Communities are increasingly empowered with the ability and responsibility of working with national governments to make decisions about marine resources in decentralized co-management arrangements. This transition toward decentralized management represents a changing governance landscape. This paper explores the transition to decentralisation in marine resource management systems in three East African countries. The paper draws upon expert opinion and literature from both political science and linked social-ecological systems fields to guide exploration of five key governance transition concepts in each country: (1) drivers of change; (2) institutional arrangements; (3) institutional fit; (4) actor interactions; and (5) adaptive management. Key findings are that decentralized management in the region was largely donor-driven and only partly transferred power to local stakeholders. However, increased accountability created a degree of democracy in regards to natural resource governance that was not previously present. Additionally, increased local-level adaptive management has emerged in most systems and, to date, this experimental management has helped to change resource user's views from metaphysical to more scientific cause-and-effect attribution of changes to resource conditions.  相似文献

A field-based reconstruction of the deglacial paleogeography in the Fort McMurray area permits: 1) constraining the timing of meltwater routing to the Arctic from the present Hudson Bay drainage basin; and 2) minimum-age estimates for ice-margin positions that can be used to constrain ice-sheet modeling results. A downslope recession of the Laurentide Ice Sheet resulted in a series of proglacial lakes forming between the ice margin and higher land to the southwest. The paleogeography of these lakes is poorly constrained in part from the masking effect of boreal forest vegetation and map-scale issues. However, recent space-shuttle based DEMs increase the number and spatial extent of moraines identified within the study area resulting in a coherent pattern of ice margin retreat focused on the Athabasca River valley. An intensive lake-coring program resulted in a minimum ten-fold increase in the radiocarbon database used to limit moraine ages. Results indicate that deglaciation in this region was younger than previously reported, and it is likely that the meltwater could not drain northward to the Arctic Ocean from any source southeast of the Fort McMurray area until approximately 9850–9660 14C BP.  相似文献

Artificial recharge of groundwater is an increasingly important method for augmenting groundwater supply and can have a positive or negative influence on the quality of water resources. We instrumented a managed aquifer recharge (MAR) pond in central coastal California to assess how patterns of infiltration and recharge affect the load of nitrate delivered to the underlying aquifer. The concentration of nitrate in infiltrating water consistently decreased during passage through the first metre of subsurface soils. Enrichment of 18O and 15 N in the residual nitrate in infiltrating water proceeded in a ratio of 1:2, indicating that denitrification plays a significant role in the quantitative reduction of nutrients exported during infiltration through shallow soils. The extent and rate of nitrate removal was spatially and temporally variable across the bottom of the recharge pond, with 30% to 60% of the nitrate load being removed over the first 6 weeks of managed aquifer recharge operation. During the period of highest N loading to the system, when the average infiltration rate was > 1 m/day, the recharge pond achieved a load reduction efficiency of 7 kg NO3?‐N/day/ha, which compares favourably to nitrate load reductions achieved by treatment wetlands. Groundwater mounding and water composition below the recharge pond suggest that recharge and subsequent lateral transport occur heterogeneously in the underlying aquifer. Nitrate concentrations in the aquifer following infiltration were lowered primarily by dilution, with little evidence for additional denitrification occurring in the aquifer in comparison to high rates documented during shallow infiltration. The relationship between climate change and biodiversity was a central issue at the 10th Conference of the Parties (COP 10) to the Convention on Biological Diversity (CBD). In this paper we draw from participant observation data collected at COP 10, and related policy documentation, to examine how concerns about climate change are shaping the conservation policy landscape – in terms of the knowledge and rationales used as inputs, networks of actors involved, objectives sought, and actions proposed. We find that debates at the intersection of climate and biodiversity were overwhelmingly framed in relation to, or through the lens of carbon. Through a discussion of four core Climate-Motivated Responses, we illustrate how “carbon-logic”, and the initiatives that it generates, simultaneously creates threats to the objectives sought by some actors, and opportunities for the objectives sought by others. We situate our observations in the context of some of the historical dilemmas that have faced conservation, and discuss this current moment in the dynamic trajectory of conservation governance: a moment when decisions about conserving biodiversity are becoming entangled with carbon-logic and the market. In this case, while some actors seek opportunities for biodiversity ends by riding the coattails of the climate agenda, the threats of doing so may undermine the biological and social objectives of the CBD convention itself.  相似文献

