High-resolution, spatially distributed ground water flow models can prove unsuitable for the rapid, interactive analysis that is increasingly demanded to support a participatory decision environment. To address this shortcoming, we extend the idea of multiple cell (Bear 1979) and compartmental (Campana and Simpson 1984) ground water models developed within the context of spatial system dynamics (Ahmad and Simonovic 2004) for rapid scenario analysis. We term this approach compartmental–spatial system dynamics (CSSD). The goal is to balance spatial aggregation necessary to achieve a real-time integrative and interactive decision environment while maintaining sufficient model complexity to yield a meaningful representation of the regional ground water system. As a test case, a 51-compartment CSSD model was built and calibrated from a 100,000+ cell MODFLOW (McDonald and Harbaugh 1988) model of the Albuquerque Basin in central New Mexico (McAda and Barroll 2002). Seventy-seven percent of historical drawdowns predicted by the MODFLOW model were within 1 m of the corresponding CSSD estimates, and in 80% of the historical model run years the CSSD model estimates of river leakage, reservoir leakage, ground water flow to agricultural drains, and riparian evapotranspiration were within 30% of the corresponding estimates from McAda and Barroll (2002), with improved model agreement during the scenario period. In March 2000, New Zealand began the development of a national oceans policy. The oceans policy has weathered a number of challenges, most notably the dispute between Maori and the Crown over title to coastal land and water. This dispute stalled the development process in mid 2003 until work recommenced in November 2005. This paper analyses developments in New Zealand oceans governance, identifying the interaction between state, community and market as important influences that can help explain complexities of policy development, lack of sectoral integration and a change in policy direction. 相似文献

After 33 years of repose, one of the most active volcanoes of the Kurile island arc—Sarychev Peak on Matua Island in the Central
Kuriles—erupted violently on June 11, 2009. The eruption lasted 9 days and stands among the largest of recent historical eruptions
in the Kurile Island chain. Satellite monitoring of the eruption, using Moderate Resolution Imaging Spectroradiometer, Meteorological
Agency Multifunctional Transport Satellite, and Advanced Very High Resolution Radiometer data, indicated at least 23 separate
explosions between 11 and 16 June 2009. Eruptive clouds reached altitudes of generally 8–16 km above sea level (ASL) and in
some cases up to 21 km asl. Clouds of volcanic ash and gas stretched to the north and northwest up to 1,500 km and to the
southeast for more than 3,000 km. For the first time in recorded history, ash fall occurred on Sakhalin Island and in the
northeast sector of the Khabarovsky Region, Russia. Based on satellite image analysis and reconnaissance field studies in
the summer of 2009, the eruption produced explosive tephra deposits with an estimated bulk volume of 0.4 km3. The eruption is considered to have a Volcanic Explosivity Index of 4. Because the volcano is remote, there was minimal risk
to people or infrastructure on the ground. Aviation transport, however, was significantly disrupted because of the proximity

As the most costly US natural disaster in history, Hurricane Katrina fostered the IPET forensic study to better understand the event. All available observations from several hundred space-, land-, sea-, and aircraft-based measurement platforms were gathered and processed to a common framework for height, exposure, and averaging time, to produce a series of wind field snapshots at 3 h intervals to depict the wind structure of Katrina when in the Gulf of Mexico. The stepped-frequency microwave radiometer was calibrated against GPS sondes to establish the upper range of the instrument and then used to determine the wind field in the storm's core region in concert with airborne Doppler radar winds adjusted to the surface from near the top of the PBL (500 m). The SFMR data were used to develop a method to estimate surface winds from 3 km level reconnaissance aircraft observations, taking into consideration the observed azimuthal variation of the reduction factor. The “SFMR method” was used to adjust reconnaissance flight-level measurements to the surface in the core region when SFMR and Doppler winds were not available. A variety of coastal and inland mesonet data were employed, including portable towers deployed by Texas Tech University, University of Louisiana at Monroe, and the Florida Coastal Monitoring Program, as well as fixed mesonet stations from Louisiana State Universities Marine Consortium, University of Southern Mississippi, and Agricultural Networks from Louisiana, Mississippi, and Alabama, and the Coastal Estuarine Network of Alabama and Mississippi. Also included were land- (WSR-88D VAD and GBVTD, ASOS, Metar, LLWAS, HANDAR), space- (QuikScat, GOES cloud drift winds, WindSat), and marine- (GPS sondes, Buoys, C-MAN, ships) platforms. The wind fields serve as an analysis of record and were used to provide forcing for wave and storm surge models to produce hindcasts of water levels in the vicinity of flood control structures. 相似文献

The spectral region in the vicinity of 5394 Å contains three prominent photospheric spectral lines, which can be used as a solar plasma diagnostic tool. The occurrence of telluric lines in this region is a potential source of systematic and random errors in these solar spectral lines. The goal of our investigation was to determine the telluric line contamination of this interesting spectral region. Several series of high-resolution solar spectra within an interval of about 4 Å around the 5394 Å wavelength were observed at different zenith distances of the Sun. Comparison of these spectra has permitted identification of telluric lines in this spectral interval. The observations were carried out with the horizontal solar spectrograph of the Heliophysical Observatory in Debrecen. Telluric feature blending was identified in the blue and red wings of the Fe I 5393.2 Å line, and in the local continuum of the Mn I 5394.7 Å line. The blue wing of the Fe I 5395.2 Å line is contaminated by a weak telluric feature too. The red continuum of this line has a more prominent telluric contamination. A dozen of water vapor telluric lines that determined the observed telluric features were identified in this spectral interval. The profiles of three telluric lines that have a significant influence on both the profiles of solar spectral lines and the level of local continuum were derived, and the variation of their parameters (equivalent width and central depth) with air mass were analyzed. 相似文献
