon and collaborators expands our capacity to explore the relationship between population measures and scale. With the methodological tools now available, we need a conceptual shift in how we view population measures in order to bring our theories and measures of neighborhoods into alignment. I argue that segregation can be beneficially viewed as multiscalar; not a value calculable at some “correct” scale, but a continuous function with respect to scale. This shift requires new ways of thinking about and analyzing segregation with respect to scale that engage with the complexity of the multiscalar measure. Using block-level data for eight neighborhoods in Seattle, Washington, I explore the implications of a multiscalar segregation measure for understanding neighborhoods and neighborhood change from 1990 to 2010.

This article reflects on the racial configuration of urban space. Previous research tends to posit racial segregation and diversity as either endpoints on a continuum of racial dominance or mirror images of one another. We argue that segregation and diversity must be jointly understood; they are necessarily related, although not inevitably as binary opposites. Our view is that the neighborhood geographies of U.S. metropolitan areas are simultaneously and increasingly marked by both racial segregation and racial diversity. We offer an approach that classifies neighborhoods based jointly on their compositional diversity and their racial dominance, illustrated by an examination of the neighborhood racial structure of several large metropolitan areas for 1990 and 2000. Compositional diversity increased in all metropolitan areas in ways rendered visible by our approach, including a sharp reduction in the number of highly segregated white neighborhoods, transitioning mostly into moderately diverse yet still white-dominated neighborhoods, and a fourfold increase in the number of highly diverse neighborhoods. Even so, many highly segregated spaces remain, especially for whites and blacks. Latino-dominated spaces show a mix of persistence and emergence. Although compositional diversity is increasing, highly diverse neighborhoods are still rare and are the least persistent of all racial configurations. Our approach clearly demonstrates the “both/and”-ness of segregation and diversity.

Urban research on segregation and integration has been dominated by an obsessive focus on ethno-racial residential patterns, obscuring the multidimensional facets of separation versus encounter that define contemporary urban experience. In this study, we develop an explicitly multidimensional theoretical perspective that relates segregation/integration not only to residential location, but also to daily activity spaces, social networks, transnational media and communications environments, and aspects of identity and sense of place. To disentangle residential location from other facets of segregation/integration, we use GPS and interview data to analyze the socio-spatial experiences of 60 Arab-Palestinian citizens of Israel who live in ethnically homogenous Arab towns—divided equally between “localists” versus “commuters” who spend most of their daytime hours working in Jewish-Israeli spaces. While results highlight many important consequences of commuters’ long hours of daily exposure to Jewish urban mileux, daily activity spaces are only marginally associated with other dimensions of socio-spatial integration. Our analysis reveals evidence of complex relations amongst the multiple dimensions of segregation and integration. Partial integration on a few of these dimensions is insufficient to overcome the structural stratification of Arabs in contemporary Israeli society.

In this paper, I develop the concept of “bio-gentrification” as a way to broaden critical theoretical debates on the relationship between gentrification and “social mixing” policies. Bio-gentrification weds urban Marxist political economic insights to the neo-Foucauldian notion of biopower. The former stresses spatial tactics of removal and displacement and value generated through land and property. The latter assesses a wider terrain of spatial tactics, their relationship to knowledge produced about humans as living beings, and their alignment with capitalist urbanization. The Vancouver example illuminates how social mixing “truths” and practices to which they are tied generate value by naturalizing human insecurity in situ and transforming the biological existence of disadvantaged peoples into raw material for profit through a process that can be conceptualized as a “vulnerability bio-value chain.” Bio-gentrification refers to the tension between removal and embedding of disadvantaged peoples and points to the need for a bio-gentrification politics to confront this dynamic.

In this article, I contribute to recent debates about the concept of neoliberalism and its use as an explanatory concept, through the analysis of urban planning and regeneration policy in Lisbon amidst crisis and austerity. Suggesting a look at neoliberalization from a threefold perspective—the project, governmentalities, and policymaking—I analyze how current austerity-policy responses to the European economic crisis can be understood as a renewed and coherent deployment of neoliberal stances. The article presents implications for urban planning in Lisbon and thus suggests an exploration of the negotiations and clashes of hegemonic neoliberal governmentalities and policies with the local social and spatial fabric. For this exploration, I select a “deviant” case—the Mouraria neighborhood, a “dense” space in which the consequences of policies diverge sharply from expectations. In conclusion, I suggest that neoliberalization (in times of crisis) should be understood as a coherent project compromised by a set of highly ambiguous governmentalities, which bring about contradictory policymaking at the local level.

