Hog Daddy and the Walls of Steel: Catch Shares and Ecosystem Change in the New England Groundfishery

The U.S. National Oceanic and Atmospheric Administration implemented market-based fishery management in the New England groundfishery as catch shares, controlling aggregate harvests through tradable annual catch quotas allocated to fishing groups called sectors. Policy supporters assert that resulting markets raise conservation incentives. In compliance with the Magnuson–Stevens Fishery Conservation and Management Act, species assessments permit catch shares to replace more spatially and temporally specific constraints on fishing gear, time, areas, and daily harvest limits. Qualitative evidence from field interviews and participant observation questions the efficacy of catch shares. Fishing industry members observe that increased presence of large trawl vessels in previously protected areas damages fish subpopulations and benthic habitat. Regulatory bioeconomic models fail to consider these lay observations. The consequent inability of quota markets to recognize the materiality of human–environment relationships at the spatiotemporal scales of fishing activity, and to internalize associated externalities, may have devastating consequences for the fishery. 相似文献

We present the results of microlens ray-tracing simulations showing the effect of absorbing material between a source quasar and a lensing galaxy in a gravitational lens system. We find that, in addition to brightness fluctuations due to microlensing, the strength of the absorption line relative to the continuum varies with time, with the properties of the variations depending on the structure of the absorbing material. We conclude that such variations will be measurable via ultraviolet spectroscopy of image A of the gravitationally lensed quasar Q2237+0305 if the Lyman α clouds between the quasar and the lensing galaxy possess structure on scales smaller than ∼0.1 pc. The time-scale for the variations is on the order of years to decades, although very short-term variability can occur. While the Lyman α lines may not be accessible at all wavelengths, this approach is applicable to any absorption system, including metal lines. 相似文献

By careful sampling and sample processing, radon and radium may be determined in close-spaced sediment segments. These determinations permit estimation of the radon deficit in sea-floor sediments. Collecting radium on manganese-treated fiber greatly simplifies analysis of near-bottom waters. Some improved radon separation and counting techniques are described. With these methods a single operator can process four samples for radon in 140 min. Overall efficiency (extraction-transfer-counting) is 88%. Blanks are negligible. Reproducibilities of 2.6% and 3.8% are achieved for radium and radon, respectively. 相似文献

An improved concept of the best analogues method was used to reconstruct the Last Glacial Maximum (LGM) climate from a set
of botanical records from the former Soviet Union and Mongolia. Terrestrial pollen and macrofossil taxa were grouped into
broad classes – plant functional types (PFTs), defined by the ecological and climatic parameters used in the BIOME1 model.
PFT scores were then calibrated in terms of modern climate using 1245 surface pollen spectra from Eurasia and North America.
In contrast to individual taxa, which exhibit great variability and may not be present in the palaeoassemblages, even in suitable
climates, PFTs are more characteristic of the vegetation types. The modified method thus allows climate reconstruction at
time intervals with partial direct analogues of modern vegetation (e.g. the LGM). At 18 kBP, mean temperatures were 20–29 °C
colder than today in winter and 5–11 °C colder in summer in European Russia and Ukraine. Sites from western Georgia show negative,
but moderate temperature anomalies compared to today: 8–11 °C in January and 5–7 °C in July. LGM winters were 7–15 °C colder
and summers were 1–7 °C colder in Siberia and Mongolia. Annual precipitation sums were 50–750 mm lower than today across northern
Eurasia, suggesting a weakening of the Atlantic and Pacific influences. Reconstructed drought index shows much drier LGM conditions
in northern and mid-latitude Russia, but similar to or slightly wetter than today around the Black Sea and in Mongolia, suggesting
compensation of precipitation losses by lower-than-present evaporation.