Scholars attribute the growth and decline of Classic period (AD 200-900) settlements in the semi-arid northern frontier zone of Mesoamerica to rainfall cycles that controlled the extent of arable land. However, there is little empirical evidence to support this claim. We present phytolith, organic carbon, and magnetic susceptibility analyses of a 4000-yr alluvial record of climate and human land use from the Malpaso Valley, the site of one such Classic frontier community. The earliest farming occupation is detected around 500 BC and appears related to a slight increase of aridity, similar to the level of the modern day valley. By AD 500, the valley's Classic period Mesoamerican settlements were founded under these same dry conditions, which continued into the Postclassic period. This indicates that the La Quemada occupation did not develop during a period of increased rainfall, but rather an arid phase. The most dramatic changes detected in the valley resulted from the erosion associated with Spanish Colonial grazing and deforestation that began in the 16th century. The landscape of the modern Malpaso Valley is thus primarily the product of a series of intense and rapid transformations that were concentrated within the last 400 yr.  相似文献

The distribution, mineralogy and mobility of the platinum-group elements (PGE) in the surface environment are poorly understood. This study of the lower, less altered and upper, more altered gossan, overlying the Aguablanca Ni–Cu-(PGE) magmatic deposit (Spain), has shown that the platinum-group minerals (PGM) are progressively oxidised and dispersed into iron oxides that form the gossan. A combination of the characterization of PGE in host PGM, using a scanning electron microscope, and measurement of PGE at lower concentrations in host iron oxides, using laser ablation-inductively coupled plasma-mass spectrometry (LA-ICP-MS), has for the first time allowed the total distribution of the PGE within a gossan to be documented. This study has revealed a complete in situ alteration and dispersion sequence of the PGM including (1) breakdown of both the more stable Pt-arsenides, Pt/Pd-tellurides and the less stable bismuthotellurides, (2) formation of partially oxidised PGM, (3) development of a wide range of oxidised Pt- and Pd-bearing phases, (4) subsequent formation of Fe–PGE-oxides and PGE-hydroxides, (5) incorporation of PGE into ferruginous supergene products and lastly (6) concentration of PGE at the edges of veins and iron oxides. Dispersion of Pd is greater than for the other PGE with Pd being widely distributed throughout the iron oxides. This oxidising environment produced PGE-oxides rather than PGE-alloys, also commonly found in the surface environment, especially in placers. These results provide critical evidence for the stages of mineralogical change from PGE host mineralogy in magmatic ores to surface weathering producing PGE-oxides.  相似文献

Radio occultations of Saturn’s main rings by spacecraft suggest a power law particle size-distribution down to sizes of the order of 1 cm (Marouf, E.A., Tyler, G.L., Zebker, H.A., Simpson, R.A., Eshleman, V.R. [1983]. Icarus 54, 189–211; Zebker, H.A., Marouf, E.A., Tyler, G.L. [1985]. Icarus 64, 531–548.). The lack of optical depth variations between ultraviolet and near-IR wavelengths indicate a lack of micron-sized particles. Between these two regimes, the particle-size distribution is largely unknown. A cutoff where the particle-size distribution turns over must exist, but the position and shape of it is not clear from existing studies.  相似文献

The incision rate and steepness of bedrock channels depend on water discharge, uplift rate, substrate lithology, sediment flux, and bedload size. However, the relative role of these factors and the sensitivity of channel steepness to rapid (>1 mm yr−1) uplift rates remain unclear. We conducted field and topographic analyses of fluvial bedrock channels with varying channel bed lithology and sediment source rock along the Coastal Range in eastern Taiwan, where uplift rates vary from 1.8 to 11.8 mm yr−1 and precipitation is relatively consistent (1.5–2.7 m yr−1), to evaluate the controls on bedrock channel steepness. We find that channel steepness is independent of rock uplift rate and annual precipitation but increases monotonically with sediment size and substrate strength. Furthermore, in reaches with uniform substrate lithology (mudstone and flysch), channel steepness systematically varies with sediment source rock but not with channel width. When applied to our data, a mechanistic incision model (saltation-abrasion model) suggests that the steepness of Coastal Range channels is set primarily by coarse-sediment supply. We also observe that larger particles are mainly composed of resistant lithologies derived from volcanic rocks and conglomerates. This result implies that hillslope bedrock properties in the source area exert a dominant control on the steepness of proximal channels through coarse-sediment production in this setting. We propose that channel steepness may be insensitive to uplift rate and flow discharge in fast-uplifting landscapes where incision processes are set by coarse sediment size and supply. Models assuming a proportionality between incision rate and basal shear stress (stream power) may not fully capture controls on fluvial channel profiles in landslide-dominated landscapes. Processes other than channel steepening, such as enhanced bedload impacts and debris-flow scour, may be required to balance rock uplift and incision in these transport-limited systems.  相似文献

Measured values for the total intensity of the continuum and the ratio of integrated intensities I( 5694)/I/(5446) are used to estimate the fraction of electrons along the line of sight contributing to the excitation of Caxv. This estimate of electron density along with an estimate of the dimension of the emitting region are used to find a value of the abundance of Ca in the solar corona.