Hispanics are an internally diverse population, yet residential segregation within census-defined groups is often overlooked. Census data are used to examine evenness and exposure segregation among Hispanics in Chicago, Miami, and Phoenix along the lines of national origin, race, year of arrival, and income. Results suggest that segregation exists in Miami where there is more national origin diversity, between white and black Hispanics in Chicago, in all three cities for foreign-born Hispanic recent arrivals, and especially between high- and low-income Hispanics. Attempts to theorize immigration, social capital and solidarity, and the future of democratic society have inadequately conceptualized “diversity”; our work critically employs quantitative analysis to suggest an enriched and more nuanced socio-spatial understanding of the term.

Defining the concept of neighborhood has long been a goal in urban research. In this paper, I trace the various meanings of neighborhood articulated by scholars, from neighborhood-as-community to functional and demographic typologies, to examinations of the effects of residential environments on human behavior. In identifying the myriad meanings of neighborhood, this paper highlights the contingency and flexibility of the concept. I argue that it is precisely because of its blurriness and flexibility that neighborhood has salience: The concept of neighborhood is primarily a social and political product, created through activism, and through research on sociospatial relations. Rather than seeking a fixed definition that can apply to many circumstances, I argue that research on neighborhoods ought to focus on how neighborhoods are produced socially and, in turn, physically, through cooperation and conflict. I apply this framework of enacting neighborhood to a brief case study of neighborhood conflicts in Athens, Georgia.

Although there has been significant work done on the creation of sacred space in residential housing, not enough attention has been paid to a particular segment of Chinese religion leadership in Singapore – spirit mediums – and the processes in which they practice within the political ideology of the modernist Singaporean state. In this paper, I will show how spirit mediums operate within “unofficially sacred” spaces, specifically house temples that subvert and resist functionalist policies of the Singapore state. Using two visually focussed, participant‐observation case studies, I will argue that this subversion is sustained in two inter‐related ways—one, through the visual comportment of the spirit medium's body through behavior and aesthetic markers and two, through the social prominence of the spirit medium when he or she is in a trance. These two factors come together to temporally displace the importance of the physical location, allowing a spirit medium to operate in any location, “official” or “unofficial.”

This article examines the dislocations produced when competing understandings of public space come into contact. Focusing on Montpellier, France, where an urban renewal program has seen portions of the city-centre renovated, the article considers the breaking apart of a North African commercial cluster under the guide of French heritage protection. Arguing that such action is tiedto municipal urban politics and wider trajectories that place diverse identities in a separate category, I trace the process through which a plaza encompassed in the urban renewal program has been labelled as “empty” and “dead” space. Suggesting that the relocation of a well-used outdoor food market is an instance of public space being deliberately emptied of its social and civic function, I argue that such sites are better defined as “municipal spaces”, entities that are firmly in the realm of the state, rather than ones within the purview of diverse publics.

The emerging literature on retail gentrification has not paid much attention to the link between recent reconfigurations of retail capital (concentration, internationalization, and financialization) and the contemporary wave of “generalized gentrification”. In this paper, I argue that analyzing the strategies of stakeholders involved in sectors other than housing (in this case, the retail sector) should allow us to identify different forms of gentrification intensification. I investigate the case of the Marais – that is, one of the first Parisian neighborhoods having undergone gentrification – by mapping the frontier of retail gentrification over the long term (1965–2011) and at the scale of an entire neighborhood (more than 130 ha comprising over 2,000 commercial units). The key drivers of the process (commercial real estate, new brand development strategies, changing commercial environment, the role of public policies) and its social stakes (displacement/replacement of former stores) are then discussed.

In this article I examine connections between my past experiences on the academic job market and my research interests, particularly in regard to the notion of transgression. I offer my personal “story” of job seeking as a contribution to the dialogue concerning the relationships between personal lives and professional experiences, and as a case study of how considerations of merit can become clouded by personal and social discomfort with difference.

