ABSTRACT. The subtropical forests, grasslands, and wetlands of Southeast China's Wuyi‐Daiyun Mountain Range provide essential habitats for diverse wildlife, including a dwindling population of tigers. Three primary protected areas, the Meihuashan, Wuyishan, and Longxishan Nature Reserves, contain varied wildlife habitats and also provide natural resources for 7,000 people in several dozen villages. A field‐based study of land use and habitat quality in these reserves shows that anthropogenic bamboo forests are among the least valuable habitats for wildlife but that, as the primary source of household income, bamboo monoculture is spreading rapidly and replacing habitats of greater ecological value. Although authorities in Meihuashan have demarcated the many broadleaf forest patches for strict protection, household income and bamboo‐management research in all three reserves suggests that successful habitat conservation may ultimately depend on more equitable systems of land tenure, improved cooperative cottage industries, and greater local economic diversification.  相似文献

Indonesian legislation calls for a zero-burning policy. This approach to fire management is largely in response to significant negative impacts on the economy and the environment, not only in Indonesia but also the neighbouring region, that result annually from peat fires in Kalimantan and Sumatra. In this context, the present paper investigates the local use and management of fire in Flores and Sumba islands in eastern Indonesia. Our appraisals show that people's livelihoods depend on fire to maintain grasslands and, therefore, that the national policy and legislation for zero-burning is inappropriate and needs to be revised. This follows from the fact that not all fires cause damage and are unwanted. Through a series of rapid rural appraisal interviews, we found that the fires in grasslands are often lit intentionally to maintain the grasslands that local people use to sustain a variety of livelihood activities such as cattle rearing, hunting and farming. Although fires can damage or destroy remnant dry forests in eastern Indonesia, in order to be effective, future policy formulations need to account for this human livelihood dimension and the geographic variation in fuels, climate and land use.  相似文献

The Sundarban Biosphere Reserve in West Bengal, India, is part of the largest mangrove forest ecosystem in the world. The reserve is a world heritage site and the last refuge for the endangered Bengal tiger at a crucial time when global climate change threatens their existence. The mangrove ecosystem and wildlife conservation have become the priority for the state government of West Bengal. However, in becoming so, the state government imposes restrictions on catching fish in the core and buffer areas of the biosphere reserve, which intensify fishermen's everyday resource‐access struggles in the mangrove forest. This paper examines the conflict between local fishermen and conservation needs, broadening the understanding of human‐environment relationships in the Sundarbans region of India.  相似文献

Indigenous Lands in the Brazilian Amazon intend to guarantee indigenous rights and conserve forests, although many do not correspond to peoples' territorial needs and may not effectively preserve wildlife. Most indigenous people rely on game for subsistence, and the spatial distribution of hunts and prey determine hunting sustainability and wildlife conservation. I examined the Kaxinawa hunting territory dynamics through the participatory monitoring and mapping of 10 ILs. The Kaxinawa are central-place foragers whose ideal hunting territories have a circular shape with a radius of 5 km. The geopolitics of the Kaxinawa combined with spatial occupation distort hunting territories to maintain indigenous control while respecting the territories of nearby villages. The fission of large villages leads to reduced hunting territories but increases the overall hunted area, consequently affecting game populations. Kaxinawa hunting did not lead species to extinction. The Kaxinawa hunted 65% of prey within 2.5 km of the villages and the other 30% within 5 km. Although all of the species were hunted close to villages, the prey were smaller, and several sensitive species were rarely hunted. The replacement of such sensitivity for more resilient low-ranked species on hunting bags suggests that these species might be depleted near villages. These findings provide objective standards for titling Indigenous Lands and for improving wildlife management within these lands.  相似文献

How researchers describe groups living within or near the world's tropical rain forests has important implications for how and why these groups are targeted for assistance by conservation and development organizations. This article explores how data about market behavior can be used to assess one aspect of forest peoples’ livelihoods: their “dependence” on forest resources as a source of market income. With the intent of revealing the importance of methodology to how we describe forest peoples’ livelihoods, I draw from a multiyear survey of market activity among the Tawahka Sumu of Honduras and distinguish nested measures of the Tawahkas’ engagement in forest‐product sale. Results indicate that whether or not the Tawahka —or any forest group — can be considered financially “dependent” on forest resources depends on the spatial and temporal scales at which data are aggregated. As a group, the Tawahka earned 18 percent of total market income from forest‐product sale, but their group profile masked a high degree of heterogeneity at the village and household level. Similarly, multiyear data indicated that while group‐level generalizations adhere from year to year, they belie considerable change in households’ market behavior across years. I discuss three ways in which the findings are relevant to the theory and practice of conservation and development in the humid tropics. I emphasize the importance of spatial scale in interventions, how market‐oriented conservation schemes can benefit from a broader conceptualization of the economic context in which forest‐product sale occurs, and how longitudinal analysis can reveal the dynamism of forest peoples’ livelihoods.  相似文献