Subfossil pollen and plant macrofossil data derived from 14C-dated sediment profiles can provide quantitative information on glacial and interglacial climates. The data allow climate variables related to growing-season warmth, winter cold, and plant-available moisture to be reconstructed. Continental-scale reconstructions have been made for the mid-Holocene (MH, around 6 ka) and Last Glacial Maximum (LGM, around 21 ka), allowing comparison with palaeoclimate simulations currently being carried out as part of the fifth Assessment Report (AR5) of the Intergovernmental Panel on Climate Change. The synthesis of the available MH and LGM climate reconstructions and their uncertainties, obtained using modern-analogue, regression and model-inversion techniques, is presented for four temperature variables and two moisture variables. Reconstructions of the same variables based on surface-pollen assemblages are shown to be accurate and unbiased. Reconstructed LGM and MH climate anomaly patterns are coherent, consistent between variables, and robust with respect to the choice of technique. They support a conceptual model of the controls of Late Quaternary climate change whereby the first-order effects of orbital variations and greenhouse forcing on the seasonal cycle of temperature are predictably modified by responses of the atmospheric circulation and surface energy balance. 相似文献

We have carried out a series of in situ experiments to investigate the formation of a CO2 hydrate (CO2:5.75 H2O) for the purpose of evaluating scenarios for ocean fossil fuel CO2 disposal with a solid hydrate as the sequestered form. The experiments were carried out with a remotely operated vehicle in Monterey Bay at a depth of 619 m. pH measurements made in close proximity to the hydrate–seawater interface showed a wide range of values, depending upon the method of injection and the surface area of the hydrate formed. Rapid injection of liquid CO2 into an inverted beaker to form a flocculant mass of hydrate resulted in pH initially as low as 4.5 within a few centimeters of the interface, decaying slowly over 1–2 h towards normal seawater values as dense CO2 rich brine drained from the hydrate mass. In a second experiment, slower injection of the liquid CO2 to produce a simple two-layer system with a near planar interface of liquid CO2 with a thin hydrate film yielded pH values indistinguishable from the in situ ocean background level of 7.6. Both field and laboratory results now show that the dissolution rate of a mass of CO2 hydrate in seawater is slow but finite. 相似文献

Warming in the Arctic is occurring at twice the rate of the global average, resulting in permafrost thaw and a restructuring of the Arctic hydrologic cycle as indicated by increased stream discharge during low-flow periods. In these cold regions, permafrost thaw is postulated to increase low-flow discharge, or baseflow, through either: (a) localized increases in groundwater storage and discharge to streams due to increased aquifer transmissivity from thickening of the freeze–thaw layer above permafrost known as the active layer or (b) long-term increases in regional groundwater circulation via enhancement of groundwater–surface water interactions due to extensive permafrost loss over decades. While increasing baseflow has been observed throughout northern Eurasia, the precise mechanistic causes remain elusive. In this study, we differentiate between where these two subsurface physical mechanisms of baseflow increase are occurring by performing a baseflow recession analysis using daily streamflow records from 1913 to 2003 for 139 stations in northern Eurasia underlain by varying permafrost areal extents. Results indicate that from 1913 to 2003, the majority of catchments underlain by continuous permafrost have an increasing trend in their recession flow intercepts, a proxy for increasing active layer thickness. Alternatively, the majority of catchments underlain by permafrost types that are less spatially extensive (e.g., discontinuous, sporadic, isolated, or no permafrost) have decreasing trends in their recession flow intercepts, indicating that a potential increase in active layer thickness is not the driving factor of baseflow variations in these catchments. This may indicate that in catchments underlain by continuous permafrost, active layer thickening correlates with increases in baseflow, whereas, in other catchments with less extensive permafrost, increases in baseflow may be caused by wholesale permafrost loss and vertical talik expansion that enhances regional groundwater circulation. Fish assemblages that included known predators of benthic crustaceans were compared between kelp and barren habitats in northeastern New Zealand using baited underwater video census methods. The benthic-feeding fish were observed in winter, spring/summer and autumn, as well as during night-time in spring/summer. Overall, the fish assemblages varied between barren and kelp habitat, being most marked in winter. Individual benthic-feeding species, such as grey mao mao (Scorpis lineolatus) and leatherjacket (Meuschenia scaber) were associated with barren habitat, while the spotted wrasse (Notolabrus celidotus) was more strongly associated with kelp habitat. The results suggest that changes in habitats on coastal reefs affect populations of species that are benthic predators, which may in turn influence the distribution and abundance of their prey species, such as juvenile spiny lobsters. 相似文献