This paper demonstrates a local approach to assess changes in segregation at the neighborhood scale. Many studies on segregation change were conducted at a regional or city scale using a single measure. This approach is not sufficient to document the process of neighborhood change, and using one measure can reflect only a single dimension of multifaceted segregation. In this article, several local measures related to two segregation dimensions are utilized to compare segregation levels between the three census years of 1980, 1990, and 2000. Using Buffalo, New York, as the case study, I show that the local approach is effective in depicting the varying levels of segregation within a city for a given year as well as changes in neighborhood segregation levels over time. Overall, the local multidimensional approach offers an effective way of identifying neighborhood demographic transformation and detecting varied trajectories of neighborhood change across a metropolitan area.

Comparison is now taken as vital to the constitution of knowledge about cities and urbanism. However, debate on comparative urbanism has been far more attentive to the merits of comparisons between cities than it has been to the potential and challenges of comparisons within cities—to what we call “Intra-Urban Comparison” (IUC). We argue that a focus on the diverse forms of urbanism located within cities may generate critical knowledge for both intra- and inter-urban comparative projects. IUCs highlight the diversity inherent in the category “city,” revealing dimensions of the urban that are central to how cities work and are experienced. We mobilise fieldwork within three cities: Mumbai, Delhi and Cape Town, and consider both how these cities have been historically understood as different urban worlds within a city, and discuss key findings from IUCs we have conducted on infrastructures. We find that IUCs can enhance comparative work both within and between cities: reconceptualising urban politics; attending to the varied and contradictory trajectories of urban life; and bringing visibility to the diverse routes through which progressive change can occur.

This paper is situated at the intersections among GIS and geovisualization, critical social theory, and urban studies. It presents an analysis of housing segregation and unequal food and transportation access in Buffalo, New York. We demonstrate how the representation and examination of this socially complex multi-scalar issue benefits from deliberate, reflexive conversation between different critical social-spatial epistemologies. We begin with a relatively simple GIS analysis of spatial segregation and arrive through critical iteration at a more qualitatively nuanced cartogram which moves beyond representations of fixed space to reveal a much more relational situation—a case of “time-space expansion” in which the travel time needed to meet a basic daily need is much greater for the poor and people of color than it is for whiter, more affluent populations. We conclude by infusing this narrative with additional considerations from social theory to show how even a limited visualization such as ours might better critically engage broader social and discursive processes in and across urban space.

Creating social mix in neighborhoods has been an important urban policy during the past years. The aim is the development of category-crossing ties between the middle and lower classes. However, studies found little evidence of such ties. This paper identifies two reasons why this might be the case. First, studies usually analyze the resource flow from native middle classes to disadvantaged residents. Second, the resource flow is analyzed within one neighborhood only. Based on interviews and network analysis with second generation, upwardly mobile Turkish-Germans in Berlin, I show that they act as cultural and language brokers, benefiting lower class co-ethnics. They provide exactly the information and resources to people with a lower class background that are envisioned by social mixing programs. Moreover, the resource flow occurs within but also across neighborhoods, whereby ‘second neighborhoods’ such as the previous neighborhood or the neighborhood where the workplace is located are particularly important.

The scale and severity of property crashes following the global financial crisis has made vacancy a more visible and politically significant feature of cities. Although research has focused on urban experiments in vacant spaces, there has been less emphasis on how the contested property relations around vacancy remake urban governance. In this paper, we argue that debates about vacancy have been a central concern in post-crisis urban governance. In the first part of the paper we draw two conceptual approaches into a dialogue and apply them to an analysis of vacant space: that of Nicholas Blomley on property and Elizabeth Povinelli on “alternative social projects”. In the second part of the paper, we critically analyse how three groups discursively construct the need to “activate” and “re-use” vacant spaces in Dublin: grassroots groups, urban policy-makers, and financial actors. We argue that governing vacancy will be a key feature of post-crisis urbanisation.

ABSTRACT

State entities in Brazil have rolled out numerous programs to “integrate” precarious settlements into the so-called formal city of Rio de Janeiro. Two of the most visceral integration projects in Rio’s favelas have been infrastructural upgrading and public security via military police occupation. Drawing on participant observation, interviews, and policy analysis, in this paper I trace how these projects attempt to formalize land, labor, and behavior in a complex of favelas called Complexo do Alemão. Inspired by postcolonial urban approaches to formalization, I argue that formality/informality as it operates through these projects is, in part, a performative distinction deployed by the state, echoing elite and popular socio-spatial imaginaries. I add, however, that non-state actors are also involved in their own practices of formalization. Residents themselves are re-making diverse forms of property, employment, and behavior through processes of subversive formalization, informed by their geographically-embedded and historical relationships with one another.
