舟曲"8.8"特大泥石流灾害治理之我见 总被引：2，自引：0，他引：2
甘肃舟曲三眼峪和罗家峪"8.8"特大泥石流灾害,是新中国建国以来人员伤亡和财产损失最为严重的一次泥石流灾害事件.灾后,三眼峪和罗家峪内山坡和沟道仍堆积大量松散固体物质,寨子沟、老鸦沟、硝水沟和龙庙沟泥石流潜在危险大,流域水土流失加剧,环境承载力差,现有防灾能力不足,白龙江舟曲段河道淤塞严重,未来泥石流发生不可避免.基于此,提出以防灾减灾为着眼点,以治灾和消灾为立足点,全面提高舟曲城区泥石流防灾能力,与白龙江河道整治、城区防洪设施建设改造和区域生态环境保护相结合的灾害防治指导思想.泥石流治理应遵循全面规划、综合治理,以工程治理为主、生态环境保护与工程治理相结合,以拦为主、确保足够拦沙库容、拦排结合,以治沟为主、治沟和治坡相结合的基本原则.建议以历史上出现的最大规模灾害,即"8.8"泥石流作为三眼峪、罗家峪泥石流的设防标准,对寨子沟、老鸦沟、硝水沟和龙庙沟采取100 a一遇的泥石流设防标准,采取拦排措施与生物措施相结合的综合治理方案.通过稳坡坝、护岸坝、拦沙坝、抗滑桩和挡墙、泥石流停淤场、泥石流排导工程、河道疏浚等工程措施和植物措施,构建完整的泥石流防治体系,确保舟曲县城和下游人民生命财产的安全. 相似文献

2010-08-07T23:00左右,甘肃省甘南藏族自治州舟曲县县城北面的罗家峪、三眼峪流域突降强暴雨,引发了特大泥石流灾害.泥石流将沿途村庄和城区夷为平地,摧毁了沿途的楼房民居,毁坏了大量的农田.泥石流还冲进白龙江形成堰塞湖,将半个舟曲县城淹在水中.此次泥石流流速快、流量大、规模超大,发生于半夜,且表现为山洪-泥石流-堰塞湖灾害链形式,因而造成重大人员伤亡和财产损失.截止08-15,共造成4 496户、20 227人受灾,水毁农田约95 hm2、房屋5 508间,1 248人遇难,496人失踪,是建国以来我国损失最严重的泥石流灾害.现场调查与遥感图像分析表明,舟曲泥石流是局部强降雨作用下发生的百年一遇的水力型特大泥石流灾害.三眼峪、罗家峪泥石流总方量约220×104 m3.沟内储存的大量的崩塌、滑坡体及坡积物、残积物为泥石流提供了丰富的固体物质.形成区陡峭的地形以及沟道内堆石坝、拦沙坝形成的陡坎级联堵溃效应,加大了泥石流的流速、流量与破坏力.在分析本次泥石流的背景条件、灾害成因、特征以及发展趋势的基础上,提出了相应的减灾对策. 相似文献

强震区都江堰市龙池镇泥石流物源的遥感动态演变 总被引：1，自引：0，他引：1
"5·12"汶川大地震导致大量碎屑物质在陡峭的斜坡积累,当遇到强降雨时极易成为泥石流的物源地。2010-08-13一场暴雨导致都江堰市48条沟同时暴发泥石流。选择汶川地震高烈度区的龙池镇境内12条泥石流沟为研究区,采用基于遥感的手段研究"5·12"震前、震后、"8·13"暴雨后泥石流流域内物源的变化特征。强震后研究区泥石流流域物源重要变化是大量的崩滑体被诱发。暴雨后研究区泥石流流域物源变化是震后产生的滑坡产生了不同程度的滑移扩张。通过开展遥感解译,结合野外调查,详细论述了研究区泥石流物源的变化情况。将"5·12"汶川地震前(2007-09-18)经波段融合后15 m的TM影像与地震后(2009-02-10)的2.5 m全色SPOT5影像相比较,发现泥石流流域内的滑坡体积由震前的0.86×106m3增加到地震后的42.30×106m3,即汶川高烈度区经过地震后新增滑坡体积达4 835.94%。而经过暴雨后(2011年7月)的0.5 m全色波段WorldView-2影像,泥石流流域内的滑坡体积又增加到68.85×106m3,即研究区经过暴雨后新增滑坡体积达62.76%。研究结果表明,汶川震区在地震及暴雨下物源量猛增,导致泥石流暴发的概率很高。 相似文献

