Owing to the geographic disadvantages of mountain villages, the social, cultural, and economic conditions of mountain villagers are inferior to those of urban dwellers in South Korea. Thus, in 1995, the The government of South Korea launched a mountain village development support program to promote agriculture and forestry, balance national land development, and preserve cultural heritage. The program was effectively implemented, improving the income, population size, and living conditions of villagers in addition to setting up a system for stable project implementation. However, concerns were raised about long-term development planning, the creation and marketing of specialty brands, facility management/operation, and follow-up support. The government conducted surveys of mountain villagers in 2003 and 2014, obtaining basic data to address these issues. This study evaluates the outcomes of these two surveys, suggesting areas requiring focused action, concentrating on village development projects, forest resource distribution and use, demographic trends, the economy, exchange with urban areas, green tourism, and master planning. We find that despite growth in the forest labor force, forest ownership is diminishing in terms of the number and scale of holdings. Consequently, it is necessary to commercialize forest resources, establish favorable settlement conditions, and expand government support for village-run projects. In addition, systematic forest management for older tree age classes would benefit the public and provide assets for future mountain village development. Our results are expected to provide baseline information for the establishment and efficient implementation of mountain village development policy.  相似文献

As the most important ecosystem in Beijing, the forest supports a lot of ecosystem services to local and around communities, which plays a key role in the maintenance of urban ecological security.However, the valuation on the forest ecosystem services based on regional scale could not provide precise and reasonable values for forestry sector management.In this study, we estimated the magnitudes and economic values of the forest ecosystem services in Beijing at sublot level.The economic value of forest ecosystem services in Beijing was estimated to be 19 339.71×10 6 yuan(RMB) in 2004.Among all the ecosystem services indicators we estimated in this study, only fruit, timber and part of the recreation(which only include the tourism income from the forest parks and scenic areas, but not include that from other forest types) were measured in the social economic system.As estimated in this study, more than 82.19% of the economic value of forest ecosystem services could not be measured in the socio-economic statistical system.The importance of forest ecosystem services in Beijing to human welfare was underestimated by the socio-economic system.Therefore, the policies about the eco-compensation of forest ecosystem services should be established to maintain the sustainable supply of the forest ecosystem services in Beijing.  相似文献

Mangrove forests occur extensively in the tropic areas rich in wildlife and other nonforestry resources and provide a wide array of raw materials for livelihood and production processes and have been a major source of income generation and subsistence for the local people.Exploitation of timber, fuel wood, poles, industrial raw material, and many other non-wood products from the mangrove forests give rise to large scale economic activity and income generation. At present, mangrove forests are facing great peril. Reckless exploitation and swampland reclamation result in their gradual degradation. The degeneration of forest landscapes is mainly caused by human impact on the natural environment, which is posing a great threat to biodiversity. We studied the relationship between forest landscapes and birds in mountain regions of Xishuangbanna, Yunnan Province. In Jinuo ethnic region, forest landscape is degenerating, and bird diversity is reducing as a result of human influence. However, in Hani ethnic region of Mengsong area, a comparative study area, there are also traditional practices of agriculture and forestry. The traditional practices are dynamically adaptive to local geographic environment and social economic conditions. A great deal of biodiversity exists in the place where people have lived for many generations and use the resources of environment in a sustainable manner. Considering bird diversity and forest landscape of mountainous area, both economic and ecological benefits should be taken into account, which relate to land use and landscape protection. Biodiversity conservation, resource management and policy making should pay much attention to the best interconnection of land use and landscapes protection.  相似文献

Ever since the disastrous floods of 1998, the Chinese government has used the Natural Forest Protection and Sloping Land Conversion Programs to promote afforestation and reforestation as means to reduce runoff, control erosion, and stabilize local livelihoods. These two ambitious programs have been reported as large-scale successes, contributing to an overall increase in China’s forest cover and to the stated goals of environmental stabilization. A small-scale field study at the project level of the implementation of these two programs in Baiwu Township, Yanyuan County, Sichuan, casts doubt upon the accuracy and reliability of these claims of success; ground observations revealed utter failure in some sites and only marginal success in others. Reasons for this discrepancy are posited as involving ecological, economic, and bureaucratic factors. Further research is suggested to determine whether these discrepancies are merely local aberrations or represent larger-scale failures in reforestation programs.  相似文献

