In its landmark report entitled Rates and Taxes: A Fair Share for Responsible Local Government, the Commonwealth House of Representatives Standing Committee on Economics, Finance and Public Administration (2003) considered the plight of Australian local government given its very wide terms of reference involving local government's roles and responsibilities, current funding arrangements, municipal capacity, council expenditure, scope for rationalisation, and the findings of the Commonwealth Grants Commission Review (2001) of the Local Government (Financial Assistance) Act 1995. The authors of the ‘Hawker Report’ brought down 18 recommendations, two of which dealt directly with the thorny question of structural reform. Diatom assemblages in surface sediments were sampled along three transects in Lake 239, from the Experimental Lakes Area (NW Ontario), and analyzed in order to explore the relationship between modern species distributions and water depth. Approximately 170 diatom species were identified in surficial sediments at lake depths from 2 to 30 m. The species composition varied with sample depth but remained highly similar across all three transects. The main patterns of variation in the diatom assemblages across transects, derived from a detrended correspondence analysis (DCA), showed that assemblages were highly correlated (r = 0.97 to 0.98). At depths > 8 m the pattern of predominantly benthic composition changed to a planktonic assemblage dominated by Cyclotella stelligera. This depth currently corresponds to the depth of 1% light penetration as assessed from extinction coefficient measurements. Diatom species diversity increases with the switch to the near-shore benthic taxa in all three transects. Additionally, there is a large decrease in the ratio of chrysophyte scales to diatoms at depths < 8 m. Light transmission data from wet and dry periods over the last 35 years suggests that during dry periods the extent of the littoral zone should change by over 2 m. We suggest that cores along a transect from 8 to 14 m should provide a highly sensitive location for detailed paleoclimatic study. 相似文献

Exchange of water between conduits and matrix is an important control on regional chemical compositions, karstification, and quality of ground water resources in karst aquifers. A sinking stream (Santa Fe River Sink) and its resurgence (River Rise) in the unconfined portion of the Floridan Aquifer provide the opportunity to monitor conduit inflow and outflow. The use of temperature as a tracer allows determination of residence times and velocities through the conduit system. Based on temperature records from two high water events, flow is reasonably represented as pipe flow with a cross-sectional area of 380 m2, although this model may be complicated by losses of water from the conduit system at higher discharge rates. Over the course of the study year, the River Rise discharged a total of 1.9 x 10(7) m3 more water than entered the River Sink, reflecting net contribution of ground water from the matrix into the conduit system. However, as River Sink discharge rates peaked following three rainfall events during the study period, the conduit system lost water, presumably into the matrix. Surface water in high flow events is typically undersaturated with respect to calcite and thus may lead to dissolution, depending on its residence time in the matrix. A calculation of local denudation is larger than other regional estimates, perhaps reflecting return of water to conduits before calcite equilibrium is reached. A review of the physical processes present in coastal regions and their effect on pelagic stages of flatfish populations is presented. While quantitative understanding of processes affecting cross-shelf transport and exchange continues to be a fundamental problem shared by physical oceanographers and fisheries scientists studying the early life history of flatfish, advances in hydrodynamic and coupled physical-biological models have made it possible to begin to examine population-level implications of environmental processes. There is now a need to rank these processes in terms of their impact on recruit strength. Existing paradigms provide testable frameworks for explaining the role of physical variability in the observed population patterns, abundance and variability. Identifying explicit links between physical variability and recruitment could result in new approaches to fisheries management strategies. 相似文献

The oceanographic, meteorological and sea-ice conditions in Baffin Bay are studied using historical hydrographic, satellite and meteorological data, and a set of current meter data from a mooring program of the Bedford Institute of Oceanography. Baffin Bay is partially covered by sea-ice all year except August and September. The interannual variation of the ice extent is shown to be correlated with winter air temperature. Available hydrographic data were used to study the water masses and the horizontal and vertical distribution of temperature/salinity. Three water masses can be identified – Arctic Water in the upper 100–300 m of all regions except the southeast, West Greenland Intermediate Water at 300–800 m in most of the interior of Baffin Bay, and Deep Baffin Bay Water in all regions below 1200 m. The temperature and salinity in Baffin Bay have limited seasonal variability except in the upper 300 m of eastern Davis Strait, northern Baffin Bay and the mouth of Lancaster Sound. Summer data have a temperature minimum at 100 m, which suggests winter convection does not penetrate deeper than this depth. Current meter data and results of a circulation model indicate that the mean circulation is cyclonic. The seasonal variation of the currents is complex. Overall, summer and fall tend to have stronger currents than winter and spring at all depths. Among the different regions, the largest seasonal variation occurs at the mouth of Lancaster Sound and the Baffin Island slope. Model generated velocity fields show a basic agreement with the observed currents, and indicate strong topographic control in the vicinity of Davis Strait and on the Greenland shelves. The model also produces a southward counter current on the Greenland slope, which may explain the observed high horizontal shears over the Greenland slope. Estimates of the volume and fresh water transports through Lancaster, Jones and Smith Sounds are reviewed. Transports through Davis Strait are computed from the current meter data. The balance of freshwater budget and sensitivity of the thermohaline circulation to freshwater transport are discussed. 相似文献