"8.13"四川清平群发性泥石流灾害成因及其影响 总被引：4，自引：1，他引：3
汶川地震触发的大量崩塌滑坡改变了泥石流流域的物源条件,地震灾区震后泥石流活动呈现出愈加明显的高频率、群发性、大规模的特征.地处四川省绵竹市西北部的绵远河上游震后已多次暴发了泥石流.2010-08-13和08-18,在局地暴雨诱发作用下,绵远河上游的清平乡和天池乡境内的24条沟谷同时暴发了泥石流,冲出的固体物质高达1.08×107m3,其中仅清平乡附近,泥石流堆积扇规模就达到7.62×106m3,泥石流淤满河道形成了1.5 km2的堰塞体,致使14人死亡和失踪,清平乡境内大量震后重建的民房遭淤埋,泥石流多次中断九环线的重要支线--绵(竹)茂(县)公路汉旺-清平段,直接经济损失高达4.3亿元.此次群发性泥石流灾害剧烈的改变着震后局部的河流微地貌形态,对灾后恢复重建和发展规划也将产生深远影响.本研究从汶川地震对绵远河上游泥石流流域物源条件的影响分析入手,着眼于泥石流形成的基本条件,分析了2010-08-13(简称"8.13")特大群发性泥石流的成因:汶川地震后绵远河上游两侧支沟内积聚的巨最固体松散物源是此次泥石流形成的前提条件;1 h雨强达37 mm、累计达203.5mm的高强度暴雨是泥石流最直接的激发因素.泥石流物源区和堆积区的堆积物颗粒分析结果表明,泥石流以粘性泥石流活动为主.作为汶川地震后典型的次生山地灾害链过程,泥石流活动是自然地貌演化的必然结果,但此类远远超越常规规模和频率的泥石流灾害的影响将是一个长期的过程.因此,建议对危害居民点的重点沟谷提高泥石流治理标准,调整汛期的防洪方案. 相似文献

针对2017年8月8日九寨沟地震可能引发更多泥石流灾害及其防治的问题,基于2018年6月25日四川九寨沟县西番沟泥石流灾害的现场调查和物源特征分析获得泥石流的性质及其发育成因,并提出防治对策。研究发现2018年6月25日西番沟泥石流为50年一遇的中等规模低频稀性泥石流,其流量为80 m~3/s,一次泥石流总量约1. 5万～2万m~3,流速约5. 5～6 m/s;其发育的成因之一是2017年8月8日四川省九寨沟县发生7. 0级地震引发高山区松散固体物质增加所致。调查显示地震引发可能参与泥石流运动的物源数量和动储量分别为78. 81×10~4m~3、23. 64×10~4m~3。由于流域内还存在大量的松散物源,泥石流还可能在进一步的降水作用下发生,今后的防灾减灾宜采用工程措施和群测群防措施。 相似文献

打水沟为宝兴河右岸的一级支流,位于宝兴县城城区,流域面积1.01 km2,主沟长度1.85 km,主沟比降640‰.受芦山“4·20”地震的影响,流域中下游直接引发了大量的崩滑体,加之地形陡峻,且位于青衣江-鹿头山暴雨区边缘,极容易发生泥石流.一旦发生泥石流,将会对沟口建筑和人员的安全造成巨大危害.通过对打水沟地震前后遥感影像的解译,结合野外考察,综合判定该沟为地震触发的潜在性泥石流沟.进一步分析估算,由于地震震动导致流域内发育6处崩塌体,总面积20375 m2,松散固体物质总量为15.20×l04m3.在分析泥石流形成条件与发展趋势的基础上,提出了打水沟泥石流减灾方案,并对泥石流排导槽梯形最佳过流横断面进行了设计.通过计算分析得到,在排泄设计标准的泥石流时,排导槽的最佳过流断面宽度为2.38 m,深度为2.23 m. 相似文献