China is a mountainous country,and Southwest mountain areas cover the most mountain areas in China and have the most serious problems.Taking Zhaotong city as the study area,based on 902 rural household questionnaires of 11 villages in 2 counties and Tobit model,this paper analyzes the geographical differences and influencing factors of energy consumption for non-production purposes of rural households living in different terrain conditions.This research finds that:(1) Coal takes up the main part of energy consumption in valley areas and coal consumption is mainly affected by per capita cultivated land area,household income,proportion of rural household energy expenditure in total expenditure,coal price,and family population size.Firewood takes up the main part of energy consumption in high mountain areas and firewood consumption is mainly affected by per capita firewood forest area,distance to purchase coal,household income,electricity price,and coal price.(2) Only when the distance is greater than 20 kilometers,that is the average distance of rural households living in middle mountain areas(1,600m~1,800m) to purchase coal,the transportation condition has a significant impact on coal consumption.(3) In high mountain areas,prices of coal and electricity are the main factors influencing energy consumption choice of rural households.Too high prices of coal and electricity would to some extent lead rural households to choose firewood as the main energy consumption type.Compared to coal,rural households prefer to choose electricity.  相似文献

Forest fire is one of the major causes of forest loss and therefore one of the main constraints for sustainable forest management worldwide. Identifying the driving factors and understanding the contribution of each factor are essential for the management of forest fire occurrence. The objective of this study is to identify variables that are spatially related to the occurrence and incidence of the forest fire in the State of Durango, Mexico. For this purpose, data from forest fire records for a five-year period were analyzed. The spatial correlations between forest fire occurrence and intensity of land use, susceptibility of vegetation, temperature, precipitation and slope were tested by Geographically Weighted Regression (GWR) method, under an Ordinary Least Square estimator. Results show that the spatial pattern of the forest fire in the study area is closely correlated with the intensity of land use, and land use change is one of the main explanatory variables. In addition, vegetation type and precipitation are also the main driving factors. The fitting model indicates obvious link between the variables. Forest fire was found to be the consequence of a particular combination of the environmental factors, and when these factors coexist with human activities, there is high probability of forest fire occurrence. Mandatory regulation of human activities is a key strategy for forest fire prevention.  相似文献

森林可燃物类型的空间分布是林火蔓延、灭火可视化建模与仿真中需要考虑的重要因素之一。在对森林可燃物类型划分的研究进行回顾的基础上,提出了考虑树种信息的分类方法。根据漳平市2003年小班图层中的优势树种信息,获得该市2003年四种森林可燃物类型即竹林、阔叶树、杉木林以及马尾松的空间分布专题图。在此基础上,采用面向对象分类技术,对ASTER影像进行分类,探测每种可燃物类型的内部变化和外部变化。该技术利用影像分割技术构建分类对象,使每个对象具有光谱信息的同时,具备大小、形状、拓扑关系、类别层次等诸多信息。对分类结果进行评价的结果表明,利用面向对象分类技术,充分利用了光谱特征以及类别相关特征,提高了分类精度,分类的面积精度达到89.3%。由于影像分割过程应用了专题图层,对象的边界不会超越专题图层的边界,使得对现有图层的更新尤为容易。最后,利用矢量格式的遥感分类结果对原森林小班图层进行更新,获得新的可燃物类型图层,作为林火可视化模型的输入图层。该研究不仅提供了现势性强的森林可燃物类型图层,而且在不破坏原小班边界的基础上,对发生变化的区域进行刻画。对于森林资源管理者,提供了实地调查过程的目标区域的信息。  相似文献

Livelihood of the people in Nepal hills depends much upon forest resources in addition to farming as forest plays a critical role in the well being of the farming households where access to alternative sources, such as energy for cooking, nutrition for animals, materials for fertilizer and constructing materials for shelter, are limited. Thus, the well being of the people in the hills is directly affected by the management of these forest resources. This issue was addressed in this paper by examining the forest resource management practices and its effect on well being of rural people in two different stages in a village lying in the steep hill of Mahabharat Range in the southern hills of Kathmandu valley, Lalitpur District. The main ethnic/caste groups in the villageare Brahmin/Chhetri (high Hindu caste),Magar/Tamang (Tibeto Burmans) and Kami (occupational caste: cobbler). Currently there are four community forest users groups, with mixed ethnic membership, organized to manage the forest resources. The endowments, weak institutional settings, before 1990 helped the Bhramins, Magars and Tamangs to get access into the private forest endowment, which made them easy to get access to the forest resources, mainly fuel wood, fodder and timber in 1990 and enhanced their well beings. But the socially backward Kami could not get benefit from the institutions that existed during that time and had less chance to enhance their well beings. After the set up of different endowments during late 199os, i.e.,hand over of forest management to users groups in line with the concept of community forest,environment to use the forest resources became better for all the groups, along with the management of the forest. This enhanced the well beings of all the groups in the study village. However, the ability of Kami to use the forest resources to enhance their well beings was still lacking behind. The reason was partially due to the difference in endowments carried over from the endowments before 199o, and partly due to their occupational work and location of their settlements.  相似文献