Social science research on nature conservation ascribes enclosures and the consequent evictions and dispossession of local people to unequal power relations. It reveals that the monopoly of power by the state configures new relations between local people and their natural resources, and legitimizes land grabbing. In this paper we build on this literature by engaging two questions. The first question relates to how land tenure regimes enable green grabbing and also configure the participation of local people in nature conservation enterprises. Knowing how land tenure regimes structure the involvement of local people in nature conservation is a necessary step toward an inquiry into the relationship between local people and protected areas. In the second question we ask how historical land tenure allocations enable current configurations of power relations in conservation areas. We use the case study of Mapungubwe on the Botswana‐South Africa‐Zimbabwe borderlands to demonstrate that historical land tenure allocations facilitate land alienation and the marginalization of local people in TFCAs.  相似文献

Plans for establishing bird wildlife nature reserves and areas where bird wildlife can be protected are discussed. Areas already established for this purpose are mentioned, as are other important areas worthy of protection. An attempt is made to evaluate the criteria for the selection of such important areas in the future.

A classification is made of the areas in question, such as wetlands and other biotope types in forest and mountain localities. The main criterion is that the area should satisfy at least one important life function, such as breeding, foraging and resting (primarily of migrating birds), moulting, and wintering. The man-made threat towards the maintenance of these natural areas for the preservation of bird wildlife must be controlled, and the resources available for conservation must be well argued by public and private nature conservation organizations and institutions.  相似文献

This paper focuses on the interplay between environmental narratives, identity politics and the management of forest resources in Madagascar. While efforts to conserve the island's biological diversity have centred primarily on the designation of protected areas, policies have increasingly focused on local communities. The experiences of the last 20 years have shown that community-based approaches to conservation offer considerable challenges due to the complex politics of natural resource use, which involve multiple and diverse stakeholders, often with very different and sometimes conflicting values. In this paper, I focus on the environmental perceptions and values of two groups in the Central Menabe region of western Madagascar – conservation organisations and rural households – revealing a contrasting set of views regarding the region's forest. I show that the conservation discourse has changed over time, increasingly emphasising the biological diversity of the region's tropical dry-deciduous forest and prioritising non-consumptive uses of natural resources. Although policy has changed in response to changing values, I show that it has been underpinned by the notion that hatsake (‘slash-and-burn’ agriculture) is an irrational practice driven by necessity rather than choice. Policy has thus sought to provide livelihood alternatives, firstly through forestry, then through changes in cultivation and increasingly through tourism. This misunderstands the local view of the forest, which sees hatsake as a way to make the land productive, as long as it is carried out responsibly according to local fady (taboos). As well as facing problems of translating conservation goals into local values and misunderstanding the motives for forest clearance, policy has been based on a narrative that attaches particular land use practices to ethnic identities. I argue that this ignores the history and fluid reality of both identity and land use.  相似文献

Understanding the reasons for conflict between elephants and people who live adjacent to conservation areas remains key to recruiting them as allies in preserving elephant populations. The Tsavo region of Kenya has become a notable battleground for elephant conservation in East Africa, characterized by ivory poachers, crop damages by elephants in communities adjacent to parks, and electric fencing to control human and wildlife mobility. Oral histories of six ethnic groups reveal how such human‐elephant conflict emerged during colonial times through a landscape transformation process involving elephants, livestock, people, and vegetation. The general trend over the past two centuries involves a transition from a precolonial modality characterized by human and elephant mobility to their increasing immobility, spatial separation, and conflict. Understanding of the historical emergence of that conflict forces recommendation of a change in policy direction, from further reducing mobility to restoration of mobility and spatial reintegration of people in parks. There has been extensive debate on the conservation impact of people located within protected areas. In a tiger reserve in central India, we find that the densely populated villages located outside the park boundary are better connected to regional markets by road networks, and are associated with greater deforestation rates and more forest fragmentation compared to the more isolated villages in the park interior. The park itself however appears well protected in terms of forest cover and connectivity. Instead of focusing on resettlement of forest villages, forest protection needs may be better served by working with these surrounding communities to develop alternate mechanisms for income generation.  相似文献

This paper reviews how state policy and regulatory instruments, including protected area alienations and concessions, have altered or denied the access to land and natural livelihood resources of the indigenous Basarwa and minority subsistence-oriented communities in the Okavango Delta (OD) in Botswana. Drawing on field research and guided by a sustainable rural livelihoods framework, the paper provides an overview of key institutional interventions – in particular the setting up of the Moremi Game Reserve, Wildlife Conservation Policy, Tourism Policy, Agricultural Development Policy and the erection of veterinary fences – that have served to privilege a foreign-owned and dominated commercialized wildlife and nature tourism sector and the export-oriented beef industry in the OD. The officially sanctioned barriers to customary and usufructory rights and access, and the non-recognition of historically embedded traditional land uses have decimated already marginalized resource-based subsistence livelihoods, and precipitated intergroup conflicts over preferential rights and access to resources and opportunities, notably wildlife, non-timber veld products, agriculture and community-based tourism schemes. Such outcomes, moreover, will have consequences for the longer-term sustainability of the OD both as a socioeconomic resource base and as a natural ecosystem.  相似文献