谷坊坝是泥石流治理的重要工程措施之一。化石板沟泥石流治理工程共设13座谷坊坝,组成梯级谷坊坝群;坝体主要分布在泥石流形成区和流通区,混凝土结构,轴向两端嵌入沟道两侧基岩0.5～1 m。通过对比化石板沟谷坊工程修建前后沟床纵坡比降、沟道两侧斜坡稳定性及泥石流侵蚀速率等方面的差异,证明谷坊工程能够有效拦蓄松散固体物质、稳固沟床和岸坡、降低沟道纵坡比降、降低泥石流流速和耗散流体能量、抬高沟道上游泥石流侵蚀基准面。研究发现,化石板沟谷坊坝群共拦截固体物质2.76×104 m3,仅占流域物源总量574.9×104 m3的0.5%,占近期可供给泥石流活动的物源量85×104 m3的3.3%;稳固沟床松散物质4.37×104 m3,仅占流域物源总量的0.76%,占近期可供给泥石流活动的物源量的5.2%;稳固沟道两侧坡体松散物质134.07×104 m3,占流域物源总量的23.3%,泥石流物源减少;回淤的沟道比降为原比降的60%～75%,相同频率下泥石流流速、峰值流量降低,沟道侵蚀速率下降,泥石流输沙量减少35%～57%;上游泥石流支沟侵蚀基准面抬升0.3～0.5 m。泥石流呈现从粘性到稀性,再到含沙水流的趋势发展。 相似文献

在2008 -05 - 12汶川地震后的极震区暴发了多处群发性泥石流灾害,龙溪河流域的龙池“8·13”群发泥石流灾害就是其中之一.龙溪河流域在2010 -08 -13遭遇强降雨过程,流域内共有45处暴发泥石流,其中34处沟谷泥石流,11处坡面泥石流,泥石流冲出总量共334×104m3,造成大量泥沙淤积在龙溪河下游河道内,该段河床平均淤高5 m.诱发“8·13”群发泥石流的最大1h降雨量达75 mm,相当于20 a一遇的1h降雨量.“8·13”群发泥石流中88.9％的泥石流活动集中在汶川地震发震断裂带附近3 km范围内,仅有11.1％的泥石流分布在距汶川地震发震断裂带3～5 km范围.除受汶川地震发震断裂带影响外,泥石流分布还受地层岩性和地形的影响.龙池群发泥石流以粘性泥石流为主,占总数的88.9％,而稀性泥石流很少,仅占总数的11.1％.小规模泥石流占多数,达到总数的60.0％;大规模泥石流很少,仅占总数的11.1％,其他为中等规模泥石流.泥石流流域主要为小流域,＜1 km2的泥石流流域占多数,达到总数的68.9％;而＞3 km2的泥石流流域很少,仅占总数的6.7％.龙溪河河道内的泥沙淤积受泥石流活动、主河道坡度和宽度的控制,河道上半段没有泥沙淤积,而下半段有大量泥沙淤积.龙溪河河道内淤积的泥沙颗粒粒径受沿岸泥石流流域岩性的影响,粒径从龙溪河上游到下游呈明显的从大到小的变化规律.龙溪河流域在遭遇较强降雨时还会暴发泥石流灾害;在汶川地震发震断裂带附近的山区,在暴雨激发下还有可能暴发群发性泥石流灾害.在雨季到来时需要提高警惕,预防地震次生泥石流灾害,特别要提防不易被发现的小流域泥石流灾害,做好防灾预案和预警报工作,最大程度地减轻泥石流灾害. 相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations.