This study uses the data from a sample survey conducted in April 2007 on 1 251 rural households in 11 villages of Henan Province, the largest less developed agricultural province in China, to examine how geography affects rural household income (RHI). The quantitative analysis indicates following results. 1) The significance of the traditional geographical factors reduces as RHI rank increases. 2) The landform does not affect the RHI significantly. The per capita income of rural household in a plain area is lower than that in a mountainous area. And 3) the capital endowment and status of non-farm economic activities contribute to the increase of RHI. But the probability and intensity of non-farm economic activities of rural households in urban outskirts villages are higher than that in non-urban outskirts villages. Based on the results, the paper further concludes that geography still plays a significant role in rural development, but it is changing over time. The agricultural resources (such as per capita arable land) significantly affect RHI with the relatively lower income level, while the geographical location shows a more significant impact on RHI with the relatively high income level. Along with economic development, the proximity replaces the traditional geographical factors such as landform and physical resources as the major determining factor in RHI.  相似文献

Using political ecology as its conceptual framework, this paper focuses on the changes in forest utilisation and management of South Kyrgyzstan's walnut-fruit forests over the last century The aim of this study on human-environment interactions is to investigate the relationship between actors on the one side, their interests and demands, and the forests and forested lands on the other. Forest resource utilisation and management - and even the recognition of different forest products as resources - are connected with political and socioeconomic conditions that change with time. The walnut-fruit forests of South Kyrgyzstan are unique, characterised by high biodiversity and a multiplicity of usable products; and they have been utilised for a long time. Centralised and formal management of the forests started with the Russian occupation and was strengthened under Soviet rule, when the region became a part of the USSR. During this era, a state forest administration that was structured from Moscow all the way down to the local level drew up detailed plans and developed procedures for utilising the different forest products. Since the collapse of the Soviet Union, the socio-political and economic frame conditions have changed significantly, which has brought not only the sweeping changes in the managing institutions, but also the access rights and interests in the forest resources. At present, the region is suffering from a high unemployment rate, which has resulted in the forests' gaining considerable importance in the livelihood strategies of the local population. Political and economic liberalization, increased communication and transregional exchange relations have opened the door for international companies and agents interested in the valuable forest products. Today, walnut wood and burls, walnuts, wild apples and mushrooms are all exported to various countries in the world. Scientists and members of various international organisations stress the ecological value of the forests and are trying to establish nature conservation areas. Nevertheless, it is to fear that a multiplicity of interrelated factors - the present transformation and globalization processes, the appearance of new actors, the local population's insecure economic situation and the erosion of managing institutions - are all leading to an intensified and unregulated exploitation of the forests, resulting in their degradation.  相似文献

The rocky desert in a karst area directly causes the lack of soil, water and forest, hence leading to the poverty there. In 1990, the villagers from the Muzhe Village in Benggu Township, Xichou County, Yunnan declared a war against rocky desert in an attempt to ask the fields for more yields. They invented a distinctive land rehabilitation and sustainable use pattern called "transforming heaven and earth" that had been practiced in Southwest China's karst areas. The key mechanism of the pattern was to develop terraced fields with well conserved soil, water and fertility by exploding rocks in the fields, building stone walls, gathering more soil, and improving soil quality and productivity for the fields in combination with building of irrigation facilities and roads, as well as with forestation and agriculture structure adjustment. The purpose of the pattern was to alleviate poverty in the karst areas by improving soil productivity and promoting agricultural development. A typical area was studied with the help of Participatory Rural Appraisal (PRA) and the pattern was carried out there for fifteen years, have produced excellent ecological benefits and good economic benefits. Its application in the area approved that it was a sustainable land use pattern for rocky desert areas.  相似文献