Human-wildlife conflict (HWC) is a global conservation issue of increasing concern, and understanding the factors driving conflict is crucial for preventing or mitigating it. In many parts of China, large human populations and increasing development has led to an escalation in HWC with both carnivore and prey species. In this paper we assess herder attitudes toward blue sheep (Pseudaois nayaur, Hodgson, 1833), white lipped deer (Carvus albirostris, Przewalski, 1883), red deer (Cervus elaphus, Linnaeus, 1758), and marmot (Marmota himalayana Hodgson, 1841) through interview-based surveys conducted in 46 households across 8 villages in Qilianshan National Nature Reserve, Gansu, China. We also examine the perceived impact of three ecological-restoration policies (anti-grazing, sustainable grazing, and grass-planting policies) on livelihoods, and how this affects attitudes toward wildlife. Herders reported neutral attitudes toward wildlife species in general, but reported negative attitudes towards blue sheep. Mixed-effects modeling revealed that herder attitudes toward the target species varied significantly across villages, but other socioeconomic variables had limited explanatory power for attitudes. Furthermore, we found that while policy implementation was negatively perceived by herders, anti-grazing policy implementation and total policy implementation were positively correlated with positive attitudes toward wildlife, highlighting a potential gap between perceived threats and actual threats. Finally, we show that the leading cause of reported livestock death is preventable disease, alleviation of which may help improve attitudes toward wildlife.  相似文献

Forests are major sources of energy, timber and non-timber forest products, medicinal and aromatic plants, hydrological functions, biodiversity conservation, and also fundamental sources of revenue collection to the nation. Studies indicate that forests could significantly enhance economic growth and create employment opportunities for local communities under intensive management. This paper aims to predict the contribution of the forest sector to the national economy. The economic facets of forestry considered in this paper are revenue generated from timber, non-timber forest products (NTFPs) and medicinal and aromatic plants (MAPs), and protected areas. The ARIMA model was used to forecast the economic contribution of the forestry sector. The study found that the total revenue generated from the selling of timber and fuelwood (USD 50.19 million) was higher than the total revenue collected from protected areas (USD 37.58 million) and NTFPs/MAPs (USD 6.9 million) in the past 15 years. The model projected that the mean revenue for the timber and fuelwood sale will USD 3.5 million for the next ten years. Similarly, the mean revenue will be generated about USD 0.5 million and USD 6.2 million from NTFPs/MAPs and protected areas, respectively, for the next ten years. The study limits to take account the in-kind use of forest products such as timber, fodder, fuelwood, etc., as used by community people within a forest users’ groups. Thus, practicing sustainable forest management, enabling policy documents, establishing forest-based industries, establishing forestry nurseries, conducting agroforestry practices, and tenure security could enhance the forestry sector's economic aspects.  相似文献

When the attitudes of local people towards wildlife and conservation are not aligned with those of other stakeholders, significant conflicts can result, potentially undermining conservation efforts. We collected attitudinal data from 171 local people and 59 governmental staff from a Nature Reserve in southwestern China. These attitudinal questions covered key topics of ecosystem services, protected areas and human-wildlife coexistence. Statistically significant (p<0.05) similarities of responses between local people and staff were identified and the nature of any disparity was investigated. The majority of attitudes relating to protected areas (60%) and coexistence (100%) were statistically similar between the two groups, unlike 25% of responses relating to ecosystem services. Few characteristics of staff were statistically associated with their attitudes, whereas responses from local people were frequently associated with sub-village. Such attitudinal studies inform recommendations that consider the potential for future conflicts that might persist following attitudinal disparity between two key stakeholders.  相似文献

Large landscape planning for wildlife corridors often requires inclusion of private lands and willing landowners to establish successful pathways to and from protected core habitats. Using mail survey data, we spatially assessed carnivore occurrences, perceptions of carnivores, and landowner preferences toward conservation planning tools from three communities to quantify conservation opportunity and risk related to carnivore movement on the landscape. The mapping of social data illustrates the importance of understanding individuals for conservation planning. The approach has the potential to identify areas that pose risks or present opportunities for the implementation of on-the-ground conservation actions to facilitate long-term wildlife movement across private lands.  相似文献