With the help of ARC/INFOR and ERDAS software, based on the information from forest resources distribution maps and TM images, four indices were chosen to analyze spatial pattern changes of forest landscape of Luoning County, Henan Province from 1983 to 1999. The results showed that: 1) The number and total area of patches were rapidly increased with time changes. The fragmentation degree of the landscape was increasing great-ly. 2) The area of some forest patch types, especially shrub forest, economic forest, Populus spp. forest, Quercus spp. forest, sparse forest, deserted grassland etc. had been greatly changed. 3) The fragemation degree of each forest patch type became greater from 1983 to 1999.4) The transition probabilities of deserted forest, economic forest, Pi-nus tobulaeformis forest, Populus spp. forest exceed 85%,Robinia pseuoacacia forest, deserted grassland, 65% and Quercus spp. forest, non-forest, shrub forest had smaller ones, which were 26.5%, 29.1% and 45.3%, respec-tively. The main transition trends of various patches were non-forest and Quercus spp. forest. During the course of transition, the types that 50% of area was remained were Quercus spp. forest, non-forest and shrub forest. Accord-ing to above analyses, the main driving forces, such as the management policies, market economy factors and influ-ences of human activities etc. were brought out.  相似文献

Agrarian patterns in mountain ecosystems have seen a considerable change in the past decades with a vast proportion of the population abandoning traditional agriculture and diversifying their livelihood options, primarily through out-migration. This trend is especially common amongst the subsistence based family-farming communities in developing countries. This study aims at assessing methods of livelihood diversification and factors influencing farm-exit in Central Himalayan villages of Uttarakhand, India, while trying to understand local perspectives on challenges in pursuing agriculture as a viable livelihood option. We collected qualitative and quantitative data from 951 households across 60 villages evenly distributed across six hill districts of Uttarakhand, using key-person interviews and household surveys. The results of the study highlight that farm-exit is significantly influenced by livelihood diversification, number of migrants, number of female family members, and availability of irrigation facilities. In general, perception of the respondents towards agriculture as a viable livelihood option is rather unenthusiastic, with 87% of the respondents citing human wildlife conflict as the main challenge in pursuing farming, amongst several other challenges. Diversification is an integral component of present rural economy with 80.13% of the total population dependent on more than one source of income, to maintain their livelihoods. However, there is no statistically significant influence of livelihood diversification on annual income of the household. If agro-based entrepreneurial ventures are to be promoted in the region there is an urgent need for timely introduction of radical policy, institutional, and land-reforms. Economic uplifting of the local population through such efforts can also be a possible solution to the growing trends of out-migration in the state.  相似文献

Based on the research on the rural living standard in China in terms of annual net income per capita, we define six types of village-level economy, i.e. "to be extremely poor", "to make a basic living", "to dress warmly and eat one's fill", "to try to enrich (to disengage poverty)", "to be well-off" and "to be affluent". The data of average annual net income of all the 292 villages between 1990 and 2004 in rural Gongyi City, Henan Province were collected, verified and classified. By using standard deviation, coefficient of variation and regression analysis, it is found that the Gongyi's rural economy has boosted up remarkably from the relative-poverty and absolute-poverty stages in 1990 to the well-off in 2004. However, the absolute differences between villages present a trend of enlargement, while the relative differences fluctuating. On the other hand, spatial analysis of village-level economy shows that most villages with relatively high economic development level were located along national expressway and most villages with absolute-poverty lay in remote mountainous areas in 1990. Since the 1990s, the rapid urbanization and industrialization have had strongly positive effects on rural economic growth. Initial economic foundation, natural resources and traditional techniques also contribute to village economy. From the perspective of geography, villages with location advantages, such as near urban center or industrial parks, have more chances for their economic development and the "core-periphery" economic structure has been presented in the process of rural development.  相似文献

Mountain water, which contributes 50% to 90% to the lower reaches of the watershed, has a considerably low utility efficiency. The water accessibility could be a quantitative measure of water scarcity in the mountains. It can be used effectively for emergency water shortage planning and water resource management. In the present study, Dongchuan District, a typical county in the Hengduan Mountains in Yunnan province of Southwest China, was selected as the study area, and the minimal cumulative resistance(MCR) model was used to simulate the least-cost path(LCP) from 1255 point features of natural villages, as well as 12,368 dryfield centroids, to their respective surrounding river systems, which serve as a source for emergency drinking water and irrigation during droughts. The average length of the LCP for each administrative village was calculated to represent the accessibility to water sources for agricultural production and daily life in these mountain villages. The distribution of population and dryfields, as well as other geographic elements, were analyzed to classify the degree of water scarcity in these villages. The results indicate that the area facing the highest risk of water shortage for agricultural irrigation is located in northern Dongchuan, in particular along the two sides of the Xiaojiang Valley, and that the area with the highest risk of water shortage for daily life needs is located along the Xiaojiang Valley.  相似文献