Deforestation and forest degradation are the most important land use change processes in the Philippines. These processes are an important threat to the highly rated biodiversity of the country. Only a small fraction of the natural forest that once covered the country remains. In spite of different policies that aim to reduce logging recent commercial deforestation, illegal logging and agricultural expansion pose an important threat to the remaining forest areas.In this paper we discuss the role of (land use) modeling approaches for assessing the threats and trade-offs of protecting the designated nature areas. At the national level different scenarios of land use change and implementation of the protected area policy are evaluated and discussed based on a spatially explicit land use allocation model. For one of the main national parks, the Northern Sierra Madre Nature Park, a detailed analysis is presented based on in-depth knowledge of the region. The two modeling approaches discussed in this paper aim at different scales and provide complementary types of information to support the planning and management of nature conservation strategies. The combination of land use change analysis at different scales respects the hierarchical organization of the land use system and addresses different levels of protected area management. The results indicate that land use change models are useful tools to inform protected area management as long as the selection of the model approach is based on the research and policy questions at the appropriate scale.  相似文献

ABSTRACT. Rural private lands in the Mountain West of the United States are undergoing a profound land‐use conversion, from agriculture to low‐density residential or exurban development, though little scientific study documents the ecological consequences of this change. Nongovernmental conservation organizations are working with ranchers to keep rangeland out of development and in ranching, ostensibly because these organizations believe that biodiversity is better protected on ranches than on exurban developments. We compared plant and wildlife communities across the principal rural land uses in the Mountain West: protection, livestock ranching, and exurban development. Native plant and faunal biodiversity was better maintained on ranches and protected areas than on exurban developments. Exurban developments favored species that were nonnative or adapted to human‐altered environments. The continued conversion of ranches to exurban development suggests a long‐term alteration of the region's natural heritage.  相似文献

Between 1992 and 2008 subsidization of mandatory set aside land under the EU Common Agricultural Policy (CAP) gave rise to the establishment of a characteristic type of multifunctional hunting landscapes in Denmark, primarily located on fallow land in tilled valley bottoms. A national survey of these landscapes in 2006 has been carried out and 1061 hunting areas have been identified nationwide. Subsidies relating to set aside land acted as a supplementary type of income, which supported the development of multifunctional land use on marginal soils where the income from hunting and subsidies in combination was a viable alternative to monofunctional rotational agriculture. Hunting landscapes developed as the consequence of landscape management strategies designed to comply with the requirements of the CAP while improving habitat conditions for wildlife and increasing income from hunting rental activities. Forty-seven percent of the hunting landscapes in 2006 were in rotational production in 2010 while 19% were used for other agricultural purposes and 34% were taken out of the subsidy regime and removed from the general agricultural register. In 2012, a total of 431 such areas ? 41% of the areas identified in 2006 ? were still used for hunting. The number and geographical distribution of the hunting landscapes seems closely related to the potential average hunting rent, the level of urbanisation and the occurrence of manorial estates with traditions for multifunctional land use as part of their economic strategy. Implications for the ongoing discussion on land use policy concerning land sharing vs. land sparing is discussed.  相似文献

In Nepal, nearly half of the total land is covered by forest, which holds a potentially important position in promoting rural livelihoods and in alleviating rural poverty. The rural landscape that encompasses an agrarian economy, a fragile ecology, and a complex and differentiated society is changing rapidly in Nepal today. Although poverty alleviation has been one of the top priorities for national development since 1976, poverty still remains widespread, persistent and it is also an acute problem in Nepal, where people are in a state of deprivation with regard to incomes, clothing, housing, healthcare, education, sanitary facilities and human rights. Thus, Nepal is considered as one of the poorest countries in South-Asia, with 25.2% people living below the poverty line. The objective of this study was to assess changes in poverty of forest users brought on by the community forestry program, in order to analyze the level of participation in community forestry management activities. For this study, Bajhang district was chosen as the study site, which is one of the poorest and most remote districts in the country of Nepal. Different Participatory Rural Appraisal methods such as face-to face interviews, focus group discussions and key informants’ interviews including secondary data were used to gather information. The findings showed that the forest users’ participation in meetings, discussion and other activities, like community forestry management or silvicultural operation related to community forestry, was high. The assessment found that 42.3%, 32.6% and 25.1% of respondents strongly agreed, agreed and were neutral, respectively, towards the idea that poverty reduction from community forests had occurred. The results showed almost all the respondents were depended upon agriculture and/or forest resources for their livelihoods. Different ecosystem services such as ethnomedicines, aesthetic value and ecotourism, control of soil erosion/land-slides, water recharge and soil fertility have increased due to the decomposition of leaf litter. This was apparent from the formulation of community forests. Poverty in rural areas of the country is still higher than in urban areas and the incidence of poverty is the highest in the Far western Province where this research was conducted, Therefore, the government, policy makers and other stakeholders should work hand-in-hand to effectively reduce the poverty that persists in Nepal.  相似文献
